The Maoists have been identified as Mangala Podiami (25) alias Arjun, Rame Madhi (25) alias Anita, Ganga Kurmi (20) alias Sangita and Kunjame Rajje (25) alias Gita. Two Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Debe Madkami and Muda Sodi, surrendered before the Police in Malkangiri District on March 27, reports Odisha Sun Times. Superintendent of Police (SP) Mitrabhanu Mohapatra said the two Maoists, working in the District as active members of Andhra Odisha Border Special Zonal Committee (AOBSZC) since 2007, were involved in more than 15 violent incidents, including anti-landmine blast in Telerai and attack on Border Security Force (BSF) camp at Madhusudan Pally MPV-21 village in the District. Debe Madkami said he and his associate had decided to surrender in protest against their top cadres, who, in gross violation of Maoist ideology, started torturing and killing innocent tribals.

Three cadres of the Communist Party of India-Maoist (CPI-Maoist), including a woman cadre, surrendered in Malkangiri District on April 20, reports The Times of India. The rebels, identified as Irma Kabasi, Era Madkami and Radhika, were carrying a reward of INR 100,000 each on their heads. They are allegedly involved in over 29 cases related to murder, landmine blasts, attacks on Police and other offences, said Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra. Kabasi was allegedly involved in the attack on a convoy of Congress leaders at Darbha Valley in Chhattisgarh in 2013, while the other two were active in Kalimela area of Malkangiri, he said.

Two hardcore Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Adama Kawasi (21) and Rama Madkami (20), carrying reward money of INR 100,000 each on their head, surrendered in Malkangiri District on June 25, reports The Hindu. Five Communist Party of India-Maoist (CPI-Maoist) cadres including three females surrendered in Malkangiri District of Odisha on July 23, reports The Hindu. Odisha Government had declared INR 100,000 reward on heads of each of two male cadres Subba Madkami (22) and Soma Padiami (35) who surrendered. The three surrendered female Maoists were Debe Madkami (30), Laka Kawasi (25) and Bhime Madhi (25). Except Subba, who happens to be from Motu Police Station area, others were from Kalimela Police Station limits. All of them surrendered before Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra at the District police headquarters. Subba was an armed cadre of Local Operation Squad (LOS) of cut off area of Balimela reservoir under Malkangiri Koraput Visakha Border Division of the CPI-Maoist. Soma was an armed cadre of Kalimela LOS. Among the three female Maoists, Debe and Bhime were wives of former Maoist cadres, who had parted ways with the Maoists in the past. Debe was active in the Maoist outfit since last ten years and at present she was secretary of a frontal organization for women of Maoists named ‘Biplabi Mahila Sangh’ in Kalimela area. Bhime was an armed cadre. Laka was a Maoist militia in Kalimela area since 2004.

The surrendered Maoists were identified as Arun Kumar Madhi alias Erra (35), Sina Madhi alias Dula (24) and Irma Madkamai (20). Arun and Sina, carrying INR 100,000 reward each on their heads announced by the State Government, were armed cadres, wanted in several incidents of Maoist violence including murders, while Irma Madkami was a Maoist militia. Arun was working under Podia Local Operating Squad (LOS) of Malkangiri division of CPI-Maoist, while the other two were part of Kalimela LOS of the CPI-Maoist.

Four Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Sunita Wonchemi, Kushi Kuthami, Iti Kunjami and Ganga Karatapi, surrendered before Superintendent of Police (SP) Mitrabhanu Mohapatra, in Malkangiri District on August 21, reports The Hindu. According to Police, all four were armed cadres of the Padia dalam (squad) of the CPI-Maoist, and were involved in many incidents of violence reported from the State. Around 119 militia members from Silakota village, including Communist Party of India-Maoist (CPI-Maoist) squad member Madkami Mallangi, surrendered before Malkangiri District collector Prasanth Kanaka Reddy and Superintendent of Police (SP) Mitrabhanu Mahapatra at Malkangiri in Odisha on August 31, reports The Times of India. On the occasion, Kanaka Reddy announced that he would adopt the village. Silakota village in Podia block had become a Maoist stronghold with many youths joining Maoist squads and a few even working as militia members. According to the Police, these surrenders were a big blow to the Maoists in the Andhra-Odisha Border (AOB) area.

A hardcore Communist Party of India-Maoist (CPI-Maoist) cadre, identified as Mesha Muschaski, who was carrying INR 100000 reward on his head, surrendered before Malkangiri District Collector D. Prasantkumar Reddy and Superintendent of Police (SP) Mitrabhanu Mohapatra in Malkangiri District, reports The Hindu on September 2. Along with him, around 125 Maoist ‘supporters’ also promised to part ways with the Maoists and lead normal life. Mesha was associated with Podia ‘dalam’ (armed squad) of the Maoist organisation for the past five years. The other Maoist supporters were members of the ‘Jan Militia’, (people’s militia). They were providing logistic and other support to the Maoists. Yesterday (September 1, 2015) South Asia Terrorism Portal (SATP) had reported about the surrender of 119 militia members in Odisha.

The Maoist supporters were from seven remote villages of Materu panchayat (village level local self government institution) under Podia block of the District. The supporters marched to the Malkangiri District Police Headquarters in a group to surrender before Malkangiri Superintendent of Police (SP) Mitrabhanu Mohapatra. Since August 31, there has been a rise in the number of surrenders by Maoist elements in Malkangiri District. Till now around 758 Maoist supporters including militias from remote Maoist-prone regions of the District have surrendered. However, The New Indian Express puts the surrender figure at 329, including 49 militia commanders and two village committee members. Further, The Pioneer says that as many as 390 Maoist supporters, including 49 militia and two village committee members surrendered. NDTV reports the surrender of about 400 Maoist supporters, including 45 members of the Left-Wing Extremism militia group and village committee members.
