They have seized Rs 1.51 crore counterfeit notes from various parts of the metropolis, in this connection. All the 10 accused have been acting at the behest of a Dubai-based agent of Pakistan’s Inter-Services Intelligence (ISI) who used them to distribute the currency in Mumbai and other cities, the Commissioner said. It may be recollected that the Mumbai police had busted a Rs 1.45 crore fake currency racket in July 2000.

According to official sources, five Babbar Khalsa terrorists were arrested in Nabepur village, Gurdaspur district, on May 2. A large quantity of sophisticated arms, including AKs and explosives, including RDX and PETN, was recovered from them. Besides, sedatives having Pakistan drug registration numbers were also recovered. Police said the arrests foiled a conspiracy by foreign-based terrorists to revive terrorism in Punjab. The State police chief told newsmen that the arrests followed intelligence reports that a newly raised Babbar Khalsa group enjoying patronage of top terrorist coordinators based in Pakistan, Germany and United Kingdom was organising major acts of violence. He said Pakistan's Inter Services Intelligence (ISI) was of late not only trying to activate the Punjab borders for sending arms and explosive supplies for terrorists but also for pan-Islamic ventures. Interrogation of terrorists revealed that foreign -based militant coordinators were attempting to build the infrastructure for militant ventures in the State. Interrogation also revealed that several youth had in the past been lured to reach Thailand, Nepal and Singapore to be further shifted to Pakistan.

After the arrest of the Khalistan Commando Force (KCF) chief Wassan Singh Zaffarwal, Punjab police are reportedly getting feelers from at least three other dreaded terrorists, including Pakistan-based KCF chief (Panjwar) Parmajit Singh Panjwar, for their surrender. Though admitting that some terrorists settled abroad had sent feelers for their surrender, Punjab Director General of Police Sarabjit Singh refused to name them. However, the DGP said, "We may have some big names like Zaffarwal in our custody soon". He said Pakistan-based terrorists were totally shaken by Zaffarwal's arrest and were being pressured by the Inter Services Intelligence (ISI) to step up subversive activities in northern parts of the country. Media reports quoting intelligence sources said Punjwar, who is wanted in several cases including killings, had recently escaped from Pakistan and made contacts with some senior Punjab police officials.

On May 14, the Uttar Pradesh government admitted that there was a rise in the activities of Pakistan's Inter Services Intelligence (ISI) in the State and said seven organisations, including the Hizbul Mujahideen (HM), Lashkar-e-Toiba (LeT) and Harkat-ul-Ansar, were primarily responsible for cross-border terrorism along the India-Nepal border. In reply to a question in the State Legislative Assembly, Parliamentary Affairs Minister, Hukum Singh said the modus operandi of these organisations was to create terror either by exploding bombs in crowded places or at military establishments or targeting VIPs. He said, so far, ISI agents had been found directly involved in seven cases in 1999 and 23 cases in 2000. He said the State government had taken adequate measures by increasing the number of police outposts in sensitive areas and had also sought the Union government’s help to fence the 800-km porous India-Nepal border to check terrorist activities.
