The Young Communist League (YCL) cadres on March 30 threatened villagers in the Nawalparasi district with eviction if they did not vote for the CPN-Maoist candidates and the party, reports The Himalayan Times. Locals of Arkhala, Bharatipur, Jaubari, Mithukaram, Ruchang, Dedgaon and other villages in the northern part of the district blamed the YCL of threatening them to vote for the Maoists or face torture and even forceful eviction from the villages. They said the Maoists have warned that they would torture the villagers more than what they had done during the 12-year-long armed struggle if they opted not to vote for the Maoists. The Nawalparasi district election office also urged the political parties not to launch any activity which might prevent citizens from casting votes. The Maoist Nawalparasi district secretary, Anup, however, denied the charge as false and baseless.

At least 22 Nepali Congress (NC) workers have been displaced from their villages in the Rukum district after the Constituent Assembly election due to threats issued by Maoists in the district, Kantipuronline reports. Issuing a statement on April 21, NC district committee said 22 of its supporters were forced to leave their villages after Maoists threatened them with strong action. Cadres of the Young Communist League (YCL) have compelled four school headmasters in the Gorkha district to resign from their posts, Kantipuronline reports. They have threatened to launch a strong struggle if the demand is fulfilled. Federal Republican National Front, Chure Bhawar Ekata Party and Nepal Loktantrik Samajwadi Dal have jointly announced a general strike in the Terai region on July 3 (today). Addressing a programme in the capital Kathmandu on July 2, representatives of the indigenous groups said the country will fall into the trap of segregation if the demand calling for ‘One Madhes, One Province’ is fulfilled. The identity of over five million people including those of the Tharu community will disappear if the demand is fulfilled. They also urged the CPN-Maoist, CPN-UML and Nepali Congress (NC) not to kneel in front of the Madhes-based parties just because they disrupted the Constituent Assembly (CA) session. Meanwhile, the Madhesi People’s Rights Forum (MPRF) leader Kishor Kumar Biswas has also resigned from the party to express opposition against the demand.

The indigenous groups have been protesting against the demand of the Madheshi parties to recognize the entire southern belt of the country as a single autonomous Madhesh State. The Siraha, Sunsari, Sarlahi, Saptari, Bara, Parsa, Rautahat, Mahottari, Dhanusha, Morang, Udaypur and Jhapa districts have been affected due to the strike. Market places and academic institutions were closed in the western districts including Nawalparasi, Rupandehi, Kapilbastu, Banke, Kailali and Kanchanpur due to the strike. Likewise, transportation came to a halt at the East-West Highway and Koshi Highway. The alliance of 24 various Tharu and indigenous groups has also warned all concerned parties not to incite violence in their peaceful protests.

Speaking at Reporters' Club on September 3, Pun said that unification of the two armies is essential to take the peace process to a logical end, warning, "those who are against integrating the PLA into NA are in favor of inviting conflict. There will be conflict if the two forces are not united." Pun, who is set to become chief of the Maoists' army after Prime Minister Prachanda quits the post, said that the integration process would begin within three months and the task would be completed within six months. Hinting at the Maoists intention to downsize the national army, he also claimed that a 50-thousand strong army would be enough for the country. Conveying that the Maoists have no plan to take action against the NA chief Rookmangud Katawal, he said, "We are not in favor of changing the Army Chief.
