The insurgents abducted Secretary of Sipti Village Development Committee (VDC), Padma Raj Joshi, in Darchula district on July 21. In the same district, Maoists have reportedly announced a month-long blockade obstructing the locals’ movement to and from the headquarters. In Nuwakot district, the Maoists threatened the local people in the Jiling VDC area to call back their kin serving in the army and police. Further, reports from Jumla district said that many remote villages, including Pandav Gufa, Birat and Kanaksundari, have been deserted after Maoists intensified their threats on the locals to participate in their programmes.

Makalu Transport and Yeti Fabric Limited, have closed down since August 16 following threats from the Maoist-affiliated workers union, All Nepal Trade Union Federation (ANTUF). A Nepal News report quoting the British Broadcast Corporation interview with pro-Maoists trade union leader of All Nepal Trade Union Federation (ANTUF), Shalikram Jamarkattel, said "end of the blockade was up to the government… We will withdraw it as soon as they fulfill our demands. Otherwise it will continue." In response to the Maoists ‘execution order’ for 10 journalists and increasing threat upon press freedom in the country, Nepali media professionals and publications took out a rally in Kathmandu against the killing of Dekendra Raj Thapa, a journalist killed by the insurgents in Dailekh district.

On August 24, a joint statement issued by the leaders of joint ‘People’s governments’ of five districts surrounding Kathmandu said they had decided to postpone their strike keeping in view of the requests made by general public, civil society and human rights community. Further, the leaders warned the Government that they would undertake stronger programmes if the Government ignored their demands. The Maoist affiliated organizations, including All Nepal Trade Union Federation and All Nepal National Independent Students Union-Revolutionary, had called this blockade on August 18 demanding a probe into the killing of their activists and make public the whereabouts of their cadres detained by the security forces.

As Prithivi Highway and Tribhuvan Rajpath that link the Kathmandu Valley to the districts remained mostly closed, the supply system, mainly that of fuel, was affected in the capital. Highways in districts surrounding Kathmandu such as Kavre, Nuwakot and Rasuwa remained completely blocked. Similarly, the second day of a bandh (general strike) on December 25, called by the Maoists, paralysed normal life in Morang and Sunsari districts. District headquarters of Dang, Udaypur, Bara, Parsa, Kailali, Rautahat, Makwanpur and some other districts also was affected due to the indefinite blockade in places since last few days.
