Nagaland Post reports that a probe carried out by the National Investigation Agency (NIA) reveals that the UNLF outfit earned around INR 1.5 billion between 2007 and 2010 through extortion. Besides UNLF, many other terror outfits are also extorting money in the State. According to NIA sources, one part of the proceeds from extortion has been used by the outfit to procure arms and ammunition and other part was invested by it in genuine business. “Most of the funds come from contractors who execute various central and state government schemes,” said source. The probe agency has arrested three top UNLF cadres, N Bomi Singh, Y Brojobidhu Singh and A Ibomcha Singh, who were allegedly part of the conspiracy to launder money into businesses. According to NIA, the trio held different positions in the Association for Extensive Growers Innovative Service.

a team of senior officers of the Ministry of Home Affairs (MHA) and Intelligence Bureau (IB) recently completed its tour of Manipur to assess the situation on the ground on the eve of the Assembly elections in the State, reports The Assam Tribune. MHA sources admitted that the situation in the State is a cause of concern and because of that around 360 companies of central paramilitary forces have been deployed to deal with the situation. The valley based militant groups of the State would definitely try to make an impact on the polls and in fact, they have already started making efforts in this direction. However, those groups are not directly supporting any political party, they are all opposing the ruling Congress. In contrast, members of the Nationalist Socialist Council of Nagaland-Issak Muivah (NSCN-IM) are trying to create trouble in the Hill areas of Manipur.

United Tribal Liberation Army (UTLA) said that the outfit would not enter into suspension of operation (SoO) with the Government until its seven points demand is fulfilled. UTLA ‘general secretary’ T Robert said that the outfit is not a terrorist organization but an outfit which works for the development and welfare of the people. Maintaining that SoO or home coming ceremony of UTLA cadres was planned to organize on December 26, 2011, T Robert alleged that it has been delayed due to lackadaisical attitude of the Government of Manipur. The outfit would also not deposit their arms if the Government fails to set up designated camps.

Following reports from the Intelligence Bureau (IB) that National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) would attempt to secure maximum votes for the candidates sponsored by them, the State Government has tightened security measures in all areas where re-poll would be held on February 4 (today), reports The Sangai Express. The IB has informed the State Government that NSCN-IM in spite of being under ceasefire pact with the Government of India may resort to all kinds of arm twisting tactics to threaten voters and force them to vote in favor of candidates sponsored by them. They may even go to the extent of capturing booths, mentioned the IB report.

The Sangai Express reports that to pave the way for bringing different armed groups to the negotiating table, top officials from the Union Ministry of Home Affairs (MHA) are reportedly meeting leaders of Manipur militant groups currently lodged in jails both inside and outside the State. According to an informed source, the Union Government is determined to resolve the vexed insurgency problem that had been besieging Manipur for the last many decades and has specifically prevailed upon the Home Ministry officials to meet and convince detained militant leaders to have meaningful dialogue with the Government. While evading a direct comment on whether there is any positive response from the militant leaders, source said after a few months there would be clarity on the outcome of the meetings.

Perturbed by the frequent clashes between Naga UG (Under Ground) groups, which have claimed many lives including civilians and women in Tamenglong District, the State Government is set to launch intensified flush out operations. Acting on a State Government’s report that many parts of Tamenglong District are controlled by different UG groups, the authority has decided to send in army to flush out the militants, informed a source. The authorities would first sanitise the roads so as to make them safe from the security point of view There are reports that Improvised Explosive Device (IED)s are planted at different places along different roads passing through Tamenglong, particularly Old Cachar Road.

State Government and the Central Government are trying to include four more factions of the Kangleipak Communist Party (KCP) in the ongoing peace process, reports The Telegraph on August 10. The news report states that Union Home Ministry and Manipur Government officials met leaders of the factions headed by Taibangangba, Lamphel, City Meitei and Pakhanglakpa in New Delhi recently and the leaders agreed in principle to sign a ceasefire agreement. The four rebel leaders along with Manipur principal secretary, home, Suresh Babu, UHM, joint secretary Sambhu Singh and a senior official of Manipur police attended the first round of meetings, which was convened in Delhi to discuss the modalities of the ceasefire. The meeting also reportedly discussed setting up of designated camps for cadres of the four groups. The groups are, however, yet to submit cadre strengths.

Amid concerns over growing presence of Communist party of India-Maoist (CPI-Maoist) in Punjab, Assam and Manipur, the intelligence agencies have asked the forces involved in anti-Maoist operations to keep a tab on the movement of cadres from the Maoist-dominated areas to these States, reports The Indian Express. The Central Reserve Police Force (CRPF) has been asked to collect any information about the Maoists’ strategy to expand their base in the three states. “The intelligence agencies have informed us about at least four meetings held by Maoists in the past three months in Punjab alone. These meetings were held under the garb of addressing the issues of farmers and migrant labourers from Bihar, Jharkhand and West Bengal,” said a senior official. “We have information that at least 12 of the 22 districts in Punjab have a strong presence of Maoists. The meetings are being held by their front organisations which also include some NGOs,” said the official. The CRPF has been asked to share details about the Maoists with other states.

Times of India reports that amid the Okram Ibobi Singh Government's frequent calls to underground organizations for talks, the United Revolutionary Front (URF), a conglomerate of five different factions of the underground Kangleipak Communist Party (KCP), has started dialogue with the Government. Three rounds of initial tripartite meetings involving the Centre, State and the URF have already been held in Imphal. "Since March 23, three rounds of initial meetings involving us and representatives of the state and central government have taken place and the outcome was fruitful," said Lalheiba Meitei, the URF acting chairman and leader of KCP- Military Council (KCP-MC). Besides KCP-MC, the other constituent members of the front include Sunil Meitei faction of KCP Military Task Force (KCP-MTF), KCP-Chingkei Nganba faction, Lamyanba Khuman faction of KCP-MC and KCP-KK Nganba faction. Though formal political dialogue is yet to start, the URF cadres and leaders, numbering over 100, are currently putting up at a camp of 30 Assam Rifles at Khurkhul village in Imphal West District. URF's total cadre strength is 470 and most of them have been asked to turn up at the camp, Lalheiba said, while disclosing that two more KCP factions are likely to join the front. "Instead of holding ceasefire or suspension of operation with the government, our demand is to begin official tripartite political dialogue and we have a 31-point charter of demands to be put up during talks," said Lalheiba on August 17. "It would be premature to disclose our demands at this stage but some agendas are focused on formulating work culture and green revolution in Manipur," he said, while welcoming other groups to join the front and go together for dialogue. He added, "Once the formal political dialogue starts, the government would set up a designated camp for the front. Both the state and the Centre have agreed to some of our terms."

Manipur based People's Liberation Army (PLA) has given bomb assembling and handling training to the cadres belonging to Assam based Anti-Talk-faction of United Liberation Front of Assam (ULFA-ATF) led by Paresh Baruah, with an aim to strengthen the outfit's military power after its former ‘chairman’ Arabinda Rajkhowa and his faction parted ways to hold peace talks with the Centre. Sources said a 'special warfare group' of PLA has already given a one-month explosive handling and assembling and guerilla training to a group ULFA-ATF recently. PLA is also planning give another such training session shortly, sources said. They added that after Rajkhowa and his followers began the peace process with the Government, the ULFA-ATF faction revamped and recruited around 1,000 new cadres.

The Telegraph reports that the Centre is talking to Arunachal Pradesh and Manipur chief ministers for a consensus on steps relating to the welfare of Nagas living in the two States before it reaches a final settlement with the National Socialist Council of Nagalim-Isak-Muivah (NSCN-IM). A solution is likely before March, 2013, Union home minister Sushil Kumar Shinde said on October 10. “I have been talking to the chief ministers of both Arunachal and Manipur and we are trying to reach a consensus on this,” he said, in reply to a question on the progress of Naga talks. Shinde’s statement comes a day after he held talks with Manipur chief minister Okram Ibobi Singh. Talks with the NSCN-IM concern the states neighbouring Nagaland as the outfit had demanded an integrated homeland for the Nagas — there are Naga tribes in Assam, Arunachal Pradesh, Manipur as well as in Myanmar. Although the Centre has turned down the demand for carving out Naga-inhabited areas from other states and bring it under a single administrative arrangement, an alternative way to appease tribal sentiments in these areas is being explored.

After a group of KCP led by Lallumba alias Hitendra had entered to a tripartite agreement with centre and State Government, three more factions, KCP-Lamphel, KCP-Taibangnanba and KCP-City Meetei have come forward for peace talks with Government of India and Government of Manipur and expressed their willingness to return to normal life giving up arms. The Times of India reports on November 3 that, the Kuki National Organisation (KNO), an umbrella organization of 16 Kuki outfits, threatened to resume armed struggle and secede from Manipur if the Centre did not begin talks with them which could be a hurdle in the ongoing peace talks between the Centre and Naga insurgent group, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). However, KNO leaders stressed they want a solution within the Constitution's framework. The seven-year-old Suspension of Operations (SoO) agreement between the KNO and the Government of India ends in November 22. "If the government does not begin talks with us before November 22, we will be forced to take up arms. Does the Government of India want an armed rebellion?" said Seilen Haokip, KNO spokesperson in New Delhi. In 2005, KNO signed the SoO with the Centre leading to a ceasefire. Currently, KNO has about 2,000 armed cadres. The KNO is worried after talks between NSCN-IM and the Centre seem close to a settlement.

United Committee Manipur (UCM), the apex body of the Meiteis (Manipuris), on November 4, submitted a memorandum to Prime Minister Manmohan Singh regarding ongoing talks between the Government of India and NSCN-IM, reports The Shillong Times. The UCM demanded ‘a white paper on the 15 year long peace process between the Government and the NSCN-IM in the true spirit of the Indian Democracy, so that the people of Manipur are not kept in complete darkness before sacrificing the State at the altar of peace. Y Nabachandra, President of UCM said, the Government will be held fully responsible for total alienation of the people of Manipur from the Indian mainland if the Government disturbs the territorial integrity of Manipur or disturb the peaceful harmonious relations between the different communities settled in Manipur. He reiterated the stand of the UCM that people of Manipur will demand pre merger status if the Government disturbs the political structure of Manipur.
