The CID also said it has unearthed a major arms racket involved in acquiring illegal firearms through private security agencies using forged licences and then selling them off to several militant groups in North Bengal and Communist Party of India-Maoist (CPI-Maoist) in the Left Wing Extremism-affected Districts of the State. It also found that miscreants used Government establishments as safe haven for stacking their illegal arms. The CID came to know this after its officials seized illegal firearms from a BSNL telephone exchange in Tiljala on January 5 followed by a similar recovery of arms cache from the water treatment plant of Kolkata Municipal Corporation (KMC) at Palta on January 9. “This business has been going on for a long time and the Government offices have become the store houses for these illegal arms. We have reports that the arms have been passed on to several militant groups, including Maoists, operating in Bengal,” said an unnamed senior CID officer. “We are investigating it. But at present, we are concentrating on seizure of illegal arms,” the officer added. At present, the CID is conducting several raids in different parts of the state, and till date 53 illegal guns and forged licences have been unearthed from various Government establishments. Five people have been arrested.

The Hindu reports on March 27 that Maoist politburo member Koteswar Rao alias Kishan is suspected to have been seriously injured during the seven-hour-long gun-battle between security forces and the Maoists. The Police also suspect that the insurgents suffered heavy casualties during the exchange of fire and are pegging the casualty figure at around 10, although none of the dead bodies could be recovered on March 26. Though West Bengal Director-General of Police Bhupinder Singh declined to comment on whether Kishan was injured, he said: “It is suspected that several of those rebels injured in the firing have succumbed to their injuries.” There was also a report that a student of the city-based Jadavpur University was one of the Maoists killed in the exchange of fire, but Singh said there was no confirmation on the matter.

As per the Annual Report 2009-10 of the Union Ministry of Home Affairs (MHA), Left Wing Extremist (LWE) violence in Chhattisgarh and Andhra Pradesh have seen a drop in 2009 as compared to the situation in 2008, reported DNA on March 30. There were only 529 incidents of LWE violence in 2009 in Chhattisgarh as against the 620 in 2008. Similarly, in Andhra Pradesh, as against the 92 such incidents in 2008, there were only 66 in 2009, according to the Annual Report 2009-10 of the MHA. Interestingly, 2009 has seen an overall increase in incidents of LWE violence from 1,591 in 2008 to 2,258 in 2009. West Bengal has seen a seven time increase in LWE violence with the State reporting 255 such incidents in 2009 as against a mere 35 in 2008. In Orissa, the incidents have more than doubled as compared to 2008. While there were 103 such incidents in the State in 2008, there were 266 in 2009. Other LWE infested States like Jharkhand, Maharashtra, Bihar and even Uttar Pradesh have seen an increase in LWE violence. Overall, 908 lives were lost to such violence in 2009 as against 721 in 2008.

DNA reported that according to a joint report by the Intelligence Bureau and West Bengal intelligence, CPI-Maoist has set up an eight-member special coordination committee to improve coordination between different units in Maoist affected States. Lalgarh in West Midnapore District would house the headquarters of this Maoist committee. According to the report, the eight representatives in the new committee are Papa Rao and Gopal from Dantewada-Bijapur (Chhattisgarh), Arjun and Bihari from Gurbandha, Sukhdev and Uday from Malkangiri-Koraput (Orissa) and Kanchan and Shahebda from Junglemahal. While Shahebda is a CPI-Maoist politburo member, Kanchan is a state secretary in West Bengal. The report added that all eight Maoists are currently hiding in the Belpahari region of West Midnapore District.

A report submitted by security agencies to the State Government says that with Maoist Politburo member Koteswar Rao alias Kishan no longer mobile, the CPI -Maoist has set up new jurisdictional units with additional responsibility to Jharkhand-based Dwijen Hembram. Hembram alias Anantada is from Binpur in Jhargram. A regional and State Committee member, Hembram is prime accused in the November 2008 Salboni attack. The report indicates that frequent encounters with Security Forces and tighter Police surveillance have forced Maoists to shift their core operational base from the Lalgarh-Belpahari area in West Midnapore to the Ayodhya hills of Purulia. This area is currently not covered by the Security Forces.

Combined forces battling the Communist Party of India-Maoist (CPI-Maoist) in seven States are not having much success, Union Home Ministry statistics for 2008, 2009 and the first six months of 2010 show. Combined forces men are running anti-Maoist operations in Orissa, Chhattisgarh, Maharashtra, Andhra Pradesh, Bihar, Jharkhand and West Bengal. Compared to previous years, the performance of the combined forces has slipped in 2010. In the first six months alone, 209 Security personnel have been felled by Maoists. In 2009, a total of 317 soldiers were killed and 231 were killed in 2008. However, fewer Maoists died at the hands of Security Forces (SFs). Between January and June, just 97 ultras were killed in encounters. A total of 217 Maoists died in 2009 and 199 in 2008. The high number of civilians killed by Maoists in these three years also goes to show how badly the combined forces have done. During the first six months of 2010, the number of civilians killed by ultra-reds stand at 325, whereas 591 and 490 were killed during the whole of 2008 and 2009. Very few Maoists surrendered this year too, which is another cause for worry. In 2008, 400 Maoists gave up arms and expressed their wish to join the mainstream. This number fell to just 150 in 2009 and to 134 between January and June 2010. The only silver lining was that the paramilitary were successful in destroying many Maoist training camps, the home ministry report shows. In 2008, there were 199 training camps. In 2009, Maoists set up 18 more camps, but the forces destroyed many and today, only 97 camps are known to exist.

Communist Party of India-Maoist (CPI-Maoist) called upon its cadres to repeat Dantewada like attack (in which 75 Central Reserve Police Force personnel were killed in Chhattisgarh in April 2010) as a counter offensive to the Operation Green Hunt taken up by the UPA Government to crush the Maoist movement in the Dandakaranya region. A report signed by spokesperson Abhay and released on October 4, said the Maoists had lost 1500 of their comrades after the formation of the party and 300 in the last one year. In all, 10,000 people died in the Naxal movement in the country, the report said. It stated that there was a qualitative change in counter-intelligence activities after UPA came to power for the second time. The party said the "War on People" in Andhra-Orissa, Telangana-Chattisgarh, Jharkhand-Orissa, Jharkhand-Bihar and Dandakaranya regions was influenced by the "War on Terror" unleashed by the US." The report also noted that though the movement had suffered some setbacks in Andhra Pradesh and north Chhattisgarh and north Orissa, it had many successes which compensated the loss and gave a boost to the self confidence of the cadres. According to the note, eight top most leaders, including Azad, were killed between May 2009 and June 2010 and another 10 state-level leaders were either killed or were put behind bars. The party listed the attacks of Singanamadugu, Tadimetla, Kongera (Chhattisgarh), Laheri (Maharashtra), Sankrail and Silda (Bengal), Gumla, Vishnupur, Latehar (Jharkhand) Tandwa Bazar (Bihar) as successful attacks and said all these incidents won the party the support of the revolutionary forces, intellectuals, democrats, progressive and patriotic forces.

Meanwhile, the State Government has recently set up a Counter Insurgency Force (CIF) to combat Maoists, but the force is yet to start functioning because it lacks enough intelligence-gathering manpower. The CIF is being groomed on the lines of the Greyhound force of Hyderabad to counter Maoists. The force is now operating from Bhavani Bhavan, but will soon have its head office at Garia. The CIF Inspector General (IG), Vivek Sahay, had written to Home Secretary of the State, G D Gautama, about the problem he was facing in starting the special intelligence group and it was discussed at the meeting.
