State Home minister, R Lalzirliana said that the Government is making arrangements to hold negotiation with the Hmar militant outfit Hmar People's Convention-Democratic (HPC-D), reports Sangai Express on January 3. R Lalzirliana said, "It is true that the HPC -D is not to be approached by the Mizoram government. However, since they use the very fact that we (the Mizoram Government) do not initiate talks with them, as an excuse, therefore, we shall hold talks with them, if necessary. HPC-D are our brothers, and the government, their father, and we are not enemies". Home minister further said that negotiation between the State Government and the HPC-D shall be held on certain conditions. The conditions according to Home Minister is that HPC-D should cancel their dictate of dissolving Young Mizo Association (YMA) branches, and situation should prevail such that the Government would be able to conduct village council elections in the villages where it has not been held, within areas of Sinlung Hills Development Council (SHDC); and also that they should not create any disturbance to the contractors and also on the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) fund distribution.

The Mizoram government is pushing for early resumption of talks with the militant group Hmar People's Convention - Democrats (HPC-D), reports The Times of India. This development comes in the aftermath of the Election Commission's announcement to hold by-election to the Chalfilh assembly constituency on February 23. A large number of the Chalfilh electorate belonged to the Hmar community and would be highly influenced by the diktats of the HPC-D leadership.

The Telegraph reports that the Mizoram Government will meet the Hmar People’s Convention-Democracy (HPC-D), ahead of the upcoming by-poll to the Chalfilh Assembly constituency. The two sides are scheduled to meet on January 31 to discuss the modalities of peace, an official source said on January 24. The first round was held in Silchar, Assam, on December 13, 2012. Observers reckon that the ruling Congress has calculated the risks of not pampering the HPC-D ahead of the upcoming by election to the Chalfilh Assembly constituency, which has a large Hmar population. The Government had signed a suspension of operations (SoO) pact with the outfit in November 2010 but it had fallen apart after the two sides accused each other of breaking the ground rules.

The Sangai Express reports that after several months of suspense, the Hmar militant outfit, Hmar People's Convention-Democratic (HPC-D) and the Government of Mizoram have signed the Suspension of Operation (SoO) on January 31 in Aizawl. An official source informed, "The government of Mizoram and Hmar People’s Convention-Democratic (HPC-D) held talk today at 10 am under a peaceful atmosphere at State Guest House, Aizawl". Mizoram Government team was led by Lalbiakzama, Joint Secretary, Home department, while the HPC-D delegation was led by Lalbeisei, the outfit's vice chairman. The two teams in their talk prepared 'ground rules and then signed an agreement for SoO for 6 months duration. The two teams also agreed to hold another talk at the earliest possible. For the first time on November 2010 the SoO was signed betwen the two parties for six months. However, after signing the earlier SoO, the relation between the HPC-D and the Mizoram government experienced a rough weather. In view of that, the SoO was never extended again even after the lapse of the six month period.

The Sangai Express reports that after signing the Suspension of Operation (SoO) pact with the Government of Mizoram for six months, the Hmar People's Convention-Democratic (HPC-D), on February 1, has said that at least two round of talks will be held with the Government during this six-month period. On January 31, the HPC-D publicity secretary, John F Hmar informed Newmai News Network that both the Hmar outfit and the Mizoram Government had agreed and signed nine-points 'ground rules' for implementation of SoO between the Government of Mizoram and the outfit which initially will be for a period of six months effective from January 31, 2013, and which may be extended by mutual consent. "The two parties also mutually agreed to hold at least two rounds of peace talks for a political solution during 6 months SoO period," John F Hmar disclosed. According to the HPC-D leader, the ground rules for implementation of SoO between the Government of Mizoram and the HPC-D was signed by representatives of the Mizoram Government and the outfit at the State Guest House, Aizawl (Mizoram) after an exchange of views to initiate a peace dialogue in the common interest of finding a permanent political solutions to the Hmar political issues in Mizoram. It can be noted here that since 1986, the Hmars has been demanding for the creation of Hmar Autonomous District (ADC) in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the Hmar people, there was no concrete solution to address and redress the rights of the Hmar People.

The Times of India reports on February 18 that the Mizoram Bru Displaced People's Forum (MBDPF) led by A Sawibung has finally succeeded in bringing the issue of repatriation of Bru refugees from Tripura relief camps to Mizoram on the negotiating table with the State Government. Bruno Msha, general secretary of the Naisingpara (Tripura) camp-based MBDPF, said they received a letter from the State home department for talks to be held on February 21 in Aizawl (Mizoram) to deliberate on the impasse on the repatriation of refugees. "We discussed the invitation of the state government in the relief camps and agreed to hold talks with the government as we do not want to stay in Tripura relief camps forever," Msha said. He dismissed charges that MBDPF leaders were stalling the repatriation process and not willing to return to Mizoram as they were leading luxurious lives in the camps. The MBDPF has submitted their demands to former Union Home Minister P Chidambaram and the present home minister Sushil Kumar Shinde, he said, adding that the demands included extension of the period of providing free ration from one year to two years, INR 150000 for each family for rehabilitation, resettlement of 40 to 50 families and a school, playground and hall for Bru children. Msha said the conditions in the seven relief camps in Kanchanpur subdivision of North Tripura District worsened in the last few months and they were facing acute water scarcity and healthcare problems. "When we asked the Tripura government for help, they refused to help us and instead told us that if they treated us so well by providing basic amenities, we would never leave their land," he said.

The Shillong Times reports that the Joint Monitoring Group to monitor the implementation of the Suspension of Operations (SoO) signed between the Mizoram Government and the Hmar People’s Convention-Democracy (HPC-D) would hold a meeting on April 19, officials said. The meeting would deliberate on the date and place for resumption of talks between the Mizoram government and the Hmar outfit and also discuss the observance of the bilateral SoO signed between the two parties on January 31 in Aizawl. The Mizoram Government and the HPC-D had earlier signed SoO for six months on November 11, 2010 but the proposed resumption of talks could not take off due to differences between the two sides which resulted in a massive crackdown on the Hmar outfit.Top leaders of the outfit, H Zosangbera, Lalropuia and Lalbiaknunga were arrested by the police in 2012. All the arrested HPC-D leaders were released on bail and the talks were initiated again during the first part of 2013. The HPC-D has been demanding a separate autonomous district council (ADC) in the north eastern part of the state adjoining Manipur under the Sixth Schedule of the Constitution.

This was confirmed by a senior official of the State Home Department on July 6. The joint secretary of the State Home Department, Lalbiakzama, told reporters the talks were held in a suitable atmosphere. However, the HPC-D delegation reportedly wanted to be assured of the government's sincerity before extending the Suspension of Operations (SoO) agreement for another six months. The talks were in continuation of the July 18 talks between the two parties. The issue of Suspension of Operation (SoO) which was discussed during the last talks was again raised by the Government but could not be extended due to difference in opinions on the issue. The Government wanted the SoO be extended for six months while HPC-D opted for two months only. The HPC-D side was led by L.T. Hmar, ‘working chairman’ of the outfit.

The Shillong Times reports that a procession was taken out at the Mizoram-Manipur border Suangpuilawn village on September 13 pressing for the signing of peace agreement between the Mizoram Government and the Hmar People’s Convention-Democracy (HPC-D) militants. Resolutions adopted after the procession expressed the desire that the State Government and the HPC-D would sign an agreement to bring permanent solution to the Hmar problems. “Though the people are against balkanisation of Mizoram, we demand implementation of the Mizoram government – HPC agreement signed in 1994 which stipulated that all the areas not under the Sixth Schedule of the Constitution should be included by creation of autonomous district councils,” the resolutions said. The peace talks between the state government and the HPC-D reached a deadlock last month after the two parties failed to agree on the period of extension of the Suspension of Operations (SoO).
