On March 17 reported that seven militants groups have issued fresh life threatening warning to the valley based journalists and local newspaper owners for what they called “interest-based biased reporting" and ignoring sufferings of people of Kashmir. According to local news agency KNS, the members of Tehreek-e-Shariat Islami, Save Kashmir Movement, Al Nasreen, Al-Arfeen, Al-mansoorian Jehad-ul-Islam, Askari and Al-Jabar held meeting under the ‘chairmanship’ of Abdullah Ghaznavi of Lashkar-e-Toiba (LeT) and said: "Journalists have been warned to remain away from security agencies and police officers. Journalists should stop strengthening the occupation and instead highlight the pain and suffering of kashmiris due to oppressive state sponsored policies." Quoting the statement of the militant outfits, KNS said: "Accusing some media men are working on the pay-rolls of state and Indian government machinery. The militant outfits warned of strict action for anti-freedom movement journalism." The agency further said that the militants further warned the local dailies for putting out images and headlines of few Indian -sponsored personalities on their front pages for their own vested interests. "If journalists continued to work for Indian security agencies, there will be life threatening consequences. They would be responsible for their deeds," the agency quoted militants' statement. "We are not living as far as seven seas. We would fight to protect the sacrifices made by our hundreds of fighters. Nobody should misconstrue our farsightedness as our weakness," the statement said.

Terrorist outfit Hizb-ul-Mujahideen (HM) has reportedly put up a poster in the Kishtwar District of Jammu and Kashmir urging the surrendered terrorists to join back to fight for the Kashmir cause, as reported by IBNLive on May 19. It also issued threats to its over ground workers (OGWS) to "return the money of the outfit which they have gobbled". The poster on the letter of HM ‘divisional commander’ Mohammad Amin Butt Jahingir Saroori has warned people against helping the Indian agencies in their cause. According to Times Now, Saroori is believed to be behind the September 7, 2011 Delhi High Court blast.

Earlier, on June 5, Jaish-e-Muhammed (JeM) had asked panchayat members in the area to resign triggering mass resignations of panchs (member of panchayats) and sarpanchs (head of panchayats) in south Kashmir, where Kulgam is located. Reports said the JeM’s purported threat along with a similar warning from the Lashkar-e-Taiba (LeT) earlier is the reason why around 20 panchs and sarpanchs have quit. A number have been shot at, mostly in their legs. Meanwhile, officials have denied such resignations. "None of the panchayat members have submitted their resignations officially," an unnamed official said. Another unnamed Police officer said, “(We are verifying) whether the posters were actually issued by militant organisations or someone else to keep them away from day-to-day work." India Today adds that locals say that posters of JeM were seen in villages of Pulwama and Shopian Districts this week, warning elected rural body members to resign within a week's time or face consequences. The posters were reportedly pasted on electricity poles, walls of mosques and shops in public places. Pulwama Superintendent of Police, Amit Kumar, admitted that three to four posters were seen in a few areas. "At some places posters were of LeT, at others they were of Hizb-ul-Mujahideen [HM] and Jaish. We are investigating the case. They might be posters of militants and there is possibility it could be foul play as well," the officer said. On June 8, more than a dozen such resignations and non-affiliations of rural body members, including women members, appeared in the local newspapers in the shape of advertisements, the report further added. "I am resigning from the post of elected rural body membership. Now onwards I have nothing to do with this post and am not affiliated with any political party. The information is for general public," reads one such resignation from Abdul Rashid Dobi, panch of ward number 6 from Darbgoom in Pulwama. It was published as paid advertisement in a Srinagar based Urdu daily. A woman panch, Ameena Bano from ward number 8 of Village Sahpora in Pulwama, also resigned from the post. She also announced her resignation in the form of paid advertisement in a newspaper. Her resignation advertisement read, "Without coming under any influence from any political or apolitical body, I am resigning from the post of panch. In future, I have nothing to do with this post and I will have no connection with any political or apolitical body."

A local news agency reported that newspaper offices in Srinagar received a hand-written letter on August 1 that accused "some media men" of "working on the payrolls of the state and Indian government machinery" and warned "of strict action for anti-freedom movement journalism". One Abu Irfan has issued the letter. "We warn journalists to mend their ways or face dire consequences," it said. The letter warned editors against ignoring the warning and asked them to publish it in their newspapers. Earlier, KNS reported that members of eight little-known terrorist groups met under the ‘chairmanship’ of Lashkar-e-Toiba’s (LeT’s) Abdullah Ghaznavi and warned journalists "to remain away from security agencies and police officers". Journalists were warned against "strengthening the occupation and instead highlight the pain and suffering of Kashmiris due to oppressive state-sponsored policies" at the meeting, it reported. "People should ensure that girls observe purdah in public places. If we spot any woman without purdah we will sprinkle acid on her face," handwritten posters of the outfits warned. The posters, appearing at many mosques in Shopian District a few days ago, threatened, "If we spot any girl using mobile phone, she will be shot dead." Warning sarpanches (head of panchayat, village level local self Government institution) and panches (members of panchayat) in South Kashmir to relinquish their posts or face dire consequences, the posters asked them to announce their resignation during Friday prayers. Official sources said many grassroot-level representatives have announced their resignation during the Friday prayers but have not put in their papers before the authorities concerned. The Times of India adds that the poster of al Qaida Mujahedeen has criticized the panchayati raj institution as "un-Islamic" and has set an ultimatum for all sarpanches and panchayat members to resign within a week. He, however, said that no advisory has been issued to the Police or protected persons barring them from going to Masjids or market places. The IMK in its statement issued to a local news agency announced "Operation Revenge" against the Police personnel and what it said "anti-movement elements." The spokesman of the outfit, Omar Mukhtar, told the news agency that the operation will be launched against the Policemen and officers on a large scale in a couple of days. He, however, asked the Policemen who have not been "anti-movement" to go to Masjids and other places without any fear. The IMK in its statement also claimed responsibility for the killing of Deputy Superintendent of Police (DSP, retired) Abdul Hamid Bhat, recent killing of Policemen in Kulgam District and at Daresh Kadal and Batmallo in Srinagar District and that of Inspector Bashir Gull at Tengpora in Srinagar in 2001. The IMK came to limelight in 2011 when it claimed assassination bid on the life of Law and Parliamentary Affairs Minister Ali Mohammad Sagar that took place in December 2011. Since then, it claimed several attacks that were carried out in Srinagar, mostly against Policemen. Heavily armed militants, five to seven in number, in the night of August 27, blasted off a portion of INR 3.98 billion Wullar Lake Conservation Project construction site, around five kilometers from Sopore in Baramulla District, and assaulted engineers and workers and threatened them to abandon the project with immediate effect, reports Daily Excelsior. Sources said that no major damage was done with the improvised explosion device (ED) explosion. Sources said that the militants spent several hours at the project site and a couple of Policemen who were on duty there reportedly fled from the area soon after the militants left and reported to the Police. Sources said that soon after militants left the site, the engineers and workers started fleeing from the place and work remained suspended throughout the day on August 28. Around 300 people are reportedly associated with the project.

Police sources said the arrested youths — Aqib Rashid Paul, 20, and Adil Rashid Koka, 21, both residents Shopian District — were over ground workers of a little known militant outfit Lashkar-e-al Qaida on whose behest they were pasting the posters during wee hours. “Police had been following their movements for some time and finally managed to nab them on Friday [August 31],” they said. The pamphlets, warning the sarpanchs (head of Panchayats) and the panchs (members of Panchayats) of dire consequences in case they did not tender their resignations within a week had appeared in several villages of Shopian District in August. The handwritten posters, bearing a stamp of the little known al-Qaeda Mujahedeen, militant outfit had ordered the panchayat members to resign within a week and apologize publicly in mosques, during the Friday congregational prayers or else face dire consequences. The posters had also issued a diktat to women asking them to strictly adhere to the purdah (veil) and not to use mobile phones in public.

The resignations have come from Palhalan, Goshbugh, Taapar, Wusan and Kalsari Nehalpora villages. Most of Panchs and Sarpanchs submitted their resignation to the Block Development Officers of the respective blocks. Some of them issued advertisements in local newspaper announcing their resignation. Others have announced their resignation through posters and by making announcements through the loud speakers of the Masjids. The killing of Palhalan Sarpanch took place after Lashkar-e-Toiba (LeT) posters had appeared in several areas of Pattan asking Panchs and Sarpanchs to resign or face consequences. These posters appeared outside Masjids. As reported earlier, militants in the evening of September 10 shot dead Sarpanch of Palhalan village in Baramulla District. In South Kashmir Districts of Shopian, Pulwama and Kulgam around 200 Panchs and Sarpanchs resigned over the past few months following militants’ threats. In August posters of lesser known militant outfit, al Qaida Mujahideen appeared in several villages in Shopian District forcing around 50 Panchs and Sarpanchs to resign. Security Forces (SFs) on September 30 arrested four Hizb-ul-Mujahideen (HM) militants, who were threatening Panchayat (village level local self Government institution) members, from Shopian District, reports Daily Excelsior. An unnamed senior Police official said that these militants were responsible for threatening Panches (members of Panchayat) and Sarpanches (heads of Panchayat) of the District besides extortion. Police few months back found them involved in several extortion cases. "Later, their involvement was also found in issuing threats to Panches and Sarpanches of the area", he added. Arms and ammunition including four AK 47 rifles, 16 magazines and 500 rounds of ammunition was recovered from the arrested militants. Police said that several Over Ground Workers (OGWs) of the outfit working with them have also been detained and they are being questioned. Police said that these OGWs might be involved in threatening Panchayat members through posters that appeared in the District in August 2012. As reported earlier, Police on September 22, busted a HM module that was targeting Panches and Sarpanches in Tral area of Pulwama District by arresting its three cadres.

Afzal Guru is a convict in the December 13, 2001 Parliament attack case and has been sentenced to death by the court. His mercy petition is pending before the President of India. Geelani said that Guru was denied fair trail and was falsely implicated in the case. Yasin Malik was quoted saying, “In 2008 Kashmiris transformed from violence to non-violence and showed the whole world that they were a peaceful nation.
