Meanwhile, a Garo National Liberation Army (GNLA) cadre identified as Balmepa, who was allegedly aiding armed GNLA militants in abduction and extortion, was arrested from South Garo Hills District on January 16, reports The Assam Tribune. Balmepa was a crucial link man for the GNLA and was being used to identify wine shop owners and members of the business community and pass on information to GNLA ‘commander’ Jimmy for extortion and other threats, a Police official said. Balmepa would also collect gelatin sticks from mine owners using threat and pass these explosives on to the GNLA top ‘commanders’, the official said.

Police arrested two GNLA rebels in South Garo Hills District on January 31, reports The Sentinel. According to the Police the arrested militants have been identified as-Tobiash Ch Marak alias Changdul, (20) and Rakran Ch Marak (18), both of Rongpakgre village under Chokpot Police Station. The duo was arrested from Ganggugre village near Deku in an early morning operation by Baghmara SWAT team. One 7.65 pistol with magazine, three live rounds and GNLA ID card were recovered from their possession. Police said that Changdul was earlier part of West Garo Hills command under GNLA.

The BSF recovered INR 20,000 Fake Indian Currency Note (FICN) (denomination 1000 x 1, 500 x 38), Bangladeshi Taka 70 and one mobile with two Bangladeshi SIM from his possession. He revealed that the consignment of FICN was brought from Durgapur in Netrakona for handing over to one Indian FICN racketeer namely Greengton Marak of South Garo Hills.

Police arrested three hardcore Garo National Liberation Army (GNLA) militants, identified as Kancha, Hinen and Limbu, working under Rakkam, the ‘finance secretary’ of the outfit, from Siju Wathre under Nongalbibra Police Station in South Garo Hills District on February 11, reports The Shillong Times. The trio was involved in providing vital information about Police movements to GNLA besides collecting phone numbers of businessmen for extortion purpose, Police said. During interrogation, they revealed that GNLA used to pay them INR 3,000 for every successful abduction and extortion.

The Border Security Force (BSF) deployed at Mahadev, South Garo Hills District in a special operation, arrested nine Bangladeshis and two Indian nationals for their suspected movement in a vehicle near village Noketgre on May 12, reports The Shillong Times. The arrested Bangladeshi nationals were identified as Samiran Marak (35), Hilllul Marak, (28), Barshes Saku, (28), Newton Sangma (17), Nirbhay Sangma (29), Mitro Marak (25), Prabhat Manda Sangma (28), Loyar Marak (40), and Ritar Rangsa Marak (17), while the two Indian nationals were identified as Subrato Marak (25) and Rakshingh Marak (29), who were also arrested from the spot. They were helping Bangladeshi nationals for their movement in crossing the International Boundary with Mahindra pick-up vehicle. During frisking, Indian currency of INR 11,280 was recovered from their possession.

East Jaintia Hills Police arrested one Junel Tongper of Umkiang Lumphyllut in East Jaintia Hills District on the suspicion that he is an active member of the Hynniewtrep National Liberation Council (HNLC), reports The Shillong Times on June 27. Tongper was arrested from his residence on June 23. Police informed on June 26, that Tongper was involved in demanding money from a liquor store owner at Amlarem in 2015. A demand note of the HNLC was seized from his possession.Meanwhile, a special patrolling party of Border Security Force (BSF) troops deployed at Baghmara, South Garo Hills District arrested four women Bangladeshi nationals while they were infiltrating into Indian Territory, reports The Shillong Times on June 27. During search, BSF recovered items including lungis (traditional garment worn around the waist), towels and washing soap besides Indian currency and Bangladesh Taka from their possession. Upon interrogation, the women confessed to the BSF that they wanted to sell the items in Baghmara market. The women were identified as Bina Hajong (35) and Nirma Sangma, both residents of Guchogram village under Durgapur Police Station, Netrakona District in Bangladesh, and Mallika Hajong (35) and Shivli Sangma (33) also residents of Netrakona District.Separately, the District administration of West Garo Hills is likely to call a review meeting with top brass of the United A’chik Liberation Army (UALA) next week to follow up on the matter pertaining to financial rehabilitation of the cadres who had disbanded after a long drawn engagement, reports The Shillong Times on June 27. Speaking to The Shillong Times on June 26, West Garo Hills Deputy Commissioner Pravin Bakshi said altogether 68 cadres have returned to their families after the disbanding ceremony. According to Bakshi, the top brass of the UALA would be queried on what kind of skill development training is to be provided to the cadres in addition to spiritual counseling. “We will have more comprehensive reviews with them and we may have to go for re-verification as well,” he said. Reacting to a query, the deputy commissioner said all the cadres who have disbanded have been registered and the district administration has the contact details and addressed of all the cadres. It is learnt that the surrendered UALA cadres will get a one-time package of INR 250,000 each and the monthly stipend meant for the UALA cadres will be used for their counseling and other expenses.

The Border Security Force (BSF) arrested 13 Bangladeshiinfiltrators at Mahadev in South Garo Hills District on July 3, reports The Sentinel. “After the recent atrocities against Hindu minorities in Bangladesh, it appears to be a case of migration of persecuted Hindus across the international border,” a BSF press release said. In the wake of recent terror attack in Dhaka, the BSF in Meghalaya has also augmented its manpower at the border, keeping in view the possibilities of illegal migration and trans-border movement. The security agencies in Bangladesh have also launched operations along some border areas. Following the crackdown, some elements may attempt to escape from Bangladesh to hide in forested areas in India, the release added. Indian Currency Rs 5,000 and two mobile phones with BD SIM were seized from the infiltrators.

The Border Security Force (BSF) in Meghalaya unearthed a nexus between cattle smugglers and Fake Indian Currency Notes (FICN) racketeers following the arrest of one Bangladeshi national on July 28, reports

. On July 28, a special patrol of the BSF, deployed at Maheshkhola in South Garo Hills District, arrested Kamrul Islam, hailing from Sunamganj District in Bangladesh. Among others, the BSF troops recoveredFICN amounting to INR 27,000 from Islam who was allegedly illegally entering India from Bangladesh by taking full advantage of the unfenced border. "Islam revealed that he had been involved in smuggling of liquor and forest produce from India to Bangladesh earlier. Subsequently, he came in contact with some Bangladeshi criminals who were involved in smuggling of cattle and fake notes. He was lured by them for getting more profit and money. So he started cattle and currency smuggling," a BSF official said. "Fake Indian currency notes and cattle smuggling are closely linked as these notes are being used for making payments for the items smuggled from India to Bangladesh. Unfortunately, Bangladeshi cattle smugglers are being used as couriers of fake notes into India," the official said.

Six close associates of the ASAK leader were taken into custody in Chokpot in South Garo Hills District for their alleged involvement in the abduction. The militants had abducted nine traders while they were on their way to Silkigre weekly market but one of them had managed to slip away a night later. The ASAK leader, who is said to have only three other cadres with him, has reportedly been staying away from human habitation and traditional jungle routes to avoid detection. He is also said to be carrying utensils and other items to avoid entering villages in search of food. Police are also on the lookout for an over-ground collaborator of the outfit in Kemrangre village who has been absconding since the incident took place last week. The lone escapee from the traders’ group had revealed to Police that the militant refused to take jungle paths used by villagers and others preferring to make his own pathway to avoid being caught.

The nine traders from Assam who were abducted by A’chik Songna An’pachakgipa Kotok (ASAK) militants in South Garo Hills District were released late on November 1 night “fearing police action” following the arrest of the wife of the outfit’s chief, reports The Shillong Times. The traders, who were abducted on October 28, were released around 1am on November 1 near a forest in Gasuapara in West Garo Hills District, Police said on November 2. The traders then walked through the night and reached Gasuapara Outpost around 7am on November 2. “All the victims are still at Gasuapara Outpost. They will be escorted to their respective homes in Assam after thorough examination,” the Police said and added that it was yet to be ascertained whether ransom was paid to the militants.However, Police said after the wife of ASAK ‘chief’ Reding T. Sangma was arrested, the abductors had remained low-key. “It is possible that they released the victims fearing police action after the arrest,” they added. All the nine traders are from Assam’s Mankachar and were abducted when they were on their way to a weekly market in South Garo Hills.

A statement issued by Meghalaya Police said, "The arrested persons had confessed that the cash belongs to Baichung who is an 'area commander' of the GNLA (Garo National Liberation Army)." It said that following the demonetisation of INR 500 and INR1,000 notes, militants made desperate attempts to deposit their ill-gotten money in bank accounts of civilians in Garo hills. The Police also issued directions to bank authorities to freeze these bank accounts for further investigation.

Sangma, identified as Barush Sangma was arrested by Special Forces-10 (SF-10) commandos from Baghmara in South Garo Hills District on December 8, reports The Shillong Times. He was on the Police’s wanted list for some time. He used to ferry weapons and essentials for the outfit. After demonetisation, Barush was helping the outfit in converting and depositing old currency notes through various bank accounts.Also, a senior Garo National Liberation Army (GNLA)cadre, identified as Salchrang Ch Marak alias Mogo, who escaped twice during Police encounters earlier, surrendered to the Police without any arms in Rongsak in East Garo Hills District on December 8, reports The Shillong Times. Mogo had been present during the encounter with the close aide of GNLA ‘chief’ Sohan D Shira, Ruga T Sangma, who was killed in an encounter with the Police on November 25 in Songma Adugre village in East Garo Hills. Mogo had earlier been arrested by the Police but was out on bail. After obtaining bail he rejoined the outfit and became a senior cadre.

Two suspected GNLA cadres, identified as Borgen Sangma and Rankhu Momin were arrested for threatening to kill South Garo Hills Superintendent of Police (SP) Anand Mishra, from South Garo Hills District on December 8, reports The Shillong Times. The duo was sending threat messages to Mishra’s personal and official mobile numbers since October 20, Police sources said. They had sent SMSs demanding INR 50 lakh. Sangma and Momin claimed they were the ‘foreign secretary in charge’ and ‘public information officer’ of the GNLA and that they were keeping an eye on Mishra’s movements. They threatened to raid his house and shoot the SP. Police recovered the mobile phone and the SIM card that were used only to send the messages from them after the Information Technology (IT) cell of Baghmara Police cracked the blind case. The duo has named more people involved in this connection.
