Nearly 100 people have been killed by Maoists in Lalgarh-Jhargram area in the last three months of 2009, raising serious concerns in the Home Ministry, reports Indian Express. The Ministry officials said the West Bengal Government seems to have failed to tackle the extremists despite having sufficient paramilitary forces. Officials said incidents of murder of political workers, ironically most of them belonging to ruling CPI-Marxist, and innocent villagers by terming them as “police informers” and Policemen, have become common in the 150-km area in West Midnapore district. “The situation in Lalgarh-Jhargram area is very disturbing. The Maoists have been killing people at will and it seems there is no one to check them,” a senior official said. Burning houses, setting fire on vehicles, rampant extortion, destroying office buildings, bridges and other infrastructure have been going on freely. Despite having around 2,500 Central paramilitary personnel and adequate number of local police force, the state government has failed to tackle the Naxals. “I am disappointed over the Lalgarh situation...The situation is pretty depressing...despite adequate number (of) Central paramilitary forces (being) sent to them in June 2009, the West Bengal government has not been able to contain the problem,” the Union Home Minister P. Chidambaram said. The Maoists have recently published a document claiming that they killed 270 security men and lost 232 men between July 2008 and September 2009.

Maoists are recruiting and training teenagers to carry out guerrilla attacks, make landmines and handle firearms, including AK-47 assault rifles in West Midnapore, Bankura and Purulia Districts. “About 500 teenagers have been trained by Maoists over the past few months in this district alone,” West Midnapore Superintendent of Police Manoj Verma said on May 11. The Police obtained this information after interrogating teenager Sushil Hembram, a suspected Maoist arrested in Bankura District on May 8. “It is easy to mould teenagers. Therefore, the rebels are targeting them. The Maoists have often been pushing teenagers into the frontlines of action. The boys are offered a monthly amount of INR 2,500,” Verma said.

The Communist Party of India-Maoist (CPI-Maoist) politbureau member Koteshwar Rao alias Kishan on February 21 admitted that five Maoists were killed during the attack on the Eastern Frontier Rifles (EFR) camp at Silda in West Midnapur District on February 15, reported The Telegraph. He identified those killed as Sushen Mahato, Ujjal, Vijay, Chandan and Sujit. “We will honour them as martyrs. We will observe February 25 as Martyrs’ Day across the country,” Kishan told The Telegraph. The special Inspector-General of the EFR, Benoy Chakraborty, too, had said on February 20 that his force had shot dead five Maoists.

He is the owner of a pickup van allegedly used to ferry men who sabotaged the railway tracks leading to the May 28 Jnaneswari Express derailment in which 148 persons were killed. Khagen is a member of the Communist Party of India-Maoist (CPI-Maoist) backed People’s Committee against Police Atrocities (PCPA). As part of Government's plan to push development projects in Moist-hit areas, a senior Planning Commission official on June 10 held meetings with the District officers of West Midnapore, Bankura and Purulia District to discuss growth-related plans in the areas. "As part of Centre's comprehensive development in Maoist-hit areas, advisor to Planning Commission L.P. Sonekar held meetings with the block development officers of Jungle Mahal areas of West Bengal," District Magistrate of West Midnapore Narayan Swarup Nigam told PTI. Jungle Mahal consists of Maoist-hit forested areas of West Midnapore, Bankura and Purulia Districts. Sonekar came for an assessment of the areas and to understand the immediate needs of the Maoist-affected areas to chalk out the quantity of investment needed, another government official said. Similar assessment work would be carried out in Jharkhand, Orissa, Bihar, Chhattisgarh, Andhra Pradesh and Maharashtra, he said.

A statement issued by Maoist leader Akash said five cadres of the People's Liberation Guerrilla Army had been killed by the Security Forces in a surprise attack on their camp. “The names of the five martyrs are Arjun who was a ‘deputy commander’, Raghav, Malati, Ganga and Mangal. The rest in the group managed to escape and are safe,” the statement added. The Maoists will be observing mourning day on June 20 and 21 in remembrance of the five martyrs, it stated. The statement also denied the Maoists' association with any of the three “intellectuals” who were arrested by the Police in Lakhanpur village on June 15 and “condemned” the Police for arresting 72 “innocent” villagers but letting off the journalists. Earlier, it was reported that eight Maoists were killed. "Twelve Maoists were killed by the joint forces. It is a major success. We found eight bodies. We have information that four of the bodies were carried away by Maoists while many more were injured," Director General of Police (DGP) Bhupinder Singh told reporters in Kolkata, according to PTI. "Acting on a tip off that 40 to 45 Maoists had gathered at Duli village near Ranja forest in Salboni Police Station area, a team of commandos and Special Forces of Central Reserve Police Force (CRPF) and Police closed in," the DGP said., adding, "When the Maoists opened fire, the forces retaliated." The NDTV, however, put the death toll at 13. Police sources said that five of the eight Maoists killed were been identified as Arjun (a close associate of Maoist leaders Bikash and Tara), Sagen, Mala, Radha and Lakshmi (who is suspected to have played a major role during the massacre of 24 Eastern Frontier Rifles personnel at Silda on February 15), adds The Hindu. The sources said that based on intelligence inputs received from the Jharkhand Police, it was suspected that top Maoist leader Akash was also killed during the encounter. According to Police sources, the Security Forces had raided the area three days ago [June 13] also but the Maoists had managed to escape. Indian Express adds that the Maoist squad was led by Maoist State Committee member for Bengal-Jharkhand-Orissa region and ‘commander’ of the Lalgarh squad Bikash. He was said to have escaped, using his cadres as a shield. “It was to ensure Bikash’s safe passage that the Maoist squad took such heavy casualty,” said an unnamed security official involved in the operation. Maoist casualties confirmed that Bikash’s Lalgarh squad was joined by cadres from Jharkhand. One of the bodies found was that of Arjun Munda, a Jharkhand Maoist. Another was of Sagen Mahato, a Maoist from Lalgarh.

The West Bengal State Government on July 28 issued a notification for the formal roll-out of the amnesty scheme for Maoists willing to surrender. It would be applicable to Maoists who want to surrender, with or without arms, in the Naxal-affected Districts of West Midnapore, Purulia and Bankura. Director General of Police Bhupinder Singh said: “The open-ended scheme is for a hard-core Maoist or any member of a squad. However, over-ground members or sympathisers may also be considered in exceptional cases.” The notification comes a month after the Government announced its decision to accept the guidelines framed by the Union Ministry for Home Affairs (MHA) for surrender and rehabilitation of Naxalites. The scheme will now be publicised in two languages - Santhali (Al Chiki) and Bengali - for it to reach the targeted audience. This is the first such scheme since the Maoists marked their footprints in the State by blasting an Improvised Explosive Device on the convoy of Chief Minister Buddhadeb Bhattacharjee and a Central minister. The VIPs were returning after launching a steel project at Salboni in West Midnapore. Referring to the stipend of INR 2,000 that will be given for three years to surrendered Maoists, together with vocational training and a grant of INR 150, 000 in term deposit, Singh said: “It is not all ideology - unemployed youth are being turned into mercenaries, and they are being given monthly payments by the Maoists for lifting a gun.”
