The Kathmandu-based Industrial Security Group (ISG) – which comprises of representatives of the Embassies of France, Germany, India, the United Kingdom, the United States of America, and the Delegation of the European Commission, along with their bilateral Chambers of Commerce – has urged the Maoists to cease violence, abductions and extortion. According to Nepal News, the ISG in a statement on February 9 said, "In Kathmandu, while Maoist extortion has continued all along, it appears to be soaring in the run-up to the Maoist rally on February 13. Once again, the Maoists are demanding money, lodging and food from the businesses and residences in the Valley. We call upon the Maoists to cease these activities immediately. The Maoists' continuing use of violence and intimidation is in clear violation of their commitments under the Comprehensive Peace Agreement and at complete odds with their new status as members of the Interim Parliament.”

According to United Nations Mission in Nepal (UNMIN) this is a breach of the Agreement on Monitoring of Arms and Armies signed on December 8, 2006 between the Government, the Maoists and the UN.

Nepal News reports that in a clear violation of Comprehensive Peace Agreement, Maoists have started opening offices under their United Revolutionary People’s Council (URPC), a body parallel to local state institutions, in Lekhnath municipality of Kaski. Kathmandu Post reported that Maoist cadres have reactivated opening such offices in different wards of the municipality. Local Maoist cadres have said that the party’s central committee has directed them to launch a nationwide campaign for opening such council offices at par with government offices at district, municipality and village levels.

The first phase of the formal talks between the government and the Madhesi Janadhikar Forum (MJF) with agreement reached on one half of the 26-point demands put forth by the Forum. The demands that have been met by the government team include forming State Restructuring Commission; declaring those killed during Madhes agitation as martyrs; providing compensation to families of the dead; and providing relief and treatment to those injured during the agitation. Likewise, the government side also agreed to carry on dialogue to seek help of UN technical team in their further talks; drop charges against MJF leaders; ensure access of Madhesis, Dalits, women, Janjatis and backward people to all organs and levels of the state; and proportionate distribution of resources. They also agreed on demands like returning seized properties by the Maoists; ensuring industrial security and declaring date for Constituent Assembly elections soon.

Senior Maoist leaders and political party representatives held talks in Kathmandu on July 14, and agreed to convert the existing House of Representatives (HoR) into an interim parliament by inducting more members. The interim parliament will be officially decided on at the second round of "summit talks" scheduled for July 21. Maoist Chairman Prachanda said the talks were successful in resolving the confusion that surfaced after the signing of the eight-point agreement on June 16. "The talks have brought about a conducive environment," Prachanda said, adding that "illusions and suspicions [over the eight-point deal] have been eliminated." Jhalanath Khanal, a CPN-UML leader who participated in the talks, said the Maoists were "not negative" about the parties' proposal on inducting some outside members (reference to Maoist members) into the existing HoR. "There was a general consensus to have an 'interim parliament'. But nothing was decided on its modalities," Khanal said.

On August 30, the government and Madheshi Janaadhikar Forum (MJF) reached a 22-point agreement and the MJF, consequently, agreed to call off its planned strike, according to Himalayan Times. The government agreed to the MJF’s demand for autonomy in a federal system of governance and restructuring the state keeping the country’s sovereignty, unity and regional integrity intact. The rights, nature and limitation of the autonomous federal state would be determined by the Constituent Assembly. The government also agreed to immediately constitute a commission on restructuring the state, to immediately provide compensation to the families of those killed during the Madhesh movement and to provide relief and medical treatment to the injured. All the cases filed against the MJF leaders and cadres would be withdrawn. The state would ensure "balanced" and "proportional representation" of marginalised communities, Madheshi, indigenous nationalities, dalits (lower caste Hindus), women, backward communities, disabled, minorities and Muslims in all state structures. The government has also agreed to give national recognition to the Madheshi language, culture and customs. The government has agreed to adopt a three-language policy - mother tongue and Nepali for official and education purposes and English for international communication. A reservation policy would be adopted to resolve the problems faced by the Dalits. They would be provided land for housing along with a provision for job opportunities. The MJF dropped the demand for full proportional representation in the Constituent Assembly. But its chairman Upendra Yadav has said their position on the issue of establishing a republic and proportional representation system remains unchanged and these issues would be raised during the Constituent Assembly polls.

A central committee meeting of the Madheshi Janaadhikar Forum (MJF) held on September 5 endorsed the 22-point deal signed between MJF and the government on August 30, Nepal News reports. The meeting expelled the four dissident leaders Kishore Kumar Bishwas, Bhagyanath Gupta, Jitendra Sonal and Ram Kumar Sharma and also decided that the MJF would take part in the Constituent Assembly election.

On November 16, the Chief of the United Nations Mission in Nepal (UNMIN), Ian Martin, revealed that lack of proper mechanism to monitor the implementation of agreements reached earlier has led the peace process to crucial stage. Martin said, "The weaknesses of implementation of commitments so far indicate that mechanism for negotiations and follow-up could be more systematic and effective." However, the cabinet meeting, on November 14, passed a proposal extending the tenure of the UNMIN by six months after it expires in January, 2008. The meeting, however, did not decide on widening the mandate of the UNMIN. The UN had shown willingness to take up further responsibilities in implementing the agreements between the government and the Maoists. The cabinet decision would now be put forth at SPA meeting for final decision after which a formal letter would be handed over to the UN requesting extension of UNMIN tenure.
