According to The Hindu, King Gyanendra has appointed some of the members of the proposed 10 member Cabinet in Kathmandu on February 2. These included Minister for Information and Communications, Tanka Dhakal, Minister for Home and Law, Justice and Parliamentary Affairs, Dan Bahadur Shahi, Minister for Local Development, Khadga Bahadur, Minister for Labour and Transport Management, Ram Narayan Singh, and Minister for Finance, Madhukar Shumsher J.B. Rana. A Palace statement said: "The King has expressed confidence that everyone will support and cooperate with the new Cabinet.'' Separately, quoting an unidentified opposition political leader, the report said at least 50 political leaders have been arrested and many more have gone underground to avoid detention.

The Communist Party of Nepal (UML) - a partner in the coalition Government that was dismissed by King Gyanendra on February 1 - has said police have arrested at least three of its workers while protesting the monarch’s actions. Reports quoted UML sources as saying that pro-UML activists carried out a ‘corner protest’ at Ason in the capital Kathmandu on February 11 and also distributed pamphlets against the royal move. Police arrested at least three of their cadres, they added. The authorities are yet to confirm the arrests.

These include, Nepali Congress (NC) President, Girija Prasad Koirala, Nepali Congress (Democratic) President, Sher Bahadur Deuba and central leader Purna Bahadur Khadka, CPN-UML General Secretary, Madhav Kumar Nepal, its Standing Committee member, Bharat Mohan Adhikari and Peoples’ Front Nepal Chairman Amik Sherchan. Kathmandu Post has reported that at least 29 Nepali Congress (NC) cadres were arrested during protest rallies in several parts of the country on March 30. Meanwhile, the five agitating political parties – the NC, Communist Party of Nepal-UML, Nepali Congress (Democratic), Nepal Sadbhavana Party (Anandi Devi) and People's Front Nepal - have formed a joint struggle committee in the Sarlahi district. Separately, during a meeting in Kathmandu on March 30, a senior leader of the CPN-UML, K.P. Sharma Oli, ruled out reconciliation with the King until the latter restores civil liberties, ends emergency rule and frees all detained political leaders, cadres, journalists and other professionals. In a separate incident, the pro-CPN (UML) students’ organisation has said that police have detained its general secretary, Thakur Gaire, on April 20 immediately after he was released as per the Supreme Court order on the same day. According to Nepal News, the Nepali Congress (Democratic) president and former Prime Minister, Sher Bahadur Deuba, was arrested by security force (SF) personnel from his residence in the capital Kathmandu on April 27, today. A day earlier, the Royal Commission on Corruption Control (RCCC) had summoned Deuba to appear before them within 24 hours to inquire about a contract regarding the construction of a tunnel of the multi-billion rupee Melamchi Drinking Water Supply Project during his tenure. Deuba, however, refused to appear before the Commission challenging its constitutional and legal status. The RCCC had detained Deuba’s colleague and a former minister, Prakash Man Singh, who also refused to appear before it in the same case on April 21. Further, half a dozen former ministers have been facing probe by the commission in the case of alleged misappropriation of Government funds.
