Four Communist Party of India-Maoist (CPI-Maoist) cadres, including a ‘senior leader’and three ‘militia members’ surrendered in Visakhapatnam District of Andhra Pradesh on January 4, reports The Hindu. They have been identified as - Korra Seetha alias Swarna alias Shallu (25), Pangi Musirialias Chittibabu (36),Korra Venkata Rao (37) and Pangi Gopal Rao alias Gopal (55). Among them, Swarna was the senior leader and ‘area committee member’ (ACM) of Maoist’s ‘Pedabayalu Area Committee’. She was involved in nine murder cases, one landmine blast, six exchanges of fire, two ambushes, one arson, one famine raid and one praja court (Kangaroo court).Whereas one of the three militia members’ - Chittibabu was the ‘commander’ of the armed militia of the party in the area. He was involved in over seven offences, including burning of earthmoving equipment and destroying government properties.

They were disappointed with the ‘hollow Maoist ideology’ and were encouraged by the ‘Lon Varratu’ (return to your home) campaign of the District Police. Among the surrendered cadres, Baman Midiami (35), ‘head’ of the Dandakaranya Adivasi Kisan Mazdoor Sangathan (DAKMS) – a Maoist front, and ‘militia commander’ Raju Midiami (30) were carrying rewards of INR 100,000 each on their heads, while others were active lower-rung cadres.

Eight Communist Party of India-Maoist (CPI-Maoist) cadres including a woman, surrendered before Security Forces (SFs) in Dantewada District of Chhattisgarh on January 18, reports The Pioneer. The Maoists laid down their arms under the ‘Lon Varratu’ (Return to your home/village) campaign of the District Police. Of the eight, Suresh Oyami (20) was active as a member of Platoon No 13 under ‘Bhairamgarh Area Committee’ of the Maoists and carried a reward of INR 200,000 on his head. Three others – Jogi Madvi (19), Pradip alias Pandru Kovasi (20) and Sule Kawasi (35), carried rewards of INR 100,000 each. The other four (identity not reported) were part of CPI-Maoist’s lower hierarchy. “All of them were involved in attacks on police teams, planting explosives and damaging government property, including railway tracks, and killings of civilians in Dantewada and Bijapur Districts,” Superintendent of Police (SP) Abhishek Pallava said.

24 cadres of Communist Party of India-Maoist (CPI-Maoist) surrendered before Security Forces (SFs) in Dantewada District of Chhattisgarh on January 26, reports Hindustan Times. Among them, 12 were women cadres, including three, carrying a reward of INR 300,000 on their heads. The cadres were fed-up with the ‘hollow Maoist ideology’ and surrendered themselves under the ‘Lon Varratu’ (local Gondi dialect meaning - ‘Return Home’) scheme, of the District Police. “Total 24 Maoist cadres have surrendered on the Republic Day and most of them were lower-ranked cadres of the CPI-Maoist. Some important cadres include, Aaytu Muchaki (31), head of Dandakaranya Adivasi Kisan Mazdoor Sangathan (DAKMS), Baman Denga Sodhi (40) and Kamli Madkam (32), who were carrying a reward of INR 100,000 each on their heads,” said the Superintendent of Police (SP), Abhishek Pallava.

Sixteen Communist Party of India-Maoist (CPI-Maoist) cadres, two of them carrying cash rewards on their heads, surrendered to the Police and Central Reserve Police Force (CRPF) in Dantewada District of Chhattisgarh on January 30, reports The Pioneer. The lower rung cadres who were active in Bacheli and Kirandul areas and surrendered in Kirandul town citing they were impressed by the rehabilitation of their former colleagues, Dantewada, Superintendent of Police (SP), Abhishek Pallava said. With this, 288 Naxalites [Left Wing Extremists, LWEs] have so far given up violence in the district under the 'Lon Varratu' (Return to your home) campaign, launched in June last year, Pallava said. Of the 16, Madkam Hurra (28), a Maoist ‘militia commander’, and Hunga Barsa (35), head of the local unit of the Dandakaranya Adivasi Kisan Majdoor Sangathan (DAKMS), carried rewards of INR 100,000 each on their heads, Pallava added. 14 among the surrendered belonged to Madakamiras village. All the 16 were given immediate assistance of Rs 10,000 and will get facilities further as per the government's surrender and rehabilitation policy, the officer said.

Five cadres of Communist Party of India-Maoist (CPI-Maoist), including a woman, surrendered in Dantewada District of Chhattisgarh on February 4, reports Outlook. The surrendered cadres included Gangualias Lakhan Kuhdam (38), ‘commander’ of ‘Bhairamgarh area committee’ of CPI-Maoist, who was wanted in at least 21 cases in Dantewada and neighbouring Bijapur District. Another surrendered Maoist – Laxmi alias Sanni Oyam (38), was the ‘commander’ in the same ‘Bhairamgarh area committee’ unit and allegedly involved in at least nine incidents of violence, including a landmine blast in 2004 in Jangla area of Bijapur. Both of them carried rewards of INR 500,000 each on their heads. The other surrendered cadres – Hemla Bandi (28), Kosa Madkam (23) and Madvi Hidma (18) – were lower-rung cadres. All of them were disappointed with the “hollow Naxal [Left Wing Extremist, LWE] ideology” and surrendered themselves under “Lon Varratu” (return to your home) campaign of the District Police.

Three Communist Party of India-Maoist (CPI-Maoist) militia members surrendered before the Police in Visakhapatnam District of Andhra Pradesh on March 20, reports The Times of India. The three surrendered Maoists are identified as Pangi Jagga Rao alias Srinu (31), Pangi Mugiri alias Vishnu (28) and Vnatala Narayana alias Siddu (25). According to Visakhapatnam rural Superintendent of Police (SP), Boddepalli Krishna Rao, Pangi Jagga Rao was involved in 12 murders including the murder of Gemmeli Krishna Rao at Vakapalli on December 14, 2020. Jagga Rao is also alleged to have been involved in mine explosions at Chintalaveedi and in four exchanges of fire with security personnel. Jagga Rao had joined the Maoists in 2006, and worked at Pedabayalu as well as the Andhra-Odisha Border (AOB). He worked in Jana militia and was also a member of Revolutionary People’s Committee (RPC). He has guided many a Maoist squad away from the Police and has played a key role in rescuing the injured. The other militia members who surrendered, Pangi Mugiri and Vnatala Narayana are from the same village, and both joined the Maoist party at a very young age. Mugiri was the ‘commander’ of Jana Natya Mandali (JNM), a cultural wing of CPI-Maoist. SP Krishna Rao and anti-Maoist operations Officer on Special Duty (OSD), Satish Kumar, said that the three surrendered due to their ‘dislike of Maoist ideology, revolt from the public over Maoist activities and also indiscriminate killing of innocent tribal people by the naxals [Left wing Extremists, LWEs]’.

Among them, Dinesh alias Dayaram Naitam (28), working as Bhamragad area commander, had 11 offences including six of murder and three of arson registered against him. He had joined the CPI-Maoist in 2006 as Tipagad Dalam (armed squad) member. Nakul alias Sukhaluram Madawi (35), had joined the Naxal (Left Wing Extremism, LWE) movement in 2002 as Tipagad Dalam member. He has several offences, including murder, arson and landmine blast, registered against him. His wife Neela Kumre (34), joined the movement in 2005 as Kasamsur Dalam member. She, too, had several offences like murder and arson against her name. The surrendered cadres were allegedly involved in planting Improvised Explosive Devices (IEDs), damaging roads and bridges and putting up Maoist posters and banners in the interiors of Dantewada and neighbouring Sukma Districts since 2015. Dantewada, Superintendent of Police (SP), Abhishek Pallava said, they turned themselves in before Police, saying they were impressed by the Police's rehabilitation drive 'Lon Varratu' and disappointed with the “hollow” Maoist ideology. Out of the three Maoists, Aayta Kohrami, who was active as a ‘militia commander’, was carrying a reward of INR 100,000 on his head, while the two other cadres, identified as Uika Somdu (23) and Kartam Mahendra (22), were working as militia members. Mahendra was also wanted in connection with the murder of a person in Timmapuram village in 2018. SP, Pallava, said, “with this surrender, 375 Naxals [Left Wing Extremists, LWEs], including 99 carrying cash rewards on their heads, have so far quit violence in the district under the 'Lon Varratu' (term coined in local Gondi dialect for 'return to your home/village') campaign launched by police in June last year.” Under the initiative, the Dantewada Police have put posters and banners in the native villages of at least 1,600 Naxals, mostly carrying cash rewards, and appealed to them to return to the mainstream.

Police said, the Maoist couple have been identified as Vinod alias Maniram Boga (32) and his wife Kavita alias Satto Kovachi (33). Boga is a resident of Botezari in Gadchiroli, and was an ‘area committee member’ (ACM) of Korchi Dalam (armed squad) of Maoists and used to work as a doctor in that unit. He was wanted in 13 cases of murder and 21 cases of Police-Maoist encounters, among others, and was carrying a prize reward of INR 600,000. DGP, Sawang said that Chinnarao was a ‘divisional committee member’ (DCM) of Korukonda area committee, and was involved in 93 offences including 14 murders, 11 exchanges of fire and seven land mine blasts. Vanthala Vannu was involved in 10 offences including the murders of former Member of Legislative Assembly (MLA)s Kidari Sarverswar Rao and Siveri Soma. Vannu and Madakam Somidi also worked in the protection team of Maoist top leader Rama Krishna alias RK. While Mangulu participated in nine offences, Rukini and Bheeme participated in three offences each. DGP, Sawang also said that surrender of the six militia members is a major setback to the Maoist party, which has been losing ground in Andhra-Odisha Border (AOB). Pramanik a resident of Ichagarh Thana (Police Station) area in Seraikela-Kharsawan District was in touch with the State Police intelligence wing and also with District Police for his impending surrender after Maoist outfits had declared him an outsider for helping Police and killing extremists. Pramanik was dismissed from the organization by the CPI-Maoist, and was also removed from the post of ‘zonal member’ after being accused of indulging in anti-organization activities. At the same time, ‘area committee member’ (ACM) Balloon Sardar was also dismissed from the organization. In the press release, Maoist ‘spokesperson’ Ashok had said that Maharaj Pramanik was associated with the CPI-Maoist organization in the year 2009. After about two years, he was made a ‘sub-zonal member’ of the area committee. In 2015, he was elected a member of the Southern Zonal Committee. He joined the then People’s War Group (PWG) as a member of Bhadrachalam area dalam (armed squad) in 1981 and a year later elevated as a ‘commander’ of the squad, and subsequently worked in Shabari, Venkatapuram and Rampachodavaram dalams. In 1985, he was arrested by Donelankapalem Police and lodged in Rajahmundry Central Jail for more than two years. On his release on bail, he returned to his native village in 1988 where he lived for three years before rejoining the outlawed outfit in 1992, and worked in the Ranganna dalam of Malkangiri Area in Odisha up to 1999. Between 1999 and 2002 he was active in Pampuluru area as ‘area committee Member’ (ACM), and in 2002, he was shifted to East Area Committee in the AOB area. Later, he was promoted to the position of DVCM of Malkangiri East Division in 2008, and taught political classes to the party cadres in the AOB area for more than a decade. He left the party and stayed at the houses of party sympathisers in the AOB area due to age-related illness and various other health issues, Police said.

After being promoted to the rank of ACM in 2015 he was armed with INSAS (Indian Small Arms System) assault rifle and worked in Pedabayalu Area Committee. He was arrested by the Andhra Police and later released in 2019. After his release, he rejoined Pedabayalu Area Committee as his wife Tasso was working with Maoists and later transferred to Gumma Area Committee and had been working there till date. His wife Padaam was serving as Kerlapal LOS ‘deputy commander’ and carried a reward of INR 200,000 on her head, and she too had joined the Bal Sangham in 2012 at the age of 13. She became Dornapal LOS member in 2015 and was then promoted as Baddesatti LOS ‘deputy commander’ in 2019. There are at least five cases of criminal violence registered against her at Police Stations that include triggering an IED blast that left five security personnel injured in 2018 at Phulbagdi region.

Later, she was shifted to the Gumma area committee and promoted to the rank of ACM in 2020 and an INSAS [Indian Small Arms System] assault rifle was issued to her. Debe was involved in seven major attacks on Police along with several other incidents in the past. Gita Podiami, on the other hand, worked as a member of Andhra-Odisha Border (AOB) Military platoon after being given formal training in 2019 and was issued with .303 rifle. She hails from Chhattisgarh and was inducted in Dandakaranya Special Zonal Committee (DKSZC) as a party member in the Jana Natya Mandali (JNM), a cultural wing of CPI-Maoist. Pojja has at least 12 cases of violence at various Police Stations in Dantewada. Pojja's job was to lay the ambush, loot weapons, torch vehicles engaged in construction work. Pojja played role in almost all the attacks executed in the region since 2012, say Police, adding, his wife Lakhe has about eight cases of crime registered against her in Dantewada, and was involved in the Burkapal ambush of 2017 in which 25 personnel were killed. According to Police, the Maoist couple surrendered because they were "disillusioned with the hollow and inhuman ideologies of Maoists". The duo has also said local cadres were being discriminated against and dominated by senior Telugu cadres.

It is said that after the arrest of her husband, Prabha was suffering from depression. In 2010, rumour about the death of Prabha had spread, and a village elder had received a call from an unknown person asking her fellow villagers to pay last tributes to Prabha as she had died. Even though the Police too suspected that she was no more, the then Superintendent of Police (SP), Murugan, took the stand that till her body is recovered or concrete evidence was available, she could not be declared as dead. Later, the police got information that she was active in Kerala, adds daijiworld.com. The Police alleged the Maoists used Prabha for collection of money and rice through coercion. She joined the mainstream, aided by community policing and the outreach by the local Police and the ‘Q’ Branch Police in the remote villages of the district. DIGP, Babu said Prabha went underground in 2006, and since then, she had worked in the Western Ghats region and the Karnataka State unit. The Karnataka Police had announced a reward of INR 500,000 for anyone providing information leading to the arrest of her and her husband. She also went by the names Nethira, Vindu and Madhu, and has 44 cases against her in Udupi and Chikmagaluru. Krishnamurthy has 25 cases against him in Karnataka. A top Communist Party of India-Maoist (CPI-Maoist)’s bodyguard surrendered before the Police in Seraikela Kharsawan District of Jharkhand on December 26, reports The Print. Prakash Gope (22), bodyguard of CPI-Maoist ‘central committee (CC)’ member Ramesh Majhi alias Anal Da, surrendered due to exploitation by leaders of the banned outfit, Superintendent of Police (SP), Anand Prakash said. Gope, who hails from Chota Segoi village in Kuchai Police Station area in the district, was wanted in several cases. Since he joined the outfit in 2019, he was involved in all incidents executed by Majhi, the Police officer said. A migrant labourer who had earlier worked in Bengaluru and Odisha, Gope had to join the outfit when he accompanied some villagers to deliver food to the Maoists in November 2019, and impressed by his firing skills, he was given a Self-Loading Rifle (SLR) and made the bodyguard of Majhi in 2020. However, he became disillusioned when Maoists ignored his repeated pleas for financial assistance for his sister’s marriage, and disallowed him from visiting his family, the officer said. “Gope came to know about Jharkhand government’s rehabilitation policy ‘Nayee Disha’, and contacted senior police officers to return to the mainstream,” he added. Based on the inputs provided by him, the Police and Paramilitary Forces have started frisking commuters in the bordering areas. At some places common people are also being interrogated by the Security Forces (SFs) on suspicion, and SFs have been deployed in strategic locations. SFs plan to raid all Maoist hideouts along the Bengal-Jharkhand border. A number of Maoist squads have also become active in Banspahari and Simulpal in West Midnapore District of West Bengal. Joint forces are expected to raid both places when operations begin, adds The Avenue Mail.
