The Karnataka Director General Police (DGP) Shankar Bidari on January 5 said that as many as 100 youth, mostly tribals, from Karkala, Sringeri, Tirthahalli and Belthangady regions would be recruited into the Police to combat Communist Party of India-Maoist (CPI-Maoist) cadres in the Western Ghats, reports The Hindu. Nearly 30 youth from Karkala, Tirthahalli and Sringeri region and around 10 from Belthangady region would be recruited by March 2012. Priority would be given to tribals in recruitment as they had knowledge of the forests. Zee News reports that the Karnataka Government on January 5 offered INR 300,000 solatium to the family of Sadashiva Gowda, who was allegedly gunned down by the CPI-Maoist in Hebri forests on December 28.

In a letter received by certain local dailies in Udupi District on January 9, a person who claimed himself to be Vishwa representing the Communist Party of India-Maoist (CPI-Maoist), confirmed that they were involved in the killing of Sadashiva Gowda (50) near Kabbinale Tingalamatti in Karkala, reports Daijiworld.com. The Karnataka Government on January 13 decided to hire qualified locals on contract basis to fill vacancies in nine taluks (administrative units), where there is "Naxal activity", as "fearful" Government servants transferred there have refused to join, reports Zee News. Briefing reporters after a Cabinet meeting, chaired by Chief Minister, D V Sadananda Gowda. Law Minister, S Suresh Kumar said there are vacant posts in different Government departments (in these nine taluks) as officials transferred there are hesitating to report. "This has resulted in adverse impact on administration and development," he said. The nine taluks in the three Districts of Tumkur, Chikmagalur and Udupi are: Karkala, Kundapura, Sringeri, Mudigere, Koppa, Hosanagara, Tirthahalli, Beltangadi and Pavagada, where 107 villages and 709 sub-villages have been "identified" for Naxal activity. He said the nine taluks have not been declared as Maoist affected and Government employees willing to go those places on transfer would be given first priority.

New Indian Express reports that cadres of the Communist Party of India- Maoist(CPI-Maoist) should give up their guns as the State Government is ready to rehabilitate and provide employment to them, said State Home Minister R Ashok at a function in Mangalore on January 28. He remarked, “As guns will not yield anything, naxals should bid goodbye to arms. The government has been providing packages to the naxal-affected areas. Considering this, naxals should surrender.” Compared to other states, Maoist activity is less in Karnataka. Only in some places such as Chikmagalur and Udupi Districts, are they in operation, he clarified, when reporters sought to know why the Union Government has not marked Karnataka as a Maoist affected State.

Ashok told the Karnataka Legislative Council on March 26 that some Sri Lankans have joined the Communist Party of India-Maoist (CPI-Maoist) cadres operating in the five Districts of the State, reports The Hindu. The Minister said there are an estimated 25 to 30 Maoists in Karnataka. “Most of them are those who have come from the neighbouring Andhra Pradesh and Sri Lanka,” he noted. The Districts of Shimoga, Chikmagalur, Udupi and Dakshina Kannada in the Western Ghats belt and parts of Tumkur in the parched region have been affected by the Maoist menace, he said.

The Times of India reports that as a part of its carrot-and-stick policy in the fight against the Communist Party of India-Maoist (CPI-Maoist) cadres in Karnataka, Director General of Police, DGP, A R Infant on April 12 said the that the Maoist surrender package would be made more attractive to enable misguided youths rejoin social mainstream. "While three Naxalites have made use of the policy so far, there are feelers that a few more are on the verge of surrendering arms and coming back to society," Infant said without specifying the numbers. DNA reports that the Karnataka Government is set to roll out welfare initiatives to bring people in Communist Party of India-Maoist (CPI-Maoist)-affected areas to the mainstream, according to State Home Ministry sources. “Around 12 villages have been affected by Naxal activities and the people living in those villages need to be offered facilities—including connectivity, employment and security—that will help them relate to the mainstream. All government departments should earmark 10% of their budgets to the development of villages marked as Naxal-affected areas,” Western range Inspector General of Police Pratap Reddy said. State Home Ministry sources said that it was not possible to tackle a sensitive issue like Naxal influence on youth with law and order machinery and coercive methods. Instead, all Government departments, including sports and youth affairs, must reach out to the people in those areas and launch public contact programmes. Deputy commissioners of Mangalore, Udupi and Chikmagalur districts will be given directions to not wait for the government packages but to use the available funding and manpower to take up welfare initiatives in Naxal-affected villages. Villages like Menasinahadya, Eedu, Navuru, Kuthluru and Naravi are likely to get immediate attention, the sources said.

Justifying the Naxal team’s visit to Shishila in Belthangady taluk in Dakshina Kannada District on July 10, the Naxals said that that they held discussions with the locals about politics. According to the letter, the Naxals had discussed problems and got ration for the locals but police are carrying out bad propaganda against the Naxals. The letter stated that in the name of tiger reserves adivasis are being evicted and forest department officials are torturing them. The poor locals are always subjected to exploitation and oppression by landlords and corporate sectors, stated the letter. The letter said that to put an end to this, Naxals are organising people as an army ‘Peoples Liberation Guerilla Army’ and providing them leadership in the movement to fight against the exploiters.

He told presspersons that a Gram Panchayat (village level local self-government institution) member informed the Police on August 31 that five people, who identified themselves as Maoists, visited a house in the village. An increase in the activities of the Communist Party of India-Maoist (CPI-Maoist) in Dakshina Kannada District indicated that the Left Wing Extremists were working towards their plan of creating a corridor along the Western Ghats from the northern tip to Wayanad in Kerala, a Police officer, who had served in the region, said, reports The Hindu. The officer, now on central deputation, said that in 2006 the Maoists devised the plan to spread their activities in the Western Ghats. The increase in the number of sighting of Maoists in Dakshina Kannada indicated the creation of that corridor, he said. “It is a matter of concern. There are reports of Maoist groups recruiting people from Tamil Nadu and Kerala. They have planned to spread till Wayanad,” he said. The officer said the Maoist activities in Dakshina Kannada were earlier restricted to higher reaches of Belthangady taluk. The Maoists were now seen adopting an organised approach for achieving their objective. “They are conducting many training camps. Some of them have been busted by the police,” the officer said. Another senior officer, who was involved in many anti-Naxal operations, said that unlike Maoists operating in Andhra Pradesh and Jharkhand, the groups operating in the region had not been involved in overt activities and attacks. The Maoist groups here had not been able to establish their base here despite operating in the region for more than 10 years, the second officer said. At least three groups of Maoists were said to be active in Karnataka. One group was led by B.G. Krishnamurthy and the second one was led by Vikrama Gowda, said the officer. The third one was less active, and its leader was not known, he said. Inspector-General of Police (Western Range) Pratap Reddy said recent encounters, including the one in Mittabagilu in Belthangady in March and near pilgrimage centre Srigeri, pointed to operations by Maoists from Tamil Nadu and Kerala. He said there was not much support for these groups from local people. The Police were receiving information about Maoists presence from people, which was helping in busting their designs.

The Government had announced a ceasefire of its anti- naxal operations from September 17 to 23 in the backdrop of reports that some naxals wanted to surrender. However, none came forward to lay down arms. Shettar warned that stringent action would be taken against naxals and Police would step up combing operations. Deputy Chief Minister R. Ashok, who also holds the Home portfolio, on December 18, said that the Naxal [Left Wing Extremism] problem in the State is on the wane, reports The Hindu. There were only around 15 to 20 Naxalites active in the State, some of whom, according to him, were mercenaries. Addressing presspersons, Ashok said the intensive combing operations in Naxal-affected areas in the State had paid rich dividends. The constant pressure put on the Naxalites kept them on the run. The mercenaries masquerading as Naxalites were also slowly deserting the hardcore Naxals. “I am confident the number of Naxals active in the State will come down to single digit soon.” Further, to a question, Ashok said a new recruitment policy for Police personnel had been sent to the Government for approval. The proposed policy would ensure filling of vacancies in the Police Department without having to wait for the Finance Department’s nod. At any given time, there were around 18,000 vacancies in the Police Department despite the recruitments made by the Government. This was due to the delay in getting approval from the Finance Department, Ashok said.
