The ground rules for the cease-fire agreed to by the Union Government and the Bodo Liberation Tigers (BLT) are being finalised by Home ministry officials. It is likely that a ceasefire-monitoring cell will be set up by the Central government in consultation with the Assam government. Orders have been issued to security forces to suspend operations against the BLT. It is reported that the cease-fire has begun taking effect with a decline in the number of violent incidents.

At a tripartite meeting on March 28-29, representatives of the Central and Assam governments and the BLT worked out the details. A government spokesman said, ``This will pave the way for lasting peace and help build up an atmosphere conducive to further discussions to peacefully resolve the problems relating to the Bodos.'' He said that the ground rules on observing the truce entailed the BLT to ``completely abjure the path of violence'' and not to engage in violent or unlawful activities like killings, kidnappings, extortions, intimidations, and carrying arms in public. The BLT also agreed to abide by the laws of the land. For their part, the security forces, including the Indian Army, para-military forces and the Assam police, would not launch operations against the BLT''.

Following peace accords signed with the Nationalist Socialist Council of Nagaland -Isak Muivah (NSCN-IM) and the Bodo Liberation Tigers (BLT), reports on April 2 indicate that the Union Government is likely to sign a peace accord with the National Socialist Council of Nagaland- Khaplang (NSCN-K) by April 10. This is expected to pave the way for political discussions to settle the Naga political problem. Feelers have been sent by the NSCN (K) to the Union Ministry of Home Affairs following considerable losses faced by the outfit in a fierce offensive launched by Myanmarese junta on camps of India's Northeast militant groups during March 2000.

Differences amongst various factions have emerged within the peace process initiated by the Central government in Nagaland. The National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) on April 5 has raised its reservations on the ongoing talks between the government and the NSCN (Khaplang) faction. While a clear objection was not forthcoming in the remarks of the outfit's steering committee convenor, it appears that the NSCN-IM has taken objection to the government's inclusions of other factions in the peace process. Taking a different view, the Nagaland Chief Minister SC Jamir reiterated that the State government has an important role to play in the peace process by bringing all the factions involved in the conflict to the negotiating table. He also asserted the need to involve the local Naga population through their elected representatives rather than giving undue importance to organisations, which lacked an electoral mandate.

The Nationalist Socialist Council of Nagaland – Khaplang (NSCN-K) announced a formal cease-fire with the Centre on April 9. NSCN (K) sources indicated that a high-level meeting of the outfit would be held very soon to finalise the modalities for the formal cease-fire. The Central Government has welcomed this decision as a “positive development” The NSCN(K) decision comes after calls by the Nagaland Chief Minister S C Jamir that all parties involved in the Naga insurgency must be involved in the peace process. The NSCN (Isak-Muivah) faction has already concluded a cease-fire with the Central government in August 1997.

The Union government is yet to formally announce the process of talks with Jammu and Kashmir's secessionists. The Union Home Minister had informally indicated such a proposal when commenting on the release of prominent Kashmiri secessionist leaders. Meanwhile, the responses from J&K's secessionist groups to the Minister's statement too is mixed. The Home Minister had indicated that the release of these leaders was part of a larger plan for resolving the Kashmir issue. The apex body of Jammu and Kashmir's separatist groups, the Hurriyat Conference is likely to consider with an open mind, the Union government's formal proposal for a dialogue to solve the Kashmir issue. This was indicated by its Chairman Syed Ali Shah Geelani on April 6. However, a section of the Hurriyat has ruled out the possibility of talks within the framework of the country's Constitution. A Pakistan based militant outfit, Hizbul Mujahideen has rejected the informal offer for talks. The outfit insisted that security forces must be withdrawn from the State and detainees released, to created an atmosphere conducive for talks. The group also asserted that the proposed talks should involve Pakistan. Pakistan has officially dismissed, on April 8, the reported talks offer by India's Home Minister as "propaganda".

He also denied that orders have been issued for the killings of those who favour a dialogue with India. Earlier, speaking to Radio Tehran, he predicted that the Kashmir issue was on the verge of a settlement and relations between India and Pakistan were going to normalize. He said that the announcement of a unilateral cease-fire by India was an admission of reality. He also said the APHC had not withdrawn support to the cease-fire announcement. While welcoming Pakistan's offer of "maximum restraint" on the Line of Control, the Hurriyat chief asked New Delhi to initiate a dialogue, involving Pakistan too, to settle the Kashmir issue.
