Assam Rifles (AR) busted an Khaplang faction of National Socialist Council of Nagaland (NSCN-K)’s “extortion racket” and arrested its ‘defense secretary’, identified as Kughato Chishi, in an operation at Molvom area in Dimapur District on June 1, reports Nagaland Post. Public Relations Officer (PRO) Inspector General of Assam Rifles - North (IGAR-N) stated, based on specific inputs the joint team launched an operation along Jharnapani-Molvom Road. The NSCN-K functionary was intercepted and upon identification/interrogation, Kughato confessed that he was an active member of the civil wing. During search, several extortion documents were also recovered.PRO said Kughato had also confessed that he had moved to Kohima from Dimapur (in Mar 2016) on orders of NSCN-K ‘finance secretary’ ‘Brigadier’ Akaho. PRO also said Kughato was tasked to carry out extortion from government departments based at Kohima. He had distributed around 20 extortion notes to various government departments, demanding payment of 24% tax of employees, within two weeks, PRO stated. PRO further claimed that Chishi was “directed to deposit the extorted money in an account which was to be informed by Khenlie Jumah w/o ‘brig.’ Akaho Jumah”.

Anti-extortion team, Zone-II of Dimapur Police arrested three active cadres of Non Accordist faction of Naga National Council/ People’s Government of Nagaland (NNC-NA/ PGN), identified as Tokaho Chophy (31), Simon Aye (20) and Abel Swu (30), along with arms and ammunition, from Padum Pukhuri junction in Dimapur District on June 2, reports Nagaland Post. According to Police source, .32 pistol with seven live rounds, 22 pistol and two live rounds and magazine of 9mm was recovered from their possession. The source also said that five leaflet of NNC-NA/ PGN, 32 number of extortion slips, two seals of “cabinet kiloners-cum-CAO UT-1” were also recovered.

The Khaplang faction of National Socialist Council of Nagaland/ Government of the People’s Republic of Nagaland (NSCN-K/GPRN) ‘Ministry of Information & Publicity (MIP)’ in connection to alleged arrest of one Kughato Chishi by combined team of Assam Rifles (AR) at Molvom in Dimapur clarified that, Kughato Chishi was not the ‘defence secretary ‘of NSCN-K and also ‘brigadier’ Akaho not the ‘finance secretary’ as alleged, reports Nagaland Post on June 6. The MIP stated that Kughato Chishi has not been assigned with any official responsibilities and therefore the testimonies rendered by him are null and void and NSCN/GPRN fully disowns the purported confessional statements of Kughato Chishi. It is also clarified that Khenili Jimo wife of ‘brigadier’ Akaho Jimo, finance in-charge Dimapur was not involved in any transaction. NSCN-K said it condemned the allegations supposedly made during an interrogation under duress.Meanwhile, reacting to the news reports which were published in section of the local daily and social media on the so called 18-point demand, Isak-Muivah faction of NSCN (NSCN-IM) ‘MIP’ in a press note termed it as “comical speculation”, reports Nagaland Post on June 6. NSCN-IM clarified that “no such funny points are discussed at the negotiating table nor have any plan to do so in the future as well”. Therefore, the 18-point demand as stated by Imphal Times was nothing but just another “usual speculation”, MIP said.

The ‘deputy kilonser for defense affairs’, Reformation faction of National Socialist Council of Nagaland/ Government of the People’s Republic of Nagaland (NSCN-R/GPRN), Gangpong Konyak, visited GHQ Ponghong designated camp of NSCN-R/GPRN in Mon District on June 7, reports Nagaland Post. During the visit, Gangpong held series of meeting and interacted with the military supervisor, camp commander and military officers of the Naga Army and discussed all the issues and difficulties being faced by the Naga Army at Ponghong. He assured all possible help from the government for development and maintenance of the camp and its surroundings. He also urged upon the Naga ladies Army to be vigilant and alert all the time of any situation. He emphasized on the importance of maintaining ‘discipline and duty’ and further pointed out that, even though, NSCN-R/GPRN government may be new and infant but its lacks noting to stand and fight for the Naga Sovereignty and defend the Naga Nation.

The Khaplang faction of National Socialist Council of Nagaland (NSCN-K) through its ‘Ministry of Information & Publicity (MIP)’, in a press note, warned “a band of criminals masquerading as NSCN workers”, engaged in tax collection in and around Kohima, reports Nagaland Post on June 10. ‘MIP’ said that the criminals were producing forged “authorisation” letter of ‘colonel’ Isak Sumi issued to ‘major’ Kisheto for the financial year 2016-17 “on commercial/business enterprises and various government departments”. In this connection, ‘MIP’ asked all concerned “tax payers, contributors and sympathisers to maintain vigil against such miscreants”. For authentication, the ‘MIP’ ‘asked all to contact H.K. Assumi, finance officer for Kohima duly appointed by the ‘chaplee ministry’, NSCN-K.Meanwhile, the Naga Hoho (the apex council of Naga tribesmen) on June 9 expressed concern that non-Nagas are acquiring land ownership in Nagaland through various means particularly through financial institutions, reports Morung Express. “It is seen that indigenous Naga bank loan defaulters landed properties are being transferred to non–Nagas either through auction or otherwise…this is blatant violation of Article 371 (A) of the Constitution including the Nagaland Government Land and Revenue Regulation (Amendment) Act 1978, Section 2 (2),” a press statement from Naga Hoho vice president HK Zhimoni stated.

Reacting to “extreme provocation” hurled by Against Corruption and Unabated Taxation (ACAUT) through repeated challenges to the “realm of nationalist government and administration”, Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) said this has “reached the point of re-examining together with the Naga people” on how the “agent of divide and kill the Naga nationalist movement” be given space of tolerance and why befitting action should not be initiated against ACAUT, reports Nagaland Post on June 12. In a strongly worded statement, ‘Ministry of Information & Publicity (MIP)’ asked how could an agent of “divide and kill the Naga nationalist movement” be given space of tolerance and why not befitting actions against them should not be initiated”. MIP said it (ACAUT) was spearheaded by a “handful of prejudiced persons whose vested interest were contradictory to the nationalist agenda, patronised and secretly funded by the apparatus of Indian bureaucrats and retired Indian army Generals”, who it said, were hell bent to disturb the progress of Indo-Naga peace talks.

Adopting a three-point resolution at a meeting in the conference hall of Nagaland Assembly on June 15, the House entrusted the Parliamentary Working Committee along with all elected members of Assembly including two MPs (Member of Parliament) of Nagaland, under the leadership of the Speaker and the Chief Minister, to go to Delhi and put pressure on the Central leadership for an early solution and also to find out the latest developments taking place in the negotiations between the Centre and NSCN-IM. The accused had allegedly carried out the despicable act on the 13-year-old minor for over a year. Kohima Police confirmed of the arrest made and said the accused presently kept under judicial custody. Public Relations Officer (PRO), Kohima Police, Atu Zumvu said the accused confessed to his crime before the Court and a criminal case under Indian Penal Code (IPC) has already been filed against him at North Police Station.However, NSCN-IM strongly condemned the ‘inhuman act’ of Khüchopra Veswü, who allegedly raped and committed incest on his minor step daughter, and said it ‘bows its head in shame’, reports Nagaland Post on June 22. The abduction plan was reportedly hatched in Dimapur District and the abduction was to be executed in Lahorijan area of Karbi Anglong District of Assam. According to Public Relations Officer (PRO) AR, Inspector General of Assam Rifles-North (IGAR-N), units of IGAR-N, 37 AR and 28 AR in a series of operations carried out between June 22 – 24, busted a plan for abduction of Bulk Petroleum Lorry (BPL) drivers of Assam Oil Company (AOC) from Lahorijan area on June 27, 2016. During the operation, one ‘self styled’ ‘sergeant major’ of PREPAK and four Over Ground Workers (OGW) working for the insurgent group were arrested along with two weapons and ammunition. The plan for abducting BPL drivers was conceived by PREPAK to extort money from AOC. Three OGWs of Dimapur area were tasked on May 2016 but they failed to execute the plan. Subsequently, two Manipuris (one self styled sergeant major and one OGW) were inducted into Dimapur in the first week of June 2016, the AR press release stated. The IGAR-N reported that this is the first time that criminal presence of the Manipur based insurgent group in Dimapur & Lahorijan has been unearthed.Meanwhile, GPRN/NSCN [Government of People’s Republic of Nagaland / Nationalist Socialist Council of Nagaland] welcomed members of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) into its fold during a formal programme organised for them at CHQ Khehoyi in Dimapur District on June 28, wherein its 'Kilo-Kilonser' (Home Minister) welcomed the new members on behalf of the collective leadership, reports Nagaland Post. In its notification, the Union Ministry of Home Affairs (UMHA) said that it is of the opinion that the area comprising the whole of Nagaland “is in such a disturbed and dangerous condition” that the use of armed forces in aid of the civil power is necessary. “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958, the central government hereby declares that whole of the said state to be a ‘disturbed area’ for a period of six months with effect from June 30, 2016 for the purpose of that Act,” the notification said.The announcement came three days after the demise of Isak Chishi Swu, ‘chairman’ of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), at a hospital in New Delhi following multi-organ failure. Though the notification did not specify the reasons for declaring the entire Nagaland as “disturbed area”, officials said it is continuation of an order issued years ago and is based on the assessment of the prevailing situation in the north-eastern state, which has continued to be “critical.” Killings, extortion, factional clashes and other subversive activities have been going on in different parts of Nagaland at the behest of a few insurgent groups, they said.Even though NSCN-IM has been engaged in a peace dialogue with the central government, another faction led by SS Khaplang continues to attack Security Forces (SFs) both in Nagaland and in Manipur, the officials said.
