According to PTI, Jammu and Kashmir witnessed 71 incidents of cross-border firing along India-Pakistan border in 2012. “As many as 71 incidents of border firing took place along the LoC and International Border (IB) in 2012. Seven persons, including four Security Force (SF) personnel, two civilians and one Pakistani intruder were killed in the incidents of border firing. At least 15 persons, including 12 SF personnel and three civilians were injured,” a report compiled by State Home Ministry said. It said there has been increase in the incidents of cross-border firing last year. “There were 51 cases of cross-border firing and ceasefire violations along the LoC in Jammu and Kashmir in 2011 as compared to 44 cases in 2010 and 28 in 2009”. It said the increase in firing incidents and ceasefire violations by Pakistan gains significance in light of detection of 400-metre-long tunnel in Samba sector (Samba District) on July 28 and subsequent lodging of strong protest on July 31.

Chhattisgarh Police on January 1 claimed a significant drop in Maoist-related incidents with 409 incidents being reported in 2012 compared to 530 the previous year. "The state has witnessed 23 per cent fall in Naxal [Left Wing Extremism] related incidents last year (2012) as against 2011," Director General of Police (DGP) Ram Niwas told reporters. He said as against 530 Naxal-related incidents reported during 2011, a total of 409 such incidents were reported in 2012 till December-end. The DGP said that encounters between Maoist insurgents and SFs have also declined. "At least 117 gun battles reportedly occurred last year (2012) compared to around 147 in 2011," he added. While 37 Maoists were killed and 436 arrested in 2012, 103 land-mines and arms, detonators, magazines and wireless sets in large quantity, have been recovered during the same period. Impressed with policies of the State Government for rehabilitation of Maoists, 37 Maoists laid down arms in 2012, the DGP said. "Police casualties in Naxal-related incidents during 2012 were 41, while four assistant constables died in the whole year," he informed. For the first time in the state, 120 constables were elevated to sub-inspector rank while 60 head constables were promoted as platoon commanders under 'one-time promotion scheme', the DGP said, adding nearly 74 Police officials have been given out-of-turn promotions for their brave services in Naxal-infested areas.

Border Security Force (BSF) seized over Fake Indian Currency Note (FICN) with a face value of INR 46, 00, 000 in 2012 along the Indo-Pak border in the state, Zee News reports on January 14. BSF has also seized 23 weapons, 33 magazines and 264 rounds during the various raids, Inspector General (IG) of BSF's Punjab Frontier Aditya Mishra said. 61 people were arrested for suspicious movement near the border area in 2012, Mishra said. Out of which, 34 were Pakistani nations, 12 Bangladeshis and 15 Indians, he added. So far in 2013, BSF has seized FICN worth INR 1.19 million near the border area, Mishra said.

Pakistan Intelligence Agency Inter-Services Intelligence (ISI) has reportedly opened two new centres to train a large number of youngsters on terrorism, The Times of India reports on January 14. The centres are in the Pakistani side just opposite the Jaisalmer-Ganganagar area along the International Border (IB). One is 50 km away from the Jaisalmer border in the Ghotaki area (Ghotki District of Sindh Province) of Pakistan. And the second one is opposite the Ganganagar border in Bahawalpur area (Bahawalpur District of Punjab Province). Both the centres are managed by ISI officials and Jaish-e-Mohammed (JeM) militants. Upon receiving this information from across the border, the Border Security Force (BSF) has put its troopers on high alert. The sources also said there has been information that a new alliance has been made between JeM and Babbar Khalsa at Rahim Yar Khan District of Punjab Province in Pakistan.

The Times of India reports that with exactly a month left for the assembly elections in the State, cadres of Garo National Liberation Army (GNLA) have come out in the open to extend their support to prospective candidates in certain areas of Garo Hills. However, analytical intelligence studies carried out by security agencies have revealed that the terrorist group has not extended support to any particular political party. "There are indications that it will try to exert its influence in some constituencies by supporting a particular candidate and go against his or her contender," said a source involved in analyzing the intelligence inputs. The Assam Tribune reports that altogether 258 incidents of extremist violence were reported in 2012 and 53 insurgents were killed during the same period in Assam. Moreover, the number of civilians killed in extremist violence stood at 33 while four security personnel also lost their lives. Besides, 1174 insurgents were also captured. Further, 443 arms, 9320 rounds of ammunition, 110 improvised explosive devices and 163 grenades were recovered by the Security Forces. This was informed by Additional Director General of Police (ADGP-Law and Order) AP Rawat while talking to the media persons at Assam Police headquarters on January 24. He also informed that over INR 110 million cash was recovered from across the State. The senior Assam Police official also put the total number of extremist-related incidents violence in the last three years at 790. Moreover, in the last three years, the tally of arms and ammunition recovery stood at 1247 and 18764 rounds respectively. Asked about the rising number of arms and explosive recovery, Director General of Assam Police JN Choudhury said that the procurement of explosives has never been a problem. Detailed MI report further says that beheading was done by one Anwar Khan, a local guide who runs a shop in Pakistan-occupied Kashmir (PoK), and was also involved in the beheading of an Indian Army Captain in 1996 in the same Mendhar area of Poonch District. Anwar, who was handed over the reward by Colonel Siddiqui of ISI, was part of a group led by Subedar Jabbar Khan of ISI. The attackers included members of ISI-backed jihadi terror outfits Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). According to the report, a meeting at Rawalkote in PoK was held between senior ISI officers, important terrorist commanders and guides a few days before the attack. The meeting was presided over by a brigadier level officer of ISI and included Colonel Siddiqui (of Rawalkote in PoK), Azad Khan (of Peshawar in Khyber Pakhtunkhwa province), Yousuf Khan alias Pathan (of Muzzafarabad in PoK) and Major Abbasi (of Tattapani in PoK). Among the guides who attended the meeting were Anwar, Sabar Khan (of Battal, PoK) and Meeru (Madarpur, PoK). A local LeT operative Chaudhary Bashir was also present. The document read, "During the meeting, it was decided that local guides aware of the topography of the area would facilitate terrorist groups not only in infiltration along the LoC (Line of Control) in Poonch District but also assist in operations by BATs (Border Action Teams of Pakistan Army). For this a reward of Rs 5,000 for planting of a mine on Indian soil, Rs 10,000 for killing an Indian Army soldier in sniper fire and Rs 5 lakh for beheading an Army jawan (trooper) was announced. For each of these BAT operations, the guide would be rewarded Rs 2,000 to Rs 12,000." The documents further reads, the operation “...was carried out by a group of 15 terrorists, having 10 members of Lashkar (LeT) and 5 of Jaish-e-Mohammad (JeM). The group was led by Subedar Jabbar Khan of ISI unit of Tattapani (PoK) and included among others Anwar Khan, resident of Jabbar Mohalla of village Sher Khan (Rawalkote) as the local guide, Qari Shah of Lashkar-e-Taiba (LeT) and Ajmat Khan of JeM. "We have received good cooperation from the US in the 26/11 cases. We intend to work close with the US in taking these processes forward. Our demand for the extradition of both Rana and Headley continues to stand," he said. "The US has been helpful thus far within the limits of their laws in enabling us access to Headley. Our officials have been able to spend seven days questioning him. We were, however, not able to question Rana earlier given his rights as an accused under the US law. Now that he is a sentenced prisoner, we will once again seek the US support for access to him and also for further access to Headley," Akbaruddin said.

During the period, at least 1909 militants were killed in Manipur, while 1777 were killed in Assam, 536 in Nagaland, 307 in Tripura, 105 in Arunachal Pradesh and 9 in Mizoram. According to the Government report, in a single year, highest number of militants were killed in Manipur in 2008.In Manipur, 341 militants were killed in 2008, while 161 were killed in the year 2001, 101 in 2002, 148 in 2003, 127 in 2004, 143 in 2005, 141 in 2006, 218 in 2007, 321 in 2009, 104 in 2010, 30 in 2011 and 74 in the year 2012. In other hand, the year 2001 recorded the highest number of militant fatalities under counter-insurgency operations in Assam. In Assam, a total of 1777 militants were killed during the period, in which, 275 were killed in the year 2002, 281 in 2003, 136 in 2004, 83 in 2005, 43 in 2006, 149 in 2007, 133 in 2008, 196 in 2009, 98 in 2010, 45 in 2011 and 55 in 2012.Most of the militants killed during counter-insurgency operations were from United Liberation Front of Asom (ULFA),” a top official of the Assam Police said. Sources in the Ministry of Home Affairs (MHA) said that the intelligence agencies recently picked up chatter between Maoist leaders deliberating over pushing Arvindji up the party hierarchy and including him in its politbureau. The Maoist politbureau, which is reduced to a six-member body in the wake of killings and arrests of several leaders, is to be reconstituted at the party Congress that has been due for almost a year now. Arvindji hails from Bihar's Jehanabad District and was reportedly close to Maoist leader Kishenji, who was killed by Security Forces (SFs) in November, 2011. The increased influx has forced Delhi Police to even set up a separate cell in the Parliament Street Police Station, where individuals or banks can submit fake currency they receive through different means. And in the first month of 2013, INR 3.2 million of FICNs has already been deposited there. "Most of the Fake Indian Currency Notes (FICN) have been detected by banks and later deposited with us. However, the crackdown on fake currency smuggling will continue," said Neeraj Kumar, city Police Commissioner. Police maintain that the major points for pushing FICNs continue to be the Border States of Jammu and Kashmir, Punjab, Uttar Pradesh (UP), Bihar and West Bengal. The FICN is routed through these states from Pakistan, Nepal, Bangladesh and Dubai, with Pakistan being the main source. The most notorious routes for smuggling FICN into India were the Bangladesh-Kolkata (West Bengal) route (via the North 24 Parganas), Nepal-Gorakhpur (UP) and Nepal-Bihar routes. But now, Police say, Jharkhand's Sahibganj District has emerged as the main landing spot for FICNs sent from across the border.

A meeting of the heads of the Police Forces of the North East States, convened by the Union Ministry of Home Affairs (MHA), which concluded in Gangtok in Sikkim on February 20, discussed in detail the efforts by the Maoist rebels to establish roots in the North East region and observed that there is need for formulating strategies to check the growth of the Maoists and all the States decided to launch coordinated efforts in this regard. A number of phone calls made by Yasin Bhatkal, ‘India chief’ of IM and some key players, and which had gone undetected by Indian intelligence agencies, revealed the IM base in Dubai and the financial support it gets from the Gulf country. The number being used by him - 9990985606 - was not known to the intelligence agencies. It was only after the Maharashtra Anti-Terror Squad (ATS's) investigation into the July 13, 20011 (13/7) Mumbai (Maharashtra) blasts that the investigators came across this number for the first time. The details also show that Yasin was in constant touch with a key IM suspect Tehasin, alias Monu, between March 25, 2011 and November 29, 2011. The two spoke 369 times during this period. The call details further reveal that IM's Dubai-based operator in-charge of handling finances, Muzaffar Kola, was in constant touch with a hawala (illegal money transfer) operator in India who was managing the group's finances through hawala transactions. There were close to 1,000 calls between Kola and Kawalnayan, handling the hawala transactions in India. This was between 2011 and 2012. Their role was exposed only after the Maharashtra ATS filed its chargesheet.

Besides, there are others who keep shuttling between Pakistan (mainly Karachi, provincial capital of Sindh) and Gulf countries (Saudi Arabia and UAE) on Pakistani passports. Their job is to establish contact with Indians who have been working in those countries, and are tasked with developing them as unsuspecting conduits to send remittances to India. The funds are used for creating sleeper cells for plotting future strikes. They have been working in sync with the charter of the IM that was set up by ISI as an Indian proxy of Lashkar-e-Toiba (LeT) to project to the world at large that terrorism in India is homegrown in both form and content. Consequently, most of the recruits in IM are Indians, who have been reporting to their bosses in Pakistan.

The Union Home Ministry (MHA) has written to Bihar Chief Secretary, Ashok Kumar Sinha, to take immediate steps to counter the Maoists, reports The Indian Express, on March 6. Gaya, the Ministry noted, was the most affected. The contribution of anti-Maoist Special Forces is not visible in Bihar, a senior official said. This could have serious repercussions as the Maoists would attempt to regain areas they have been driven out of over the years. In its letter to Sinha, the Ministry also complained that the Revolutionary Democratic Front (RDF), alleged to be a Maoist front organisation, enjoyed a free run. A total of 1,989 people have died in violence by militants and miscreants in the present Bodoland Territorial Autonomous District (BTAD) areas since the movement for a separate State of Bodoland in 1987, reports The Assam Tribune on March 11. Further, only one accused out of the 426 has so far been punished. The trial of 49 cases has been completed, resulting in the acquittal of 48 and the rest of the cases are pending. In addition, 198 of the total 416 cases pending against the Bodo Liberation Tigers (BLT) had been withdrawn as on January 2012. Of the remaining 218 cases, petition has been filed for withdrawal of 209 cases following recommendation by the screening committees of the districts concerned. Six cases are under consideration of the screening committees and three are under investigation. The next of kin of those killed in violence during 1987 to June 22, 2004 have been paid compensation of INR 100,000, and for those killed after June 22, 2004, an amount of INR 300,000 has been paid to the next of kin. A total of INR 19.80 crore has been spent in the compensation since 2007-08 till date. This was revealed in a written reply by Forest Minister Rockybul Husain (on behalf of the Home Minister) to a question by HB Ahmed of All India Democratic Front (AIUDF) in the State Assembly on March 11.

Out of these 242 have been released on bail and 96 are in police and judicial custody. A total of 73 protesters were arrested, out of which 52 have been bailed out while 21 are in custody, from Pulwama, Kulgam, Shopian, Awantipora and Anantnag Districts while from Baramulla, Kupwara, Handwara and Bandipora districts 158 persons were detained out of which 130 persons have been released only 28 are in custody. Senior Indian intelligence officials say that Pakistan-based operatives exported Fake Indian Currency Note (FICN) amounting INR 25 billion into India in 2012 alone to fund terror and illegal activities, Hindustan Times reported on March 12. FICN being pumped into the country from Pakistan via the Bangladesh and Nepal routes has been steadily climbing over the past few years. Authorities estimate INR 16 billion worth of FICN was brought into India in 2010, a figure that rose to INR 20 billion in 2011. Though some of this was intercepted, it is only a small fraction of the total. In 2010 and 2011 respectively, INR 300 million and INR 450 million worth of counterfeit rupees were recovered. It is believed that the Pakistani military's Inter-Service Intelligence (ISI) is behind about 10 per cent of the counterfeit currency pushed into India and uses it to finance subversive activities against India. A large number of non-governmental organisations in Pakistan, Nepal and Bangladesh are being investigated by Indian authorities. And there is growing evidence linking the FICN racket in South Asia with Pakistan-based terror groups and crime lords.

Goalpara District topped the chart in arms recovery with a total of 123 arm recoveries in 2012. Also, 654 rounds of ammunition, 14 grenades and 36 Improvised Explosive Device (IED) s were recovered from the District. SFs said that Goalpara District has seen a steep increase in the seizure of arms and ammunition as the Garo National Liberation Army (GNLA) and the Anti-Talks faction of United Liberation Front of Asom (ULFA-ATF) are highly active along the Assam-Meghalaya border. "Last year, there were at least 50 arms, 148 rounds of ammunition, six grenades and five IEDs recovered from Kokrajhar District," added the report. As many as 36 and 21 arms were recovered from Baksa and Udalguri Districts of Bodoland Territorial Council (BTC) respectively last year. The report cited that the highest number of 42 grenades was recovered from Baksa District. While in the Hill Districts, of Karbi Anglong and Dima Hasao, 33 and 31 arms seized respectively in 2012. SFs seized almost 2,967 rounds of ammunition from these two Districts alone. As per the records available, 2,438 rounds of ammunition were recovered from Guwahati city, which topped the charts in the ammunition seizure category. Further, 22 arms and five explosives were also seized from the city in 2012. Besides, the Government Railway Police (GRP) too seized at least 16 arms and 1,035 rounds of ammunition during the same period in the State.

Union Minister of State for Home Affairs (MHA) RPN Singh said steps taken to bust these manufacturing units included deployment of Security Forces (SFs) at strategic locations, firm Police action against such unlawful activities and intensified intelligence-based anti-Naxal [Left Wing Extremism (LWE)] operations. In response to another question, the Minister informed the House that 532 companies (53,200 personnel) of Central Armed Police Forces (CAPF) were deployed in Maoist-affected states, including Chhattisgarh, Jharkhand, Bihar, West Bengal, Andhra Pradesh, Maharashtra and Odisha. Maharashtra has emerged as the centre of cyber crime with maximum number of incidence of registered cases under cyber crimes over the past two years as per the recent National Crime Records Bureau report (NCRB 2012), Zee News reported on June 13. At the country level, incidence of cyber crimes (IT Act and IPC) has increased by 57.11 percent in 2012 as compared to 2011. Among Indian cities, Bengaluru (Karnataka) tops the chart with maximum number of incidence of cases followed by Vishakhapatnam (Andhra Pradesh) and Pune (Maharashtra). While in 2011 Maharashtra recorded 393 cases of cyber crimes (both under IT Act and IPC), the figure has jumped to 561 in 2012. Also, the figure for Karnataka was 160 and the latest figure of 2012 stood at 437 respectively. Among cities, Bengaluru registered 349 cases followed by Vishakhapatnam at 154 and Pune at 108 respectively. Overall, at the city level, 1396 cases were registered. In the year 2011, Vishakhapatnam reported 126 cases followed by Bengaluru at 121 and Pune at 83 respectively.

Of the total arrested Maoists, 17 belong to their top leadership ranks, ‘area commander’ and above. A total of 181 Maoist incidents have been reported in 2013 against 197 in 2012 and 202 in 2011. Police claim to have killed 22 Maoists between Jan 1 to May 31, but the bodies of only 10 Maoists have been recovered. Police have also recovered 51 Improvised Explosive Devices (IED), 2,575 detonators, about 2,646 kg of explosives and INR 1, 63, 000 in cash collected as levy by the Maoists.

A committee comprising personnel from the Border Security Force (BSF), Seema Sashastra Bal (SSB), Reserve Bank of India (RBI) and different branches of the Assam Police, has been formed to deal with the problem of Fake Indian Currency Note (FICN) rackets, Assam Tribune reports on June 25. Initiating the discussion on June 25, the Director General of Assam Police, J.N. Choudhury said that all the concerned agencies should work together to bust the gangs involved in the FICN racket. He called upon the officials of the RBI to issue samples of FICN so that the police and security forces can identify it. The Senior Superintendent of Police, Criminal Investigation Department, Debraj Upadhya gave a presentation on the FICN seizures in different parts of the State. He said that in Dhubri District so far this year, 205 pieces of FICN of INR 1000 denomination were recovered, while, 419 pieces of notes of INR 500 denomination were seized. In Guwahati city, 258 pieces of INR 1000 denomination, 235 pieces of INR 500 denomination and 174 pieces of INR 100 denomination were recovered and six persons were arrested.

Investigation around the mobile number used to purchase the motorcycle, led to police zeroing in on the 'prime suspect'. During interrogation, Kichan Buhari, one of the arrested men, allegedly confessed to giving Panna Ismail INR 50,000 towards expenses for planting the bomb. The investigation also revealed that Ismail was an accused in the Coimbatore bomb blast of February 14, 1998. Another prime suspect on the police radar is 'Police Fakruddin', another accused in the Coimbatore blast case. His name surfaced during the interrogation of Kichan Buhari, who said he was in touch with Police Fakruddin and Panna Ismail, and they incited him into joining 'jihadi activities'.

Deccan Herald reports that the Jammu and Kashmir Government has cleared the cases of more than 300 militants who want to return from Pakistan occupied Kashmir (PoK) under state government’s ‘surrender-cum-rehabilitation policy’.The report said that a high powered panel has recommended return of more than 300 youth who crossed the Line of Control (LoC) for arms training during the last two decades but want to return and “live a dignified life”. “The panel headed by State Home Secretary Suresh Kumar and comprising top officials of police and intelligence agencies cleared the cases. However, nobody from the Ministry of Home Affairs (MHA) was present in the meeting,” they said, adding that the Ministry had given its nod for holding the meeting in the absence of its representative. Joint Secretary (Kashmir, MHA) is one of the members of the panel. Suresh Kumar confirmed that they have cleared many cases but refused to reveal the precise number. Those militants who had gone to PoK and Pakistan between January 1, 1989, and December 31, 2009, and their dependents are eligible for consideration under the policy. Till the end of 2012, the Kashmir Government had received more than 1100 applications from former militants in PoK for their return under the policy.

Shortage of almost 300,000 Police personnel in nine Left Wing Extremism (LWE) affected States is jeopardising the fight against the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu on July 8. Chhattisgarh, Jharkhand, Odisha, Bihar, Andhra Pradesh, Maharashtra, West Bengal, Madhya Pradesh and Uttar Pradesh had 250,000 vacant positions of head constables and constables, while 50,000 posts of inspectors and sub-inspectors need to be filled. Similarly, these States also need over 1,000 Additional Superintendents of Police and Deputy SPs. The highest number of shortage in Police force is in Uttar Pradesh (180,000 personnel), followed by Andhra Pradesh (30,000), West Bengal (29,000), Bihar (16,000), Chhattisgarh (13,000), Jharkhand (10,000), Madhya Pradesh (6,000) and Odisha (2,000). Notably, in Maharashtra, there are 379 various vacant positions in just two LWE-hit Districts of Gadchiroli and Gondia. At last month’s (June) Chief Ministers’ conference on internal security, Union Home Minister Sushilkumar Shinde told these States that they need to fill these vacancies and that the Centre cannot always fulfil their demands for increasing the deployment of paramilitary forces. Currently, over 80,000 personnel, mainly from the CRPF (66 battalions), the BSF (12 battalions) and the ITBP (five battalions), are deployed in the LWE-hit States. For speedy recruitment, the MHA told these States to relax certain recruitment norms and give preference to locals, who can be appointed on contract basis.

Deputy 'commander-in-chief' Raju Baruah alias Hitesh Kalita, who is the top leader of the military wing of the pro-talks group, said, "All statements made so far are speculative. We have discussed the problems of the State with the Government, including the problems surrounding indigenous communities. It is too early to come to conclude whether tribal status will be granted to the six communities. First, let it be incorporated in the peace agreement." Chief Minister Tarun Gogoi said a few days ago that he too supports the ULFA-PTF’s demand. Union minister of state for tribal welfare Ranee Narah on July 9 said that the MHA is waiting for the Registrar General of India (RGI)'s clearance to the proposal. Security and Intelligence agencies on July 11 revealed that Lashkar-e-Toiba’s (LeT) Border Action Team (BAT), which has been revived by the militant outfit sometime back, was most likely responsible for planting Improvised Explosive Devices (IEDs) and landmines in Kanga Gali area near the Line of Control (LoC) in Sawjian sector of Poonch District on July 8 in which one civilian porter was killed and five persons, including three porters and two Army soldiers, were injured, reports Daily Excelsior. Army sources said, “It hardly matters for us whether the BAT has been revived or not. We are maintaining a high alert on the LoC. Whether the IEDs or mine are planted by the LeT or any other outfit or the BAT, we are committed to thwart their plot.” Meanwhile, Army's Northern Command Headquarters has floated tenders for the purchase of six Border Surveillance Management Systems (BSMS) for deployment in Jammu and Kashmir (J&K), reports Kashmir Times. "A surveillance system is required which can cater to Indian Army's peacetime requirements, both during day and night," said the Request for Proposal (RFP) document released by Northern Command's First Field Ordnance Depot. The move comes in the light of increased attempts at infiltration across the LoC in J&K in recent months.

Sources in the Mumbai Police said the involvement of the underworld has been established on a number of occasions, and distribution of fake currency is controlled by Dawood Ibrahim's aide, Aftab Batki alias Sultan. Sources also said FICN get printed at a press set up by ISI at Sukkur (Sukkur District in Sindh) a border town in Pakistan. ISI has been using Lashkar-e-Toiba (LeT) and other splinter groups to smuggle fake currency. Moreover, the growing number of FICN seized in Mumbai (Maharashtra) during the last four years indicates a growing menace, Hindustan Times reports on July 15. From INR 62,00,000 in 2009, FICN worth INR 88,00,000 was seized in 2012. And till June 2013, INR 40,00,000 has been seized. In a bid to make the laws more stringent, officials of the Mumbai Police said the union government has made amendments in the Unlawful Activities Prevention Act (UAPA) 1967, and now production or smuggling or circulation of fake currency has been declared a ‘terrorist act’.

"Going by the modus operandi, nature of explosives and eyewitness statements, the involvement of Naxalites, Hindu terror outfits or even disgruntled elements within the temple management can be safely ruled out. It is now almost certain that the IM or a local outfit owing allegiance to it carried out the multiple blasts," said an officer associated with the probe. In addition, NIA has found some important clues in the blasts, Union Minister of Home Affairs Sushilkumar Shinde said on July 17. "I can say that investigation is being done seriously, and probing agency (NIA) has found some important clues in the right and positive direction," Shinde commented. Meanwhile, reports indicate that poor quality of gas cylinders used in the bombs planted at Bodh Gaya, perhaps, saved the site from too much damage. Investigations by NIA revealed that one of the reasons why the 10 bombs that exploded in Bodh Gaya could not cause much damage was because the cylinders in which explosives were stuffed were procured from local factories in Bihar and were of very poor quality. "In some bombs the entire base of the cylinder has come out intact dampening the impact of the blasts," said an NIA officer. Another reason being cited for the bombs going off with a whimper is poor insertion of detonators in the shrapnel-explosive mix. "Holes were drilled into the cylinders and then explosives and shrapnel put into it. A detonator was then inserted to complete the circuit with batteries and clocks. It seems the detonators were surrounded more by shrapnel than explosives leading to reduced charge and poor explosion," said the officer.

Six persons from the District are wanted by the security agencies in the country for terror-related activities. That 16 of them belong to the northern Districts such as Malappuram, Kozhikode, Kannur and Kasargod is a cause for concern. Azeez Kizhakkanayil Odackali, Nasar Marangattu, Najeeb Kariberypadi, Abdul Sathar alias Manzoor, Savad Mudasherri and Sajil Thottathukudi are wanted for terror-related activities. According to security sources, the CPI-Maoist is taking the help of local rebel outfits to encourage opium farming, which, although illegal, is a traditional practice in these areas and is a lucrative occupation for locals. "It is a fact that the Maoists tacitly promote opium and ganja cultivation in order to raise funds for their activities. The cadres of the anti-talks factions of ULFA [ULFA-Independent] and NDFB [NDFB-IK Songbijit], who are hiding at several places in Arunachal Pradesh, are helping them in their latest venture," said an unnamed senior intelligence official. "Around 200 youth are reported to be running the poppy farming racket in the border areas of Arunachal Pradesh. They get a monthly stipend of INR 1,500-2,500. The local outfits, which are helping the Maoists are also paying approximately INR 30,000 per acre to willing farmers for growing opium," added an unnamed security source from Arunachal Pradesh. Earlier, Arunachal Pradesh chief minister Nabam Tuki had said, "We are trying to sensitize the people and replace the traditional poppy farming with other cash crops, rubber plantation or flower and fruit cultivation."

Canada Revenue Agency (CRA) audit has revealed that the Islamic Society of North America (ISNA) Development Foundation, a Canadian charity foundation, shipped more than USD 280,000 to a Pakistan-based agency, which the government fears was used to support the Hizb-ul-Mujahideen (HM), Indian Express reports on July 27. The foundation "facilitated the transfer of resources that may have been used to support the efforts of a political organisation...and its armed wing," the CRA said in a letter to the charity, outlining its findings. "Canada's commitment to combating terrorism extends to preventing organisations with ties to terrorism from benefiting from the tax advantages of charitable registration," the CRA letter stated.

Border Security Force (BSF) has witnessed over 200 per cent increase in the recovery of poppy husk, while over 12 per cent increase has been noticed in the recovery of Fake Indian Currency Notes (FICN), Indian Express reports on August 18. In the last seven and half months from January to August, 2013, the BSF seized FICNs with the face value of over INR 52, 00,000, while the total recovery of FICNs in 2012 was around INR 46, 00,000. Similarly, the BSF has recovered around 246 kg of poppy husk till August 16, 2013, as compared to 5.5 kilograms recovered in 2012. BSF's Inspector General (IG), Punjab Frontier, Aditya Mishra said that though there has been an increase in the supply of FICNs, alertness thwarted many attempts of supplying such currency to Indian through Punjab borders. He, meanwhile, said the supply of poppy husk has increased manifold and the reason is that large-scale of it is being smuggled to Punjab from Rajasthan.

According to figures available with the State Home Department, the number of SFs killed by militants has gone down from 14 in 2011 to four in 2012 to only two this year (till June).The number of incidents of militancy-spawned violence has also plummeted in the state this year compared to previous two years. The number of incidents of militant violence in Assam has decreased to 124 this year (up to June) compared to 213 in 2011 and 264 in 2012. The SFs attribute it to some major militant groups, including the Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) led by Arabinda Rajkhowa and the Ranjan Daimary faction of the NDFB-RD coming to the negotiating table.“As a result of this, the number of deaths of civilians killed by extremists has also declined. The number of civilians killed in the state in militancy up to June this year is 10 compared to 29 in 2011 and 39 in 2012,” an official source said. He said that though militant violence has come down in the state, there has been no let-up in extortion in the state. The source said that extortion is being carried out by militants as well as a section of former militants and criminals. “A large number of extortion cases were being reported from the Bodoland Territorial Areas District (BTAD). The I.K. Songbijit faction of the NDFB [NDFB-IKS] is involved in large scale extortions in the BTAD and adjoining areas,” the source said.

Though these minor recruits — mostly aged between 10 to 15 — don't carry arms, they are given the basic training to handle weapons. While around 3,000-4,000 children alone stand enrolled into "bal sangham" in Chhattisgarh and Odisha, the young hands working for Maoists in Jharkhand and Bihar are organized under 'bal dasta'. The modus operandi of recruiting these minors involves prevailing upon the local tribal families to "give up" one of their children to the CPI-Maoist, by highlighting displacement issues and "police atrocities on their brethren". Usually, the villagers have little choice but to oblige. Not only this, if the children stage an escape back to their homes, their families face a violent reprisal from the Maoists. Intelligence sources told TOI that the main job of the child recruits is to gather information for the Maoists. Bal sangham in the Dandkaranya region has been operational since 1995. In Odisha, the recruitments are mainly undertaken in Koraput and Malkangiri Districts. The Chasi Mulia Adivasi Sangh, a Maoist front organisation, had recently recruited and inducted several children in Narayanpatna Police Station area of Koraput. In Bihar, the erstwhile Maoist Communist Centre (MCC), now merged into CPI-Maoist, had been recruiting children between eight-14 for its "bal dasta". The CPI-Maoist continues to draft children mainly from Districts like Aurangabad, Rohtas, Kaimur and East Champaran. The country had witnessed 1,791 cases registered under the Information IT Act in 2011. "As per the cyber crime data maintained by National Crime Records Bureau (NCRB), a total of 288, 420, 966, 1,791 and 2,876 cyber crime cases were registered under IT Act during 2008, 2009, 2010, 2011 and 2012, respectively," he added. Maharashtra registered a total of 471 cases in 2012 followed by Andhra Pradesh (429), Karnataka (412), Kerala (269) and Uttar Pradesh (205) under the IT Act, Deora said. A total of 176, 276, 356, 422 and 601 cases were registered under cyber crime related sections of the Indian Penal Code (IPC) during 2008, 2009, 2010, 2011 and 2012, respectively, the Minister added. "To address the growing threat of cyber crimes/incidents in the country, government has issued an advisory to state governments and union territory administrations advising them to build adequate technical capacity in handling cyber crime including technical infrastructure, cyber police stations and trained manpower for detection, registration, investigation and prosecution of cyber crimes," Deora said.

Highly placed Police sources stated that the LeT leader from Assam is known as Rakib and he hails from Rangiya area. He left Assam in 1992 to join the terrorist group and now he is known to be a key member of the outfit. However, his whereabouts are not known and according to reports available with the police and security agencies, he never operated in the State. But the possibility of Rakib getting in touch with youths from the State from outside to motivate them to join the outfit cannot be ruled out. Police also suspects that a number of boys from the State have joined terrorist outfits like LeT, Indian Mujahidin (IM) and Harkat ul Mujahedeen (HuM). “We have some inputs that a few boys from Assam joined outfits, like LeT, HUM and IM but it is a fact that they were never sent to Assam to launch operations. According to intelligence sources, although the NDFB-RD faction had submitted a list of its cadres earlier, the Government has asked the outfit to provide photographs and mobile numbers of the cadres also for verification process. The faction has been asked to do so within September 30.Presently, NDFB-RD is said to have cadre strength of at least 500 militants, including about 70 female cadres - armed with sophisticated weapons. However, sources said some of the members have already left Assam and joined the hardline NDFB-IKS led by IK Songbijit."Some members have already violated the norms of the peace process and started resorting to crimes like abduction and extortion in the state. We have inputs that a group of these cadres, who had earlier agreed to the ceasefire, have also moved to Bhutan. We also have reports that some of them have joined the Songbijit faction of the NDFB," said an intelligence officer. The designated camps for the NDFB-RD are likely to be set up in Udalguri, Baska and Chirang and not more than 175 cadres would be kept in one camp. Video surveillance facilities would be installed in all the camps to monitor the activities of these people belonging to the Ranjan faction of the outfit. All the cadres would be provided a stipend of Rs 3,000 each, sources said.

Police have recovered RTI documents from a training camp of the People's Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), in Torpa forests, which have details of 30-odd Government projects under Khunti District rural development agency, with names of contractors and estimated costs. "The Maoists use RTI documents as proof of a contractor's worth and then extort the 'due amount' from them," said Khunti Superintendent of Police (SP) M Tamil Vanan, who made the last such seizure on September 8. They usually demand between 10% to 30% of profit margins, said the Police adding that they have resorted to such tactics in the past as well. "In the last two years, I have come across four such RTI documents with Maoists and their sympathisers," said Vanan.

The targets for abduction would be chosen carefully that would get the Government to surrender. The target will not be held hostage for too long or released if the Government does not give into the left-wing extremists' demands. Instead, the hostage will be killed shortly after abduction. This was decided at the recent fourth Central Committee (CC) meeting held after a gap of two years. In the CC meeting resolutions, Maoists said, "When we want to get important leaders released, we choose the target (class enemies) that would get the government to surrender. We must not give lot of time to the government to fulfil the demand. When we understand the government is taking an adamant stand, we must annihilate the people's enemy in our custody and withdraw from our area of struggle," The Maoists have also resolved not to appoint mediators to negotiate with the Government on their behalf. The CC meeting resolution said, "If we feel it is necessary, it would be better not to appoint liberal democrats (such as B D Sharma, Hargopal etc)". The Maoists believe mediators who work for them get branded and "they would face some limitations in working with other intellectual and democratic sections". Besides, these mediators would be vulnerable to harassment by police and security agencies. CC meeting documents reveal Maoists admitted the abductions have dented their image and turned many against them. The intelligence agencies have informed the Centre and the Prime Minister that Bihar Government has not taken effective steps to control Red terror. A report submitted by the committee says, "There has been continual deterioration in most parameters of the counterinsurgency grid in Bihar. Bihar government is soft towards the Maoists." The report has mentioned that 38 persons, including 25 civilians and 13 securitymen, were killed this year, compared to 25 last year. It says while there has been a substantial decline in Maoist violence in the country, Bihar has registered an increase. "Our concern is not only a sharp increase in security forces' casualties but also the fact that not a single Maoist cadre has been killed in counterinsurgency operations this year, compared to five during the same period last year," the report says. The performance of anti-Maoist grid in the state has been decidedly weak. While 17 encounters with Maoists took place in 2011, the number of cross-firings between security forces and Maoists decreased to 12 in 2012 and till August this year, only six encounters took place in Bihar. Moreover, recovery of weapons has also shown a downward trend - from 171 in 2011 to 47 in 2013. Though 32 out of 38 Districts of Bihar are Maoist-affected, the Maoist violence this year was confined to only 16 Districts. The most affected areas are Gaya, Aurangabad and Jamui Districts.

Sources in the Union Ministry of Home Affairs (MHA) told that the militants are not maintaining any full-fledged camp in Bangladesh but they have been maintaining at least 25 shelters, mostly in the areas like Khagrachari, Bandarband, and Rangamati in Chittagong Hill Tracts (CHT). Sources said that most of the militants staying in Bangladesh belong to the National Liberation Front of Tripura (NLFT) of Tripura. But other groups, like the United Liberation Front of Asom-Independent (ULFA-I), People’s Liberation Army (PLA) and United National Liberation Front (UNLF) of Manipur, Nationalist Socialist Council of Nagaland-Isak Muivah(NSCN-IM) and National Democratic Front of Boroland (NDFB), are also maintaining shelters in the neighbouring country. The National Investigation Agency (NIA) has said Indian Mujahideen (IM) co-founder Yasin Bhatkal, who is in their custody, revealed he had met Communist Party of India-Maoist (CPI-Maoist) leaders in Nepal before the serial blasts that rocked Bodh Gaya in Gaya District of Bihar on July 7, 2013, reports Mumbai Mirror. Bhatkal had reportedly surveyed the area around the Mahabodhi temple a year before the blasts took place. The explosive devices used in the blasts resemble the bombs used by Maoists. Until Bhatkal's confession, the NIA had been probing the blasts, considering three possibilities - international infiltration, Maoist involvement and local communal issues. The NIA had even put 100 foreign students studying and doing research in several departments of Magadh University in Bihar on its radar. "During his interrogation, Bhatkal revealed that Pakistan's intelligence agency has been working on a multipronged strategy to spread terror in India. For this, they are trying to rope in the Naxals as well," said an NIA source.

Al-Shahada (the Martyrs) group has claimed the responsibility for the attack, but security agencies say they aren't taking the claim seriously. "We aren't attaching little credence to the claim," said an unnamed senior official. Security agencies are basing their claim on the information given by Roshan Lal Sharma, a driver who was forced to commandeer the tempo-truck used by the terrorists to enter Hiranagar Police Station in Kathua District. The driver has reportedly told the investigators that the terrorists were speaking in Urdu-laced Punjabi. "We know for a fact that majority LeT cadres are from Punjab region," said an official. The officials say that the modus operandi of the attack also points to the involvement of the LeT, which carried out two similar attacks in 2008. Moreover, security agencies have also reasoned that the Lashkar has, in the past tried, to disrupt National Highway-1, which connects the Kashmir valley to Jammu and is therefore one of the most crucial road links. "It fits into a pattern that we have seen earlier. Also, weapons recovered from the killed militants - three AK-47 rifles, one pistol, eight grenades and 12 magazines - have the traditional trade mark of the LeT," a senior official said. The LeT is known to carry out spectacular attacks with meticulous training, planning and minimal weapons.

As many as 616 Brus belonging to 100 families returned to Mizoram from Naisingpara and Asapara relief camps of Tripura, Superintendent of Police (SP) of Mamit District bordering Tripura, Rodingliana Chawngthu told PTI over telephone on October 6. The remaining 21 families did not return due to the reported intimidation of some Bru families by anti-repatriation elements in the relief camps, he said. Chawngthu said that one family was allegedly intimidated and threatened inside the Asapara relief camp (Tripura) by some miscreants on September 29, the night before the commencement of the repatriation. The SP did not rule out the possibility of the involvement of a Bru armed militant group who were earlier allegedly supplied with arms by the Manipur-based Hmar People’s Convention (Democrats) to intimidate some inmates of the relief camps.

According to data collected by the Central Reserve Police Force (CRPF), the central Police Force deployed across the state till September has already witnessed 318 such incidents compared to 55 in 2012. The number of SFs injured in such incidents has increased more than three times. "In 2012, the number of CRPF personnel injured in stone-pelting incidents was 203 but this year, already 628 personnel have received injuries. The crowd here is again resorting to stone-pelting, which witnessed a downward trend in the last three years," said D K Pathak, Special Director General (DG), J&K, and CRPF. During these protests, more than 250 bulletproof vehicles have been damaged. Senior security officials explained this year; there was an increase in these incidents after Parliament House attack convict Afzal Guru was hanged in Delhi in February 9. Later, the crowd took to the streets and started attacking SFs after the Ramban incident on July 18, 2013, where four persons were killed in firing by Border Security Force (BSF) and local Police Personnel.

The group has branched out to Pakistan and Afghanistan, where its cadres are fighting alongside the Taliban. There are now three factions of the IM and Amir Reza Khan alias ‘Rizwan’ is no more its chief. He has set up another group and continues to enjoy the patronage of Pakistan’s Inter-Services Intelligence (ISI). “Our initial assessment was that the group has weakened with arrest of so many cadres and there is division. But the IM, considered a creation of the fugitive Amir Reza Khan, has grown many folds. Each group has its men and logistics in India,” a counter-terror official said. The IM structure changed after the 2008 Batla House encounter and Riyaz Bhatkal and his brother Iqbal Bhatkal began calling the shots as they shifted to Pakistan, said officials. This is believed to have caused an acrimonious spat between Riyaz and Amir, who decided to go his separate way. Another top IM operative Shahnawaz, a Unani doctor and brother of Mohammad Saif is now a lieutenant of Amir. Saif was arrested during the Batla House encounter. The third faction of the IM is headed by Mohammadd Sajid alias Bada Sajid and Mirza Shadab Baig, and reportedly fought in Afghanistan against the US forces.

A comprehensive intelligence assessment states that over 700 well-trained and heavily-armed terrorists, mostly from the LeT and the JeM are waiting at various launch pads on the Pakistani side close to the LoC. As is wont, Pakistani forces stationed at the border are expected to open frequent fire to provide cover to the terrorists as they attempt to cross over into India. The intelligence report says only a strong counter-infiltration and counter-terrorist grid in place across J&K has prevented increased attacks in the interiors of the state. Intelligence agencies have also shared details of some of the major camps across the border that house and train terrorists. The report says that there are about 450 to 500 terrorists waiting north of the Pir Panjal range of mountains to attempt crossing over into the Kashmir valley in camps in Sonar/Sardar, right opposite Machil/Gurez on the Indian side, in Kel opposite Machil, the Neelam Valley opposite Keran and in the Lipa Valley opposite India's Tangdhar. The report says about 150 to 200 more terrorists are at camps south of the Pir Panjal range in the area that faces India's Jammu division, opposite areas like Poonch and Krishna Ghati.

Incidentally, though the infiltration attempts facilitated by higher ceasefire violations that now stand at 200 in 2013 as compared to 117 in 2012 have been on the rise, the Security Forces (SFs) have managed to contain the number of cases where the terrorists could successfully sneak into Indian Territory. In 133 cases, the terrorists were made to "return" to Pakistan territory, while they successfully crossed over in 84 cases. The corresponding cases of "returned" infiltrators were 130 (2012) and 159 (2011). Successful infiltration attempts were lower at 84 until September 30, as compared to 112 cases in the corresponding period of 2012 and 52 (2011). As many as 37 infiltrating terrorists were neutralized by the SFs, as against only nine in the corresponding period last year.

"The border (Indo-Myanmar) permits free movement regime up to 16 km across the border. This makes the International Border extremely porous. The border runs along hilly and inhospitable terrain which grossly lacks basic infrastructure and provides cover to the activities of various Indian Insurgent Groups (IIGs). The unfenced India-Myanmar border with free movement regime is thus being exploited by various Indian Insurgent Groups (IIGs)," said an MHA report. The MHA report added that Assam Rifles has been deployed for counter-insurgency and border guarding role on this stretch of the border. "Out of the sanctioned strength of 46 battalions, 31 are for counter-insurgency operations and 15 for border guarding role. At present, all 15 border guarding battalions are deployed along the Indo-Myanmar border. The companies are deployed on all routes of ingress/egress and are checking infiltration, smuggling of arms, ammunition, drugs and fake Indian currency notes," it said.

The clandestine, Skype-like application being used by suspected terrorists is hosted on anonymous servers, hidden behind security walls, that operate underground and cannot be intercepted through legal means. The recent annual meeting of the Directors General of Police (DGPs) was told that this anonymous platform was probably developed by the ISI for communication between terror outfit Lashkar-e-Toiba (LeT) cadres and their handlers. The access to platform is restricted to those who have been allotted a login and password, according to officials familiar with the developments. Indian Mujahideen's (IM) arrested ‘India operations chief’ Yasin Bhatkal, while sitting in Nepal, was using VoIP platforms to contact his associate Riyaz Bhatkal, who is in Karachi, Pakistan. The ISI developed VoIP service has been in use for more than a year. "There are software available to develop private and exclusive VoIP service. It is quite possible that the ISI may have tweaked the software to suit its requirements. Such kind of service is always distributed on many servers and kept anonymous. Usually security layers of VPN or virtual private network and proxy tunnels are used as an additional security," says Dhruv Soi, director of Torrid Networks, a cyber security company.

Sources, however, said that the meeting was “cancelled” after warnings from security agencies that it could affect peace in Manipur but the NSCN has dismissed the suggestion. “The meeting was not cancelled, only deferred as chair- man (Isak Chisi Swu) is in Dimapur. Once he is back, the meeting will take place,” an NSCN source said. “We were promised that there will be something before the 2014 elections,” he added. Pakistan is looking for fresh routes in on Cambodia to push in Fake Indian Currency Notes (FICN) into India, reported The Times of India on December 13. The Directorate of Revenue Intelligence (DRI) intercepted and seized a consignment of INR 15 million in FICN in Cambodia two weeks ago. According to DRI, the consignment had come from the United Kingdom and was headed to India before it was intercepted with help from local agencies. On June 22, 2013, DRI had similarly apprehended a courier with INR 30 lakh in fake currency addressed to a Delhi restaurant. The courier had been sent from China's Shenzhen province. Two days later another consignment of comparable value was apprehended at Birganj in Nepal. This consignment had come stuffed in electronic dolls from Hong Kong. The development had rattled intelligence agencies as it pointed to the fact that Pakistan's spy agency Inter-Services Intelligence (ISI) had developed well-entrenched footprints in China and could push in more than just FICN in days to come. ISI has already made its presence felt in China's restive Xinjiang province and China has openly criticized elements in Pakistan for fanning terrorism in the region. DRI DG Najib Shah said, "We never thought FICN could be pushed through China but we apprehended two consignments in matter of days. Now we see it is being pushed through Cambodia. These are all cause for concern as FICN cartels are devising new ways and routes as authorities become strict on traditional routes of Nepal and Bangladesh. However, we are prepared to face the challenges."

Sources said the suspect, Mohammad Shahid was being supervised by another LeT old-timer from Mewat, Abdus Subhan, under directions from a senior Pakistan-based LeT ‘commander’, Javed Baluchi. While Subhan is at large, a diary listing some numbers, targets and code words was reportedly found on Shahid. Sanjeev Yadav, DCP special cell, said, "Towards the end of November, information was received that a known LeT terrorist, Javed Baluchi of Pakistan, had been in touch with a sub-module in Mewat, Haryana, and a conspiracy to strike in the national capital was being hatched". Subhan sources said, joined a LeT tanzeem (organization) in 2001 and was associated with a few LeT terrorists arrested in 2001. He was reportedly indoctrinating a number of Mewati youths having jihadi ambitions with Shahid's help. An attack was also in Delhi around December 4 but was postponed. Sources said, in an intercepted conversation between Subhan, Shahid and Baluchi, one of them said, "Shaadi ki taarik mukarar ho gayi hai (the wedding date has been fixed)", a reference to the terror strike. Security officials said LeT's activities in Mewat are a serious internal security concern. Given Subhan's long association with Lashkar, they are scanning all suspicious activities in Delhi and the nearby areas of Haryana and Rajasthan. He is said to have visited Pakistan twice in the past few years and trained in making bombs. The special cell first received information about Subhan on November 19, 2013. They tracked phone calls and found out that an attack was in Delhi around December 4, 2013. Shahid was picked up on December 7, 2013 and interrogated.

He commented that while Information Technology has revolutionised the destiny of the nation, it has not been designed for security as much as for interoperability. India has been one of the major contributors to cyber crime, he said and stressed the need for cyber defence. With an annual estimated loss of USD 250 billion, cyber crime presents a dark figure. Further, General Officer Commanding Lieutenant General A.K. Pillai voiced concern over the sudden spurt in cyber crime incidents. Çyber attacks have peaked to over 20,000 last year and defacement of sites hosted in Indian servers rose from 4,700 in 2005 to over 23,000 in 2012.Virus related attacks are also on the rise, he said and stressed the need for public-private partnership for protection of critical information infrastructure.

The Home Ministry told a parliamentary panel that although it would like to have an enhanced budget for internal security on the scale of China, India is constrained by its commitment to social welfare and development reported Economic Times on December 18. China spends about $123 billion on internal security and $119 billion on defence annually, the ministry told the panel. "The committee understands that China has a bigger economy than India as India's GDP is about one-fourth of China, but as far as our allocation for internal security is concerned, it is one-tenth of China's budget for internal security," the panel has noted in a report tabled in Parliament. The panel has recommended higher allocation to the ministry keeping in view the fact that India is facing internal security disturbances on several counts. The ministry told the panel that the internal security challenges in India were "much more complex" than in China due to various factors such as regional conflicts, religious fundamentalism, insurgency in different parts of the country, Jehadi terrorism, continued militancy in Jammu & Kashmir (J&K) and activities of anti-India forces across the borders.

Officials in Agartala on December 17 said, “Responding to the state government’s demand, the Union Home Ministry has sanctioned rising of three more TSR battalions. All three battalions would be India Reserve battalions,” State Chief Secretary Sanjay Kumar Panda told reporters. With this approval, the total number of TSR battalions goes up to 15, including 12 India Reserve battalions. The India Reserve battalions can be deployed anywhere in the country by the MHA.

Crime data or information maintained by National Crime Record Bureau (NCRB) revealed that 2,464 cases of crime such as hacking and others were registered during 2012, Milind Deora, Minister of State for Communications and Information Technology, said on December 18, reports Zee News. “749 persons were arrested for committing such offences during 2012,” he said. There were 589 cases under Section 67 of the Information Technology Act, 2000, of obscene publications or transmission in electronic form during 2012 wherein 497 persons were arrested. “In addition, 259 cases of cheating through cyber forgery and 118 cases of cyber frauds were registered under Indian Penal Code provisions. Further, as per the information provided by Reserve Bank of India 6,034 frauds involving credit, ATM or debit cards were reported in 2013,” Deora said. To prevent frauds by social networking and matrimonial sites, the government has notified the Information Technology (Intermediary Guidelines) Rules 2011 under Section 79 of the Information Technology Act.

Army Chief, General Bikram Singh on December 30 said that terror infrastructure across the Line of Control (LoC) has the potential to vitiate the security environment in Jammu and Kashmir (J&K) and Armed Forces (Special Powers) Act (AFSPA) should not be withdrawn as it is a "strategic imperative" until the US' pullout from Afghanistan in 2014, reports Zee News. "Intelligence reports allude to the presence of over 400 terrorists in the state, who are yet to be neutralised. The terror infrastructure across the LoC is intact and has the potential to vitiate the security environment in the state. Any let up at this stage, therefore, is likely to be exploited by terrorists and other inimical elements to their advantage," Singh added. He noted that AFSPA was an enabling act which provided the requisite legal safeguards for the carrying out of effective counter-terrorist operations. In a latest advisory, Multi Agency Centre (MAC) has warned that the LeT is planning an attack which could involve multiple teams at more than one location in the country. The outfit may use its maritime capability in the course of such an attack. It is suggested that top Laskhar ‘commander’ Sajid Mir, has been involved in this planning.
