The National Investigation Agency (NIA) on February 12 carried out searches at multiple locations in Odisha, Bihar, Jharkhand and Andhra Pradesh in connection with a Communist Party of India-Maoist (CPI-Maoist) terror funding case, reports Odisha TV. The NIA, in coordination with Bihar Special Task Force (STF) and Central Reserve Police Force (CRPF), conducted searches at 26 locations of the accused and suspects in the districts of Jehanabad (8), Patna rural (2), Arwal (1), Nalanda (1), Gaya (8), Nawada (1) and Aurangabad (2) in Bihar, Koderma (1) district in Jharkhand, Bhubaneshwar (1) in Odisha and Nellore (1) in Andhra Pradesh. The case pertains to a network of terror financing being operated by CPI-Maoist cadres and Over Ground Workers (OGW)s in the Magadh region of Bihar, the official of the premier investigation agency said. In furtherance of their sinister motive, attempts are being made to raise funds for procurement of arms and ammunitions and recruitment of new cadres in liaison with incarcerated Naxals [Left Wing Extremists, LWEs] and OGWs in order to revive and strengthen Naxal activities in this region, the official said. During the searches, three country-made pistols, one .315 bore rifle, 59 live rounds, several digital devices, Naxal literature, incriminating documents and four kilograms of suspected narcotics have been seized, the NIA official said.

The National Investigation Agency (NIA) on February 22 arrested Abraham Tuti, an explosives supplier in the case of the killing of five police personnel by cadres of the Communist Party of India-Maoist (CPI-Maoist) in Seraikela Kharsawan District of Jharkhand in 2019, reports latestly.com. The NIA had earlier arrested 11 persons in this case that pertains to an attack on the Police party by the cadres of CPI-Maoist on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District, in which five Police personnel were killed and their arms and ammunitions were looted. The agency had also filed a charge sheet against them. Initially, a case was lodged on June 15, 2019, at the Tiruldih Police Station of Seraikela Kharsawan District. Later the NIA took over the probe. "During the investigation, it was found that Abraham Tuti used to supply explosive materials and provide other logistics support to the members of CPI(Maoist) as an Over Ground Worker," said NIA.

The National Investigation Agency (NIA) on February 25 conducted searches at three locations across Kerala and Andhra Pradesh in connection with the People’s Liberation Guerrilla Army (PLGA) recruitment case, reports The Print. The places raided by the NIA are Wayanad District in Kerala and Guntur and Chittoor Districts in Andhra Pradesh. The NIA officials said, “The case relates to the recruitment of vulnerable youth into the fold of CPI (Maoist) [Communist Party of India-Maoist (CPI-Maoist)] and further training them for induction into their frontal organisations for organising terrorist camps to further the activities of CPI (Maoist) and threatening the unity, integrity and sovereignty of India.” The NIA also claimed to have seized various incriminating documents, digital devices, SIM cards, digital storage devices.

In a setback to the National Investigation Agency (NIA), the Chhattisgarh High Court on March 2 dismissed the probe agency’s appeal to quash or transfer the second First Information Report (FIR) registered in connection with the 2013 Maoist attack in Jheeram valley that had killed 29 persons, including several senior Congress leaders, reports The Indian Express. The FIR in question was filed by slain Congress leader Uday Mudliar’s son Jitendra Mudliar in 2020. A division bench of justices RCS Samant and Arvind Chandel passed the order, clearing way for the State Police to carry on with the investigation into the alleged conspiracy behind the attack. The central probe agency had moved the High Court after a special NIA court in Jagdalpur had rejected its plea. Reportedly, on May 25, 2013, Maoists ambushed and killed 29 persons, including senior leaders Nand Kumar Patel, Vidya Charan Shukla and Mahendra Karma, during a poll campaigning tour in Bastar. The Congress had alleged “a bigger political conspiracy” behind the attack, demanding an independent inquiry. The case was transferred to the NIA the same year and the Congress party termed the agency’s 2016 probe report “more of a cover-up than an investigation”.

Veteran Communist Party of India-Maoist (CPI-Maoist) leader and a member of its ‘central committee’ (CC), Arun Kumar Bhattacharjee aka Kanchan Da (72), was arrested along with one of his associates Akash Orang aka Rahul, from a tea garden under Udharbond Police Station limits in Cachar District of Assam on March 6, reports outlookindia.com. Guwahati Police Commissioner Harmeet Singh said. "He is a big catch for Guwahati Police. We got information about his movements in December and he slipped through two-three operations earlier. But last evening, we were able to arrest him when he tried to hide in a tea garden." Kanchan Da was tasked to set up a state-level committee of the CPI-Maoist in Assam and create a "red corridor" from a neighbouring country to other Maoist-hit States of India like Jharkhand, Odisha, Chhattisgarh, Telangana and Andhra Pradesh among others. "His job was also to organise state party congress, recruit local cadres and purchase weapons here. We seized one laptop, a mobile phone, a huge amount of incriminating documents and Rs 3.6 lakh cash from his possession," the Police commissioner said. He said efforts to set up a network of Maoist cadres in Assam were at a "nascent stage" and those had been "nipped in the bud". Singh also said the National Investigation Agency (NIA) has been informed about the arrest and their officers are on the way to Guwahati to take over the case as it involves multi-state terror activities, threatening national security.

A special National Investigation Agency (NIA) court in Dantewada District of Chhattisgarh on March 14 acquitted tribal activist Soni Sori and three others in a case filed against them by the Chhattisgarh Police in 2011 for alleged channelizing of ‘protection money’ to Naxalites [Left Wing Extremists, LWEs], reports The Pioneer. Special Judge (NIA Act) Vinod Kumar Dewangan passed the order on March 14. Besides Sori, the court also acquitted her activist nephew Lingaram Kodopi, construction contractor B.K. Lala and then Essar company official D.V.C.S. Verma, citing that the prosecution has failed to prove the charges against the accused. Therefore, in the absence of corroborative evidence, the accused are acquitted, the court said in a 76-page order. Sori and Kodopi were arrested on charges of acting as Communist Party of India-Maoist (CPI-Maoist) conduits and allegedly receiving "protection money" for the rebels from the Essar company. They were booked under the Indian Penal Code (IPC) sections 124 (A) (sedition), 121 (waging or attempting to wage war against government) and 120-B (criminal conspiracy) and the Unlawful Activities Prevention Act (UAPA) and the Chhattisgarh Special Public Security Act.

The Jharkhand Government has announced a reward of INR 1 million on Ganjhu. The cadres have been charged under various sections of Indian Penal Code (IPC), Arms Act and Unlawful Activities Prevention Act (UAPA). The charge sheeted persons include people from within Kerala and those hailing from Karnataka, Tamil Nadu, and Chhattisgarh under various sections of IPC, Arms Act and UAPA. The case pertains to alleged ‘conspiracy for conducting physical and arms training, conducting zonal committee meeting of Western Ghats Special Zonal Committee (WGSZC) of the proscribed organisation CPI-Maoist in the Nilambur forest in Malappuram in 2016 to strengthen the organisation, with the intention to commit terrorist acts, and to waging war against the Government of India’, says a press release. The National Investigation Agency (NIA) has started an investigation into the plans of arrested Communist Party of India-Maoist (CPI-Maoist) leader Vijay Kumar Arya (60) to revive the activities of the CPI-Maoist in parts of Bihar and Jharkhand, reports Hindustan Times on May 5. Allegedly, the Bihar Police arrested Arya, a ‘Central Committee (CC)’ member of the outfit, from Samahuta in Rohtas District of Bihar on April 13. NIA took over the probe into the activities of Arya and his associates of reviving Maoist insurgency by recruiting new members and collecting levies, etc. In its First Information Report (FIR) filed last week, NIA named Rajesh Gupta, Umesh Chaudhary, Anil Yadav, and Rupesh Kumar Singh along with Arya. The Bihar Police recovered electronic gadgets such as hard disks, pen drives, letterheads, and levy receipts from Arya, who was arrested on the basis of inputs from the central and state intelligence agencies about the presence of top Maoist leaders in Bihar’s Shahabad and Magadh zones.

Officials from the National Investigation Agency (NIA) came to Visakhapatnam District on June 23 to investigate the case of a woman who had been missing since 2017. Pallepati Pochamma, a resident of Ranga Reddy District in Telangana, had lodged a complaint stating that her daughter, Radha, a nursing student, was abducted three years ago by members of the Chaitanya Mahila Sangham (CMS), a frontal organisation of the CPI-Maoist, and inducted into the Maoist movement forcibly. In her complaint, Pochamma said her daughter was taken away by the Maoist leaders and CMS activists under the pretext of providing treatment to someone in the Maoist fold. Pochamma also said that her daughter was brought to the Pedabayalu forest area in the erstwhile Visakhapatnam Agency, which is now part of Alluri Sitharamaraju District, and brainwashed by the Maoist leaders to join the movement. Based on her complaint, the NIA officials came to Visakhapatnam and visited Pedabayalu Police Station, where cases had been booked under relevant Indian Penal Code (IPC) sections and also under the Unlawful Activities Prevention Amendment Act (UAPA). A case under Section 16, 18 and 20 of the Unlawful Activities Prevention Act (UAPA) and Section 34, 153 (A), 153 (B), 120 (B) and 302 Indian Penal Code (IPC) has been filed based on a complaint by the victim’s son. Umesh Prahladrao Kolhe was done to death by three bike-riding Islamists as a punishment meted out to the victim for supporting former BJP leader Nupur Sharma’s anti-Prophet remarks on a TV channel debate. The FIR has listed Mudassir Ahmed, Shahrukh Pathan, Abdul Thoufik, Shoaib Khan, Atib Rashid, Yusuf Khan, Shahim Ahmed and Irfan Khan as accused along with unknown others. “The said incident of a cold-blooded murder of deceased Umesh Prahladrao Kolhe was an act of larger conspiracy of a group of accused persons and others who have conspired among themselves to strike terror amongst a section of people of India and with their assertions attempted to promote enmity on the grounds of religion and thereby commit a terrorist act on June 21 between 10.00-1030 pm,” stated the NIA FIR.

The supplementary chargesheet was filed before the NIA special court in Ranchi against Abraham Tuti alias Sukram, an over-ground worker of the CPI-Maoist on August 18, a spokesperson for the federal anti-terror agency said. Earlier, the NIA had charge-sheeted 25 accused on April 15, 2021 and August 3, 2021 in the case which was registered following the deadly attack on a Police patrol by CPI-Maoist cadres on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District of Jharkhand, in which five Police personnel were killed and their arms and ammunition were looted by the attackers. On November 30, the National Investigation Agency (NIA) arrested a Communist Party of India-Maoist (CPI-Maoist) cadre in connection with an attack on former Bharatiya Janata Party (BJP) Member of Legislative Assembly Gurucharan Nayak, resulting in the killing of his two police bodyguards and injuries to another on January 4, 2022, NDTV reports. Shaka alias Tivari Bankira, a resident of West Singhbhum District, was arrested from his hideout in Jharkhand. "Investigations revealed that Shaka was an armed cadre of CPI (Maoist) [CPI-Maoist] and he conspired with other co-accused and handed over 8,000 to accused Pradhan Korah to buy logistics items for the Maoists," Police said. He collected these items from the house of another accused Pradhan Korah and handed them over to CPI-Maoist ‘Special Area Committee’ member Sushant alias Anmol alias Lalchand Hembram at Lowabeda forest. "He also conducted recce of the place of incident and kept watch on the movement of Police and security personnel until the attack was executed," the official further said, adding further investigation in the case is in progress. The former MLA accompanied by his bodyguards was attacked by an armed group of Maoists under Goilkera police station in West Singhbhum on January 4, but escaped unhurt. However, the attack left two of his bodyguards dead and another injured while the Maoists fled the scene along with the weapons of the deceased.

National Investigation Agency (NIA), on December 22, filed a charge sheet against 23 persons in the Communist Party of India-Maoist (CPI-Maoist) attack case in which 22 Security Force (SF) personnel were killed in Chhattisgarh on April 23, 2021, reports NDTV. The attack near Tekalgudiyam village under Tarrem Police Station limits in Bijapur District had also resulted in injuries to more than 35 others, a spokesperson of the NIA said. The case was initially registered at Tarrem Police Station and was later re-registered by the NIA on June 5 this year. "Investigations revealed that the accused persons, who are members of the Communist Party of India (Maoist), conspired to commit terrorist acts and the armed cadres of the CPI(Maoist) attacked the combined security forces CRPF [Central Reserve Police Force], CoBRA [Commando Battalion for Resolute Action], DRG (District Reserve Guard] and State Police with heavy fire of Barrel Grenade Launchers (BGL) and automatic weapons. They also abducted one CoBRA jawan, Rakeshwar Singh Manhas, and looted his weapon. The investigations also revealed that this ambush and attack on the police party and security personnel was part of TCOC (Tactical Counter Offensive Campaign) of CPI (Maoist)," the NIA said in its chargesheet. The accused persons were charge under various sections of the Indian Penal code (IPC), Arms Act and the Unlawful Activities Prevention Act (UAPA), a spokesperson said.

A court in Dumka District, on December 23, released Communist Party of India-Maoist (CPI-Maoist) cadre Sukhlal Murmu alias Praveer Da, who was jailed for blowing up a polling party's bus returning after holding elections and then firing indiscriminately and killing eight polling personnel including five Policemen near Asna village in Sarsajol in Shikaripada Block in Dumka District during Lok Sabha (Lower House of the Indian Parliament) elections 2014 (April 24, 2014), reports zeenews.india.com. This decision has been given by the court of Dumka Additional Sessions Judge I Ramesh Chandra. Praveer Da is currently lodged in Hotwar Jail of Ranchi while three others accused Budhnath Murmu, Tala Kudi Murmu and Baburam Baski are lodged in Dumka Central Jail, and one accused Som Murmu is currently out on bail. The jailed accused were presented through video conferencing and after the hearing, the court ruled to release them.
