The Sri Lankan Navy has put in place an underwater defence system between Kachchatheevu and Neduntheevu (Delft Island) as part of efforts to curtail the movement of Sea Tigers [sea wing of the Liberation Tigers of Tamil Eelam (LTTE)], reports The Hindu. Talking to The Hindu on January 22, Commodore Phillip Van Haltren, Naval Officer In-Charge, Tamil Nadu, said he had received the communication from the Sri Lankan Navy (SLN) on the installation of the seawater defence system. The message was passed on to Chief Secretary L. K Tripathy and other departments concerned. All Naval Detachments from Rameswaram to Nagapattinam on the east coast were reportedly alerted. “The message implied there will be serious consequences if fishing boats from Tamil Nadu or elsewhere come in contact with the explosives planted in the water. Hence, the seriousness of the warning message has been immediately sent to the authorities concerned. The fishermen will have to keep away from the danger zone,” Haltren said. Although he said he had no idea what the SLN had in mind, he believed the new strategy was not aimed at Tamil Nadu fishermen but at the LTTE. “An all-out war has begun between the Sri Lankan Government forces and the LTTE. Hence, our fishermen and fishing boats should not run into it [underwater explosives],” he said. “The Indian territory is calm. It would not have any effect in our area, as the area chosen for the underwater defence is well inside their territory,” he said in response to a question.

With security tightened in the coastal belts, persons supplying explosives and essential commodities to the Liberation Tigers of Tamil Eelam (LTTE) are using services of parcel offices to smuggle the contraband, an unnamed official of the Q-Branch, special wing dealing with militant activities, told PTI. The items are sent by parcel to Ramanathapuram from where it would be smuggled to the LTTE, the officer said. After interrogating three persons including a Sub-Inspector, the branch seized huge quantities of copper wires, rewinding machines and Nylon from a Parcel office at Paramakudi, about 40-km from Ramanathapuram, meant for the LTTE, he said. The seizure followed the arrest of the Sub-Inspector attached to the Armed Reserve Police, Tirunelveli, and two others in connection with the supply of country made pistols, bullets and illegal firearms to some persons, the official said. The Q-Branch Inspector said eight bundles of copper wire, 10 baskets of nylon materials, a motor rewinding machine, nine bundles of special wire for rewinding mini-motors, 1,000 battery cells and INR one lakh worth of cosmetics were seized. This is the first time that the police have come across smuggling goods for the LTTE through regular transport parcel service.

The Sri Lanka Navy (SLN) has accused that the massive daily intrusion of fishermen from Tamil Nadu in southern India into the Sri Lankan waters very near Mannar and Jaffna is posing a major security threat to north Sri Lanka. "They not only poach fish, but smuggle in fuel and other war-like material for the LTTE (Liberation Tigers of Tamil Eelam)," SLN spokesman Commodore DKP Dassanayake told New Indian Express in Colombo on July 8. For example, between June 6, 2007 and July 7, 2008, as many as 6,839 Indian fishing boats were seen off the north Sri Lankan coast, especially Thalaimannar, Pesalai and Delft island, he said, adding that "These boats carry fuel, bicycle balls and explosives for the LTTE. Several of them have been seen heading towards Vedithalthivu and other places, presently under the control of the Liberation Tigers of Tamil Eelam. We also learn that each boat gives 20 litres of fuel as a bribe to the LTTE to be able to fish in this area. Just imagine the amount of fuel that the LTTE must be getting on a daily basis from these fishermen."

P. Jain, according to New Indian Express. During a press conference in capital Chennai on July 31, Jain pointed to the arrest of a Sea Tiger (cadre of the sea wing of the LTTE), Daniel alias Thambianna of Kilinochchi, who operated their entire smuggling activities from Tamil Nadu. Recalling that police had seized a boat built by the LTTE at Munambam near Kochi for smuggling, he said that the LTTE used Kochi and Tiruvananthapuram coasts for building their boats.

Times of India reports that Thambi Anna alias Thambi Ilamkathir alias Daniel, a key Liberation Tigers of Tamil Eelam (LTTE) procurement agent who was arrested in Chennai by the Tamil Nadu Police on July 30, had come to recruit more suppliers for his network. According to police sources, Thambi Anna was a close associate of Soosai, the head of Sea Tigers (sea wing of the LTTE). “Thambi Anna was appointed chief of a procurement module in 2006 by Soosai. He has been coordinating all major smuggling operations between Tamil Nadu and Sri Lanka since then,” an unnamed senior police official said. He had so far managed to conduct the LTTE operations without ever visiting Tamil Nadu and was probably arrested on his first visit to the State. “We are intercepting their consignments almost every day. Karunanidhi in Chennai on October 14 to discuss the problems of Sri Lankan Tamils adopted a resolution which said that Members of Parliament (MPs) from Tamil Nadu will resign from the Parliament if the Union Government does not come forward to ensure a cease-fire in Sri Lanka within two weeks. In other resolutions, the meeting demanded that the military hardware supplied by India to Sri Lanka not be used against the Tamil people and asked the Centre to intervene at once to stop the killing of innocent Tamils. The resolutions reflected the collective mindset of the Tamils in the State following the large scale massacre of innocent Tamils in Sri Lanka, Karunanidhi said. There are 39 MPs in the Lok Sabha (Lower House of Parliament) from Tamil Nadu and one from Puducherry. Leaders of all the parties in the State that are represented in the Lok Sabha, barring the Marumalarchi Dravida Munnetra Kazhagam which has the support of two members, agreed to abide by the resolution. The meeting was attended by all major parties, barring the All India Anna Dravida Munnetra Kazhagam (AIADMK), the Marumalarchi Dravida Munnetra Kazhagam (MDMK) , the Desiya Murpokku Dravida Kazhagam (DMDK) and the Bharatiya Janata Party (BJP).

The Tamil Nadu assembly on November 12 passed a unanimous resolution asking the Union Government to press for negotiations between the Liberation Tigers of Tamil Eelam (LTTE) and the Sri Lankan government as well as an immediate cease-fire in the island nation, reports IANS. ”It has been unanimously resolved that the Indian government should use its good offices to get the Sri Lankan regime to agree to an immediate ceasefire to alleviate the sufferings of Tamils (in the northern part of the island) since the other (warring) side has offered to do so. This house demands the immediate halt of military operations and start political, peaceful negotiations to find a solution to the Tamil question,” a statement issued in Chennai said. The resolution was moved by Chief Minister M. Karunanidhi. The statement added that “over 700 million agitated and angry Indian Tamils are united (with their brethren in Sri Lanka) and affected by the sad state of affairs”. “The Indian government must make efforts to assure the Tamils in Sri Lanka of the security of their life, property…and an equal (right to) exist (along with the majority Sinhalese),” the resolution said. “The endeavours of the centre and the state to send relief materials to the suffering Tamils through the auspices of international organisations like the Red Cross and the United Nations will not alleviate the travails adequately,” it added. The resolution came while Sri Lankan President Mahinda Rajapakse was in New Delhi for an official visit.

President Rajapaksa acknowledged India’s concern for the well-being of Tamil civilians caught in the battle between the armed forces and the Liberation Tigers of Tamil Eelam (LTTE), but said Colombo wanted to finish off the militant outfit before initiating political talks. “We must eradicate terrorism first. We can’t pass this on to the next generation,” Mr. Rajapaksa said. At the same time, “We assure you. We assured the Prime Minister [Dr. Singh] and the entire world that we will look after the Tamils. Nothing will happen to them. We are looking after our people. It is my duty,” Rajapaksa told journalists after the meeting with Dr. Singh. He assured the Prime Minister that all efforts were being made to ensure the safety of civilians and IDPs, and food supply to the affected Tamil population was continuing uninterrupted. Asked about the plans on devolution of power, Rajapaksa referred to the eastern province where he claimed development work was in full swing. “Go to the eastern province and see the development. There are no child soldiers. Meet Karuna [breakaway LTTE leader] and find out.” He emphasised the need for further devolution of power to the provinces and full implementation of the 13th Amendment and said he was committed to a negotiated settlement and urged the LTTE to lay down arms before talks could be held. Prime Minister Manmohan Singh on November 13 urged Sri Lankan President Mahinda Rajapakse to “ensure at all costs” the safety and welfare of Tamils, reports The Hindu. Conveying the entire content of the resolution passed on November 12 by the Tamil Nadu Assembly on the situation in northern Sri Lanka, Dr. Singh emphasised the need for a negotiated settlement to the conflict within the framework of a united Sri Lanka. External Affairs Minister Pranab Mukherjee, who was also present in the meeting, stressed the need for a negotiated settlement and desired regular supply of food and other items to civilians and Internally Displaced Persons (IDPs) affected by the conflict. The Prime Minister also mentioned the need to adhere to the joint statement on fishing arrangements agreed upon by both sides during the recent visit of Sri Lankan President’s special envoy, Basil Rajapakse, to ensure that no Indian fisherman was killed.

The Tamil Nadu Police on December 10 refuted media reports about possible intrusion of Liberation Tigers of Tamil Eelam (LTTE) cadres in the State following the discovery of some boats with bullet marks along the Rameswaram coast recently, according to Times of India. The Ramanathapuram Superintendent of Police said investigation had revealed that six boats had been recently washed ashore of which three had bullet marks. "A thorough investigation conducted along with the sister agencies revealed that the boats had apparently drifted from Sri Lanka due to the recent cyclone. They were not being used for any activity subversive to the nation's security, as reported in certain sections of the media," he said in a statement in Chennai. As reported earlier, six boats, some with bullet marks and blood stains, were found abandoned off Rameswaram and Nagapattinam coasts on December 5, while three more abandoned boats were found drifting in the coast on December 5 raising suspicion among officials that the LTTE militants were sneaking into Tamil Nadu.
