Two Italian tourists, identified as Bosusco Paolo, functioning as a tour operator in Puri, and Claudio Colangelo, who were on a trekking tour on the Ganjam-Kandhamal border, were reportedly abducted by the Maoists on March 17, reports Zee News. While the Maoists claimed responsibility for the abduction through some private news channels around midnight on March 17, there are reports that the Italians may have been abducted on March 14 itself. A driver and cook who were accompanying them and their vehicle were released by the Maoists subsequently. The Maoists were yet to respond to the Odisha Government's offer of negotiations even as the deadline set by the Maoists for their 13-point demands, including immediate halt to combing operations and release of some leaders and tribals ended in the evening of March 18, it was presumed to have been extended, an unnamed senior official said. The situation was being monitored constantly by Chief Minister Naveen Patnaik and top officials to resolve the hostage crisis and ensure their release, sources said.

More than 50 armed cadres of the Communist Party of India-Maoist (CPI-Maoist) abducted Jhina Hikaka (34), a Member of Legislative Assembly (MLA) from Laxmipur belonging to the ruling Biju Janata Dal (BJD) from a hilly area between Koraput and Laxmipur in Koraput District early on March 24. Hikaka was returning home from Koraput when the Maoists stopped his vehicle near Toyaput and abducted him. While the personal security officer (PSO) and driver of the MLA were allowed to leave, Hikaka was taken away into the nearby forest, by the Maoists at gunpoint, Koraput Superintendent of Police Avinash Kumar said.

Barely an hour after Communist Party of India-Maoist (CPI-Maoist) released an audio-tape saying hostage Italian national Paolo Bosusco would not be released till their demands are met, the State Government and Maoist-nominated mediators resumed negotiations on April 2, reports The Indian Express. Earlier in the day, the new audio-tape released by Sabyasachi Panda, secretary of the CPI-Maoist Odisha State Organising Committee, demanded that the 36 people whose names have been given to the Government should be released forthwith. “We need a signed declaration from the government regarding the acceptance of our demands. Only then we will release the hostage,” he said. Panda said the Government was dragging its feet and planning to send Security Forces to Kandhamal. “If that happens, the government would be responsible for the consequences,” he warned.

Meanwhile, the Maoists fixed April 5 as the deadline for the Naveen Patnaik Government to fulfil their demands to secure the release of ruling Biju Janata Dal legislator Jhina Hikaka who was abducted on March 24, reports The Hindu. Further, in another letter that was received by media in Koraput along with a letter from the Maoists, Hikaka reiterated his appeal to the Chief Minister (CM) to fulfil the Maoists' demands to release the innocent tribals for his safe release. In a hand written letter, Hikaka said that the Government was not concerned about his life as he was a tribal. Urging the CM to resolve the issue immediately to enable him work for the welfare of the people of his constituency, Hikaka said that if needed he would resign from his post as legislator. Daily Pioneer adds that the Andhra-Odisha border Maoists who abducted Hikaka issued a audio tape declaring April 5 as deadline for release of the Chasi Mulia Adivasi Sangh (CMAS) leaders and members incarcerated in jails under fabricated charges in lieu of Hikaka's safe release. In audio tape Andhra-Odisha Border Special Zonal Committee ‘secretary’ Chandra Mauli said the Maoists have announced a unilateral ceasefire and urged the Government to call a halt to all operations against the Maoists. The tape said, "We will release the MLA in our custody if the false cases slapped against leaders of Chasi Mulia Adivasi Sangh (CMAS) in Koraput and Malkangiri districts are withdrawn and they are released. This demand must be met by April 5. We assure the Government, our friends will not cause any law and order situation once they are released. We hope the Government will treat the matter with sympathy." On appointment of mediators, the tape said, "There have been proposals of appointment of mediators. We have already made it clear that we will not involve any mediators." On the other hand, the negotiation for the release of Italian tour operator Bosusco Paolo was scheduled to continue on April 4 (today). Paolo has been in the hands of a different group of Maoists since March 14.

Odisha Chief Minister Naveen Patnaik on April 4 said his Government had decided to facilitate the release of as many as 27 persons to secure the freedom of Biju Janata Dal legislator Jhina Hikaka and Italian tour operator Paolo Bosusco from the Communist Party of India-Maoist (CPI-Maoist), reported The Hindu. Making a statement in the State Legislative Assembly, Patnaik said that in the case of Hikaka, the Government had decided to facilitate the release of 15 members of the Chasi Mulia Adivasi Sangha (CMAS) and also eight Maoists from Koraput and Malkangiri jails. Four other Maoists are to be released in lieu of Paolo Bosusco. While the Maoist group headed by Sabyasachi Panda, the CPI-Maoist Odisha State Organizing Committee (OSOC) secretary, abducted Italian tour operator Paolo Bosusco along with Claudio Colangelo on March 14, another faction of the Maoists abducted Jhina Hikaka on March 24. As reported earlier, Colangelo was released on March 25.

Paolo Bosusco, who was held hostage by Odisha State Organizing Committee (OSOC) of the Communist Party of India-Maoist, is said to have revealed vital information about Sabyasachi Panda, the secretary of OSOC, reports The Times of India. Paolo estimated Panda has just about 20 cadres, including 10 women, each armed with a gun. The unit has one VHF set, one walky-talky, two tiffin bombs, one laptop with data card and one generator. He described the OSOC leader as "sick". "He regularly takes medicines. I don't know what they were," Paolo told the Police. "They change their places frequently and never stay in villages. They prefer hill tops with streams nearby. I too travelled with them from one place to the other," a source quoted the Italian as saying. Paolo said he slept with others in the jungle one night when Panda woke up everyone and asked them to "lie down quietly". That was the time when members of "another group" reportedly came searching for them, a police source said. The former hostage even remembered the names of the Maoist cadres and identified pictures the Police showed him. Paolo's statement corroborated messages received earlier that one Suresh, a unit commander belonging to Andhra Odisha Border Special Zonal Committee (AOBSZC), along with about 30 cadres had been scouting for Panda through the tribal hamlets located in inaccessible regions. OSOC is said to have fallen out with the AOBSZC.

The State Government bowed to the demands of the Andhra-Odisha Border Special Zonal Committee (AOBSZC) of the CPI-Maoist after the abductors said they had no faith in it and the fate of Hikaka would be decided in “a people's court” on April 19 (today). In a fresh message to the media, the Maoists said they had already extended the deadline four times so far and there would be no further extension. The deadline ended on April 18. The State Government had on April 17 given an assurance that steps would be taken for withdrawal of cases pending against 25 persons if the hostage was released by the evening of April 18. As reported earlier, Hikaka was abducted on March 24, 2012.

Their bodies were found on September 25 near Panasput. The gramrakshis were among nine persons abducted by Maoists a few days ago, said Superintendent of Police Akhilesh Singh. The gramrakshis were identified as Manik Khilo and Jagabandhu Khilo. Manik was from Handikhal, while Jagabandhu was from Joda Amba. While one of them was shot dead, the other’s throat was slit. According to sources, the Maoists claimed the two were Police informers. On September 20, former Sarpanch (head of Gram Panchayat, village level local self-government institution) Mistu Khara and a Naib Sarpanch (deputy Sarpanch) Raju Khara were abducted. Seven gramrakshis launched a search for them but they were also taken hostage on September 23. Five of the gramrakshis were later set free.

According to Malkangiri Superintendent of Police (SP) Akhilesh Singh, a group of Maoists reached Budaguda village and forcibly took away two labour contractors identified as Padiami Lachha and Kunjami Singh and a student, identified as Ramesh Salda, with them. However, Ramesh was released by the Maoists at around noon on October 17 while the other two were still in the custody of Maoists. According to the Police, non-payment of amount to labourers is said to be the cause of the abduction.

The deceased gramrakhi was identified as Bhagaban Naik (40) of Girliput village in the District. The Macchkund dalam (armed squad) of the CPI-Maoist, which claimed responsibility for the offensive, said in a letter left at the crime spot the gramrakhi was slain for acting as a Police informer. "Naik was punished as he was passing information about the Naxal [Left Wing Extremism (LWE)] movement in the area to Police. The Communist Party of India-Maoist (CPI-Maoist) cadres were suspected to have abducted four persons, including a gramrakhi (village guard), in separate incidents in Malkangiri and Koraput Districts of Odisha on October 20, reports The Hindu. According to Malkangiri Superintendent of Police (SP) Akhilesh Singh, the abducted persons were Daya Chalan, who was earlier a member of Maoist organisation and Laxman Pangi, a gramrakhi. It was alleged that Daya was involved in extortion in the name of Maoists. He allegedly misappropriated the amount which irked the Maoists. Armed Maoists went to the house of the gramrakhi at Badadural village and took him away with them. SP Singh said both these abductions seemed to be the handiwork of a single group. Till the evening of October 21, there was no information regarding the abducted persons. In Koraput District, two persons, including a woman, were suspected to have been abducted by Maoists from Ankadeli. When contacted, the Koraput District Police sources did not confirm it saying investigation was on. But localites claimed that both the persons were abducted by armed Maoists. The persons who were suspected to have been abducted from Ankadeli area included a woman J. Raut, who was involved in liquor trading and an official of APGENCO – P.V. Prabhakar, posted at Macchkund Hydel power project. The woman had in the past received threats from Maoists.

According to Devadutta Singh, Deputy Inspector-General (DIG) of Police, South-West R ange, and Avinash Kumar, Superintendent of Police (SP), Koraput, the two Maoists were arrested at Dumbaguda village. Both of them were part of the hardcore militia group of Srikakulam-Koraput Joint Divisional Committee of the Maoists. Apart from it, they were also prominent members of the Maoist-backed Chasi Mulia Adivasi Sangh (CMAS) of Narayanpatna area. Both were close to CMAS leader Nachika Linga, who is in the most wanted list of both Odisha and Andhra Police. Commenting on the arrest, Koraput Superintendent of Police (SP), Avinash Kumar said "They were arrested from their homes. They have confessed to their involvement in the MLA's abduction and over two dozen Maoist attacks. Interrogation is on," reports The Times of India.
