On January 15, the Hizb-ul-Mujahideen (HM) ‘commander’ of Doda, Abbas Malik alias Abbas Rahi, was killed by security forces (SFs) in an encounter at Tengpora, in the outskirts of the capital city, Srinagar. One AK-56 rifle, a mobile phone instrument and Indian currency worth Rupees Twelve Hundred Thousand was recovered from the slain terrorist. Six hours after the Hizb terrorist was killed, an Improvised Explosive Device (IED) planted in a car exploded at Tengpora on the same highway. A Central Reserve Police Force (CRPF) vehicle suffered damages and a SF personnel travelling in it sustained injuries.

On January 31, the Border Security Force (BSF) arrested a Hizb-ul-Mujahideen (HM) cadre and recovered 4.5 Kilograms of RDX from his possession in Srinagar. The terrorist identified as Fayaz Ahmad Lone alias Abdul Basif and Sajid, a resident of Chakravaty-Bhaderwah in Doda district, was arrested by the security forces from the house of one Mudasir Manzoor Pahloo at Rajbagh locality of the city. Besides 4.5 kilograms of RDX, 5 electronic detonators, 1 hand grenade, one battery of satellite phone, charger and some incriminating documents were recovered from him.

The incident took place when a SF patrol party stopped a cyclist moving in a suspicious manner. The cyclist whipped out a pistol and killed the officer. Though the cyclist made a quick attempt to escape, he was killed. The killed terrorist was identified as a ‘district commander’ of the JeM. One pistol, five hand grenades and one I-Com wireless set were recovered from the possession of the terrorist killed.

Rafeeq Ahmed Dar alias Rafeeq Lidri, ‘chief commander of operations’ of the Al Umar Mujahideen, was shot dead during an encounter with the security forces in the Koolipora area of the capital Srinagar on February 6. Inspector General of Police (IGP), Kashmir Zone, K Rajendra Kumar, was quoted as saying that Lidri was killed in the encounter after being trapped at the house of one Ansar Ahmed Mir at Koolipora. One AK-47 rifle, one loaded pistol, one wireless set and two hand grenades were recovered from his possession, said the IGP. Meanwhile, the Al-Umar chief Mushtaq Zargar, who is believed to be in Pakistan, is reported to have told a local news agency in Srinagar that Khalid Javed had been appointed as the outfit’s new ‘chief commander of operations.’

In the State, Border Security Force (BSF) personnel seized nearly 650 kilograms of explosives and 11,000 rounds of assorted ammunition from two hideouts in the capital Srinagar. Sources said that BSF personnel raided a hideout in Parimpora and recovered 50 kilograms of explosives and 11,000 rounds of AK ammunition kept in gunny bags in an abandoned house. In a separate raid, security forces arrested a shopkeeper, identified as Noor Mohammad Gujri, from the Maharajgunj area and recovered 600 kilograms of explosives from his shop.

State Director General of Police (DGP), Gopal Sharma, told the media that Pir was killed during a shootout after security forces raided the house of one Nazir Ahmed Najar in the Ganzkhud locality near Maharaj Ganj on the basis of specific information regarding Pir’s presence. Sharma added that one AK-47 rifle, one pistol, cash worth Rupees 100,000 and a satellite telephone were recovered from his possession. With the killing of two Pakistani terrorists, Jammu and Kashmir Police (JKP) claimed on June 29 to have neutralised a vast network of Lashkar-e-Toiba (LeT), Hizb-ul-Mujahideen (HM) and Al Umar Mujahideen in the capital city of Srinagar. Director General of JKP, Gopal Sharma, disclosed at a press conference that LeT ‘divisional commander’ Shahid Ahmed alias Zulu-4 and ‘district commander’ Zahid Hafiz Arian alias Nayeem were killed during an encounter in the Rawalpora area of Srinagar on June 29. He said that on the basis of intelligence inputs, Police conducted a series of raids in Srinagar and arrested at least 20 terrorists. Sharma also said that five police personnel were wounded during the encounter and added that assassinations of high profile personalities and several Fidayeen (suicide squad) attacks had been planned and executed by the network. The network had also established contacts at several Indian cities, including New Delhi, Mumbai, Pune and Ahmedabad. Members of the network, some of whom had traveled to these cities by air, had planned a number of terrorist strikes, including one at Mumbai Stock Exchange.

On November 17, security forces killed two Fidayeen (suicide) terrorists yards away from the Sher-e-Kashmir International Cricket Stadium in Sonwar Bagh, Srinagar, the venue of Prime Minister Manmohan Singh’s first ever public meeting in Jammu and Kashmir. Taking advantage of a major security lapse, at least two heavily armed terrorists had perched themselves on vantage positions in the foothills of Shankaracharya hillock overlooking the venue of the Prime Minister’s public rally. Hours before Dr Singh’s scheduled arrival, a Police official spotted the terrorists and in an encounter that followed, the two terrorists were shot dead. Officials maintained that just two AK-56 rifles and a pistol were recovered from the site of the encounter. However, Daily Excelsior reports that they also carried an RPG rifle, which could well have been used to fire grenades on the public meeting. While two terrorists got killed, three soldiers and an equal number of civilians sustained minor injuries in the gunbattle. Later, a spokesman of the Al-Mansoorain organisation identified the fidayeen duo as Abu Asim of Peshawar and Irshad Ahmed Bhat of Bohri Kadal, Srinagar.
