Indian Prime Minister Atal Behari Vajpayee and British Prime Minister Tony Blair signed a joint declaration in New Delhi, on January 6, condemning all those who support and finance terrorism. The declaration specifically equated the December 13-attack on the Indian Parliament and the October 1-attack on the State Legislature in Jammu and Kashmir with the September 11-terrorist attacks in the United States. It said, "Those responsible for these crimes must be delivered to justice…. We condemn all those who support terrorism: those that finance, train or provide support for terrorist share their guilt".

According to media reports, the visiting Chinese Premier Zhu Rongji, has indicated that China would co-operate with India in jointly combating terrorism as part of steps to strengthen trust and understanding between the two countries. At a banquet hosted for the visiting dignitary in New Delhi on January 14, Indian Prime Minister, Atal Behari Vajpayee said, "Co-operation against terrorism is at the top of the agenda of all peace-loving countries, and I am happy that we have agreed today to jointly counter this menace".

The State Secretary, who earlier held talks with Prime Minister Atal Behari Vajpayee and National Security Advisor Brajesh Mishra, said he was "encouraged" by his discussions with the Indian leadership. Jaswant Singh reiterated India's position, during the press conference, that Pakistan should hand over terrorists named in the list of 20 given by New Delhi to Islamabad. He said 14 of the 20 were Indian citizens. Details of their whereabouts have been given to Islamabad, he said and added, "these are wanted terrorists, written about in Pakistani journals. It is not they are hiding in caves in Karachi... There are no caves in Karachi. They are in fact visible to the Pakistan establishment".

India and Iran have agreed to put in place an institutional mechanism for tackling terrorism by either constituting a new Joint Working Group (JWG) on counter terrorism or by expanding the scope of the present JWG on Drug Trafficking. At the Home Secretary-level talks in New Delhi on January 30, the two sides decided to hold the Secretary-level talks annually alternately at New Delhi and Tehran. Both sides resolved to enter into close co-operation in eradicating the scourge of global terrorism. To establish structural instruments of co-operation, it was agreed to consider conclusion of an agreement on mutual legal assistance in criminal matters and an extradition treaty. The two sides also recognised the need to firmly deal with drug trafficking and agreed to have close co-operation in combating the menace of drug trafficking and narco-terrorism.

The visiting US Assistant Secretary of State (South Asia) Christina Rocca on April 9 discussed Maoist insurgency in Nepal with the Joint Secretary (North) in the Ministry of External Affairs in New Delhi. Media reports pointed out that India and the US had been holding extensive consultations on the Maoist insurgency in Nepal. From the US point of view, the insurgency in Nepal falls within the ambit of its global campaign against terrorism. Earlier, in March, a US team from its Pacific Command had visited Nepal to take stock of its military requirements.

India and China on April 23 held the first meeting of the dialogue mechanism on counter-terrorism in Delhi with both sides sharing their national experience on dealing with the problem. A Ministry of External Affairs spokesperson told the media that the two sides exchanged views on international counter-terrorism situation, including developments in the region. Cooperation at the United Nations and possibilities of enhancing bilateral cooperation were also discussed by the two sides. The next round of the dialogue will be held in Beijing in early 2003.

Official sources said apart from the issue of cross border terrorism perpetrated by Pakistan, the two sides are expected to discuss the US-led war on terrorism, the situation in Afghanistan, China's own problems in Xinjiang as well as the need for sharing intelligence to disrupt terrorist networks and their financing under UN Security Council resolution 1373.

According to media reports, Assam government, on July 4 formally agreed to the creation of Bodoland Territorial Council (BTC). The proposed council would comprise 3,070 villages. To safeguard the interests of non-tribals this body would also be granted Constitutional recognition. The decision was arrived at a tripartite meeting in New Delhi, attended to by the Deputy Prime Minster and the Home Minister L K Advani, Assam Chief Minister Tarun Gogoi and the Bodo representatives. It was also decided at the meeting that a joint expert committee of the Union government and the State government would be set up to propose changes in the Sixth Schedule of the Indian Constitution, in order to, safeguard the rights of the non-tribals living in the area.

The United States and India have pledged to redouble their efforts to combat the Al Qaeda network, after senior counter-terrorism experts from each side met for two days of talks in Washington, on July 12. In the fifth meeting of the US-India Joint Working Group on counter-terrorism, the two sides highlighted their bid to deepen intelligence cooperation, which has accelerated since the September 11, 2001 multiple terrorist attacks on New York and Pentagon. A joint statement issued by the two sides said, "the two sides agreed to further intensify intelligence sharing and coordinate action in pursuit of the remains of Al Qaeda members and associated terrorist groups….the declaration also discussed the nexus between weapons of mass destruction, proliferation and terrorism." The Joint Working Group also agreed to hold its sixth meeting in New Delhi at the beginning of year 2003, the statement added.

The Indian government, on July 24, said its concern over the continuing direct complicity of Pakistan in infiltration and cross-border terrorism in Jammu and Kashmir would be conveyed to US Secretary of State Colin Powell who arrives New Delhi on July 27. Speaking to media persons, an External Affairs Ministry spokesperson said, "We will put across our concern that infiltration is still continuing and cross-border terrorism is still an instrument of state policy of Pakistan". Rejecting the US’ description of Pakistan as a ‘stalwart ally’, the spokesperson said there cannot be ‘good’ and ‘bad’ terrorists. While Pakistan supports the US-led campaign against international terrorism in Afghanistan, there is 'direct complicity, ‘direct involvement' on its part in cross-border terrorism in Jammu and Kashmir, she said.

Speaking to the media in New Delhi on August 9, British High Commissioner Rob Young said Advani would hold talks with British Deputy Prime Minister John Prescott, Home Secretary David Blunkett and Foreign Secretary Jack Straw. This assurance was reportedly given by Bangladesh Rifles (BDR) chief Major General Razaqul Haider during a meeting with Union Home Secretary N Gopalaswami in New Delhi. Speaking to the media after the meeting, Haider said, "The Bangladesh government and (the) BDR has carried out intensive search and combing operations. I can reaffirm that the soil of Bangladesh will not be allowed to be used for any kind of insurgency operation against any country". Haider, who is leading a 17-member team, is in New Delhi to attend the annual conference of heads of border forces of India and Bangladesh.

Visiting Russian President Vladimir Putin, on December 4, in New Delhi, asked Pakistan to halt cross-border terrorism, while expressing complete support to India’s stand on the same. He also called for strengthening the international non-proliferation regime to prevent weapons of mass destruction falling into the hands of terrorists. Earlier in the day, Indian Premier Atal Behari Vajpayee and Putin signed the ‘Delhi Declaration’ to enhance strategic cooperation and to set up a joint working group on combating terrorism, besides cooperating in other areas of common interest. The two leaders stressed the importance of Pakistan totally implementing obligations and promises to prevent infiltration of terrorists across the line of control (LoC) into the Indian State of Jammu and Kashmir and from other points across the border, as well as to eliminate the terrorists infrastructure in Pakistan and in Pakistan occupied Kashmir (PoK). They also declared their determination to enhance collective and bilateral efforts to prevent and suppress terrorism. Both the countries emphasised that there should be no double standards in the fight against terrorism, and said terrorism cannot be justified on any grounds, but must be condemned unambiguously wherever it exists. In the declaration, the leaders condemned those who support terrorism or finance, train, harbour or support terrorists, and added that states that aid, abet or shelter terrorists are as guilty as the acts of terrorism and their perpetrators. Further, Vapayee and Putin also stressed, in the declaration, the need for the strict implementation of United Nations Security Council resolutions on the fight against terrorism, in particular Resolution No. 1373, on the suppression of terrorist financing.
