Mizoram Government has started to repatriate over 32,000 Bru people from six relief camps in neighboring Tripura from the first week of March 2018, reports The Telegraph on January 29. The Government of India (GoI) has released INR 79 million as the first installment for the repatriation expenditure; while the State Government estimated that over INR 123 million would be required for the purpose. An inspection team of officials of the Union Ministry of Home Affairs (UMHA) and the Mizoram Government would visit the relief camps in February to identify the Brus, who are willing to return to Mizoram, and those who are not. Brus of Mizoram fled to North Tripura due of communal tension triggered by the murder of a forest official by Bru militants on October 21, 1997.

A Union Ministry of Home Affairs (UMHA) report has stated that militancy in the Northeast is on the decline, with Tripura and Mizoram emerging as the most peaceful states in the region, reports Nagaland Post on February 19. According to the report, the seven states in the northeast registered 308 militancy-related cases last year, down from 484 in 2016. The trend has been a downward one. In 2015, there were 574 insurgency-related cases reported while the year before that registered a staggering 824 such incidents. Manipur, with 167 cases reported last year, was found to be the most disturbed state, primarily owing to the activities of Coordination Committee (CorCom), a conglomeration of six Manipur-based militant outfits. The resurgence of Independent faction of United Liberation Front of Asom (ULFA-I) and Saoraigwra faction of National Democratic Front of Bodoland (NDFB-S) caused more disruptions in Arunachal, which registered the second highest militant activity with 61 incidents, than in Assam, which reported 33. Meghalaya and Nagaland registered 28 and 19 militancy-related incident last year.

State Home Minister R. Lalzirliana stated that first round of political level talks between Democratic faction of Hmar Peoples Convention (HPC-D) and state Government has been deferred to March 7, reports The Telegraph. The earlier scheduled date was March 5. R. Lalzirliana said the proposed peace talks, led by H. Zosangbera, was deferred to March 7 as some of the HPC-D and Government delegates were not ready for it owing to personal obligations. He said the talks will be held at the state guest house in Aizawl. Former labor minister Lalrinmawia Ralte, who was recently appointed political adviser to the Chief Minister, along with Mizoram Law Commission chairman and Member of Legislative Assembly (MLA) John Siamkunga, will head the state government delegation, while HPC-D delegation would be headed by HPC-D ‘working chairman’ Lalthanglien. The talks mainly revolved around strengthening the existing Sinlung Hills Development Council (SHDC). The name of the council has been proposed to be rechristened as Sinlung Hills Council (SHC), which will have 14 members, including two nominated members, preferably from minority communities. In the last official-level talks held on September 21 and 22, 2017 both the sides had approved in principle the draft of Memorandum of settlement (MoS) and SHC bill.

Myanmar has indefinitely deferred signing an agreement with India to streamline the free movement of people within 16 kilometers of Indo-Myanmar border, reports The Hindu on March 4. Myanmar sighted ‘domestic compulsions’ for deferring to sign the agreement and asked more time before the agreement is sealed. A senior government official stated that ‘Myanmar has been dragging its feet on the agreement. They have asked for more time and are reluctant due to domestic compulsions. They fear that if they sign the pact, the international agreement will have to be adhered to’. On January 3, the Union Cabinet had approved the agreement between India and Myanmar on land border crossing to enhance economic interaction between people of the two countries. The Government of India (GoI) had asked Arunachal Pradesh, Nagaland, Manipur and Mizoram to distribute “border pass” to all the residents living within 16 km from the border.

The tension along Assam-Mizoram border have died down after Mizo Zirlai Pawl (MZP), State’s apex student body, decided to suspend construction of a rest shed at Zophai near the border town of Bairabi in Kolasib District, reports Assam Tribune. The decision was made at the organisation’s emergency meeting held in Aizawl on March 13. According to MZP General Secretary, MZP made the decision after fervent appeals from Mizoram Kohhran Hruaitute Committee, a conglomeration of church leaders and Central Young Mizo Association, the largest non-governmental organisation in Mizoram. Union Ministry of Home Affairs (UMHA) has convened a meeting of the Chief Secretaries of Mizoram and Assam next week to resume dialogue on the boundary dispute between the two States in the wake of protests.

Mizoram government and the Hmar People's Convention (Democratic) faction, led by H. Zosangbera, will sign a peace accord in April, reports The Telegraph on March 20. Mizoram Home Minister stated that ‘The Mizoram government and the HPC (D), which have been holding peace parleys since August 2016 will sign a memorandum of settlement (MoS) by next month’. According to the draft MoS, the two sides have agreed to accord more autonomy to the Sinlung Hills Development Council (SHDC), created after the signing of the peace accord between the state government and the HPC on July 27, 1994. The council will be re-christened Sinlung Hills Council (SHC), which will be constituted through an act. Sources said the new council will have 14 members, including two nominated members, preferably from minority communities.

The delegation was led by Joint Secretary, North East, Ministry of Home Affairs, Satyendra Garg. Later during a meeting it was decided that that as the areas along the interstate border fall in inner-line reserved forests, both the sides must first identify all illegal structure after which the process of dismantling will begin within April 30. It was also decided that both states would withdraw security forces from the inter-state boundary. About 1,600 Myanmar refugees have been rehabilitated in Lawngtlai district, after they crossed the border to Mizoram on November 25. The refugees came to India after crisis erupted at Paletwa where 11 soldiers of the Myanmar Army were reportedly killed on the Kaladan river after being ambushed by the Arakan Army. Further fighting affected several villages and forced inhabitants to flee. Hmar Peoples Convention-Democractic (HPC-D) militants arrived at Sesawng village near Aizawl for the arms laying down ceremony which will be held on April 13, reports Morung Express. The ceremony will be held at Central Training Institute (CTI), Mizoram Home Guard headquarters at Sesawng village, about 39 kilometers from Aizawl. According to sources, resumption of armed conflict between the Myanmar Army and rebel Arakan Army (AA) has made over 300 Myanmar refugees reluctant to return to their villages, reports The Telegraph on May 20. Police said nearly 1,750 Buddhist and Christian refugees from Myanmar's Arakan (Rakhine) state fled their villages, crossed the international border and entered Mizoram's Lawngtlai district in November 2017. Nearly 321 refugees are still in Mizoram and are reluctant to return to their respective villages fearing reprisal as armed conflict between Myanmar Army and the rebels intensified recently. After a short break from February to April, two encounters took place again between the Myanmar Army and Arakan Army on May 9 and 12. Initially, about 1,750 refugees entered Mizoram and were taking refuge at makeshift camps in four villages - Zochachhuah, Laitlang, Dumzautlang and Hmawngbuchhuah in Lawngtlai District. The refugees who arrived in Mizoram are mostly Buddhists and Christians belonging to the Zhakai tribe. Lawngtlai police also said the refugees were reluctant to return to their villages out of fear of landmines. Assam Rifles personnel had defused 31 landmines in Mizoram since November last year.

Mizoram Assembly on June 27 passed the Sinlung Hills Council Bill after a prolonged deliberation, reports Northeast Today. It will have a general council and an executive council. The general council will consist of 14 members, of which 12 will be directly elected and two will be nominated by the government. The term of the general council will be five years. The council will be headed by a chief executive member (CEM), besides a chairman, deputy chairman, and four executive members nominated by the CEM. The bill envisages establishment of the council headquarters at Sakawrdai village in Aizawl District or any other place within the council area. There shall be a secretariat at the headquarters, headed by a secretary. The council will have executive power to formulate plans, schemes, budget, make bylaws and rules and impose, levy and collect taxes within its area. The council area will be divided into 12 constituencies and it will receive funds directly from the state government Formation of the Sinlung Hills Council is the result of the peace accord signed between the state government and the Hmar People’s Convention-Democratic (HPC-D) on April 2, to replace the existing Sinlung Hills Development Council, which came into existence in 1997 as a result of the peace accord signed between the Mizoram government and the erstwhile Hmar People’s Convention (HPC) in July 1994. Home minister R. Lalzirliana, who introduced the bill, said the Sinlung Hills Council would be accorded more autonomy than its predecessor.

The core committee was constituted by the state government during a meeting of government officials and leaders of the state's apex student body, Mizo Zirlai Pawl (MZP) on May 21. MZP president L. Ramdinliana Renthlei who is a member of the team stated that they visited Saipum and Saiphai villages on the Assam-Mizoram border and interacted with residents there. The team will continue to visit border area and inspect the Zophai and Phaisen area on July 10. The survey of the border area will continue till July 18 and then a report will be submitted to chief minister Lal Thanhawla within the month end.

The Mizoram government will go ahead with repatriation of over 32,800 Brus from Tripura to the state in accordance with the quadripartite agreement between the Centre, the Tripura and Mizoram governments and the Mizoram Bru Displaced People's Forum, reports The Telegraph on July 21. Mizoram Home Secretary Lalnunmawia Chuaungo stated that ‘We will repatriate those willing to return to Mizoram. Those who are not willing, will stay back in transit camps’. Chuaungo said some Bru families who had not been covered during the identification process in November 2016, wanted identification before repatriation begins. But the Mizoram Government opposed the proposal as it wanted to carry out repatriation first. According to the agreement signed in New Delhi on July 3, repatriation of 32,876 Brus from 5,407 families will commence on August 16 and be completed by September 30. Chuaungo said though the repatriation process is scheduled to be completed by September 30, the Centre has asked the State Government to complete it by September 10 as the Election Commission wants to publish the final electoral roll on November 27, before the Assembly election. He said efforts would be made to close down relief camps in Tripura even if some Brus refuse to return. Additionally, Tripura Police have registered an FIR against 60 persons who held Bru refugee leaders hostage in transit camps for nearly six hours on July 16 and forced them to withdraw from the quadripartite repatriation agreement, reports The Telegraph. According to Inspector General (IG), Police registered a suo motu FIR at Kanchanpur Police Station in North Tripura District against four Bru refugee leaders and several other associates who held leaders of the Mizoram Bru Displaced Peoples Forum (MBDPF) hostage in the organisation's office at Naisingpara refugee camp. During the incident the forum's president, Apeto Sawibunga, signed a document which said, "I, A. Sawibunga, president of the MBDPF and one of the signatories of Four-Corner Agreement have withdrawn the agreement, which was signed on July 3 in New Delhi, involving the Union Ministry of Home Affairs (UMHA), Government of Tripura, Government of Mizoram and the forum today on July 16 due to a strong agitation against MBDPF leaders from the general/mass public in the presence of the officials of the Government of Tripura." The document was also counter-signed by the Sub-divisional magistrate of Kanchanpur Sajal Biswas, Sub-Divisional Police officer Kiran Kumar and Deputy collector Animesh Debbarma. According to a Police official, ‘The agreement was signed by four parties, all of whom are still consenting. The agitating refugee leaders held a rally without permission, held the MBDPF leaders hostage, forced them to withdraw from the agreement and obstructed government officials from duty. We have lodged a complaint against 60 such persons. Many of them are still being identified’.

Mizoram Home department officials stated that 32,857 Bru refugees from 5,413 families would be repatriated from six relief camps in Tripura and they would be resettled in 48 villages in Mamit district, 10 villages in Kolasib district bordering Assam and 4 villages in south Mizoram’s Lunglei district. Of the 32,857 Bru refugees, who would be repatriated soon, 23,280 are adults and 9,577 are children.4,199 families will be settled in Mamit district, 824 in Kolasib district and the rest 384 families in Lunglei district. According to the officials, the repatriated families would be initially lodged at makeshift camps after which they will be allowed to construct houses of their own on the land given by respective village councils in three districts – Mamit, Kolasib and Lunglei. They added that genuine Bru residents of Mizoram who have been identified in November 2016 would be repatriated in their respective villages. The repatriation is schedule to be completed by September 30.

The repatriated Brus (also known as Reangs) are demanding a uniform financial package, failing which they have threatened to boycott the last batch of Bru families in Tripura, who are waiting to be rehabilitated in Mizoram, reports The Telegraph on July 23. The repatriated Brus formed a committee, Equal Package Demand Committee to register their demands, reports The Telegraph. It is headed by Elvis Chorkhy, chairman of Bru Coordination Committee (BCC) and former president of the Mizoram Bru Displaced People's Forum (MBDPF), an apex body of displaced Bru families in Tripura. Elvis Chorkhy stated that while the repatriated Brus had received a one-time package of Rs 80,000 per family and free ration for a year, the last batch waiting to be repatriated would get a monthly allowance of INR 5,000 per family for two years, free ration for the same period, INR 400,000 per family at the end of three years and housing assistance of Rs 1.50 lakh, according the quadripartite agreement. He also added that 1,712 Bru families have already returned to the state in batches since 2010. A last batch of about 32,857 Bru refugees from 5,413 families, who are living in six relief camps in Tripura, will start returning to Mizoram from August in phases.
