The Shillong Times reports that a Garo National Liberation Army (GNLA) cadre, identified as Harison M Sangma alias Ranja, alias Rabal surrendered to Dainadubi Police in the night of February 24. Police sources informed that Harison was summoned to GNLA camp by a cadre identified as Piliport with the intention to eliminate Harison as per orders of Sohan D Shira, the GNLA ‘chief’. Sensing trouble, Harison escaped and came to Dainadubi police station and surrendered. After surrendering he led the police team to a nearby forest where he had buried his pistol, five live ammunition and one VHF communication handset. Harison said, GNLA has been on a killing spree of its cadres on some pretext or other and that many of the cadres were killed and their bodies buried in the forest. He also informed that Ajan Momin alias Jimmy of Williamnagar area is the most brutal member and has eliminated many cadres. Harison says he became disillusioned by the killings and escaped. Many of the escaped cadres are joining Songna An Pachakgipa Kotok (ASAK) led by Reding T Sangma, which is a breakaway faction of GNLA. Police sources say that this is actually a fight to control the extortion racket on National Highway-62 and coal mines.

One ANLCA cadre, identified as Charles D. Shira surrendered before the Police, The Shillong Times reports on March 5. Shira surrendered before East Khasi Hills Superintendent of Police M Kharkrang and deposited one AK-56 rifle, one magazine of AK-56, eight rounds of 7.65mm live ammunition, one round of 7.62mm live ammunition, eight rounds of .303 ammunitions and one .32 pistol magazine. He joined ANLCA in January, 2014, through one Sengpan, one of the leaders of ANLCA who was recently arrested in Garo Hills. He had deserted the ANLCA camp located inside the jungle in Dagal area, North Garo Hills one week back along with the arms and ammunition before surrendering.

Elvis Syiemlieh, an Hynniewtrep National Liberation Council (HNLC) cadre who escaped from Bangladesh and surrendered on March 17 before the Superintendent of Police, East Khasi Hills District revealed the sufferings of HNLC cadres during their stay with the militant outfit. Syiemlieh on March 19 revealed that he was getting an amount of only INR 150 per month during his stay in the camp of the militant outfit in Chittagong (Bangladesh). He also revealed that one of the cadres of the outfit, Tensing Syiemlieh even died in their camp in Bangladesh. Elvis joined the outfit in the year 2003 and he feels that he wasted ten years of his life in the outfit and he appealed the youths not to be misled. He also said that there were around 15 cadres in the Chittagong camp.

A source stated that surrender by the Garo National Liberation Army (GNLA) cadres has also come at a time when intelligence reports indicate that the GNLA “commander-in-chief” Sohan D. Shira has taken shelter in neighbouring Bangladesh. The source also stated that said militants in Garo hills have also been feeling the heat with intense operations being launched against them by State Police and Central Armed Police Forces. A source in the Government stated that “With Shira taking shelter in Bangladesh, some of the cadres felt neglected as they were left to fend for themselves. This led them to come out and surrender before the Police. There could be many more who would follow the same path.”

Meghalaya Chief Minister Mukul Sangma, who attended the disbanding ceremony held at Tura in West Garo Hills district, hailed the return of the militants to peace and said the groups had proved that violence was not the right path. The disbanding of the ANVC however does not guarantee peace in the region as the Garo National Liberation Army (GNLA) has emerged as a major source of worry for the government in the last couple of years. “It is an exemplary courage to be part of the mainstream. It demonstrates that violence can never be a solution to problems,” Sangma said.

The A'chik National Volunteers' Council (ANVC) and its Breakaway faction ANVC-B were disbanded at a function at the Dikki-Bandi Stadium at Dakopgre in Tura in West Garo Hills District on December 15, reports Times of India. ‘Chairmen’ of the two outfits, Dilash Marak and Bernard N Marak, respectively, surrendered arms and signed the affirmation for disbandment with Chief Minister (CM) Mukul Sangma. CM Mukul Sangma said, "The disbanding of ANVC and ANVC-B rekindles the hope that the era of peace and stability will return to the Garo Hills and together we will be able to chart out the path of development and peace." The CM urged the leadership of the two outfits to show the way to 'other misguided outfits' to come overground and join the mainstream. The ANVC, which was formed in 1994, signed a ceasefire agreement with the Union Ministry of Home Affairs and the State Government on July 23, 2004. During the process, ANVC-B parted ways from the parent organization and formed a breakaway faction in 2010-11. This breakaway faction, too, signed a peace pact and the ceasefire agreement was reviewed and strengthened from time to time. The extended ceasefire agreement was signed in Shillong on January 5, 2012. On September 18, 2013, the same commitment was reiterated and both the groups — ANVC and ANVC-B— were requested to submit the list of their cadres to the State Police Special Branch for further processing. Finally, a formal text for settlement was signed by the Union home ministry, the chief minister of Meghalaya, leaders of ANVC and ANVC-B in New Delhi on September 24, 2014, paving the way for disbanding the two militant outfits. Telegraph adds that the outfits' cadres no longer need to fear certain cases filed against them. The Memorandum of Settlement (MoS) signed on September 24 has provided immunity to the cadres who were burdened with criminal cases of assorted hues. "Criminal cases registered against members of the ANVC for non-heinous crime shall be withdrawn by the state government," the MoS states. It also states that the cases registered against ANVC members for "heinous crimes shall be reviewed case by case according to the existing policy on the subject, and, wherever feasible, steps for withdrawal of such cases will be initiated by the state government".
