The three hawala (illegal money transfer) conduits, including Ghulam Mohammad Bhat, a close associate of All Party Hurriyat Conference-Geelani (APHC-G) chairman Syed Ali Shah Geelani, who were arrested on January 23 by Srinagar Police and Delhi Police's special cell from Srinagar along with INR 21 lakh made a revelation that this money was being sent to Jammu & Kashmir via Delhi by the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, for stone-pelters, to deliberately create unrest in the valley. The money is being routed to J&K from Pakistan through a Delhi-based hawala dealer, who is yet to be arrested. During interrogation in Delhi, the three hawala operatives disclosed that the money is delivered to several leaders in J&K to further give it to local politicians to stage violent protests and create law and order problems. Also, terrorist organizations are being delivered money through a Delhi-based hawala dealer. The accused also disclosed that money is being sent every two months through hawala. "As per their disclosure, approximately INR 20 lakh is sent every month, over one crore every year. This money is given to conduits here in Delhi by the Delhi-based dealer and then it goes to Jammu & Kashmir," said an unnamed official.

Daily Excelsior reports that three militants, including one who worked as a communication expert with Hizb-ul-Mujahideen (HM), were arrested near Khan Market area of New Delhi for allegedly running a fake currency racket on March 7. The arrestees were identified as Mohammad Yunus (32), who allegedly has links with HM, Sirajuddin (26) and a graphic designer Mohammad Asif (26). Counterfeit notes with a value of INR one Million were recovered from the possession of the arrestee. Yunus, who hails from Ramban District of Jammu and Kashmir, was earlier arrested in September 2003 for allegedly possessing a hand grenade, pistol and knife. He was released on bail in December 2005 but stopped attending Court in 2008.

A 52-Year old person was arrested along with Fake Indian Currency Note (FICN) worth INR .575 million in Delhi on July 7, Indian Express reported. The arrestee, identified as Ishhaq Ansari of Khargona village in Murshidabad District of West Bengal, during interrogation, said that he procured the fake notes from Murshidabad which were being smuggled into India from Bangladesh. According to Ashok Chand, Deputy Commissioner of Police (Crime and Railways), Ansari had paid 40 per cent of the face value of the fake notes while procuring them and sold them for 60 per cent of the face value in Delhi. The person to whom he sold the fake notes was presently absconding. According to the Police, the FICN of INR 500 denomination, have most of the security features like Water Mark, Intaglio printing, identification mark, micro-lettering and security thread were present like those in an original currency note, making it extremely difficult to identify them. The only way to differentiate between the original and fake notes was that when the fake one was tilted, the colour of the security thread did not change and remained green whereas the colour of thread in the original changed from green to dark.

The person who had sent the third e-mail to Delhi Police claiming the responsibility of the Delhi High Court blast (September 7, 2011) and warning of future terrorist strike was arrested from Ahmadabad by Gujarat Police on September 12 (today), Indian Express reported. The arrested person, identified as Monu was unemployed and was under depression. During his questioning, he reportedly confessed to sending the e-mail using the email ID 'kill bill' on the night of September 8. He also said that he had recently lost his job and was under depression.

In the first positive development for investigators probing the Delhi High Court blast, the National Investigating Agency (NIA) arrested two persons from Jammu and Kashmir for sending an email claiming claiming responsibility for the attacks on behalf of the militant terror outfit HuJI. The arrestees were identified as Shariq Ahmed and Abid Hussain. After sustained interrogation, the two admitted to sending the email and reportedly also identified the person who asked them to do so. The duo were arrested on the basis of a forensic report received by the NIA of the computer hard disc that was used by one of them to send the email from , stating that the blast was carried out by HuJI.

Twelve motorcycles have been recovered from the gang. The accused, identified as Suraj Khan (26), Ayub Khan (36), and Rajib Saikh (22) were arrested from Munirka. "The three men used to dispose of the stolen motorcycles to the northeast through the railways using fake registration certificates and identity proof," said Chhaya Sharma, deputy commissioner of Police (south).

Delhi Police investigators on November 30 announced the neutralization of a terrorist cell that they claimed was responsible for a string of nationwide attacks in the year 2010, according to The Hindu. The Delhi Police's élite Special Cell announced that it had arrested six persons, including a Pakistani operative of the militant Islamist outfit Jaish-e-Muhammad (JeM), identified as Muhammad Adil, on the suspicion of having carried out three major attacks: a shooting at Delhi's historic Jama Masjid in September; the serial bombs outside Bangalore's Chinnaswami Stadium in April; and the bombing of the German Bakery in Pune in February. While two of the six militants, Mohammad Qateel Siddiqi and Gauhar Aziz Khomani were arrested in Delhi on November 22 and 23 respectively, two others, Gayur Ahmad Jamali and Mohammad Adil (the Pakistani national) were arrested in Darbhanga and Madhubani in Bihar on November 24 and 25 respectively. The remaining two militants, Mohammad Irshad Khan and Abdur Rahman, were arrested in Chennai in Tamil Nadu on November 27.

Delhi Police on December 12 revealed that they had arrested two Pakistani spies, identified as Soofia Kanwal and Imran, trained in Nepal, on December 5, from New Delhi Railway Station, according to The Times of India. The arrestees entered India through Sanouli border in Gorakhpur (Uttar Pradesh). Police said Soofia Kanwal, a Karachi resident, was assigned to recce Agra cantonment (Uttar Pradesh) and Akshardham temple in Ahmedabad (Gujarat). Documents seized from her show the temple had been surveyed. "The idea was to settle Soofia in Agra and wait for orders from Pakistan. In between, Imran was to hunt for a safe hideout at Ahmedabad. The deal between them and Inter Services Intelligence (ISI) runs into several lakhs,'' said an official source. During interrogation, Imran told the Police he belongs to Ahmedabad, but migrated to Pakistan in 1988 and has since then acquired Pakistani citizenship.

The arrested persons were identified as Sunny Singh Kunwar (30) from Nepal and Madan Tomar (27), reports The Times of India. The gang, Police said, concentrated on counterfeiting notes of only 50 and 100 denominations as these are hardly checked by the public. In addition, Police recently came across an ISI plan to flood India with low denomination FICN that can act as an irritant for the Security Forces (SFs) as these cases hardly get detected. In the past 18 months, Delhi Police has seized FICN worth one million, mostly coming through Nepal border in eight different cases and arrested 28 people.

Union Minister of State for Home Jitendra Singh said a special team of Delhi Police with the help of central intelligence agencies and Police from West Bengal, Bihar and Tamil Nadu arrested seven members, including a Pakistani national, of an Indian Mujahideen module in November. This Indian Mujahideen (IM) module was suspected to be involved in February 13, 2010 Pune German bakery blast, blast in Chinnaswamy stadium in Bangalore on April 17, 2010 and shoot out at the Jama Masjid on September 19, 2010. "The IM modules are linked to Pakistan based terror groups viz. Lashkar-e-Toiba," he informed Lok Sabha (lower house of Parliament) in a written reply.

Sarabjeet Singh (30) was arrested in Shalimar Bagh area of Delhi on December 22 by Delhi Police. Police reportedly seized a firearm, two magazines containing 15 live cartridges, five mobile phones, a cordless phone, three driving licences purportedly issued in Punjab, Delhi and Uttar Pradesh, two PAN cards and a laptop, besides two pendrives, from the accused.
