Home Minister Bhutan Lyonpo Thinley Gyamtsho, addressing the press on January 14 in Thimpu said Bhutan faced a grave security threat from the illegal presence of the United Liberation Front of Asom (ULFA) and Bodo terrorists on Bhutanese soil. According to him the unprovoked killing of 15 Bhutanese travellers in Assam on December 20 and 21, 2000 was a grim forecast of what could happen if Bhutan had to take up arms to evict the terrorists from Bhutanese soil. He pointed that the National Assembly had decided on a four-pronged strategy to resolve the ULFA-Bodo problem: peaceful dialogue with the militants, cutting off all rations and supplies, prosecuting all those who assisted them and evicting them through military operation. He also added that Bhutan had so far conducted three "unproductive and inconclusive" rounds of talks with the terrorists, two with the ULFA and one with the Bodos.

According to recent reports, addressing the people’s representatives of Sarpang area, the King of Bhutan stated that in the event of his country’s failure to to convince the United Liberation Front of Asom (ULFA) and the National Democratic Front of Bodoland (NDFB) to stop operating from Bhutanese soil, military action would be resorted to achieve the purpose. According to a report in Kuensel, the King said, "once we send our armed forces to remove the militants, we will have to fight a war with them and until we win the war, the militants will not leave the country."

According to a recent report in Kuensel, the King of Bhutan, during the Eighth plan review meeting recently has stated that in the event of his government’s failure to pursuade the United Liberation Front of Asom (ULFA) and National Demoratic Front of Bodoland (NDFB) to leave Bhutanese territory, it will be left with no other option but to use its armed forces for the purpose. These groups have refused to leave the country. Bhutan’s Home Minister, Lyonpo Thinley Gyamtsho reportedly said at a government meeting that Bhutan was on the brink of an armed conflict and its security and sovereignty were under serious threat. The media quoted King Jigme Singye Wangchuk as saying, if the Indian rebels remained in Bhutan there was ‘every possibility of Bhutanese territory becoming a war zone with armed conflict breaking out with militants’.

A Foreign Ministry spokesperson of Japan, on March 29, welcomed the commencement of the Citizenship verification claims of persons of Nepalese origin, purportedly Bhutanese allegedly thrown out by the Royal Government of Bhutan. These people have been staying in refugee camps in Nepal since their alleged eviction. The process commenced on Monday, March 26, 2001. Japan has extended assistance to the refugees through the World Food Programme (WFP) and the United Nations High Commissioner for Refugees (UNHCR), hoping for an early settlement of the refugee problem.

The Royal Government of Bhutan is planning to shift the people of border areas, to deal with the threat posed by the United Liberation Front of Asom (ULFA) and Bodo terrorists. The Home Minister of Bhutan, Lyonpo Thinley Gyamtsho, while addressing an Eighth Plan review meeting at Zhemgang, reportedly said that the government would make every effort to look after the well being of the people in case of an armed conflict with the ULFA and Bodo terrorists. He said that the Bhutan was in close touch with India to find a solution to the problem, which was of serious concern to both the countries. He maintained that the illegal presence of the ULFA and Bodo terrorists in Bhutan is a direct threat to the Kingdom’s security and has serious implications on its sovereignty.

The Bhutanese weekly, Kuensel said that Home Minister Lyonpo Thinley Gyamtsho has appealed to the terrorists of the National Democratic Front of Bodoland (NDFB) to vacate their camps scattered in the southern part of the country. In May 2001, the Home Minister had held a series of discussions with the NDFB leadership on the issue. However, according to the report, the NDFB leadership refused to respond to the peaceful means adopted by the Royal Government, unless they achieved their goals.’

According to reports in Kuensel, the United Liberation front of Assam (ULFA) has agreed to partially shift its bases out of the country by the year-end. The Home Minister Thinley Gyamtsho was quoted for having said that "We reached an agreement with the ULFA last month, wherein the rebel group have agreed to remove four of their nine camps from Bhutan by December 2001." He added "The ULFA also agreed to reduce the strength of its cadres in the remaining five camps." According to estimates nearly 3,000 ULFA terrorists are holed up in the nine camps in Bhutan.

Nepalese sources, on August 21, indicated that Bhutan has not favoured a proposal to speed up the existing verification process of Bhutanese refugees of Nepalese origin presently residing in Nepalese refugee camps. This was reportedly disclosed by Nepalese Finance Minister Dr. Ram Sharan Mahat, who is heading his country’s delegation in the 11th Ministerial Joint Committee (MJC) meeting with Bhutan which began on August 20 in Thimpu. Dr. Mahat was reported by Nepalese media as saying that Bhutan has "…shown the inclination to carry on with the slow (verification) process for now." However, Bhutan’s Foreign Minister and head of his country’s delegation, Jigme Y. Thinley is reported to have told Nepalese media that Bhutan did agree theoretically with Nepal for the acceleration of the verification process. "We also agreed to simplify the verification and also to expedite the entire process", he added. He also denied that the verification of the refugees is going on too slowly saying that "…in this humanitarian issue we cannot define what is fast. No matter how faster we verify the refugees, it may still not be fast enough."

Nepal and Bhutan, at the conclusion of their 11th round of Ministerial meeting, reports on on August 23, 2001 said, announced in Thimpu that they have agreed to split a 10-member refugee verification team into two groups while adding one member each from the two countries. The decision is meant to speed up the verification process. The joint verification team commenced work in March 2001 and was authorised to make decisions that were previously made at the level of Ministers. Nepal and Bhutan have wide differences on categorizing the refugees. The talks have been on since more than a decade. The refugees living in camps in eastern Nepal are those people who claim that they are Bhutanese of Nepalese origin but were forcibly evicted from Bhutan by the Royal government.

The two-day Nepal-Bhutan bilateral talks focussed on more than 100,000 Bhutanese refugees concluded inconclusively in Kathmandu on November 7. The bilateral talks, held at the Foreign Secretary level, ended with no headway. However, both sides have reportedly agreed to continue further discussions and also expedite the process of verification and categorization of refugees in order to solve the problem. Foreign Secretary Narayan Sumsher Thapa, head of the Nepalese delegation, said that talks were cordial and useful in finding out a solution to the problem. Nepal has been consistently demanding Bhutan to take back all refugees, who are living, in camps in eastern Nepal for the last 11 years. Bhutan has been indicating that people living in these refugee camps are not Bhutanese nationals. It has also added that it will take back only those refugees who are Bhutanese citizens.

Media reports said on December 2, that that the United Liberation Front of Assam (ULFA) and the National Democratic Front of Bodoland (NDFB) have agreed to close down their training camps in Bhutan. Bhutanese Home Minister Lyonpo Thinley Gyamtsho was quoted as saying "The ULFA alone runs nine camps in the southern part of the country bordering India and has agreed to close them down in phases following a few rounds of discussions with the Bhutan government. The ULFA leadership has said they will close four of the camps by December. In the other five, they will reduce the strength for now and eventually close them all... I am confident that they will keep their word." On the NDFB, he said the government has held two rounds of discussions following which "they have agreed to close their camps but did not offer any definite time frame." He also added, "However, since the ULFA is a bigger outfit, once they retreat from Bhutan, NDFB will do the same." The Bhutanese government has been in "constant touch" with the Indian government on this issue and has kept them informed about the progress and problems being faced by it in persuading these militant outfits to stop operating from its land, Gyamtsho said.
