A ‘deputy commander’ of the Communist Party of India-Maoist (CPI-Maoist), identified as Sunil, was killed in a gunfight with Security Forces near Pandapada village in Keonjhar District on July 1, reports Hindustan Times. Sunil was the second in command of the Kalinga Nagar division of the CPI-Maoist. A revolver, a locally made gun, some detonators and other camp articles were seized from the site. No causality or injury has been reported from the Police side.

Director General of Police (DGP) Neelmani said the LWE factions clashed in which Birendra Rana (Yadav), Maoist ‘zonal commander’, Sone-Vidhyachal zone, and another LWE Vishnu Yadav were killed. At least three Communist party of India (CPI-Maoist) cadres were killed when Security Forces (SFs), including Commando Battalion for Resolute Action (COBRA) personnel, attacked Maoist ‘zonal commander’ Ajay Mahto’s 35 cadre-strong squad at a place between rugged hills and dense forests near Telaiya village in Hazaribagh District on July 1, reports Telegraph. “We fired around 400-500 rounds. They (Maoists) retaliated with 200-300 rounds. The gunfight continued for two hours and three Maoists were killed,” Superintendent of Police Pankaj Kamboj said. He added that one of the deceased Maoists had been identified as veteran leader Ramji Manjhi, but Police had failed to recover any of the bodies. “The rebels managed to escape with their dead comrades, taking advantage of Vishnugarh’s border with Bokaro.” After the Maoists fled, a combing operation in the area yielded INR 6.90 lakh in cash, a large numbers of uniforms, utensils, food grain, medicines, a 9-mm pistol, four live cartridges and 14 empty cartridges of AK-47.

Chidambaram is to arrive in Ranchi to talk about anti-Naxal [Left Wing Extremism (LWE)] operations, reports Ranchi Express. “The bandh has been called to protest against the ongoing operations against the poor and marginalized tribals, especially in the Saranda forests, both by Jharkhand and Orissa governments,” Samarji Said. Times of India reports that the Police rounded up one Manguram Tulavi, at the interstate bus stop at Ganeshpeth in Pune District on July 1. He was suspected to have links with the Communist Party of India-Maoist (CPI-Maoist) but was later released after questioning. Sources said that Tulavi was earlier attached to the Tippagarh dalam (squad) but his role was mainly restricted to supporting activities and extending help to Maoists. He and his wife were arrested for providing food, shelter and other help to dalam members. While Tulavi was released earlier, his wife remained in jail. Sources said Tulavi claimed to have distanced himself from Maoists activities after 2008. Tulavi, a resident of Murumgaon, told Police that he was in the city to meet wife Sunita, who is lodged in Nagpur Central Jail.

A villager had earlier managed to flee. The abducted were released in Basraha-Chormara forest near the village. According to the released villagers, a message sent on cell phone from Kareli by a Maoist cadre in the midnight to 'commander' Arvind Yadav that the villagers were preparing to attack them at their hideouts, compelled the Maoists to free them. The abducted were told to go back to their homes with a warning not to help Police in any operation against them. Earlier, in the afternoon a Border Security Force (BSF) chopper was pressed into service on the retreat route of Maoists.

The road, considered a vital link in the proposed Maoist corridor between Andhra Pradesh to south Bastar through Bijapur District, has been re-laid by making it landmine blast resistant after security personnel secured the route from the Maoists nearly three-years-ago. The newly-built road was opened to public in January 2010. “The entire stretch of road was damaged by the rebels, who dug out the road at every 100 metre. At the meeting, nearly all Naxal-hit States sought the addition of more Naxal-hit Districts under the Centre's Security Related Expenditure (SRE) scheme as well as the Integrated Action Plan (IAP) scheme. The Union Home Ministry said it would look into the matter. Deccan Chronicle reports that the MHA informed the DGPs that it has reworked its parameters for including Districts under its SRE scheme, currently covering 83 Districts, to help them avail the benefits of Central funds better. The criteria include Naxal-violence profile, at least 30 per cent tribal population and nearly 50 per cent people living below poverty line. Similarly, the MHA has proposed to add an additional 20 Districts to the ambitious IAP scheme. Promising states all possible help in terms of providing central forces and funds for Police modernisation, the MHA asked them to lay emphasis on using more local Police personnel in the fight against Naxals and focus on constructing 400 fortified Police stations in the LWE-hit areas to deal with Maoists more effectively, adds Times of India.

Times of India reports that the Security Force (SF) during an between July 4-6in the Sarju-Gotag hills axis under Latehar Police Station neutralised a training camp of the Communist Party of India-Maoist (CPI-Maoist) in Koel Sank Zone and recovered Improvised Explosive Device (IED) and indigenous arms factories spread over an area of two square kilometres. The SF also recovered around three tones of explosives, chemicals and parts of weapons. The recoveries also included books on making IEDs, chemical formulas and over 20 sacks of ammonium nitrates and other materials. The SFs also recovered a blueprint of May 3, 2011 Lohardaga serial IED blasts in which 11 Police personnel were killed. "The blueprint was recovered from the indigenous IED factory where real time testing of explosives was done," said Jharkhand Police spokesperson S. N. Pradhan. The camp, considered the backbone of Naxalism [Left Wing Extremism (LWE)] in Bihar and Jharkhand, often remained guarded with over 100 Maoists and more than 500 IED were planted on the routes to the camp. The camp which falls under the Koel Sankh Zone, and spreads through Palamu, Garhwa, Latehar, Lohardaga, Gumla, Gaya, Aurangabad and Northern Districts of Chhattisgarh is considered the richest of the Maoists zones in Bihar and Jharkhand.

Union Home Minister P Chidambaram on July 4 asked Left-Wing Extremism (LWE)-hit States to adopt a unified approach to deal with the Communist Party of India-Maoist (CPI-Maoist), underlining that while some states had performed well, there were some who had fared poorly in anti-Naxal (LWE) operations, reports Economic Times. Though Chidambaram did not specifically name under-performing States, his appeal at a review meeting with Police chiefs of nine LWE-hit States, is seen as directed against West Bengal and Bihar, where evolving political ideologies have apparently forced a go-slow in pro-active operations against Maoists. At the meeting with the nine Director Generals of Police (DGPs) on, the Centre reviewed the vacancy positions in the State Police and sought creation of a dedicated anti-Naxal force in all the affected States, on the pattern of Andhra Pradesh Greyhounds. According to IBN Live, Central Reserve Police Force (CRPF) Inspector General of Police (training) T Chandrasekharan on July 4 said that by 2019, another 50 battalions would be added to the CRPF. The force has about 228 battalions at present. “By April 2012, we will be having another five battalions, one corp centre and one DIG range office. We also plan to add five battalions every year and one DIG office,” the senior officer said. Chandrasekharan said the CRPF is short by 15 to 20 per cent in terms of officers. It has also plans to upgrade its weapon systems with unmanned aerial vehicles within three to four months. Trials are underway, said Chandrasekharan, adding the CRPF would soon have airfield ground lighting equipment and anti-mine vehicles as well. He added that the CRPF was set to follow a new training policy introduced by its Director General K Vijay Kumar. This included making the forces specialise in various theatres of conflict, including Jammu and Kashmir, the North East and states hit by Naxalite [Left-Wing Extremist] activities.

Vijay Kumar endorsed deploying of four additional paramilitary battalions to fight the Communist Party of India-Maoist (CPI-Maoist) and other Left Wing Extremist outfits in Jharkhand, reports Telegraph. A couple of multipurpose MI-17 helicopters and INR 1.5 billion for upgrade of 75 Police Stations is also expected to add teeth to the State’s Maoist combat apparatus. Currently, the State has 13 CRPF battalions and two battalions of special striking force Combat Battalion for Resolute Action (CoBRA) to battle Maoists in 18 of the 24 Districts. “The CRPF DG has agreed to our demand for four additional battalions. We aim to deploy the forces in areas bordering Odisha, Bihar and West Bengal,” State Police spokesperson S.N. Pradhan said on July 5. Pradhan said the Union Home Ministry had agreed to fund the upgrade of 75 Police Stations — at the rate of INR 20 million each — in two phases. The Centre is also ready to provide the services of two combat helicopters, expectedly of the MI-17 category, for anti-Naxalite operations, Pradhan added.

On July 5, the Supreme Court declared illegal and unconstitutional the deployment of tribal youth as Special Police Officers (SPOs)— either as ‘Koya Commandos', Salwa Judum (anti-Maoist vigilante group) or any other force — in the fight against the Maoist insurgency, and ordered their immediate disarming, reports The Hindu. The ruling - issued by Justices B. Sudershan Reddy and S.S. Nijjar on the writ petition filed by social anthropologist Professor Nandini Sundar and others - strongly indicted Chhattisgarh for violating constitutional principles in arming youth who had passed only the fifth standard and conferring on them the powers of police. The Bench said: “The State of Chhattisgarh shall forthwith make every effort to recall all firearms issued to any of the SPOs, whether current or former, along with any and all accoutrements and accessories issued to use such firearms. The word firearm as used shall include any and all forms of guns, rifles, launchers, etc, of whatever calibre.” The court also directed the Centre and the State to provide appropriate security forthwith, and undertake such measures “as are necessary and within bounds of constitutional permissibility, to protect the lives of those who had been employed as SPOs previously, or who had been given any initial orders of selection or appointment, from any and all forces, including but not limited to Maoists/Naxalites.”

Additional Sessions Judge Santosh Snehi Mann ordered framing of charges against Mishra and his wife Anu for allegedly having links with the Maoists and committing various offences under the Unlawful Activities (Prevention) Act, saying the documents recovered from them "lay emphasis" on capturing political power through armed rebellion. "The magazines, books and booklets recovered from the residential premises of the accused persons in bulk, besides promoting ideology of (CPI-Maoist), lay emphasis on capture of political power in the country by armed rebellion.... Text of the books speaks in strong words about bringing political and social change in the country through violence and by spreading hatred against the democratically elected government," the court said. Mishra was arrested by Special Cell of the City Police on April 26, 2010 from Shahdara in East Delhi and was found carrying various documents and a CD containing material related to CPI-Maoist. Anu was arrested a day later. The prosecution claimed that during interrogation, Gopal revealed that he is an active member and city organiser for Delhi region of the Maoists and his task is to motivate people to join the outfit.

The press release was issued in the backdrop of Supreme Court’s judgement on July 5 in which Justices B. Sudershan Reddy and Surinder Singh Nijjar ruled that the use of armed SPOs in anti-Maoist operations was unconstitutional and must cease immediately. In the press release, signed by Maoist spokesperson Gudsa Usendi, the rebels sought “to make it clear to all the SPOs that this war is not between them and us. This war is being fought between a small minority of exploiters and the entire toiling masses of this country.” The Maoists also stated that many SPOs were coerced into joining the Salwa Judum (an anti-Maoist vigilante group) and assisting the police, and offered “to rehabilitate all those SPOs who come back to their villages, accept all the crimes they have committed and seek the mercy of the people while severing all kinds of connections with the government machinery.” The party says it is ready to provide SPOs with lands, instruments of and guaranteed livelihoods.

"The Government will not act in a revengeful manner and is always ready for talks. Those willing to surrender will be offered rehabilitation and a special package," the chief minister told reporters. Announcing a seven-point joint declaration with the Citizen's Forum, a conglomerate of social and human rights organisations, she said "arms have to be surrendered by all in West Bengal, including Junglemahal, and the State Government will take steps to recover arms.” "The joint forces will be withdrawn from Junglemahal once it is free from arms and peace is restored," Banerjee said. She said the allegations of atrocities by the people living in Junglemahal against the erstwhile Left Front government would be investigated. Calling for democracy to prevail in Junglemahal, she said: "The Government will take steps to ensure safety and security of life. The right of the jungle should remain with the people living there." Indian Express adds that five companies of central forces have been withdrawn from Junglemahal and sent to Andhra Pradesh to control the Telangana agitation. At present, there are 35 companies of central forces in Junglemahal. Economic Times adds Mamata Banerjee said that her Government will release 46 prisoners who were arrested in connection with different cases of political violence in the state during the past few years. She also said that all these prisoners will be released within a day or two. These 46 people are out of a total of 83 who are in judicial custody and who had appealed to the court for recognition as “political prisoners”. The court had granted the status to these prisoners well before the current Government came to power, adds Indian Express. "If Mamata is serious about talks, she will have to create a congenial atmosphere and instil confidence among Maoists so that they can come forward to talk," Maoist sympathiser and poet Varavara Rao told PTI. He said that to create confidence among Maoists, the State Government would first have to withdraw the joint forces engaged in anti-Maoist operations in Junglemahal, lift the Unlawful Activities (Prevent) Act, and release all political prisoners from jail. "The Government should release Maoist Central Committee members like Sushil Roy and Pati Paban Halder -- a demand which has repeatedly been made by Kishenji (Mallojula Koteswar Rao) and Azad [Cherukuri Rajkumar], who was treacherously killed," Rao said. Citing the example of Andhra Pradesh which in 2004 withdrew the elite Grey Hound Forces before inviting Maoists for talks, Rao said, "If the West Bengal Government is keen to solve the Maoist problem, it will have to take some positive steps."

The Maoists, in a release issued to the media in Dumka District, stated that the proposed amendment by the Government was part of a greater conspiracy planned by the State to help facilitate bureaucrats, industrialists and other outsiders to usurp tribal lands. “There has been a rampant violation of the CNT and the SPT acts and a large portion of tribal lands have already been grabbed. Now, by bringing in the amendments, the State wants to legalise the purchase and sale of ancestral lands that had been brought into effect by the British government to safeguard the rights of the tribals,” Maoist spokesperson Sonotji was quoted as saying in the release. “The tribals should hold rallies, seminars and public meetings to oppose the state’s move. The Lucknow based Central Command will play the pivotal role in case the army is deployed in Communist Party of India-Maoist (CPI-Maoist) infested States. The army has given detailed presentations to the Defence and Home Ministries in this regard. Army chief General VK Singh met Home Minister P Chidambaram last month [June] to brief him about the army’s assessment of the internal security situation including Naxal violence and the army’s plan to meet the challenge if asked to take on the responsibility. Disclosing the readiness of the Army in New Delhi on July 8, sources said though the army had said firm “no” in the past on a combat role against the Maoists, it has reassessed the growing threat the red ultras pose to national security and is ready to take up a combat role now, provided the Government has to define RoE and guidelines in the likelihood of its deployment in Maoist-violence affected States. Elaborating upon the aspect of RoE, sources said the army wants to operate in a combat role with sufficient legal and constitutional cover like promulgation of Armed Forces Special Powers Act (AFSPA).

The Daily Pioneer reports that in the wake of growing fatalities of Central Reserve Police Force Security (CRPF) Personnel due to Improvised Explosive Devices (IED) blasts by the Left Wing Extremists (LWE), the Security Forces (SFs) formulated a new policy to counter the menace. Its salient features include creation of an IED map and its inclusion in the Key Incident Tracking System (KITS) for ready reference by the Force’s commanders. The IED mapping also entails classification of vulnerable areas into red, green and yellow zones which will be based on the analysis of the incidents and the inputs gathered on the IED situation. "There is a plan to set up an exclusive first-ever school for providing training in handling of IEDs for the country's largest paramilitary force," said an official. According to the plan, army personnel will train a few officers and troopers who are operating in Naxal-hit areas and they would subsequently create a pool of experts in prevention, detection, neutralisation, destruction and disposal of IEDs. Chhattisgarh, Odisha and Jharkhand are the worst affected States in terms of landmines being planted by the Maoists. Various IED tracing devices, including 'dip sticks', used to detect hidden explosives, and sniffer dogs have failed to be foolproof and a number of patrol parties, both on foot and in vehicles, have fallen prey to these deadly explosive devices which are sometimes as heavy as 50 kilograms. According to official data, the IED’s have claimed lives of more than 105 troops in the last five years during anti-Naxal operations. The CRPF has recovered 1,547 sets of IEDs during 2006-11 and the numbers have been increasing over the years, the data added.

According to him it was an effort of the Maoists to terrorise disillusioned Maoist cadres who were planning to surrender before the Police and start normal life. Suba was among five persons abducted at gun point by the Maoists from Potteru village in the MV-79 Police Station limits in the night of July 5. Maoists released three of the abducted persons on July 7. However, the Police are yet to ascertain about the fate of Suresh Bandami, a contractor, who was also abducted by the Maoists.

The Integrated Action Plan (IAP) -- under which the Centre has directly released INR 15 billion to Naxal [Left Wing Extremism]-affected Districts and left it to the discretion of a District-level committee comprising the District Collector, Superintendent of Police and District Forest Officer to earmark the development and infrastructure projects on which they are spent - has resulted in the initiation of works worth INR 27.32 billion in 60 Naxal-affected Districts, reports Economic Times. This initiative was piloted by Union Home Minister P Chidambaram and was cleared by the Union Cabinet. Of the INR 15 billion released, the District Administrations have spent Rs 7.026 billion so far on works ranging from setting up of drinking water facilities and sanitation, construction of school buildings, roads and health centres, and electrical lighting. Further, through the IAP, INR 250 million and INR 300 million would be directly disbursed to the District-level officials for 2010-11 and 2011-12, respectively.

Director General of Police (DGP) Neelmani has said that the State Police will recruit 6,900 SPOs on a monthly remuneration of INR 4, 000 from villages where Maoists enjoy support or have been identified as Maoist stronghold. At present there are about 1,200 SPOs on Police rolls in Maoist-hit Districts like Jamui, Banka and Munger. "All SPOs are working under the direct supervision of the District Superintendent of Police, but there is no plan to arm them," DGP Neelmani said. The State Government has decided to include all the blocks (administrative division) in the National Rural Livelihood Mission (NRLM) by the end of the Twelfth Five Year Plan, reports IBN Live. The decision was taken at a meeting presided over by Chief Minister (CM) Naveen Patnaik in Bhubaneswar on July 8. Odisha is the first State in the country to launch the NRLM. The programme will be taken up initially in the Naxalite [Left Wing Extremism]-affected Districts and later extended to other areas. It was decided that blocks in which Western Orissa Rural Livelihood Project (WORLP) and Odisha Tribal Empowerment and Livelihoods Programme (OTELP) are being implemented will be included in the Mission scheme in the first phase. The CM also reviewed the implementation of the Targeted Rural Initiatives for Poverty Termination (TRIPTI) scheme. Out of 1,020 gram panchayats (village level local self-Government institution), in which the TRIPTI programme will be implemented, identification of beneficiaries and livelihood programmes have been finalised in 710 gram panchayats.

In a high level meeting on July 8, the ministry decided that two multipurpose MI-17 helicopters be deployed in the State for assistance in anti-Naxalite [Left Wing Extremism (LWE)] operations. Currently, the State has two Dhruv helicopters of the Border Security Force (BSF) for anti-Naxalite operations and another similar chopper, purchased by the State Government from the Police modernization funds, is under maintenance at Hindustan Aeronautics Limited Bangalore for the past six months. The BSF Dhruv helicopters are often used for survey and rescue operation during the anti-Naxalite operations. "We will examine the Supreme Court order to see whether or not it is applicable for Odisha. There is a degree of difference between SPOs in Odisha and Chhattisgarh. The SPOs in Odisha would be appointed as constables in the future," Patnaik said. A State Government official pointed out the Government not only issued advertisements for the recruitment of SPOs, but in order to give a chance to local tribals to get jobs in their own areas, changed the guidelines for recruitment of Security Forces, reducing the minimum qualification to 8th standard and the standard height from 163 cm to 160 cm. "Earlier though local tribals were recruited as constables, there still remained a big gap in employment needs and opportunities for these people, owing to their educational and economic disadvantages," a Government official said. "Odisha Government spends Rs 30 crore [INR 300 million] on them per annum," the officer said.

Police recovered a rifle, 27 rounds of ammunition, five detonators, one carbine spring, five sets of Maoist uniforms, 25 blood clotting drugs and Maoist literature from the site of the encounter, Kannan said. Two country-made rifles, a pistol, six bullets, four mobile handsets, some unfinished materials for making country-made guns and INR 1800 were recovered from their possession. The Guptas were accused of being in the Maoist firing squad which attacked the Dhurki Police Station in 2009. The other two men were part of the Maoist firing squad and reportedly helped them to procure weapons and the ones allegedly found from their possession were supposed to cost INR 70,000, Kumar added.

He said Chhattisgarh was not the only State with SPOs. There are 40,000 SPOs in six States and Chhattisgarh has around 5,000 SPOs. The way the role of SPOs has been curtailed has serious repercussions for all the States. She is asking us to lay down arms. But we want the harmads of all shades to surrender to the people," wrote Bikram. Acting on a tip-off, the Special Task Force of Bihar Police from Sheohar and Motihari raided the village where the Maoists had assembled last night and arrested them, Sub-Divisional Police Officer S M Vakil Ahmed said. Four of the arrested cadres were identified as Sanjay Thakur from Muzaffarpur, Kabita Kumari from Katihar, Umesh Thakur and Anjay Thakur residents of Sheohar. The identity of the four others is being ascertained, adds Telegraph. In a detailed assessment, the Army Chief and the seven Army Commanders has decided to deploy at least 60-65,000 troops to provide an effective counter to the Naxal [Left Wing Extremism] threat, reports Indian Express on July 19. The Army top brass gave their stamp of approval in June to a massive troop relocation plan in case they are ordered into combat. Giving the go-ahead for preparations at a meeting in the Lucknow-based Central Army Command, the Army top brass agreed that at least six Army divisions will be needed to cover Naxal-affected areas in parts of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and West Bengal. The decision was carried out on the Ministry of Home Affairs proposal suggesting on relocation of some Rashtriya Rifle units from Jammu & Kashmir to the Naxal-affected areas. The Army is of the view that in most areas, The Police and paramilitary are avoiding conflict which is giving room to the Naxals to organise themselves better.

The announcement comes weeks after the Supreme Court order led to the disarming of Special Police Officers (SPOs) — nearly 5,000 tribal men hired on a temporary basis on less than one-third the salary of a constable and deployed in anti-Maoist operations. The court said they were being used as "canon fodder in the killing fields of Dantewada". Chief Minister Raman Singh said, "Eighty percent of the SPOs will become constables. For the remaining 20% we would try and get them to clear through open school."

The four surrendered Maoist cadres are identified as Guddu Singh alias Vinay, a former Maoist ‘zonal commander’ of northern Gadhwa (Bihar), Surendra alias Guddu Rai alias Ajayji, ‘zonal commander’ of Rohtas region (Bihar), Ram Dular alias Naval Kharwar, ‘area commander’ of striking squad, Rohtas (Bihar), and Sunil Ravidas, an active member of the striking squad. The Maoists surrendered with three self-loading rifles (SLR), a hand grenade, four magazines and 200 live cartridges. One of these SLRs was looted from the cops after blowing a PAC truck at Hinaut Ghat in Naugarh area of Chandauli District in 2004, in which 17 PAC personnel were killed, the SP said. All the four Maoists were wanted by the Police of Uttar Pradesh, Bihar and Jharkhand for the past 10 years. Guddu Singh was involved in 15 cases of murder, kidnapping and carried a cash reward of INR 12,000. Fourteen cases of similar nature are lodged against Surendra of Palamu District in Jharkhand, Ram Dular, a native of Rohtas was involved in eight Maoist cases and Sunil, a native of Chandauli was involved in one such cases.

The technique allows the Maoists to suspend the IED at a height of 4-5 ft on a tree and carry out the blast by a remote or through a wire at a distance of around 200 metres away. "Since 2009, insurgents from India's northeast have been visiting Jharkhand and imparting training to Maoist cadres who are very keen on acquiring training on IEDs and battle tactics like how to conduct an ambush. The number of such exchanges is growing," the source said alluding to the involvement of Manipuri and Naga groups. "At the same time, Maoists from central India have also been spreading their influence among the tea-garden communities of Assam. Many youth from the tea gardens have been recruited. The July 10 bomb blast in a train in Assam is also a handiwork of the Adivasi People's Army (APA) which has very strong linkages with Maoists," the source added. The Eastern Region Bureau of the Maoists has been tasked to forge alliances and set up a network in the Northeast. The Maoists are also known to be very keen to set a strong base in the Taga area of Myanmar. In fact, recent reports indicate the presence of a small group of Maoists in Taga. This restive area, in northwest Myanmar, is often referred to as "United Area" because of the strong presence of almost all the insurgent groups of India's northeast.

Rath said that there has been a substantial decrease in Naxal incidents, Naxal-related rail incidents and landmine explosions in Jharkhand. “Naxal incidents have decreased by 5.26 per cent while Naxal-related rail incidents and landmine explosions have decreased by 12.5 per cent and 89.17 per cent, respectively, relative to last year,” Rath claimed. Rath, however, agreed that the last two quarters saw a comparative increase in the Naxal casualties, Police casualties and Jan Adalats. “They killed 11 policemen. Twenty-four Naxalites were gunned down by rival gangs,” he said. The DGP said that the Nayi Disha (New Direction) programme has brought a great change in the lives of the youth who had been lured into the Maoist fold. “Till date, 31 Naxals have surrendered. There are more in queue,” Rath said. Rath also said that the number of Naxal-infested Police Stations (PS) has decreased in the last two quarters. “Cases are being reported from just 87 PS that happened to be 107 in the past quarters. Moreover, regular operations and the vigil by the combined team of district police and the SAP have brought down the number of incidents,” he added.

In Kolkata, the Maoist sympathisers clashed with Police who tried to prevent them from erecting a “column” for the martyrs of the Singur-Nandigram and Jungle Mahal movements at College Square. They demanded the immediate release of all political prisoners. 12 members of United Student Democratic Front (USDF), a Maoist sympathiser group, were arrested in the protests that saw the chief minister’s effigy being burnt and a stretch of College Street blocked briefly. In Jhargram, Belpahari and other areas of West Midnapore, rallies were held for the “martyrs” by the Forum Against Terror, Corruption and Imperialism, an umbrella organisation of the PCPA, Jhargram Students Federation, Nari Ijjat Bachao Committee (committee for protection of women dignity) and others. According to sources, Maoists termed both of them agents of Police and Vedanta Alumina Limited (VAL). It was suspected that Maoists resorted to these murders to garner support of members of anti-Vedanta movement continuing in Niyamgiri area. The victim in Rayagada district was Dadhi Sikaka, a youth from Ambadhuni village. Maoists abducted him and his brother Lakshman Sikaka. Lakshman was ruthlessly beaten up and released. Accepting Chhattisgarh Government's contention that the Supreme Court judgment on disbanding of Salwa Judum (anti-Maoist vigilante group) will adversely affect anti-Naxal [Left-Wing Extremist] operations in the State, the Centre said it would call a meeting of Chief Ministers (CMs) of Orissa and Jharkhand and discuss the matter with them after Chhattisgarh's move to bring in a new law to tackle the issue, reports Times of India. "Well, I think it will," Union Home Minister P. Chidambaram told a news agency on July 28 when asked whether the recent judgment on disbanding and disarming tribals deployed as Special Police Officers (SPOs) will affect anti-Naxal operations. "At least, CM of Chhattisgarh (Raman Singh) strongly feels that this judgment will impact anti-Naxal operations," he added. Stating that the Chhattisgarh CM proposed to take some steps in the next couple of days including making a new law to govern SPOs, the home minister said on Monday, "I told him (Singh) that I will await his action because he is the principal respondent in the case. I will wait to see what Chhattisgarh does before I call the chief ministers of Orissa and Jharkhand."

Central Security agencies have identified 20-odd organizations - based in Delhi, Kolkata, Mumbai, Nagpur and Gurgaon - suspected to be working as fronts of the Communist Party of India-Maoist (CPI-Maoist) with an aim to expand their bases in urban areas, reports Times of India. In some villages, the Maoists used projectors and mega screens to show video recordings of important Maoist incidents. If sources are to be believed, some leaders of central committee of Andhra-Orissa Border Special Zonal Committee of the outfit are overseeing the whole arrangements. The Maoists have reportedly inducted more than 500 tribals into their fold during the week that saw vehicular traffic between Malkangiri and Jeypore being hit. They also recovered a self-loading rifle, a double-barrel gun, two grenades and several live cartridges from his possession. Kharwar was being searched by the Uttar Pradesh (UP) and Bihar Police for past several years. As many as four cases were lodged against him with Sonbhadra District Police while 16 cases were lodged against him in different Districts of Bihar. The UP Police had announced a cash award of INR 12,000 on him while the proposal to increase the cash award up to INR 50,000 was pending with the Bihar Government.

"The court order may not be applicable for the state. The method of recruitment and engagement of SPOs in Orissa is totally different from Chhattisgarh," Chief Secretary B. K. Patnaik said on July 28. SPOs appointed in tribal-dominated districts in Orissa did not directly confront Maoists and would be taken as regular constables after completion of a three-year tenure, he said. The youths appointed as SPOs in tribal areas received an opportunity to remain in mainstream instead of joining the Maoist brigade, he said. As many as 4,500 youths have so far been appointed as SPOs in the State and the Government was not averse to recruit more, a home department official said.

The State Government on July 29 decided to strengthen the elite anti-Naxal (Left-Wing Extremist) force, the Special Operation Group (SOG), by raising another 35 units and a Central Industrial Security Force (CISF)-like force, besides filling vacant posts of officers, reports Out Look. This was decided at a meeting of the home department chaired by Chief Minister Naveen Patnaik, official sources said. "Besides strengthening SOG, we have also sought more jawans [troopers] from the central para-military force (CPMF)," Home Secretary U N Behera told reporters after the meeting. SOG now has 50 units and another 35 units would be added to increase its strength, he said. The State Government also decided to raise a special State Industrial Security Force along the lines of CISF. "The crime branch of police, which had been dealing with important crimes, would now have an economic offence wing," he said. Besides, 788 vacant posts of Police officers and about 5,200 posts of constables would be filled this year. Behera said the Government has also decided to regularize the service of the Special Police Officers (SPOs) who have completed three years in service. At least 12 battalions of CPMF are now deployed in the State while two more battalions could arrive here soon, the sources said.
