Bodoland Territorial Council (BTC) chief Hagrama Mohilary stated that a peace accord containing all factions of the National Democratic Front of Bodoland (NDFB) and the Centre would be inked in near future, reports East Mojo. Some members of NDFB-S, led by its chairman B Saoraigwra, are all set to meet the Government of India representatives to start peace parleys shortly as the insurgent group members are already in New Delhi to talk peace. If peace parleys with the NDFB-S start this time, then the United Liberation Front of Assam-Independent (ULFA-I) will be the only remaining insurgent outfit active in the state.

Meghalaya Deputy Chief Minister, Prestone Tynsong state on January 15 that the offer made by banned militant outfit — Hynniewtrep National Liberation Council (HNLC) for holding peace talks will need to be discussed with the Central Government, reports Northeast Today. He stated that “This is not only the state government’s subject. We also need to sit down with the centre so that tripartite talk can take place at the earliest,”. HNLC, in a statement, had recently offered to hold political dialogue with the centre and the state government but maintained that they will not surrender first.

National Democratic Front of Bodoland-Saoraigwra (NDFB-S) on January 16 under the leadership of its president, B Saoraigwra signed a tripartite Suspension of Operations (SoO) Agreement with Government of India (GoI), reports Northeast Now. NSCN-IM delegation submitted their “competencies” and their Naga integration map to the peace talks interlocutor. According to unidentified sources “The interlocutor for Naga peace talks RN Ravi will meet Prime Minister (PM) Narendra Modi shortly to discuss about issues relating to the talks between NSCN-IM and the Centre. RN Ravi will meet the NSCN-IM leadership again after his meeting with PM Modi.”The NSCN-IM delegation also submitted their final formation on agreed “competencies”. The issue of a separate Naga flag and separate constitution were also raised during the meeting of the NSCN-IM leaders with Ravi. Additionally, issues related to extortion were also discussed during the meeting.

Union Ministry of Home Affairs (UMHA) stated that negotiation between the Naga rebel groups and the Government is complete and only the accord is left to be signed, reports Assam Tribune on January 21. Sources said that as part of the agreement reached between the Government and the rebel groups, two autonomous councils would be set up in the Naga inhabited areas of Arunachal Pradesh and Manipur under the provisions of the Sixth Schedule of the Constitution of India. Nagaland will have one more Lok Sabha (lower house of Indian Parliament) seat and the Government will take effective steps for the rehabilitation of the members of the rebel groups. Sources said that though there was a demand for cultural integration of the Naga inhabited areas, that has been rejected as a large section of people of Nagaland is opposed to it. Moreover, the demand for a separate constitution and flag for Nagaland has been rejected. Sources said that the Centre’s interlocutor for Naga talks, RN Ravi, who is now the Governor of Nagaland, had detailed talks with the Naga civil society groups to ensure that the political solution of the Naga problem is an “inclusive one”. The Governments of Manipur and Arunachal Pradesh were also consulted. A major issue currently facing the Government is that a few hundred National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) are still in Myanmar and they would have to be brought back to India before the signing of the Accord so that they also surrender along with the other cadres. Another major issue is that some members including senior cadres of the NSCN(I-M) are involved in unlawful activities such as gun running and car-jacking, adds Assam Tribune. The Government has stated that this was unacceptable.

Formal talks between the Government of India and National Democratic Front of Bodoland-Saoraigwra (NDFB-S) will start soon and the Centre has made it clear that the territorial integrity of Assam would not be touched, reports Assam Tribune on January 24. The three factions of the NDFB led by Ranjan Daimary, Govinda Basumatary and Dhiren Boro are already talking with the Government of India and the NDFB(S) will join the peace process within the next few days. Sources said that the leaders of the NDFB(S) are keen that they should be treated as a separate entity and not clubbed with the other three factions of the NDFB, which are already talking with the Government. That is why, the Government has decided to start talking with the leaders of the outfit separately.

The Centre is all set to sign an accord with all factions of banned Assam-based rebel group National Democratic Front of Bodoland (NDFB) Monday giving political and economic provisions to the Bodos. Government of India (GoI) on January 27 signed the Bodo Accord putting an end to decades long movement for a Bodoland state, reports The Telegraph. The Accord rechristened the Bodoland Territorial Area Districts (BTAD) to Bodoland Territorial Region (BTR) with additional political and economic bonanza. The accord also made Bodo language the official associate language of the state besides Assamese. The government signed the accord with the four factions (Gobinda Basumatary, Ranjan Daimari, Dhiren Boro and Saoraigwra) of National Democratic Front of Bodoland (NDFB), All Bodo Students’ Union (ABSU), which has been spearheading the movement for Bodoland state since 1972, and the United Bodo People’s Organisation, a civil society group. The tripartite agreement was signed in the presence of Union home minister Amit Shah, Assam chief minister Sarbananda Sonowal, joint secretary (Northeast) in the Union home ministry Satyendra Garg and Assam chief secretary Kumar Sanjay Krishna. Biswa Sarma on January 28 appealed to Manipur militant groups as well as ULFA-I to join peace process, reports The Telegraph. The offer came a day after the signing of Bodo Accord. He stated that “This is the first time that this government is making a public appeal to ULFA-I for dialogue. If they are willing for negotiations, the Centre will reciprocate with equal respect to bring permanent peace in Assam and the region.” He also added that “Almost all the militant outfits in the northeastern states, barring some in Assam and Manipur, are holding peace talks. Hereby, I would like to request Baruah and ULFA-I to consider engaging in a productive dialogue. Reacting to the peace talks invitation, ULFA ‘general secretary’ Anup Chetia, who joined the peace talks in 2016 stated that “The peace talks with us has almost reached the final stage. We will be very happy if the Centre manages to bring Paresh Barua to the peace table but his absence should not hinder the ongoing process. Three National Socialist Council of Nagaland factions on January 28 Tuesday jointly met the Ceasefire Supervisory Board (CFSB) for a coordination meeting to review the Ceasefire Ground Rules (CFGR), reports East Mojo. This is the second time that the three groups came together for a joint meeting, the first being in November last year. The NSCN groups which met were NSCN-Khaplang (NSCN-K) NSCN-Reformation (NSCN-R) and NSCN-Unification (NSCN-U). CFSB member of NSCN-R stated that “Security forces accused us of the ongoing recruitment. However, as per the ground rules, there is no forced recruitment done by us. It is voluntary recruitment as far as NSCN-R is concerned. So there is no violation of the CFGR.”

Highly placed sources stated that the meeting was held between the 20-member WC NNPGs delegation led by its convenor, N Kitovi Zhimomi and Governor RN Ravi. The source informed that the issue of the proposed “Upper House” in Nagaland dominated the meeting and that the negotiating parties deliberated, in detail, the composition and functions of the “Upper House”. “The meeting was mainly around the details of the proposed Upper House. We are working on the details so that a draft agreement could be finalised at the earliest,”. Kitovi stated that whatever the two negotiating parties have agreed in principle during negotiations, that concluded on October 31, 2019, have to be finalised and then the same would be forwarded to the Parliament. Earlier on February 23, Kitovi had rubbished speculations that NNPGs were negotiating only for Nagas of Nagaland. He reiterated that special status like separate Regional Territorial Council has been worked out for Nagas living outside Nagaland.

On August 7, the last phase of talks between Government of India (GoI) and Nationalist Social Council of Nagaland-Isak-Muivah (NSCN-IM) resumed to resolve the three contentious issues, flag, constitution and territory and ink a “final settlement” before August 15, reports The Tribune. The peace talk between senior GoI officials and NSCN-IM leaders who were led by its ‘general secretary’, Thuengaleng Muivah, were being held at an undisclosed location in Delhi. The Naga National Political Groups (NNPG), a conglomerate of seven other organisations, which is also a part of the dialogue process, is reported to have already successfully closed its negotiations with the GoI. According to GoI official, the representatives of three north-eastern states - Assam, Manipur and Arunachal Pradesh, have also reached Delhi to be part of the peace talk. This is significant as the NSCN-IM has been claiming parts of their territories for Greater Nagalim.

The talk was held without the presence of interlocutor and Governor of Nagaland RN Ravi who pulled out of the talks at the last moment. NSCN-IM had issued a statement on August 11, urging Prime Minister Narendra Modi to change the interlocutor due to “RN Ravi’s vitriolic attacks on the Naga issue”. According to the GoI officials, the informal talks were held to allay fears among the top leadership about the recent developments; however, the main contentious issue of a separate Naga flag and Naga constitution (Yehzabo) are expected to be resumed after August 15. The GoI also expressed concern over Naga Students’ Federation (NSF) decision to hoist the Naga flag on August 14, as part of “Naga Independence Day” celebrations.

In an official press release on August 19, Manipur State Government has requested Union Ministry of Home Affairs (UMHA) to share the copy of the draft agreement with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in order to facilitate its views on it, reports Northeast Now. With the territorial claims being asserted by NSCN-IM, the Manipur State Government has made the request for accessing the draft agreement at least one month prior to the consultation between the State Government and UMHA. Till date, there had been no official discussion between the Manipur Government and UMHA regarding the Naga issue. Manipur Chief Minister N Biren Singh earlier had asserted that the Centre’s ongoing peace talks with the NSCN-IM in Delhi won’t affect the territorial boundaries of his state. However, recently, several civil society organisations in Manipur, Arunachal Pradesh and Assam have strongly voiced their opposition to any decision that affected the territorial boundaries of these states due to the peace agreement.
