The Hindu reports that a left-wing extremist group called ‘Jharkhand Badshah’ entered a brick kiln at Raichhapala in Sundargarh District on Orissa-Jharkhand border in the night of January 6 and asked the manager to pay INR One million within 24 hours. On February 2, Police arrested a cadre of the Janashakti faction of the Communist Party of India-Marxist-Leninist (CPI-ML-Janashakti), identified as Javvaji Ramesh alias Kumar, from the Ramagundam area of Karimnagar District, according to The Hindu. A tapancha (country made fire arm) and 19 rounds of ammunition of various weapons were also recovered from the possession of the arrested cadre. Kumar was reportedly attempting to form a dalam (squad) of the outfit and was resorting to extortions in the coal belt region of the District.

The armed cadres of the Communist Party of India-Maoist (CPI-Maoist) ransacked a village and later killed the village headman, identified as Neeraj Kumar Mukul, after dragging him out of his house in the Rohua Panchayat (village level self-Government institution) under Shyampur Vatha Police Station in the Sheohar District in the night of February 22, reports Jai Bihar.com. Maoists are said to have strong cadre base in at least 50 villages of this area and regularly collect money from extortion, fake currency racket as well as donations from villagers to run their operation. In last five years, more than 12 village headmen have been killed in the area, adds the report.

In the night of March 11, around 100 Communist Party of India-Maoist (CPI-Maoist) cadres entered into a village, dragged a leader of the ruling Janata Dal-United (JD-U) out of his house and killed him by slitting his throat after the a kangaroo court pronounced him guilty of acting as a Police informer at Parsando village in the Munger District, Times of India reported. The slain leader was identified as Manoj Singh, president of the Kharagpur block unit of the JD-U. Before disappearing into the adjoining thick forest, the Maoists left a leaflet accusing Manoj of defying their order to pay extortion money and acting as a Police informer.

ANI reports that left-wing extremists killed four security guards of the Abhijeet Group at the site office of the group’s proposed power plant at Chakla village in Latehar District late in the night of April 5. While three guards died on the spot, another succumbed to his injuries on the way to hospital. One injured guard was admitted to a Ranchi hospital. According to officials, the extremists had demanded a levy of INR two million from the company. The Abhijeet Group had apparently refused to pay the amount. “A chit was found on the place of this incident, in which Sanyukta Krantikari Committee (United Revolutionary Committee) is claiming responsibility for the incident. Although we have never heard of this group earlier, this is a serious crime committed by them,” said District Superintendent of Police Hemant Toppo.

PTI reports on June 7 that left-wing extremists generate INR 15 billion income through collection of 'levy' in the seven worst affected States of Jharkhand, Chhattisgarh, Andhra Pradesh, Orissa, Bihar, West Bengal and Maharashtra, said security agencies. The extremist’s literature and documents seized by central security agencies and State Police forces during their operations have revealed intricate details of "levy" extorted by groups which run in several hundred crores every year. The 'levy' is not only paid by the contractors working in the areas dominated by the extremists but also by the industrial houses including some of the nationally reputed ones, the officials said. Though the Communist Party of India-Maoist (CPI-Maoist) still remains the prominent Naxalite group in Jharkhand, there are other splinter groups which too have now started imposing 'levy' besides indulging in kidnapping, looting and narcotics trade, which results in around INR 3 billion as annual income from the State.

According to Telegraph, 11 suspected cadres of the banned Communist Party of India-Maoist (CPI-Maoist), who were extorting money on the pretext of religious celebrations and warning of a Lalgarh-type situation in the State, were arrested from of Nimdih, about 50 kilomeres from Jamshedpur in East Singhbhum District on June 28. Police said the men, aged between 20 and 24 years, were residents of Koira village in the Patamda block of the District. They were detained at the weekly haat (market) at Chaliama village in adjoining Seraikela-Kharsawan’s Nimdih Police Station area. Though no arms or explosives were found on them, some Maoist literature was recovered.

The Communist Party of India-Maoist (CPI-Maoist) extort up to INR 300 crore every year in Chhattisgarh from traders of forest products, transporters and iron ore mining firms, said the Chief Minister Raman Singh, The Hindu reported on July 5. "Maoists extort at least Rs.250-300 crore (Rs.2.5-3 billion) annually and their extortion business runs from the state's southern tip of Bastar to the northern Surguja district," Singh told IANS. "They mainly extort money from traders of 'tendu' leaves, iron ore mining firms, small and big contractors and transporters," he added. Tendu leaves, which are used to make bidis (leaf-rolled cigarettes), are one of the most important forest products of the Bastar region, which is considered a hub of the Maoist insurgency. "The traders, businessmen, contractors and others who pay extortion money hardly have the courage to report it to the police because of the fear of Maoists and their own business interests in the region," said Singh.

According to the report, Naxalites are demanding money from schools from the grants received by them from the Government. In Latehar, they demanded INR 50000 as ‘levy’ from a school and threatened dire consequences in case they were not paid the demanded amount. The Naxalites reportedly want to get a share of the INR 6.3 million funds allocated for construction and development of the school by the Government. The principal and members of the village education committee have been threatened not to spend funds. “A letter ordering closure of the school has been written to the Head, President and Headmaster of the school. Besides they have been directed to send INR 50,000 (to Naxalites),” said the headmistress of the Government Secondary School, Sinjo, in Latehar.

Suspected Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze the house of a farmer, Amiruddin Ansari, at Hriday Toli village under the Kisko Police station in the Lohardaga District at around 4am (IST) on July 28, reported Times of India. Villagers, however, doused the fire which gutted fodder kept in two rooms of the house. "No one saw who set the house on fire. But we have reasons to suspect MCC's hand in the incident," Amiruddin said. He said that about 15 days ago, the Maoist Communist Centre had sent him a letter demanding a sum of INR 2 lakh and five SIM cards. Besides, the extremists also sought a monthly payment of INR 5000. He also received several threat calls from a number 9504097082. The caller even inquired about his son’s Naushad Hussain's arrival. He said that his son, who is in Army, had recently come home on leave. Amiruddin said that the caller had asked him to deposit the levy and the SIM cards in the village school. The caller had also informed him about two fellow villagers who make a monthly payment of INR 5000 to the outfit through the school. Kisko police station in-charge Sunil Kumar Tiwari, however, said Police is scanning the contents of the letter, adding, "It seems that the letter has been issued either by some enemies of Amiruddin or by the local criminals."

Indo Asian News Service reports that suspected Communist Party of India-Maoist (CPI-Maoist) cadres on July 29 (today) shot dead a panchayat (village-level local self Government institution) head in the Muzaffarpur District as he refused to pay levy to the extremists, Police said. The victim, identified as Premchand, head of Paigampur panchayat, was killed outside his residence by a group of armed Maoist cadres at Dera Chowk in Minapur block, an unnamed Police officer said. The village head had been demanding security from the State Government fearing a threat to his life. He also had sought help from Chief Minister Nitish Kumar by appealing in the local dailies a few months ago. Earlier, Premchand's brother was killed by the Maoists who have been demanding levy from the rich people of Minapur.

PTI reports that cadres of the Communist Party of India-Maoist (CPI-Maoist) have threatened to blow up block offices in the Sundergarh District if the authorities failed to pay compensation to families in the Subdega and Balishankara area who had lost lives and properties in elephant attacks. The block development officers of Subdega and Balishankara got the threat September 2 by post. Two letters written with red ink in English, Oriya and Sadri (local tribal language) have threatened the officials to pay compensation within September 5 to families in the blocks which lost their members, properties and crop in elephant attacks since 2006, officials said on September 3. The Maoists demanded INR 300,000 to families who lost their members in pachyderm attacks, INR 200,000 for those whose houses were completely damaged and INR 50,000 for half damaged and INR 30,000 for partially damaged houses.

The incident occurred when the duo went there to collect money and threaten the villagers against helping the Police, officials said. Members of the Village Defence Committee (VDC) caught both the extremists and started assaulting them. While one of them managed to escape, the other was lynched, Police added.
