A Special Court of National Investigation Agency (NIA) issued arrest warrant against a witness, identified as Kishan Lal of New Delhi in connection with the trial of UNLF leader RK Meghen alias Sanayaima and his associates, reports Kanglaonline on March 30. National Investigation Agency (NIA) interrogation of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS) has revealed that Chinese made weapons come to Manipur through the China-Myanmar-India border, reports The Sangai Express on April 2. According to the interrogation report arms consignments are smuggled from the China border to South Myanmar by the Kachin rebels who hand over the weapons to Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in Myanmar. NSCN-IM then passes on the weapons to NDFB-IKS in Manipur which are taken to Assam’s Bodoland area, where NDFB operates. Forty six NDFB-IKS militants have been arrested so far by the NIA after December 2014 massacre of tribals.

In the data on terror financing tabulated from 2006 till date, terror finances to the tune of INR 148.5 million have been recovered by National Investigation Agency (NIA) and Police of 15 states, reports The Times of India on April 10. The NIA has surpassed the states in recovery of terror finances despite starting operations as late as 2009. According to the report, the agency seized INR 36.6 million in terror funds in 11 cases investigated by it since its inception. As many as 101 persons are accused in these cases. Jammu and Kashmir ranks second only to NIA in seizures. The state seized INR 29.3 million in 80 terror financing cases since 2006, in which 190 persons are accused. Manipur, despite its small size, reported terror fund seizures worth INR 21.1 million in 26 cases, followed by Delhi which seized INR 19.2 million in 21 cases. Madhya Pradesh accounted for seizure of terror finances worth INR 16.4 million, while Odisha Police seized around INR 11.2 million. Though Karnataka, Gujarat and Kerala registered 14, three and one terror financing case respectively under Unlawful Activities [Prevention] Act (UAPA), they did not report any seizure since 2006. As many as 213 terror financing cases were registered by NIA and various state Police, in which 873 persons are accused. J&K reported the highest number of cases (80), followed by Manipur (26) and Delhi (21). In terms of number of those accused of terror financing, J&K ranked first (190) followed by NIA (101) and Maharashtra (98).

Also, Government of India (GoI) on June 4 asked the Army to launch operations against "militant camps" without publicly specifying their locations, hours after the ambush, attack being viewed by the security establishment as a "turning point", reports The Telegraph. The term ‘turning point’ was used probably because the security establishment now believes that a series of attacks in the region, including two in Arunachal Pradesh and three in Nagaland, is the result of the newfound camaraderie among the Northeast's militant groups. It is from the villages on either sides of Mount Saramati, the highest point on the India-Myanmar border, that New Delhi suspects the attackers to have emerged, reports The Telegraph. Mount Saramati is on the border of Nagaland's Mon district and Myanmar's Sagaing province. It sweeps southwards to the border in Manipur where Moreh is a trading point. It is suspected that militants came across the border that is unmanned. This was the first time the Indian Army had lost 20 soldiers in a single strike in 20 years. It was also the first time that RPGs were used by insurgents on the Army. The National Investigation Agency (NIA) is likely to register a case in the next two days.

Kitovi Zhimomi, ‘general secretary’ of NSCN-KK stated that both Mulatonu and Chakesang belonged to their group and had nothing to do with NSCN-K. In related news, It is now emerging that India gave Myanmar phone intercepts and location details of at least two officials from the Chinese People’s Liberation Army (PLA), who were reportedly in touch with the top leadership of NSNC-K, reports The Indian Express on June 8. According to a senior Government official NSCN-K abrogated its ceasefire pact following instructions from the PLA. Government official also stated that “We held a meeting with our Myanmar counterparts in April this year [2014] and handed over intercepts of phone conversations between two PLA officials and Khaplang, the leader of the insurgent group. In the said intercept, the Chinese PLA official asks SS Khaplang about his health, tells him to relax and asks him to learn Chinese language,” Sources said that officials also took up the issue of “opium cultivation and trade” being done by insurgent groups like NSCN-K, United Liberation Front of Asom (ULFA) and Kamtapur Liberation Organisation (KLO). He further claimed that Paresh Baruah too, was acting on instructions from some senior officials of PLA. The Indian Express further adds that Khaplang and Baruah are believed to often shuttle between Taga in Myanmar and Ruili and Kunming, both in China’s Yunnan province. Intelligence inputs also suggested that a former officer of PLA has set up a factory of assault rifles in Myanmar’s Kachin province and a majority of the arms produced there are being supplied to militants of the Northeast. Arms manufacturing unit is located at Pangwa, along the Sino-Myanmarese border, and has been set up by a former PLA officer, Muk Yan Pau Huan, along with former leader of Burmese Communist Party, Tin Ying.

Khaplang Pangmi, 'chairman' of NSCN-K; Kughalu Molatonu, ‘general secretary’; Alezo Chakesang ’information secretary’ and other senior members of group and its affiliate organisations have been named in the First Information Report (FIR) filed by NIA. The Assam Tribune further adds that NIA has confirmed the involvement of NSCN-K in the ambush. NIA, which has been handed over the probe by Union Ministry of Home Affairs (UMHA) in a statement, said that the Manipur incident was allegedly executed by armed formations belonging to NSCN-K and its affiliates.

In other news, National Investigating Agency (NIA), which is probing the ambush on June 4 believe the attackers used bombs containing incendiary materials during the ambush, reports The Telegraph on June 17. An Army officer stated that "The NIA is trying find out the kind of weapons used by the insurgents during the attack. We believe some incendiary materials were used. This is evident from the burnt trucks and bodies," In addition to the weapons probe, the NIA team is investigating the possibility of some villagers assisting the militants in carrying out the attack. The NIA is planning to talk to all heads of villages surrounding Paraolon in Chandel District. There are about 10 villages including some close to Manipur-Myanmar border NIA and the army strongly believe the militants could have frequented Paraolon to become familiar with the terrain before the attack and the attackers could have been led by local guides across the border.

Government sources stated that thel attack was planned in much in advance and included Khaplang faction of National Socialist Council of Nagaland (NSCN-K) militants, of whom a majority are Myanmarese nationals.
