a team of senior officers of the Ministry of Home Affairs (MHA) and Intelligence Bureau (IB) recently completed its tour of Manipur to assess the situation on the ground on the eve of the Assembly elections in the State, reports The Assam Tribune. MHA sources admitted that the situation in the State is a cause of concern and because of that around 360 companies of central paramilitary forces have been deployed to deal with the situation. The valley based militant groups of the State would definitely try to make an impact on the polls and in fact, they have already started making efforts in this direction. However, those groups are not directly supporting any political party, they are all opposing the ruling Congress. In contrast, members of the Nationalist Socialist Council of Nagaland-Issak Muivah (NSCN-IM) are trying to create trouble in the Hill areas of Manipur.

Kanglaonline reports that Manipur witnessed the first election related casualty on January 22 when a grenade blast killed one person and injured four others at the residence of Manipur Legislative Assembly speaker I Hemochandra at Singjamei Maisnam Leikai in Imphal West District. The dead person has been identified as Meisnam Rata, believed to be an active worker of Hemochandra, congress candidate from Singjamei assembly constituency. The injured have been identified as Sunil, Pari, Johnson and Philip. Co-ordination Committee (CorCom) made up of seven militant outfits has claimed responsibility for the blast.

in a historic move initiated by the Government, cadres of different Suspension of Operation (SoO) signatory Kuki militant outfits will be allowed for the first time to practice the universal adult franchise in the coming State Assembly election, reports The Sangai Express. The Government has made necessary arrangements for the Kuki militant cadres of SoO signatory outfits to cast their votes in the polls, said State Chief Election Commissioner (CEO) PC Lawmkunga. The State Government has issued a notification in this regard on January 21, he added. Different Kuki militant outfits are into a tripartite suspension of operation agreement involving State and Central governments since 2007. The Zeliangrong United Front (ZUF) has categorically stated that it has nothing to do with elections held in India or Manipur. ZUF was not raised either against India nor Manipur nor would it oppose any community. With regard to the Manipur Legislative Assembly elections, the ZUF does not support any political party or candidate nor does it oppose anybody.

An estimated 82 per cent of the electorate exercised their franchise in Manipur Assembly Elections. Deputy Election Commissioner Alok Shukla said in New Delhi that a person, posing as a voter, entered a polling station in an interior area in Sugnu Assembly Constituency at around 12:30 pm and started firing indiscriminately, killing three polling persons, a voter on the spot and a Central Reserve Police Force (CRPF) man. An injured voter, who was taken to Imphal, succumbed to bullet injuries. The militant, who is yet to be identified, was shot dead by CRPF personnel posted at the polling booth.

As per the case registered on March 30 under section 125 of RP (Representative of People) Act and read with 325/31 of Indian Penal Code (IPC), the assault incident took place on March 28 at Ngaimu village falling under Chingai Assembly constituency of the District. The victims of the incidents were supporters of non-NPF candidates. In view of the forthcoming Panchayat election and to ensure and conduct a peaceful election, all licensed gun owners are directed to submit their guns at their police station on or before 9 September 2012. The order, directed as per power conferred under Arms Act 1959 came following the announcement made by the Election Commission to conduct the Panchayat election on 13 September, 2012. Also, following several complaints raised by different section of the society over the increasing numbers and frequency of surrenders of militant outfits taking place, the Ministry of Home Affairs (MHA) directed the concerned authorities that no surrender of any militants should take place until proper and appropriate verifications are made prior to the official surrender. A reliable source said, the move to verify the status of the militant outfit came from MHA after suspicion and complaints of fake or false surrender were reported. Some of them wanted to get the benefits from the Government after claiming or posing themselves as militants, the sources added. On the other hand, family members complained that they were simply arrested and does not belong to any militant group. Currently, there are 54 more militant cadres attached to several units of Army, Matripukhri (Imphal East) waiting to surrender officially.
