Leaders of the agitating United Democratic Madhesi Front (UDMF) on March 11 held talks with Prime Minister (PM) KP Sharma Oli for the first time after the front withdrew its extreme forms of protest, including border blockade, reports The Himalayan Times. UDMF submitted a seven-point memorandum to the PM urging the Government to address their 11-point demands before mid-April. In the four-page memorandum, the UDMF demanded to carve out two provinces in the Tarai/Madhes, with full autonomy to both. It also sought inclusive representation of all the communities in all organs of the state. The front demanded to delineate constituencies on the basis of population and to retain the proportion of mixed election system ensured in the Interim Constitution.

As per the newly-announced program, the alliance will stage demonstrations at Patan on May 19, at Baneshwar on May 20 and at Swayambhu on May 21. Locals have enforced banda (shutdown) in Pyuthan District on November 30, against the Constitution amendment bill registered by the Government to take all the hill Districts out from Province 5, reports My Republica. They are protesting at the major thoroughfares in the District headquarters by holding protest assemblies and burning tires. Protests have been staged in the District since a week after the Government made preparation for the amendment bill to take out the District from the province. Different political parties too have expressed their solidarity with the protest.Meanwhile, according to Rashtriya Samachar Samiti (RSS), an indefinite District-wide general strike has been called in Arghakhanchi District in protest against the Government's registration of the Constitution amendment bill in parliament, with changes to the province borders. Various organizations based in the District called for the District-wide shutdown on November 30, under the leadership of the Arghakhanchi District Chamber of Commerce and Industry. As per the provision in the Constitution amendment bill, Arghakhanchi District has been split and part of it placed under Province 4. Before this, the District was placed under Province 5. Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) District president Chet Narayan Acharya said all the political parties in the District have supported the general strike as the splitting of the District is a matter of concern for all. Although the banda organizers are not forcing the closure, the businessmen and transport entrepreneurs are voluntarily supporting it, he said.

Locals and cadres of various political parties took to the streets chanting anti-Government slogans. Corner meetings were also organized at various places in these Districts which will be affected by the Constitution amendment bill.In view of possible unrest, Kapilvastu District Administration Office (DAO) has declared certain flashpoints at District headquarters Taulihawa prohibited areas. Organizing a press conference, the joint struggle committee has said that the banda will continue on December 10 and 11. Youths are holding a whistle rally today (December 10) while women will hit the streets tomorrow (December 11) displaying utensils as part of pressure on the Government against the proposed bill. Similarly, the strike will be withdrawn for three days (12, 13 and 14) due to Dewali festival before it resumes December 15 and will continue until 21, Bishnu Khanal Muskan, Nepali Congress (NC) District Party Office, Arghakhanchi President said. According to the protest programs, the committee will launch a torch rally on December 13. Since November 29, Province 5 people are up in arms after the Government registered the Constitution amendment bill in Parliament that proposes to split five hill Districts from the Province.Meanwhile, a mass demonstration was held in Tamghas in the District headquarter of Gulmi District on December 10, as part of the 11th day of the indefinite District-wide banda to protest the Constitution amendment bill the Government registered in the parliament, reports My Republica. The demonstrators had wielded sticks. The amendment proposal proposes to separate the Gulmi District from Province No 5 which has angered the locals. The banda has affected the normal life in the District.
