Tripura’s ruling Communist Party of India-Marxist (CPI-M) on February 1 said it feared a spurt of terrorism before the local bodies elections in the state, which has earned huge appreciation from the central Government and other states for effectively taming militancy, reports Shillong Times. The elections to 4,293 seats in 527 village committees under the Tripura Tribal Areas Autonomous District Council (TTAADC) will be held Feb 24, 2011. "When the election process has just started, the separatist outfit National Liberation Front of Tripura's (NLFT) militants on January 31 killed an engineer and critically injured his driver in north Tripura to disturb the peace and development," CPI-M state secretary Bijon Dhar told reporters.

As per directive of the Election Commission of India, the KLNLF militants staying in designated camps were provided facility to cast their votes. The Assam Election Commission notified that the ex-militants lodged in the designated camps in Assam and having their names in the electoral rolls would be entitled to vote through postal ballots.

The Hindu reports that an estimated 70-75 per cent of the electorate voted in the second and final phase of elections to Assam's 64 Assembly seats on April 11. Most of the Bodo-dominated seats and some constituencies dominated by minorities recorded a heavy turnout. This phase was crucial for both the Bodoland People's Front (BPF), an ally of the ruling Congress, and the All India United Democratic Front (AIUDF), which is having a stronghold in the minority-dominated constituencies, as both are trying to emerge as the kingmaker. Monday's polling sealed the fate of several heavyweights, including the former Chief Minister and Leader of the Opposition, Prafulla Kumar Mahanta; Asom Gana Parishad president Chandra Mohan Patowary and nine Ministers of the ruling Congress-BPF coalition.

For the first time in years, militant outfits were not involved in creating disturbance during the polls barring one incident of blast in the Rajiv Bhawan, the headquarter of the Assam Pradesh Congress Committee (APCC) on March 14, but threat from the militants is far from over as Security agencies received inputs about possible attacks on Security Forces (SFs), Assam Tribune reports on April 13. The anti-talk faction of the United Liberation Front of Asom (ULFA), headed by ‘commander in chief’ of the outfit Paresh Baruah, threatened the Congress and managed to trigger off an explosion in the Rajiv Bhawan, but the outfit could not indulge in any other major act of violence due to tight security measures taken up. Though there were intelligence inputs of a few ULFA militants entering the city, the elections passed off peacefully. Polling in the militancy hit Districts of Dima Hasao (formerly known as North Cachar Hills) and Karbi Anglong was also by and large peaceful with most of the militant outfit operating in the area are under ceasefire agreement with the Government.

Telegraph reports that tension is simmering in Mokokchung District because of the presence of a large number of National Socialist Council of Nagalim-Isak-Muivah (NSCN-IM) cadres ahead of the May 7 by-election to the Aonglenden Assembly constituency. According to Intelligence sources, around 80 cadres of the outfit are currently camping in the District.Chief minister Neiphiu Rio, who is campaigning in Mokokchung for the past four days, has urged the cadres to stay away from the polls or face the wrath of the security forces. “They should never get involved in the elections. This is not their game,” Rio said. The associate press secretary of Naga People’s Front (NPF), the main constituent of the ruling Democratic Alliance of Nagaland (DAN), Shilumar Ao, said the government would provide full proof security to ensure free and fair poll. “People should not be afraid of threats and intimidation,” he said. Even though there were reports of movement of cadres of National Socialist Council of Nagaland- Khaplang (NSCN-K) near the constituency, the outfit has said it would not get involved with the polls. The NSCN-IM meanwhile, has been accusing the Khaplang group of being pro-Jamir and anti-Naga. Former Chief Minister S.C. Jamir is contesting the by-election against NPF candidate Toshipokba Longkumer. The NSCN-IM had vehemently criticised Jamir for contesting the election, stating that he would try to sabotage the ongoing Naga peace process with the Government of India.

In view of the prevailing law and order situation in the State, the State Election Commission has decided to conduct scrutiny as well as withdrawal of candidature for the Autonomous District Council (ADC) elections of Senapati and Ukhrul at Imphal. On the recommendation of Senapati Deputy Commissioner (DC) and Ukhrul DC, the Election Commission has issued an order declaring that scrutiny and withdrawal of nomination files would be done at Imphal West DC complex on October 1 and 3. Notably, 14 candidates have filed their nomination papers for the eight ADC constituencies of Senapati District and two ADC constituencies of Ukhrul District which were left out of the ADC elections held in 2010.

Chief Minister Tarun Gogoi on December 1 assured that the election to the Karbi Anglong Autonomous Council would be held next month (January 2012), reports The Times of India. Tarun Gogoi said, “There are official formalities to be done. The district will now be divided into four administrative units and the strength of the council will be increased from the present 30 to 50, of which 44 will be elected and the remaining will be nominated by the governor." Gogoi further said that apart from the delimitation process after the creation of the four new districts from the one district at present, the Constitution will have to be amended first as the autonomous council was set up under the Sixth Schedule. Gogoi added "The implemented provisions will be effective in the 2016-17 election only and not in the coming election next month."
