Counterfeit rackets are pumping more Fake Indian Currency Notes (FICN) into the Indian market than ever before, The Times of India reports on April 10. The face value of forged notes seized has surged by more than 440 per cent over five years, from INR 38,18,600 in 2008 to INR 1,69,46,970 in 2013, and investigators say confiscated notes represent only a small fraction of the amount of counterfeit notes in circulation at any given time. According to Police officers Malda in West Bengal has become a major centre for FICN brought in from Bangladesh, but various sections of the border remain porous and Inter-Services Intelligence (ISI) uses terror groups in Pakistan and Pakistan occupied Kashmir (PoK) as the main conduits to pump large quantities of fakes through the northeast, across the border with Nepal and through Jammu and Kashmir. It also uses the sea route, with fake notes landing along coastal Kerala where enforcement is having to contend with an explosion of radical groups and parts of Tamil Nadu. Intelligence bureau (IB) officials say there are several major players, with at least one in the UAE, nine in Bangladesh and 17 in Nepal. The network includes 10 key operatives in Malda District, to which Police traced a majority of the counterfeit notes seized in the state. Officers of the Crime Branch of Crime Investigation Department (CID) on the counterfeit trail say gangs dealing in fakes, most of which are bankrolled by Pakistan's Inter-Services Intelligence (ISI), now appear to almost exclusively target large cities like Chennai, Bangalore, Hyderabad and Kochi. The relative affluence and total value of transactions in these cities makes it easier to palm off fake notes.

Ahead of polling in areas along the borders of Pakistan and Bangladesh, the Union Ministry of Home Affairs alerted Security Forces to step up vigil due to fears that Fake Indian Currency Note (FICN) and drugs could be smuggled into India and supplied to voters, Daily Mail reports on April 20. Over 170 Lok Sabha constituencies in Punjab, Uttar Pradesh, Bihar, Jammu and Kashmir, West Bengal, Assam and Gujarat - the states which share their borders with either Pakistan, Nepal or Bangladesh - will go to the polls in the last four phases of the general election beginning on April 24. The Home Ministry has issued a directive asking security forces to keep strict vigilance along the borders to ensure peace and to check anti-social activities ahead of the polling. "An order has been issued to check trans-border crimes and smuggling of narcotics and fake Indian currency notes through effective domination of the border by carrying out round-the-clock surveillance," said an official from the Home Ministry.

Nagaland Post reports that Dimapur Police arrested three persons in connection with a Fake Indian Currency Notes (FICN) racket from a hotel in Dimapur District on April 20. They have been identified as Tiakaba Longchar (54), Bipun Gohain (36) and Dulu Chetia (41). Based on the information about the circulation of FICN in Dimapur, a Special Operation Team (SOT) kept a close surveillance and arrested the three persons. SOT recovered 81 notes of INR 100 denominations from their possessions. The team also recovered foils meant for making “machine readable security threat” on the fake currency, Police said.

The linkman, identified as Idrish Ali of Barpeta was arrested with fake currency worth INR 11, 500. "The ISI, which wants to destabilize India's financial system, is running the racket in Assam with the help of Ulfa (Independent). Several other underground groups from Manipur are smuggling counterfeit notes," said a security official. The involvement of United Liberation Front of Asom-Independent (ULFA-I) came to the fore with the arrest of two ULFA linkmen from Kokrajhar District earlier. Machines for printing fake currency were found on them. There were previous incidents of seizure of fake currency from ULFA activists in Tinsukia and Darrang Districts.

The Sentinel reports that on a joint operation by Border Security Force (BSF) Intelligence Wing, Lunglei, Criminal Investigative Division (CID) and Mizoram Police, an individual identified as Raju Chetri was arrested and Fake Indian Currency Notes (FICN) worth INR 1, 07,000 was recovered from him at Chhinga Veng in Aizawl (Aizawl District) on June 30. BSF Spokesperson said that the FICN was bought from Karimganj District of Assam from a Bangladeshi national. The racketeer procured the FICN at the rate of INR 65 genuine Indian currency worth value of INR 100 of FICN. It would have been sold in Mizoram at INR 80 genuine Indian currency.

Deputy Inspector General (DIG) of BSF Satish Budakoti stated that FICN was brought from Bangladesh to Demagiri in order to take them to the interior areas for making use of them and put in circulation in the open market, taking advantage of the simplicity and ignorance of the inhabitants. The INR 1,000 FICN fetches INR 700, giving the smugglers an advantage of Rs 300 against each FICN. On the trail of fake currency note circulation, intelligence agencies have learnt that Indian agents have to take the cattle in high demand in Bangladesh as a barter system to the pre–arranged destinations there. In exchange of the market price of INR 4,000 for a cow, Bangladeshi agents pay their Indian counterparts FICN of INR 10,000.

In another incident, a special team of Border Security Force (BSF) Intelligence Wing and Police personnel launched a joint operation on December 2 at Gumrah area in Cachar District and arrested one person, identified as Nazmul Islam Laskar, along with Fake Indian Currency Notes (FICN), reports The Sentinel. Border Security Force (BSF) officials in Dhubri sector in Dhubri District claimed that strict vigilance along the Indo-Bangladesh border has helped them arrest trans-border miscreants, illegal migrants and recover a huge amount of goods and Fake Indian Currency Notes (FICNs) this year, 2014, reports The Telegraph on December 7. Sources said till November 30, BSF jawans (troopers) manning the border had arrested 17 anti-nationals, trans-border criminals and Bangladeshi nationals and recovered cattle, drugs, FICNs and other smuggled goods valued at INR 30 million. The BSF has 45 border outposts (BOPs) in Dhubri District along the 134 kilometers long border with Bangladesh, including 45 kilometers riverine border. Of the 45 BOPs, 17 BOPs are located on the Brahmaputra sars (sandbars), a BSF official said. However, many of the border outposts like the ones on Chowki sar, Ghaspara, Salapara and New Diwaner Alga are in danger of being gobbled up by the Brahmaputra. Floods have affected most of the border outposts located on the sars, report added.
