Tehreek-e-Taliban Pakistan (TTP) warned tribesmen of NWA against joining the Army, Frontier Corps or Levies Force, reports Dawn. A pamphlet distributed in Miranshah on behalf of the Shura-i-Mujahideen (council of holy fighters) said the Government had been recruiting locals in the army, Frontier Corps and Levies Force to use them against the TTP. This Shura is led by a militant leader Hafiz Gul Bahadur. “Recruitments can create civil war in North Waziristan,” said the pamphlet written in Urdu. “Those who have already joined Levies and (other) paramilitary forces should quit their jobs. Those who don’t obey the advice will face consequences and Mujahideen will not accept any excuse,” it said.

Lashkar-e-Islam (LI) pasted leaflets in different parts of Malakdin Khel locality in Bara subdivision of Khyber Agency, warning residents not to allow their women to travel alone or without a close male family member. “Husbands would be penalised heavily if they allow their wives to travel alone in any public transport vehicle,” the pamphlet warned. It threatened local residents, especially youth, to desist from shaving and uploading musical ring tones in their cellular phones. “The violators will be heavily fined,” it warned further. The pamphlets were appeared at a time when SFs are engaged in a full-fledged military operation against the outfit and local residents are subjected to unspecified hours of curfew in different parts of Bara. Although Government claims that military operation in Bara subdivision of Khyber Agency is successful, LI proved its presence by distributing leaflets in different areas.

Omar Khalid Khorasani, the top TTP ‘commander’ in Mohmand Agency said that the recent attacks in Pakistan were only the start of bloody reprisals after Osama bin Laden’s death. “These attacks were just a part of our revenge. Jamiat Ulema-e-Islam (Fazl) Chief Maulana Fazlur Rehman on June 12 said that the Pakistan Army will face deadly suicide attacks if it undertakes operations in North Waziristan, reports Times of India. "If Pakistani forces enter North Waziristan, they will face deadly suicide attacks," Maulana Fazlur told reporters in an interaction. The US has been pressuring Pakistan Army to undertake operations in North Waziristan Agency where the Haqqani network carrying out attacks on coalition forces in adjacent Afghanistan is based. Pakistan has been resisting, saying it will itself decide when to carry out any operation in the area. Maulana Fazlur warned the conflict in Afghanistan is spreading into Pakistan and could soon engulf the country, unless steps are taken to halt the spread of violence through a negotiated settlement.

Unidentified militants targeted the office of NATO fuel supplier with a car bomb near Torkham border. Officials said that the explosion outside the office of Al-Haj group caused injuries to three passers-by and partial damage to four vehicles parked near the site of explosion. Nobody has so far claimed responsibility for the blast but sources said that Al-Haaj group had been receiving threats from militants since long for supplying fuel to NATO forces in Afghanistan.

The Tehreek-e-Taliban Pakistan (TTP) on September 6 set conditions for freeing 27 abducted youths it has been holding hostage for about a week and demanded that the Government should release children and women languishing in various prisons, stop instigating tribesmen for forming anti-TTP lashkars (militia) and disband such lashkars and ‘peace committees’ in Bajaur Agency of Federally Administered Tribal Areas (FATA). In a video released to the media from Kunar of Afghanistan, Bajaur Agency TTP ‘chief’ Maulana Dadullah confirmed that the 27 children from Mamond tehsil (revenue unit) were in the custody of his group. The TTP leader threatened that the lives of the children could be at risk if the demands were not met. He said no-one had so far contacted the TTP for negotiating the children’s release. He said the children were safe.

The Chief of Lashkar-e-Islam (LI), Mangal Bagh, on September 25 said that officials working to register voters and conduct a census in Khyber Agency will be ‘sentenced to death’ unless they immediately halt their activities, reports The Express Tribune. “We will continue opposing Government policies unless the Government or its advisers begin talks with us,” Bagh said, in an address broadcast on his private FM radio channel in Tirah valley of Khyber Agency in Federally Administered Tribal Areas (FATA). Bagh said that elected representatives and elders of the area are ignoring the pressing issue of law and order in Khyber Agency and taking more interest in voter registration and census. “Hundreds of people have died in Khyber Agency but no government agency or public representative has bothered to list their names or establish a team for the purpose,” he said. Speaking against the Benazir Income Support Programme (BISP), Bagh said that his organisation will not let the programme succeed in the area and threatened with dire consequences if anybody tried to participate. Hundreds of tribesmen gathered in Landikotal, a town of Khyber Agency in Federally Administered Tribal Areas (FATA) along Afghanistan border, mobilised by religious party Jamaat-e-Islami (JI) to protest against the United States. Waving party flags and wearing ribbons inscribed with Koranic verses, dozens of tribesmen joined the throng armed with Kalashnikovs. “We announce the holy war against America if they attack Pakistan,” Siraj-Ul-Haq, the party’s deputy head, told the gathering. “The whole nation will wage a jihad against America and will fight against them shoulder to shoulder with Pakistani armed forces,” Haq added.

Hafiz Gul Bahadur fraction of TTP, who has a peace deal with the Pakistani military, said his fighters would not stop army engineers building a road through territory he controls in the country’s northwest, but warned locals working on the project would be killed as spies, reports Dawn. Pamphlet distributed under the name of Hafiz Gul Bahadur sternly warned local people not to work with military engineers working on a road and other projects in the area. A pamphlet distributed in Miramshah said the Shura Mujahideen North Waziristan had prohibited securing contracts and other privileges from the military in order to keep tribal people away from its influence. It said the Army had started building Bannu-Ghulam Khan Road, but local people would neither work on the project nor provide construction machinery. The pamphlet said that Mujahideen would not be responsible for security of these people.

The Khyber Agency coordinator of the Human Rights Commission of Pakistan (HRPC), Zarteef Khan Afridi, was shot dead by unidentified assailants in Jamrud town of Khyber Agency in Federally Administered Tribal Areas (FATA) on December 8, reports Dawn. Sources said two assailants riding a motorcycle opened fire on Zarteef Khan Afridi while he was on his way to a Government school where he worked as headmaster. Abdullah Ezaam Brigade took responsibility for the murder. Family sources said the deceased had been receiving threats because he was opposed to Tehreek-e-Taliban Pakistan (TTP) activities in tribal areas and supported women’s rights. Zarteef Khan took a courageous step during the general election of 1997 when he allowed womenfolk of his family to cast their vote.

Al Qaeda on December 26 warned America, Pakistan and Afghanistan of attacks to avenge killing of its influential leader Tehsin bin Ali Abdul Aziz and his two aides in a drone strike in the Azam Warsak area of South Waziristan Agency in Federally Administered Tribal Areas (FATA) on August 1, reports Dawn. A three-page pamphlet in Arabic with Urdu translation on a separate page, issued by Abdul Aalaam Maatafi Haleema (Abu Baseer Al-Tartusi), Amir of Al-Harkatah Alamia Kurdistan Iraq, said the attacks would be carried out in the three countries as they were allies. The pamphlet said Al-Harkatah Alamia Kurdistan Iraq was a sister organisation of al Qaeda. It said that Tehsin, along with two associates Hussain Iraqi and Taliban leader Sahib Noor Ahmedzai Wazir, had been killed in the US drone attack.
