The Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) led by 'Kilo-Kilonser' (Home Minister) Rh. Raising officially welcomed to its fold 34 cadres from the Government of the People’s Republic of Nagaland (GPRN)/ National Socialist Council of Nagaland (NSCN), Arunachal Region of the Khehoi camp on April 4, reports The Morung Express. Among the 34 cadres included ‘Brigadier Commander’ Nokto Wangsa. A press release from Ministry of Information & Publicity (MIP), NSCN-IM informed that the 'Kilo-Kilonser', conveying immense happiness at the “home coming”, extended gratitude to the Almighty and appreciated ‘Brigadier Commander’ Nokto and others for responding to the “clarion call of the National Socialist Council of Nagaland (NSCN) to all the comrades who are in different camp to come home and strengthen the Peace process which has gained momentum towards final solution after the signing of Framework Agreement.” 'Kilo-Kilonser' Raising also appealed to all “who are still at large to join the peace process for which the door of NSCN is wide open.”

Khaplang faction of National Socialist Council of Nagaland (NSCN-K)/ Government of the People’s Republic of Nagaland (GPRN) suspended one of its cadres identified as Nelie Vero of Chakhesang region from the national service with immediate effect, reports Nagaland Post. In a press statement, on April 5, NSCN-K Ministry of Information & Publicity (MIP) stated that Vero was “forced to suspend” owing to his indulgence in “anti social activities” and “misused of power” towards the government. The NSCN-K/GPRN also informed the general public and various agencies not to deal with Nelie Vero without further order from the competent authority. In the meanwhile, NSCN-K MIP has requested all the HoDs, contractors, suppliers and business establishment under Chakhesang region that any kind of “ revenue (taxation) or donations” shall be dealt by the chairman NSCN-K Chakhesang region who can be contacted at 96120 76022, 98626 44766. It also informed that the NSCN-K shall not be held responsible if any dealing was done without the knowledge of the chairman. NSCN-K stated that the notification has been served to avoid confusion.

Kumcho Yimchungrü, a citizen of Sotokur village in Tuensang District, was abducted between New Helipong (Helipong junction) and Sotokur villages while on his way to Tuensang Town on April 11, reports The Morung Express. His motor bike and helmet were seen pushed off below the road, stated a press release issued by YTC General Secretary L. Chuba and Vice President Throngso. In a press release, Police informed that on April 5, one Sajuddin of Karimganj of Assam was arrested while demanding INR 10,000 from a business establishment as “annual tax” on behalf of the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM). One Rajuddin of Karimganj of Assam was arrested on April 9 on charges of collecting tax from trucks carrying sands. Leaflets of various associations and cash were seized from his possession. On April 9, one Tokaho Chophy of Thilixu in Dimapur was arrested while he was extorting money from trucks in the name of Government of the People’s Republic of Nagaland (GPRN)/ National Socialist Council of Nagaland (NSCN).

The Joint Council meeting of Steering Executive and Cabinet, Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) in Dimapur on April 12, welcomed 19 “comrades” from various groups and conveyed immense appreciation for responding to the “call for unity and reconciliation”, reports The Morung Express. A press release from Ministry of Information & Publicity (MIP), NSCN-IM informed that Shikuto Shohe, Kilonser (Cabinet Minister), Naga National Council (NNC) lauded the leadership under Isak Chishi Swu and Th. Muivah for extending a warm gesture. He also expressed hope and trust that Nagas through National Socialist Council of Nagaland (NSCN) and its leadership will surely bring political solution, the release stated. In the meanwhile, Yanpvuo Jungi, Tatar from Government of the People’s Republic of Nagaland (GPRN)/ National Socialist Council of Nagaland (NSCN) conveyed happiness with the signing of “Framework Agreement” with the Government of India. “By taking such a huge political step, the hope for solution and peace for the Naga people has become much closer than ever before. This is the reason why they have come to be a part of finding the final settlement,” the release said. Yimchungrü Akherü Arihako (YAA) has condemned the “abduction” of S Kumcho, reports The Morung Express. In a press release issued by its General Secretary, Akhang, YAA said it has contacted the victim’s family and villagers for detailed information of the incident. According to YAA, it was disclosed that Kumcho was abducted at Helipong Junction while on his way to Tuensang Town on his bike. The YAA has appealed to the respective tribal Hohos, village councils and individuals to restrain and shun from such “illegal activities” since Eastern Nagaland People’s Organisation has declared the entire eastern jurisdiction as peace zone. Further, YAA urged the law enforcing authority to immediately intensify the search operation to trace the “abducted person” and book the person(s) involved.

Public Relations Officer (PRO) said that the search led to recovery of various incriminating documents, which revealed involvement of NSCN-KK cadres in the heinous crime in running an illegal detention centre.One youth, who was allegedly abducted by the NSCN-KK cadres on April 16, was also rescued by the AR during the operation. PRO said on physical examination on the rescued individual, several torture marks were found on his body. The rescued individual and apprehended NSCN-KK cadres and recovered items were handed over to Dimapur East Police Station.

Government of India (GoI) and Government of the People’s Republic of Nagaland (GPRN) / Khole-Khitovi faction of National Socialist Council of Nagaland (NSCN-KK) on April 18 mutually decided to extend the Cease Fire (CF) Agreement with effect from April 28 for a period of one more year i.e. till April 27, 2017 “to bring about a lasting peace in the state of Nagaland with the involvement of Naga people”, reports Nagaland Post. The ceasefire agreement was signed in New Delhi between GoI represented by Union Ministry of Home Affairs (UMHA) joint secretary, Satyendra Garg and GPRN/NSCN-KK represented by Jack Zhimomi and Chen Konyak. While extending the Cease-Fire Agreement, the two parties affirmed that the ceasefire would be subjected to adherence to the Cease Fire Ground Rules (CFGRs) as mutually agreed and signed by the two sides. The signatories also agreed that the CFGRs would be subjected to mutual review and amendment with the involvement of both the parties. GPRN/NSCN-KK however made it clear that it won’t be joining the Naga peace accord stating that the pact was an understanding between the GoI and Isak-Muivah faction of NSCN (NSCN-IM).

At a meeting of the Ceasefire Monitoring Group (CFMG), held in New Delhi, the Government raised the issue of extortion by the NSCN-IM in different parts of Nagaland and Manipur and asked it to stop such activity. However, the NSCN-IM team, led by senior leader V S Atem, rebutted the Government claim saying the group does not indulge in extortion but “levy tax” from people, sources said. The Government team, led by Special Secretary (Internal Security) M K Singla, conveyed to the Naga group such activities were not acceptable, the sources said.

The Zeliang People Organisation-Nagaland (ZPO-N) in an emergency meeting of its executive on April 20 at Jalukie town in Peren District, deliberated on its stand on the unacceptability of the decision of the state government, to formally recognise Rongmai village in Peren District in the name and style of Jalukie Rongkaidai village which was inaugurated on April 15, reports Nagaland Post. According to ZPO-N general secretary Kiesamyi Irangguang, the Organisation had through a press release on April 14, “denounced and vehemently condemned” the establishment of the village by “non-indigenous section of people” in contravention of notification issued by the Government of Nagaland on September 30, 1978. In the light of the above, ZPO-N resolved to file a written complaint to the DC Peren for de-recognition of Jalukie Rongkaidai village by the Government of Nagaland, with immediate effect. It also clarified that the complaint was not against any section of people but only a reminder to the State Government to uphold, protect and implement laid down rules for the welfare of the people of Nagaland.

The Government of India has made it clear that no militant outfit under ceasefire agreement, including the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), would be allowed to indulge in unlawful activities and the concerned State governments should take strict actions against anyone involved in such illegal activities, reports The Assam Tribune. Reacting to media reports about the involvement of the NSCN-IM and Khaplang faction of National Socialist Council of Nagaland (NSCN-K) in large scale extortions in Upper Assam Districts, particularly from the tea gardens, highly placed sources in the Union Ministry of Home Affairs (UMHA) said that the ceasefire agreements did not give license to any militant group to indulge in unlawful activities. Sources pointed out that it is the responsibility of the concerned State Government to ensure proper implementation of the criminal justice system. The State Governments must ensure that the laws of the land are strictly implemented and if anyone is found involved in unlawful activities, strict action should be taken as per the provisions of the law. Sources said that it is up to the concerned State government to ensure that all criminal cases are properly investigated and those involved in criminal activities are brought to book.

In a press release, NSCNR Ministry of Information & Publicity (MIP) alleged that the group’s two ‘deputy kilonsers’ Yamthong and Tangsoi were ‘arrested’ by NSCNIM on April 30 at Dimapur and questioned whether the arrest was made by the regional authority, in their own individual interest or by higher authority of the NSCNIM ‘government’. NSCNR asked NSCNIM to clarify or explain before the Naga people adding that such act was not a “good sign” when Nagas were yearning for “peace and reconciliation” amongst the various section of the Naga society.
