The Sashastra Seema Bal (SSB) on April 4 inaugurated Intelligence Training School (ITS) in Kasba area of Kolkata, reports The Times of India. The ITS will help train SSB officers and personnel manning the Indo-Nepal and Indo-Bhutan borders gather intelligence that will help in operations. The ITS in Kolkata will also be used by other agencies to train officers and personnel. Arun Chaudhary, Director General (DG), SSB, said that the time has come for the SSB to approach intelligence gathering in a region specific manner as India is in the tri-junction of three nations and has a multicultural society. As a result, the SSB felt the acute need to have a training centre in Kolkata to tackle the typical needs along the Indo-Nepal and Indo-Bhutan borders. Singh highlighted the changing patterns of crime, growing restlessness of Maoists and separatists elements, the changing tactics of terrorism, smugglers, human traffickers, Fake Indian Currency Note (FICN) dealers and drug peddlers. The increasing demand for human intelligence has compelled police forces across the board to work harder and find ways on the move which are not advisable. "As a lead intelligence agency for Indo-Nepal and Indo-Bhutan borders, the SSB is gearing up to remain several steps ahead of anti-national elements. This will also help to fine tune our tactics. While knowledge of technological maneuvers used by anti-national elements will be disseminated, the emphasis and dependency on human intelligence will not reduce," a senior official said.

The Indian Coast Guard (ICG), has commissioned a station, ICG Frazerganj to serve as a new Forward Operating Base (FOB) in South 24-Parganas District of West Bengal, which will serve as a hub for coastal security operations in the sea areas off Sunderban, according to an official press note issued on April 14, reports The Times of India. The note read: "Recently acquired ICG hovercrafts will operate from the FOB, which is about 50 nautical miles from Haldia, the launching base for all the air cushion vehicles (ACV). Hovercraft operations in the country were first launched from the Haldia Hoverport in 2001." Two ACVs will operate from the FOB at any given time and will ensure regular surveillance of the IMBL (International Maritime Boundary Line) and the adjoining shallow water area around. In addition, various maritime operations like anti-poaching, search and rescue, pollution response and anti-piracy will also be their mandate. It will coordinate with the state administration, Police, customs, fisheries, forest department and other agencies including local fishermen to achieve an effective surveillance and security network.

There is a need for amendment to the present IT Act for better policing and execution of cyber crime cases, according to Kolkata Police, cyber department officer-in-charge Siddhartha Chakraborty, The New Indian Express reports on April 24. The amendment would facilitate better investigation into cases registered with the Kolkata Police. Chakraborty said India has signed the Mutual Legal Assistance Treaty with 25 countries. At the same time he pressed for international cyber law treaty to counter rising cyber crimes across the globe. There was urgent need to relax the norm that only inspectors and above can investigate a cyber crime to allow more policemen into such crimes, Chakraborty felt. In 2013, the Kolkata Cyber Police Station had registered 60 cases.

At least 15 engineering students, including a girl, from Hyderabad, attracted to the idea of fighting alongside Islamic State (IS) in Iraq and Syria, were tracked down by the Telangana Police in West Bengal this week after their parents complained they were missing, The Times of India reports on September 11. Police sources said their investigations have revealed the outreach of the Islamist jihadists in the country was greater than previously thought. The Police did not arrest or book any of them, who were brought from West Bengal. Instead, they kept talking to them. As a result, the students gave away more names including of the girl who had said she wanted to join IS in Iraq. They had plans to fly to Iraq from Bengal. "The jihadist propaganda has been effective in luring youth who were told that the proposed Islamic State could become a reality if youth from different parts of the world joined the fight. They have a vague idea of the Islamic State and its objectives or the operation. They thought they would be fighting against tyrannical rulers and creating a new Islamic state," a Police Officer investigating the case said. Cops have identified one student from Karimnagar who was the brains. He had floated the "jihad" idea to his friends through social networking sites. Among those he was able to influence was a relative of former SIMI operative from the city accused in a terror case.The group was in regular touch through code language. As suggested by the Karimnagar boy, the other group members got passports. Some also received money from unidentified sources. The amount sent to them was in the range of about INR 3.5 lakh. "We spoke to the boys and their parents and counseled them against getting involved with ISIS. But we won't leave things at that. They're being probed and we'd like to know who sent them money," said a cop.

The CID officers on October 8 claimed that the terror links of Burdwan blast seem to have spread across the country to Jammu and Kashmir (J&K), Mumbai and Tamil Nadu, reports Hindustan Times. After tracing the phone calls made from two SIM cards seized from Rajira Bibi alias Rumi, the wife of Shakil Ahmed, who was killed in the explosion, CID officers suspect the terror link across the country. DIG of CID Dilip Adak said “It seems Shakil and his associates in Burdwan made and received several calls to and from Tamil Nadu, Mumbai and J&K barely 48 hours before the blast on the morning of October 2.” Another investigating officer said “We are now certain that Bangladeshi outfit Jamaat-ul-Mujahideen (JMB) is involved in the crime. Shakil and his wife are members of the outfit. Analysing these phone calls, we are trying to find out whether other outfits like Indian Mujahideen (IM) also involved.”

The Criminal Investigation Department (CID) officials said on October 8 that the four persons arrested in connection with the Burdwan blast case in which two suspected militants were killed and another person was injured on October 2 in Khagragarh area in Burdwan District of West Bengal have been charged under sections of the Unlawful Activities [Prevention] Act (UAPA) and other sections of the Indian Penal Code (IPC) such as 121A, 122 and 123 relating to waging war against the state, reports The Hindu. Deputy Inspector General of CID, Dilip Adak said that “We have charged all the four including two women under several sections of the UAPA.” Sheikh Abdul Hakim alias Hasan Saheb, from Lalgola in Murshidabad District, who was injured in the blast was arrested on October 7. Hafez Mollah alias Hasan, Rajira Bibi alias Rumi, widow of the suspected terrorist Shakil Ahmed who died in the blast and Amina Bibi, Hasan Saheb's wife, were also arrested.

A total 24 calls reached Borhan Sheikh at Simulia village in Mangalkote in Burdwan District and Yusuf Mollah staying at Mokamnagar in Lalgola in Murshidabad District as a build up to the operation. The call details record (CDR) points to a triangular chain touching Burdwan, Birbhum and Murshidabad Districts from where members of the Bangladesh-based Islamic outfit Hifazat-e-Islami were coordinating with one another. On the eve of his visit to Burdwan Blast site in West Bengal, National Security Adviser (NSA) Ajit Doval said that there appeared to be a large network of the banned group (JMB) that the investigators were working to unravel, reports The Hindu on October 26. He said that both Indian and Bangladeshi Governments were working in close coordination in the fight against terrorism. “Both the countries enjoy excellent bilateral relations and we have been working together,” he added. Ajit Doval is expected to visit the blast site in Burdwan and meet Chief Minister (CM) Mamata Banerjee on October 27. He is also expected to meet officers of the Central agencies in Kolkata The Times of India on October 26 adds that the NSA’s visit comes on the back of NIA chief Sharad Kumar's revelation that they had found some 58 terror modules operating in West Bengal. The investigators have zeroed in on some 180 Bangladeshi nationals operating these modules and working with JMB. This deadly al Qaeda affiliate, JMB has reportedly been planning attacks both in India and Bangladesh.

According to the sources who questioned Sajid, alleged to be a mastermind of the blast, JMB was trying to set up a terror network in West Bengal, particularly in three Districts of Murshidabad, Nadia, Malda, and in Assam through armed struggle besides having an 'Shariyat' rule in Bangladesh, official sources said. In the process, the banned terror group was ready to do terror acts to achieve their goal, Sajid, a Bangladeshi national and stated to be the 'chief commander' of JMB, is claimed to have confessed before the investigators. The Times of India adds on November 12 that JMB was to evolve as a disciplined 'army' and not a terror outfit. Sajid has revealed that his wife Fatima, an Indian, was tasked with setting up woman's modules in states of Jharkhand and Odisha. Sajid went on to claim that women played a very important role in this operation. "Their role was not limited to teaching the Sharia laws or transporting the bombs. We had also advised them to travel to other states and encourage others to join. Some of the women were also told to lay honey traps on government officials to seek information and also favours," said Sajid Ali. "It worked to a large extent in West Bengal and we were confident that it would work in other states as well. The Majlis-e-Shura or the central committee of the Jamaat maintained that what we needed to build was an army and not a terror outfit. We were told to deploy the tactics that an army would do," Sajid told the NIA officials. Sajid reportedly said there are 13 active Jihadi couples, while at least two dozen others are part of the sleeper cells. "Most of these women hail from poor socio-economic background. Once they completed education at Simulia and Lalgola madrasas (Islamic seminary) they underwent a 'personality' test. Those found fit for 'Jihad' were asked to marry cadres from Bangladesh," said a source.

Bangladesh's Minister of State for Home Asaduzzaman Khan Kamal said, "The delegation is expected to visit Bardhaman and hold talks with the investigators, including NIA officers." A Bangladesh delegation comprising high officials of law enforcement and intelligence agencies after a three-day visit to India on November 30 confirmed the involvement of Jama’atul Mujahideen Bangladesh (JMB) in the October 2 Bardhaman blast in West Bengal (India), reports Dhaka Tribune. The three-day visit of the Bangladesh delegation was aimed at investigating the involvement of JMB men in the blast and also to help the Indian intelligence agencies locate the militants believed to be hiding in India. Meanwhile, Assistant Inspector General of Police Mahfuzur Rahman, a member of Bangladesh delegation that returned on November 30 after visiting Kolkata (India) said that Law enforcers of Bangladesh and India have launched simultaneous drives in their territories to capture over a hundred operatives of JMB, reports The Daily Star. On November 3, Minister of State for Personnel Jitendra Singh told Lok Sabha (Lower House of Indian Parliament) that in a written reply stated that investigations have so far not found any link between the Saradha scam and October 2, 2014 Bardhaman blast, reports The Times of India. He said, "The investigation has so far not revealed any such transaction where money was routed to Bangladesh to fund terror activities". After his reply Singh however, issued a clarification, saying no clean chit has been given to anybody. "Nowhere a clean chit is given by anybody as the last sentence reads, matter still under investigation," he said. Singh said there are three investigative agencies involved— Serious Fraud Investigation Office (SFIO), Enforcement Directorate (ED) and Central Bureau of Investigation (CBI) and the blast case is also being investigated by National Investigation Agency (NIA).
