Myanmar on January 16 requested Bangladesh to extradite 1,300 militants of Arakan Rohingya Salvation Army (ARSA), claiming it has information that those members were attempting to disrupt the repatriation of the Rohingyas, reports The Daily Star. 35 people were injured in clashes between Police and Bangladesh Nationalist Party (BNP) activists in Habiganj and Faridpur Districts on February 20 during demonstrations over the jailing of party Chairperson Khaleda Zia in a graft case, reports The Daily Star. In Habiganj Disrict, 20 BNP activists were injured in Shayestanagar area when Police fired rubber bullets on a procession brought out by protesters. In Faridpur District, 15 people including two journalists and four Policemen and nine BNP activists were injured in a clash between BNP men and Police in the town's Super Market area. Police arrested 20 BNP men from the spot.

Meanwhile, BNP Chairperson Khaleda Zia filed an appeal with the High Court on February 20 challenging the special court's verdict that sentenced her to five years' imprisonment in the Zia Orphanage Trust corruption case, reports The Daily Star. In the appeal, Khaleda prayed to the High Court so that it asks for the records of the case from the trial court, grants her bail until the plea is disposed of, and acquits her of the corruption charges. She also appealed to the HC to scrap the lower court's verdict, stay her conviction and BDT 2.1 crore fine, and suspend the five-year prison sentence against her.

The High Court on February 22 accepted Bangladesh Nationalist Party (BNP) Chairperson Khaleda Zia's appeal challenging the lower court verdict that convicted and jailed her for five years in the Zia Orphanage Trust graft case, reports The Daily Star. The HC also stayed the lower court order that fined her and asked the court to forward the case records to it within 15 days. It fixed February 25 for hearing a bail petition filed by the BNP chief.

The case proceedings against five Patuakhali men is set to enter the final stage as the International Crimes Tribunal-1 (ICT-1) fixed April 16, 2018 for hearing the closing arguments, reports Daily Star. The three-member tribunal led by Justice Mohammad Shahinur Islam on February 26 fixed the date after the defence counsels declined to produce any witness. The accused -- Esahaq Shikder, (83), Abdul Goni Hawlader (72), Mohammad Awal alias Awal Moulavi (69), Abdus Sattar Pyada (65), and Solaiman Mridha, (86), of Patuakhali Sadar upazila (sub-District) are in jail. Of them, Esahaq was a member of “Patuakhali Peace Committee” while the other four were members of Razakar Bahini, according to the prosecution. According to the charges, on May 4, 1971, the five along with a group of Pakistani army killed 17 people of Itbaria village, torched and looted 21 houses, and abducted six children, and 15 women, whom they confined to Patuakhali Circuit House and raped for 10 days.

Later on March 4, a Bangladeshi Counter terrorism Official stated that the individual who carried out the attack could be a member of militant group Ansar al Islam, reports The Dailystar on March 5. Previously known as Ansarullah Bangla Team (ABT), Ansar al Islam began gaining strength in 2013-14 and started selecting targets by monitoring social media and hacking them to death. The counter terrorism official stated that ‘Analysing the nature of the attack and from our experience gathered in counterterrorism operations, we can say that this could be an act of Ansar al Islam’. He also added that ‘The weapon seized from the place of occurrence is a commando knife, which is mentioned in the outfit's literature titled “easy strategy for killing’.According to officials, Ansar al Islam has a stronghold in SUST and many former students got involved with the outfit, reports The Dailystar. The assailant later identified as Foyzur Rahman later stated to Security Forces (SFs) that he considered the victim an enemy of Islam. He also added that he was acting alone, reports The Daily Star on March 5. The government banned ABT in May 2015 but the radical group by that time had claimed responsibility for 13 attacks in which 11 individuals including writers and bloggers, one publisher and two Lesbian Gay Bisexual Transgender (LGBT) activists were killed. According to Police, Ansar al Islam is active mostly in cyber space, attracting potential radicals. Professor Iqbal’s name was among the 15 eminent persons mentioned in Ansar al Islam's hit list recovered by law enforcers in 2017, reports The Daily Star. According to officials, Ansar al Islam has a stronghold in SUST and many former students got involved with the outfit.

The Supreme Court on March 19 stayed the High Court (HC) order that granted Bangladesh Nationalist Party (BNP) Chairperson Khaleda Zia bail in the Zia Orphanage Trust case, reports Daily Star. A four-member SC bench headed by Chief Justice Syed Mahmud Hossain also allowed the Anti-Corruption Commission and the government to move separate appeals before this court against the HC order and fixed May 8 for hearing of the appeals. Talking to the newspaper, Anti Corruption Commission (ACC) lawyer Khurshid Alam Khan said the stay order will remain in effect until hearing and disposal of the appeals and therefore, she cannot walk out of jail before the disposal.

Earlier it had been thought there were 905 incidents of genocide in all 64 Districts. The survey has so far been conducted in Nilphamari, Bogra, Natore, Kurigram, Pabna, Rajshahi, Satkhira, Narayanganj, Bhola, and Khulna Districts. It will be carried out in the remaining 54 Districts in phases. The 1971 Genocide-Repression Archive and Museum Trust, which was established under the initiative of Professor Mamun in Khulna, is conducting the survey.

According to the case statement, a group of JeI-ICS cadres allegedly brought out a procession in the capital's Motijheel area on November 5, 2012 demanding immediate release of its leaders, including nine arrested on war crimes charges. They vandalised some 50 vehicles, torched three motorbikes, a Police vehicle and several roadside shops. When Police intercepted them, they launched an attack leaving 100 people, including 14 Policemen, wounded. After an investigation, on November 12, 2017, Motijheel Police pressed charges against 251 people for committing the offences.

Only son of martyred intellectual Selina Parvin, Shumon was the key prosecution witness in the war crimes case against absconding convicted war criminals and Al-Badr bosses Chowdhury Mueen Uddin and Ashrafuzzman Khan. Since Shumon was a war crimes witness he regularly received threats on his life. In 2017, in a general diary filed with the Shahajanpur Police Station Shumon informed the Police about the threats he was receiving. On July 21, 2013, Shumon testified in the International Crimes Tribunal-2 (ICT-2) that Al-Badr ring leader Chowdhury Mueen Uddin was in the group that had picked up his mother blindfolded in his presence from their New Circular Road residence in Dhaka on December 13, 1971 and her body was found at Rayerbazar Killing Fields after the Liberation War. Shumon told the court that he was then eight-year old. On November 3, 2013 Al-Badr ring leaders Mueen and Ashraf were sentenced to death in absentia. The court found them guilty of 11 counts of war crimes and murdering in cold blood 18 intellectuals in the fag- end of the Liberation War. Mueen lives in the United Kingdom and Ashraf in the US.

When refugees living in the area came out hearing the commotion, the assailants fled. The convicts are Mohamad Akmal Ali Talukder (73), Abdun Nur Talukder (63), Mohamad Anis Miah (76) and Mohamad Abdul Mosabbir Miah (64). Seated on a chair in the dock, Akmal, the lone accused now in jail custody, looked sad as he heard the verdict. Three other accused, Nur, Anis and Mosabbir were tried in absentia as they are absconding. In 1971, Akmal, a local Muslim League (ML) member, became a member of Pachgaon Union Peace Committee and joined the local Razakar force. The three other convicts were associated with Jamaat-e-Islami (JeI) and members of the Razakar force, the tribunal found during cross-examinations prosecution witnesses. The tribunal handed death sentence to all the four finding them guilty of committing genocide of 59 Hindu villagers, raping six Hindu women, looting 132 houses and setting them on fire in the village Panchgaon under Rajnagar thana on May 7 and May 8, 1971. The four were jailed life until death for looting four houses and setting them ablaze, and abducting and murdering two villagers of Pashimbhag, Rajanagar on November 24 and November 25, 1971. The sentences would get merged in the death penalty once they are executed, said the verdict.

Additionally, 57 percent of people believe the security situation will improve in the coming days, the survey said.Regarding providing people with basic services, the government is held in high regard as 67 percent of people are happy with health care services, 64 percent with the electricity situation, and 61 percent with the development of roads, highways and bridges.Around 51 percent of people have expressed satisfaction with the current state of democracy and 51 percent people vindicated their trust on the work of the parliament.In addition, around 81 percent of people are said they will cast their vote in the upcoming election.The sample consists of 5,000 respondents, aged 18 and older, and is representative of voting-age adults nationally.

However, reports also add that that many of the refugees listed for return are hiding in fear of forcible repatriation. “One hundred and fifty Rohingyas of 30 families will be repatriated through the Ghundhum point of Bandarban tomorrow morning. They are fully prepared. We have made all arrangements,” Bangladesh's Refugee, Rehabilitation and Relief Commissioner Mohammad Abul Kalam said on November 14. The rest of the 2,260 returnees, verified by the Myanmar authorities, would be sent back in the next 15 days, he told reporters following a meeting with officials from the United Nations, law enforcement agencies and local administration at his office in Cox's Bazar. Two repatriation centres were constructed; one at Kerantoli of Teknaf and the other at Ghundhum, a bordering area in Naikhyangchhari, each is having 33 semi pucca rooms. A bill was placed on November 20 in the United States Congress, calling on the Bangladesh government to stop radical organisations, including the Jamaat-e-Islami (JeI) and the Islami Chhatra Shibir (ICS), who posed an ongoing threat to the country’s stability and secular democracy, reports New Age. Congress member Jim Banks of Indiana state introduced the bill titled ‘Expressing concern about the threat posed to democracy and the democratic process by theocratic groups operating in Bangladesh’ in the House of Representatives. The bill called on the United States Agency for International Development and the State Department to halt all partnerships and funding arrangements with groups affiliated radical organisation, including the JeI and the ICS.

The banned militant outfit Hizb ut-Tahrir has stepped up its activities ahead of the 11th general election by distributing leaflets, putting up posters, and leading a procession through Dhaka calling for the creation of a caliphate in Bangladesh, reports Dhaka Tribune on November 27. In its posters and leaflets, the militant organization - notorious for its anti-democratic and anti-election sentiment - is urging the Bangladeshi people to remove the incumbent Government and unite under a “Khilafah Rashidah”. An official of the Counter-Terrorism and Transnational Crime (CTTC) said on condition of anonymity “Hizb ut-Tahrir is reorganizing with a long-term agenda. They usually target merit students for recruitment, as having members in high government positions will help them in the long run.”

Counter intelligence sources said their investigations have found that the Pakistan’s Inter-Services Intelligence (ISI) has been maintaining regular communication with the top leaders of JeI and BNP, including the latter’s acting Chairperson Tarique Rahman who lives in London, reports Dhaka Tribune on December 20. The recently leaked seven-minute telephone conversation between senior BNP leader KhandakerMosharraf Hossain and an agent of ISI has brought into light the spy agency’s active involvement in Bangladesh’s politics in a bid to influence the upcoming general election. The investigations found that the man who Mosharraf spoke with is former ISI official Lt Col (Retd) Shahid Mehmood Mohamad Sharif. Mehmood maintains regular communication with Tarique Rahman and other senior party leaders of the BNP and JeI via BNP’s UAE unit chief Jakir Hossain.

Most of the JMB leaders contesting the Bangladesh polls are within the proximity of 50-100 km from the State of West Bengal in India. According to the intelligence from Bangladesh government, there are some support groups for JMB in West Bengal and they are helping in cattle smuggling and running arms network, and involved in the smuggling of gold. Some local political leaders in the border areas of West Bengal are helping people associated with the JMB for money.
