In another incident, Maoists attacked and injured a CPN (UML) leader, Hum Bahadur Thapa, in the Tanahun district on January 22. Separately, a delayed report said that Maoists have abducted 18 persons, including five students, from a village in Sankhuwasabha district on January 20. Owing to Maoist threats, 36 VDC secretaries of the Ramechhap district have collectively resigned from their posts on January 23. Reports added that the insurgents have freed the teachers and students who had earlier been abducted from Raigaon in the Dhading district. Meanwhile, normal life in various parts of the country, including the Chitwan, Kaski, Parbat, Saptari, Siraha, Tanahun, Parbat and Udaypur districts, have been affected due to the Maoist general strike.

According to Kantipur Daily, over 200 schools in the western district of Baglung and around 100 schools in the south-western district of Nawalparasi remain closed for the past week amid Maoist threats. Almost all the schools outside the district headquarters in Baglung district, including Burtibang, Galkot, Bihu and Gwalichour, have been closed after the Maoists announced that the schools compulsorily start lessons in "Janabadi" (pro-people) education and students should join their ‘people’s militia.’ Hundreds of teachers have reportedly fled to the district headquarters fearing Maoist ‘action’ against them. In Nawalparasi, nearly 100 schools were closed down and the study of over 30,000 students affected due to the call of Maoist affiliated Nepal Teachers’ Association to close down schools from May 3.

According to The Kathmandu Post, a group of Maoist insurgents raped over two-dozen women of a Dalit (lowest rung in the Hindu caste system) settlement at Jagatpur in the Saptari district at gunpoint last week and threatened to "completely destroy" the hamlet in case they disclosed the crime. Nine victims recounted the crime in front of a group of human rights activists and journalists who reached the village on August 22. The youth of the village had left the area long time back due to increasing Maoist activities and only children, women and the elderly remain in the village currently, according to the newspaper.

In a statement, Prachanda said "With deep sense of responsibility towards the people longing for democratic political outlet and peace, and with the aim of eliminating doubts about our movement, our party announces a unilateral ceasefire for three months with immediate effect." However, the Maoist chief also warned that if the government intensifies military offensive and expands army bases by taking their latest move as a 'weakness', the ceasefire could be ended 'at any point'.
