Nearly 200 Greyhounds personnel of the Andhra Police returned on October 31 after conducting an intensive combing operation in the Andhra-Orissa border area for five days, reports The Hindu. According to unconfirmed reports, the operation was launched following information that the Maoists planned a huge meeting in the Malkangiri area of Odisha which they wound up even before the Greyhounds reached the area. A top Maoist leader Ramakrishna, who is now in-charge of AOB, is believed to be in the area. Many other leaders like Chalapathi, its Andhra-Odisha-Border, Military Commission head, have been spotted in the area.

The incident assumes significance as it happened a day after 200 Greyhounds personnel were withdrawn from the Agency after intense combing operations.” Twenty-five militia members were involved in tree-felling during Maoist bandh [shutdown strike]. Police said the labourers were engaged in constructing a bridge when they were forcibly taken away. Police suspect that the Maoists chose to abduct the workers after the company building the bridge refused to pay "protection money" demanded by the Maoists.

IBN Live reports that a total of 65 bags of power gel used in making landmines were seized by Security Forces in Hazaribagh District, the Police said on November 2. "The power gel bags were recovered after the three persons arrested on Monday [October 31] guided the Police to a place under Mufassil Police Station yesterday," Superintendent of Police Pankaj Kamboj said. He didn’t rule out the possibility of their sale to the Communist Party of India-Maoist (CPI-Maoist). The explosives were in addition to more than 1000 detonators and ten bags of ammonium nitrate seized the previous night, when the three persons were arrested along with the explosives, the Police officer said.

Jamui Superintendent of Police (SP), Raj Narain Singh told The Hindu that the hostages were being held in a 7-8 kilometers stretch of mountainous terrain between Jamui and Giridih District, which falls in Jharkhand. Police said eight labourers, three villagers and four employees of a private construction firm engaged by the Bihar State Bridge Construction Corporation were kidnapped at gun-point.

A group of 7 to 8 unidentified assailants raided the house of Jitu and strangulated him to death. The victim was an active member of the committee to resist anti-development activities in Jungle Mahal area (Bankura Purulia and West Midnapore Districts). Fresh units, comprising 2500-3000 men of three battalions, have begun proceeding southwards from the state capital Raipur, confirmed an Army spokesperson. This is the second batch of soldiers that would train in the jungles of Bastar, a tribal region in south Chhattisgarh. The first batch of troops arrived in June, 2011 and stayed till mid-August. Unlike the first batch which was stationed safely outside the conflict zone, along the national highway near Kondagaon, the second batch will be moving inwards on the state highway towards Narayanpur, according to a source in the security establishment. This brings the troops closer to Maoist dominated area.

It shows Maoist plan to “intensify and consolidate” its violent movement by taking newer areas in its stride. The Security Forces (SF’s), according to an intelligence report, have not been able to achieve “enough attrition” in the Maoist ranks even as the ultras are looking at the Northeast insurgent groups to get support in terms of arms supplies. As many as 95 Districts have registered incidents of Maoist violence of which 80 per cent incidents are from 24 Districts in six States. Jharkhand remained the worst affected State followed by Chhattisgarh, Bihar and Odisha. However, a significant fall was observed in Naxal violence in West Bengal but new areas in Odisha, Chhattisgarh and Assam showed incipient ultra-Left extremism.

Naxalites had planted 26 kilograms of explosives in a steel box underneath the road and connected it with over 120 metre long wire that ran towards the forest. It appeared to be a bid to attack the Police patrolling convoy, but was foiled by the alert Police. An offence was registered in this connection with Chamorshi Police station. The Police arrested Nagsu Mattami, Ramu Tando, Maroti Kohpare, Karu Mannu and Kiran Jhuri for their involvement in planting the explosives. All of them were remanded to Police custody till November 7 by the court.

The chief minister's office (CMO) issued the order to for an all-out assault. Senior officers have been told to target senior leaders and the chief minister has sought immediate results, said an official. The assault would be based on the Andhra model of anti-Naxal operations and would be held in collaboration with the Jharkhand Police. "We are under pressure to show results," said a senior police officer of West Midnapore. "We have specific instructions to flush out Maoists from our borders and catch senior Maoist leaders like Akash, Bikash, Jayanto. We are also tracking Koteshwar Rao alias Kishenji, who recently used to frequent Bengal." Police sources said an Indian Police Service (IPS) officer would be posted at each sensitive police station in the Maoist belt. The CMO has allocated land for permanent bases of central forces in Jungle Mahal and requested for the recall of the CoBRA commandos sent to Jharkhand after the anti-Maoist operations were stalled in West Bengal. There are at least three top Maoist leaders in the rank of 'Central Committee' of Maoists who are moving in the State, revealed the Union Minister during his interaction with the State Government on November 9, sources said. Chidambaram said Andhra Pradesh was rewarding villagers with INR 1.2 million for providing information leading to arrest of the Maoists' Central and State Committee leaders. The Odisha Government should make the reward to INR 2 million so that people would be interested to provide information and this would help stop killing of innocent people. Posters announcing the reward amounts need to be put up in the villages, he added.

According to the sources, the cadres from Kerala will be inducted into the People's Liberation Guerrilla Army (PLGA) after undergoing military training. This assumes importance in the backdrop of the decision of Maoists to carve out a new guerrilla zone in South India, especially in Kerala, Karnataka and Tamil Nadu. Sources revealed that one of the Maoist leaders sent for military training was Sinoj alias Ramesan, who was arrested from Mananthawady in Wayanad on July 14, 2009. He later jumped bail and went underground. Hailing from Thalikkulam in Thrissur, Sinoj was the State committee member of the recently dissolved CPI- Maoist group. He was the activist of the CPI-Marxist Leninist (Red Flag) before joining the Maoist fold.

She said her Government was ready with a blueprint for action against certain NGOs that were actually aiding and abating Maoists. “A number of Jadavpur University professors are also involved,” she said. The Union Home Minister, P Chidambaram on November 15 said that anti-Maoist operations in Chhattisgarh seemed to be losing momentum though incidents of Maoist violence have come down. "Even though the Naxal-related incidents have gone down, it can be said it is because the security forces are not engaging in operations against them in the manner they should," he told reporters in Raipur after a review of anti-Maoist operations in the State with top officials. Maintaining that the Centre was extending all help to States afflicted by the menace, he said 135 companies of paramilitary forces were currently deployed in the State, while the Raman Singh Government had recruited 54,000 additional Police force personnel. In a move to beef up Security arrangements in the Naxal [Left-Wing Extremism]-infested areas in Vidarbha, the Centre has agreed to bear the expenses of a helicopter to be deployed for surveillance and rescue operation, reports The Times of India. A decision to this effect was taken a high level meeting in Mumbai on November 15. The meeting was chaired by Union Home Minister P Chidambaram. The state government already has hired one helicopter for rescue operations in Naxal areas. "The union government will bear the cost incurred for the second helicopter," the official added. Meanwhile, P Chidambaram asked the Gadchiroli Police to step up area domination to curb Naxal violence against civilians, reports Indian Express. Sources said that at a review meeting with officials from Naxal-affected Gadchiroli and Gondia in Mumbai, Chidambaram expressed concern about the increasing number of civilian casualties of Naxal violence in Gadchiroli and observed that it showed who is dominating the area. He exhorted the Police officials to increase vigilance and area domination to prevent Naxals from targeting civilians. Over 35 people, suspected to be police informers, have been killed by Naxals in Gadchiroli so far this year. Chidambaram also expressed unhappiness over slow progress of construction of infrastructure facilities for central paramilitary forces (CPMF). He also announced at the meeting that funds allocation for the Integrated Action Plan (IAP) for Naxal-affected districts from next financial year would be done for blocks as units, not Districts.

Acting on a tip-off, a joint team of C-60 commandos and Rajura Police raided the hideout of suspected Maoist Mangesh from Aheri village in Rajura tehsil. During interrogation, Borule revealed the name of his accomplice Santosh from Temburwahi village. He was picked up later in the night of November 15. Apart from publicity of Maoist writings, they played the role of couriers and promoters of Maoist ideology and worked mainly among students. States will soon start the process of raising the 'force'. The new force - called Specialized India Reserve Battalions (SIRBs) - will have two components. While one unit will have engineers and technical staff, another will consist of security personnel. Out of seven SIRBs, two have been sanctioned for Chhattisgarh, while, West Bengal, Bihar, Jharkhand, Orissa and Maharashtra will raise one Battalion each over the next three months. The States will try to recruit as many tribals as possible for raising the new force, mainly in security wing.

Sources say the State Government, in the first phase, would raise two Pioneer Battalions on the lines of the Border Road Organisation (BRO). The Union Ministry of Home Affairs has accepted the State Government's proposal in this regard and has agreed to contribute INR 200 million for each battalion to be raised. Technical persons, including engineers, would be appointed in the Pioneer Battalions. Odisha would be the first State in the country to have its own Pioneer Battalions while the concept already exists in the Indian Army. The members of the Pioneer Battalions would be imparted special training to work in difficult situations.

The haul included nine guns that were taken away by the Maoists in an attack on a camp of Eastern Frontier Rifles (EFR) at Silda, Police Officers said. Operations were conducted in the Kotwali, Lalgarh and Salboni Police Station areas. “We recovered 11 sophisticated weapons, nearly 250 detonators, 786 rounds of ammunition, 200 kilograms of explosives and over 30 land-mines,” Superintendent of Police (SP), Pravin Tripathi said. The combing operations in the Jangal Mahal region would continue in the coming days.

PLA militants in Manipur have revealed this to Security Forces (SFs), he says. According to the source, Maoist leaders had requested PLA to arrange this shelter in the middle of 2011, soon after they started feeling the heat of stepped-up pressure of joint operations against Maoists in Chhattisgarh, Jharkhand as well as West Bengal. Leaders of National Socialist Council of Nagaland- Khaplang (NSCN-K) did not favour this idea. On July 5, a bench of Justices B Sudershan Reddy, since retired, and S S Nijjar had clamped a complete ban on central funding, which accounted for a major chunk of the budget for anti-naxalite and anti-insurgency operations in many states on a petition filed by Nandini Sundar alleging illegal recruitment of tribal youth as SPOs in Chhattisgarh and large-scale illegalities committed by them. On an application moved by the Ministry Of Home Affairs (MHA), a bench of Justices Altamas Kabir and S S Nijjar clarified that the July 5 judgment would operate only in Chhattisgarh. During the arguments on Nandini Sundar's petition, the Raman Singh government had clarified that SPOs, whose salary budget is borne mainly by the central government (80%), were not peculiar to Chhattisgarh. If there were 6,500 SPOs in Chhattisgarh, their number in Jharkhand was 6,400, Bihar 6,353, Orissa 4,480, Andhra Pradesh 2,130 and Maharashtra 1,500, it had said.

Though they were responsible for thrashing and hacking Sister Valsa to death, the villagers claimed that the cadres of the Communist Party of India-Maoist (CPI-Maoist) were the main conspirators in the incident. A total of 30 armed Maoists escorted 15 villagers of Meral Tola, Aloobera and Pachuara villages to the house of Sonaram Hembram at Pachuara village on November 15 to kill Sister Valsa, where she was staying on rent. The Times of India adds that among those arrested is Ranjan Marandi, with known links to Maoists. "The Maoists are trying to make inroads into Pakur to extort money from a mining company. The rebels, however, did not use firearms to kill her. They let the villagers do that so that they could convey a message that even an influential person like Valsa could be killed if Maoists did not approve of that person," said Dumka inspector-general Arun Oraon.

In 2008, every third District, 223, on an average was under the shadow of the Maoists. Union Home Minister P Chidambaram had put this figure in public domain in August 2009, making it clear that the Maoist challenge was tough and very real. The statistics put out by Minister of State for Home, Jitendra Singh in the Lok Sabha indicated the change in trend. The Maoists have been on an expansion spree since 2003-04. Except 110-odd Districts from where violence is reported, most of the others are in the early stages of what the Maoists call "revolutionary mobilisation". This is when the cadres try to create a basic network. A ministry official said a public outreach campaign by the Government — focusing on Maoist atrocities on innocent villagers — helped show their "real face". So did the swift action by the Police in States such as Haryana when Maoists tried to use industrial unrest to build their support-base.

As against 1925 Maoist incidents in 2010, there were 1468 in 2011 till November 14 and as against 207 deaths from blasts triggered by the Maoists in 2010, the toll is 49 in 2011 till the same period, Singh said in a written reply to a question. The Minister said that the Maoists have formed a number of front organizations which espouse various causes including alleged human-right violations. Such organisations are very active in urban and semi-urban areas of many States. No inputs are available to suggest direct links between CPI (Maoist) and Muslim fundamentalist elements, he said.

The recovery of Kishanji's AK-47 rifle and a hearing aid, the CPI-Maoist politburo member is known to have been using, lent heft to the claim that the yet unclaimed body was that of Kishanji. But officials said they needed to close a one percent gap to make a formal announcement. "Most likely it is Kishanji. The officers on the spot said it is Kishanji and most likely, 99%, it is Kishanji," said Union Home secretary R K Singh. "We have said we have to be certain before we declare." The operation that netted Kishanji, who has repeatedly eluded such dragnets in the past three years, began in the night of November 22. It culminated in one of the biggest and fiercest battles in Jungle Mahal with some 500 Central Reserve Police Force (CRPF) personnel and anti-Maoist commandos, backed by local policemen, taking on 150-odd Maoist cadres. Thousands of rounds were fired in the Kushaboni forest in Jhargram, 200 kilometres west of Kolkata. After the gun battle stopped CRPF commandos quickly moved in and found a body closely resembling Kishanji. Three more bodies were also found. The Security Forces were still searching for Kishanji’s trusted aide Suchitra Mahato, wife of slain Maoist leader Sashadhar Mahato, who was with him during the encounter and is believed to be injured in the encounter.

Chidambaram on November 30 warned insurgents that the State wouldn’t bend before violence but offered to treat with “dignity” any outfit if they came for peace talks, whether they were Maoists or rebels from the Northeast, reports The Telegraph. The minister also rejected allegations that Communist Party of India-Maoist (CPI-Maoist) politburo member Mallojula Koteswara Rao alias Kishanji was killed in a fake encounter. “The state will not bend before anyone who uses violence as an instrument of policy to achieve political demands. That is why we tell them: suspend violence and come for talks and, when you come for talks, you will be treated with dignity and honour and we can resolve your political demands through talks,” he said. “It (the offer) applies to the Maoists (too),” he added. He said the Maoists only needed to “suspend” violence and not surrender arms in the run-up to the talks. “You suspend violence and, within 72 hours, my office will get back to you with the venue and time for talks,” he said. “Suspend violence — that is enough at this stage,” he added, extending the offer to also militants from Manipur. This is the first time since he took over that Chidambaram has made such an offer to Northeast militans. Till now, he had insisted that Northeast insurgents should surrender arms before coming for talks.
