On January 30, the United States Assistant Secretary of State for South Asia, Christina Rocca, asked the Bangladesh Government for full access to all evidence and witnesses of the January 27 Habiganj grenade attack if they are to send the Federal Bureau of Investigation (FBI) for probing the attack. Rocca reportedly called Foreign Minister M Morshed Khan to explain her Government's position regarding clear terms of reference as she said inaccessibility to evidence had rendered ineffective the FBI's help in the August 21 Dhaka grenade attack investigation. On January 29, State Minister for Home Affairs, Lutfozzaman Babar, said the Government would want the FBI to remain with the local investigators until or unless an effective investigation is finished.

The Bangladesh Government has reportedly accused the opposition Awami League of influencing India to foil the 13th summit of the South Asian Association for Regional Cooperation (SAARC) in Dhaka. "The Awami League is to be blamed for the postponement of the SAARC summit as it somehow convinced India not to join the summit," claimed the ruling Bangladesh National Party Secretary General, Abdul Mannan Bhuiyan, on February 3. "The Awami League made various denunciatory statements and contacted Indian politicians to stall the summit," he alleged.

On February 23, the Ministry of Home Affairs announced a ban on the vigilante Islamist group, Jagrata Muslim Janata Bangladesh (JMJB), and Jamaatul Mujaheedin. "The two banned organisations have been engaged in killing, dacoity, bomb attacks, issuing threats and other subversive activities in different parts of the country, endangering the lives of the common people and destroying their property," said a press note issued by the ministry. The note also mentioned as a reason for the ban order the recent attacks on socio-cultural and non-governmental organisations, including the Bangladesh Rural Advancement Committee and Grameen Bank, in the northern part of the country. With the latest proscription, the number of banned Islamist organisations has now increased to three. On February 9, 2002, the Government had outlawed the Shahdat al Hiqma, which is operating in the Rajshahi region.

Prime Minister Khaleda Zia, while speaking in the parliament on March 15, warned the donor agencies and foreign nations against interfering in the country's domestic affairs. She said, "I want to tell them firmly that we won't put up with such interference. While denying the existence of Islamist militancy or religious extremism in the country, she reportedly claimed: "It's a propaganda against the government and the country. And it is aimed at causing a rift within the four-party alliance."

The affidavit was filed in response to certain queries by the Supreme Court on a petition filed by All India Lawyers Forum for Civil Liberties alleging that large-scale illegal migration from Bangladesh to India, especially in Assam, was having an adverse effect on the demography of the region.

In a press release, AMJ General Secretary Kawsar Ali Mollah observed that the Government decision has encouraged religious zealots, who have long been spreading anti-Ahmadiyya sentiments to create instability in the society. The Government banned all publications of the Ahmadiyya sect on January 8, 2004, a day before the end of an ultimatum by Islamist extremists for declaring the sect non-Muslim.

Two persons were reportedly killed and an estimated 100 persons sustained injuries in approximately 459 bomb explosions spread over 63 of Bangladesh’s 64 districts on August 17. According to Daily Star, all explosions occurred within a span of 30 minutes resulting in two civilian deaths, one in Chapainawabganj and the other at Savar. Explosions targeted Government establishments, primarily offices of the local district administrations and courts. As many as 28 explosions were reported from the capital Dhaka near the high-security Bangladesh Secretariat, Supreme Court complex, the Prime Minister's Office, Dhaka Judges Court, Dhaka University, Dhaka Sheraton Hotel, rail station, a location close to the United States embassy, police headquarters at Ramna, Hotel Sonargaon, Jatiya Press Club, New Market and the Bangladesh Bank. An explosion also occurred inside the Zia International Airport, barely two hours after Prime Minister Khaleda Zia left for China on a five-day official tour. The proscribed Islamist militant outfit, Jama'atul Mujahideen Bangladesh, claimed responsibility for the blasts through leaflets left at the site of the explosions. Leaflets, in Bangla and Arabic, said, "We're the soldiers of Allah. We've taken up arms for the implementation of Allah's law the way Prophet, Sahabis and heroic Mujahideen have done for centuries." It further said, "It is time to implement Islamic law in Bangladesh. There is no future with man-made law." At least 45, people, including a leader of the outfit, in Satkhira have been arrested for their suspected involvement in the attacks. State Minister for Home Lutfozzaman Babar told journalists that the attacks were carried out by a well-organised group. "It is not an isolated incident and done in an organised way with an objective", he said. He also disclosed, "We had intelligence reports of some attacks between August 14 and 16, but we had no information of attacks on August 17."

Daily Star, quoting intelligence agencies, reported that the Jama'atul Mujahideen Bangladesh (JMB) along with a ‘powerful foreign ally’ was involved in the August 17 explosions. An unnamed official said, "We know it well that they have gradually gathered much strength, but are they strong enough to do plan and carry out such an organised attack totally on their own?" It also stated that security agencies have arrested 135 suspects during raids across the country and that four persons arrested in connection with the explosions in Dhaka, Satkhira and Kushtia have admitted to being JMB cadres. An unnamed investigator, however, claimed that they do not know the motive and the target of the attacks or the masterminds. "The only thing they are owning up is that they became involved in the act to establish an Islamic rule in the country," he said.

He said, "Let the investigation complete. We all must wait and see who are responsible for it." The Minister also said that remarks made by the Jamaat-e-Islami chief and Industries Minister, Matiur Rahman Nizami, blaming Indian and Israeli intelligence agencies for the countrywide serial bomb attacks on August 17 is not the statement of the Government or Bangladesh Nationalist party (BNP). He said, "Jamaat is a coalition partner of the BNP government, so his [Nizami] voice is not BNP's voice. The remarks [blaming the RAW and Mosad] reflect the view of Matiur Rahman Nizami and his party."

The Government is reported to have identified the Jama'atul Mujahideen Bangladesh (JMB) leader Abdur Rahman as a threat to the country and ordered security agencies to arrest him "at any cost." Quoting a source in the Rapid Action Battalion, Daily Star has reported that the Government is ready to pay a huge amount of money for information on the possible hideouts of Rahman, the alleged mastermind behind the serial blasts of August 17. "The evidence against Rahman and JMB is too overwhelming to be lulled into the false sense that they constitute no threat," said a source. "Now, we are not conducting the investigation from an anti-Awami League perspective," he added. Thus far, all the arrested JMB cadres have reportedly given identical confessions, saying that Rahman had orchestrated the attacks.

Leader of the Opposition and former Prime Minister, Sheikh Hasina Wajed, said on August 25 that the Government is indifferent to the involvement of Jamaat-e-Islami (JeI) in the August 17-serial bomb blasts, even though the party has been leading militant and fundamentalist activities in Bangladesh. "Why aren't the Jamaat (leaders) that plotted the series of bomb blasts on August 17 in the country being arrested?" said Hasina in Dhaka. "Jamaat has camps in different places in the country where militants get armed training. They also spend a huge amount of money on this purpose," she said. She alleged that instead of arresting the real culprits, the Government has targeted persons who are against the JeI and those who left it. Hasina said the August 17 blasts was well planned to eliminate Awami League leaders and workers. "Just after the bomb blasts, an instruction was given to all districts from the home ministry to arrest Awami League leaders and workers and implicate them in the blast cases," she said adding, "The instruction, however, withdrawn later... may be due to international pressures."

New Age has reported that the Government has alerted security forces to prevent any plot for a fresh bomb attack in the country. The Government reportedly had information that a follow-up attack could be carried out by the same Islamist group to create a total disorder in the country and to divert the ongoing investigation process. "By analysing the post-blast threats by Jama’atul Mujahideen Bangladesh, which resorted to the August 17 blasts, and the statements of the arrested persons, it is suspected that another attack may be carried out at any part of the country any time," an unnamed official said.
