Daily Star reports that former additional secretary to cabinet division, M Anisuzzaman Khan, is likely to be appointed as the new CEC while a former brigadier general and a former district judge are likely to be appointed as election commissioners. According to Daily Star, the Election Commission (EC) intends to finish preparing the voter list with photographs in eight months and assesses that the number of voters will not exceed 75 million, about 20 millions less than the number on the last electoral roll. Unidentified sources close to the EC said that by increasing the number of teams that will register voters in phases by being stationary at voter registration camps across the country, the EC believes it will be possible to complete the task by March or April 2008 if the eligible people show just enough enthusiasm for visiting the camps to register their names. Election Commissioner Sahul Hossain told reporters on May 15, "Of course, less time than calculated earlier will be required to complete the task as the number of teams has been increased. Besides, we have decided to prepare the voter list by setting up camps only to save time. We now hope the list will be prepared much before the expiration of the 18-month timeframe."

It is possible to simultaneously prepare the voter list with photographs and national identity cards (IDs) in five to six months, an experts’ team of Bangladesh Army told Daily Star on May 16. Earlier on April 5, the Chief Election Commissioner announced an 18-month time frame for preparing the voter list with photographs that includes 12 months for the field level task. But the Election Commission recently decided to increase the number of voters' registration teams from 8,000 to 12,000 to do the task within eight months.

The Election Commission (EC) disagreed with the army assessment that simultaneous preparation of a voter list and national identity cards should not take more than six months. Humayun Kabir, secretary to the EC Secretariat, told a weekly press briefing on May 17, "It's not possible to complete the task in less than 18 months. The six-month time frame is mere notional." A team of experts from the Bangladesh Army on May 16 had said the voter list with photographs and national ID cards could be prepared within up to six months since beginning of the task at the field level.

The Election Commission (EC) on June 17 drafted a new proposal to curtail the absolute power of political parties' parliamentary boards to nominate party candidates for parliamentary election. Using this power, the major political parties, especially the Bangladesh Nationalist Party and Awami League, reportedly made huge amounts of money by selling party nominations to businessmen and black money holders during the previous parliamentary elections, while the dedicated leaders were ignored in many cases. According to the new proposal, two or more candidates will now be selected through a secret ballot by the grass roots workers of the registered parties, one of whom would be selected as the final candidate by the party's central parliamentary board. The new proposal as well as the proposed conditions for a political party to get registration with the EC will be finalised upon consultation with the major political parties after the embargo on indoor politics is lifted.

On September 9, the caretaker government relaxed the ban on the conduct of indoor politics in the country, reports Daily Star. A declaration to this effect was made by the Chief Advisor Fakhruddin Ahmed during his address to the nation. He said, “The government will lift the restrictions on indoor politics tomorrow to create an environment conducive to talks with political parties.” The declaration, however, has put some restrictions on the political parties with regard to the ongoing reforms programme. According to a gazette notification issued by the Home Ministry, a political party may hold meetings of its forums to discuss only its organisational reforms and the Election Commission's (EC) proposal for electoral reforms. The meetings will have to be held at its central office, hotels, restaurants, auditoriums, and residences of its members located in the capital with an advance notice to the Dhaka Metropolitan Police. The meeting will be attended by a maximum of 50 leaders at a time. Prior permission from the Home Ministry is required if more than 50 persons attend the meetings. Violation of restrictions attracts a punishment of two years to five years imprisonment and fines. The Chief Adviser further said that the government will arrange for the general elections ahead of the previously set December 2008 deadline after completion of the electoral roll with voters' photos. He said, “Immediately after preparation of voters' list with photos, the government will extend all-out cooperation to the EC in holding the polls at the quickest.”

Delivering a speech at the 62nd session of the United Nations General Assembly, he said, "We've pledged to put Bangladesh on a higher trajectory of good governance, rule of law and development." Ahmed said the Bangladesh Election Commission has announced a timeline for holding the next parliamentary election by the end of 2008. "Our administration is committed to ensuring that this timeframe is achieved. We are determined to hold a free, fair and meaningful election within the timeframe", he said.
