National Investigating Agency (NIA) special judge, Samarjit Dey on March 1 convicted Dima Halam Daogah-Jewel Garlosa faction (DHD-J) linkman, Samir Ahmed under Section 19 of the Unlawful Activities (Prevention) Act [UAPA] in NIA case number 02/2009, reports The Telegraph. Ahmed was set free following the sentence, as he had already spent more than three years in prison during the investigation and trial of the case The sentence ran concurrent with the three-year sentence he was handed on August 10, 2012 under the same section in NIA case number 01/2009. Both the cases were related to diversion of funds meant for development of Dima Hasao District.

The Supreme Court directed Central and State Government & the Election Commission of India (EC) to submit written response within three weeks explaining the reasons for the delay in updating National Register for Citizens (NRC) since 2009, reports The Assam Tribune. The Apex Court’s direction came after the Counsel for the EC clarified that the Electoral Rolls of 1966 was available. The hearing was in connection with a Writ Petition (civil) filed by Assam Public Works (APW), a Non Governmental Organisation, which sought the Supreme Court’s direction on the guidelines for updating of NRC.

The Court of Kamrup District and Sessions Judge on April 11 granted bail to Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD) ‘chairman’ Ranjan Daimary, the prime accused, in the October 30, 2008 serial blasts in the State. “Ranjan Daimary has been granted bail against a bail bond of Rs 3 lakh [INR 300,000] and two persons standing surety for him. The court has also laid down some conditions for him which are – he cannot get involved in any anti–national activity, he cannot give statements in the public favouring the NDFB (R), he must be present in the court during all hearings in the case and in case he cannot be present, he must give prior information to the court and he cannot leave Assam without the court’s permission,” said Daimary’s defence counsel Manas Sarania.

The Supreme Court (SC) on May 8 directed the Centre to finalize the modalities for updating the National Register of Citizens (NRC) in the state by July 16, reports Times of India. The Registrar General of India (RGI) recently gave its nod to update the document in seven Districts, but no schedule has been announced yet. While hearing a writ petition filed by an NGO, Assam Public Works (APW), Justices Ranjan Gogoi and HL Gokhale also directed the Central Government to submit the modalities along with forms before the court on July 16. The court said that it will monitor the whole process. In addition, the Central Government told the SC that it had decided to fix January 1, 1966, as the cut-off date for inclusion of citizens’ names in the NRC to prevent illegal migrants from staying on in Assam adds The Telegraph.

The Telegraph reports that Gauhati High Court on May 17 acquitted the former Unite Liberation Front of Asom (ULFA) leader, Arup Konwar, by a trial court for killing Assam minister Nagen Neog and eight others in Golaghat District of Assam in 1996. Konwar alias Tutu alias Amar Singh — a ‘sergeant major’ of ULFA — was convicted and sentenced to life imprisonment by the District and sessions court, Kamrup, on October 12, 2007. The Central Bureau of Investigation (CBI), which had investigated the case, will now appeal in the Supreme Court against the order. The high court acquitted Konwar on grounds of lack of sufficient evidence, adds The Times of India.

A Terrorist and Disruptive Activities (Prevention) Act (TADA) court and an Additional sessions judge's court in Guwahati on June 18 granted bail to jailed National Democratic Front of Bodoland-Ranjan Daimari (NDFB-RD) ‘chairman’ Ranjan Daimary in five cases, reports Times of India. While the TADA court granted him an interim bail for a period of six months, the session's court gave him an absolute one. "He was granted conditional bail in the TADA cases for six months on two surety bonds of INR 500,000 in each case," said, Daimary's lawyer, Manas Sarania.

National Democratic Front of Bodoland (NDFB)’s founder ‘chairman’ Ranjan Daimary, was released on bail from the Guwahati Central Jail on June 23, reports Assam Tribune. Following his release, Daimari said that he will take part in the proposed peace talks. Daimary also urged splinter groups to unite and engage in peaceful negotiations with the Indian government, adds The Telegraph. Daimary had obtained bail in all the 14 cases in which he is an accused. Ranjan Daimary was handed over to the Indian authorities by their Bangladeshi counterparts on May 1, 2010.

Fifteen persons, including eleven Policemen and four civilian were injured during clash between Police and protesters at Dongkamukam in Karbi Anglong District on August 2, reports Assam Tribune. Violence started at Dongkamukam in West Karbi Anglong when around 300 men and women surrounded the Dongkamukam Police Station demanding immediate release of seven persons detained for inciting violence. This was followed by lathi charge by Policemen and stone pelting by protesters. Finally, Police opened fire after 11 of them sustained injuries during stone pelting by the protesters. Meanwhile, a 600-metre portion of railway line was uprooted by the protesters at Langsoliat, between the Diphu and Borlangpher rail stations, causing temporary suspension of rail services. Also, incidents of arson were also reported from Diphu, Sikarighat, Bakaliaghat, Taralangso, Panditghat and Dengaon areas in the District.

The apex court has also asked both the State and Central governments to finalise the financial expenditure required for the entire process on the same date. The SC also recorded an undertaking from the Centre that it will complete the process of finalising the modalities relating to upgrade of the NRC with the State Government within eight months adds The Telegraph. The SC was hearing two Public Interest Litigation (PIL)s which mainly sought quashing of Section 6A of the Citizenship Act, to prevent entry of illegal migrants into the state and the country. The petition, filed by Assam Sanmilita Mahasangha and another NGO, complained that the impugned provision was discriminatory and unconstitutional in that it permitted entry of foreigners into Assam till March 25, 1971.

The families of two school students, who were killed in an alleged ‘fake encounter’ with SFs in Chirang district, on December 18 moved Gauhati High Court seeking a high-level probe into the incident, reports The Telegraph. The petitioners’ advocate, Bijon Mahajan, told the newspaper that they have sought a Central Bureau of Investigation (CBI) or a high court-monitored investigation by a special investigation team of Police. Two students, identified asJeremiya and Pranjit, were killed while another Nikodim was injured during an encounter with the SFs on December 11. The SFs have claimed that they were militants of IK Songbijit faction of National Democratic Front of Bodoland (NDFB-IKS), while the residents of that area said they were innocent and killed in a fake encounter.
