At least five persons have been killed by January 6 as Garo and Rabha tribals clashed along the Meghalaya-Assam border, reports Indian Express. The clashes between the two tribes erupted on New Year's day when the Rabhas attacked a wedding party of the Garos and also targeted a Garo pastor. Curfew continued for the second consecutive day on January 6 in areas under six Police Stations — Rangjuli, Dudhnoi, Krishnai and Dhupdhora in Assam and Mendipathar and Resubelpara in Meghalaya— with the army deployed on the Assam side and the Border Security Forces (BSF) on the Meghalaya side. Meanwhile, The Union Government sanctioned five more companies of paramilitary forces for the State to tackle the situation, adds Shillong Times.The additional forces are expected to arrive by January 8 morning, Meghalaya Chief Secretary WMS Pariat said on January 7. He informed, so far 5100 people in Meghalaya and 30,000 in Assam have been displaced due to the ethnic strife. The Meghalaya Government has so far set up 10 relief camps including two for the Rabhas. Assam Government also set up around 15 to 20 relief camps, Pariat said.

A Union Home Ministry team led by joint secretary (Northeast) Sambhu Singh visited strife-torn areas in both Assam and Meghalaya on January 10. The visiting team said the clashes appeared "well-planned" and did not rule out the hand of "underground groups." Singh ruled out fresh deployment of Army but said the Centre was considering sending more paramilitary forces after holding talks with officials of East Garo Hills and Goalpara administration at Resubelpara circuit house in Meghalaya. He said around 50,000 people have been displaced in the clashes between Garo and Rabha groups and efforts would be made to rehabilitate them at the earliest.

The situation in East Garo Hills where nine people were killed and several families rendered homeless in the ethnic clashes between the Garos and Rabhas is returning to normalcy. East Garo Hills Deputy Commissioner Pravin Bakshi told that 11 of the 18 relief camps had been closed as the inmates of these camps had gone back to their homes and villages. Over 35 cadres of the Isack-Muivah and the Khaplang factions of the NSCN were killed on the night of February 24-25 on the Tirap-Myanmar border cadres in the fierce fighting when a 100-strong armed group, trying to enter Tirap from Myanmar's Sagiang division, were ambushed by the rival Khaplang faction, intelligence reports reaching New Delhi said. This was the largest clash in an ongoing conflict between the two groups since December 2010. Both factions are currently in talks with the Centre and have been observing a ceasefire with government forces. The Ministry of Home Affairs (MHA), alarmed at the escalating conflict, wanted the Assam Rifles and the Army to launch an operation to disarm the NSCN cadres of both the factions but so far the Army has resisted the pressure, arguing that these are not banned groups and the clashes should be treated more as a law and order issue than pure insurgency.

The National Socialist Council of Nagaland - Khaplang (NSCN-K) ‘head’ from Tirap (Arunachal), self-styled ‘brigadier’ Chipu Menon-Khunwang, was killed in Mon District of Nagaland on March 17, reports Sentinel. Sources said that Menon was killed by another NSCN-K cadre near Mon town gate in the afternoon. His body was later on dumped in a jungle nearby. Sources disclosed that Menon was summoned by higher-ups from Tirap (Arunachal) to Mon in Nagaland to sort out issues related to organizational management which included disciplinary and financial matters. "Earlier on a couple of occasions, Menon was warned to abide by the organizational discipline; however, he did not pay any heed," informed a source. Menon, allegedly a Research and Analysis Wing (R&AW) agent, was the son of late KD Menon, an officer of the Indian Administrative Service (IAS), and the nephew of Congress leader and ex-minister TL Rajkumar. It is widely documented that Menon lived in Khonsa and was a timber baron till the Supreme Court’s ruling of 1996 hit the timber industry in the State. Majority of timber contractors may have failed to read the future of timber business but Menon took to another career option early in 1995 by joining the NSCN-K where he worked his way up to lead the insurgency faction to its zenith. It is believed that it was primarily through Menon and his mentor in the State politics that the NSCN-K made its presence felt in the political arena in the year 1999. It was widely quoted in newspapers and magazines that it was Menon’s active leadership and influence over twelve legislators of Tirap-Changlang that led to the downfall of Gegong Apang’s uninterrupted reign of 19 years.

Police Superintendent (SP) N.K. Singh said, a group of around 15 Maoist cadres dragged the five PLFI cadres, including the bridegroom and his father from the wedding function and shot them dead. The victims were identified as Gurdev Oraon, the bridegroom, and his father Cheta Oraon (50), while the others were identified as Jairam Oraon, Samar Oraon and Budu Oraon, the Police said. It is unfortunate to learn that the Sadar Hills Districthood Demand Committee (SHDDC) has incited new clashes between the Kukis and Nagas, the council said. It also warned the Kuki group to withdraw from Chawakining village or face dire consequences.
