A total of 43 militants, including a woman, of eight different militant outfits laid down their arms and ammunition before Manipur Chief Minister N Biren Singh in Imphal at a function on January 7, reports Sentinel. The 43 militants included 13 cadres of the Kanglei Yawol Kanna Lup (KYKL), 11 from the Kangleipak Communist Party (KCP), five each from the People's Liberation Army (PLA) / Revolutionary People's Front (RPF), the Kangleipak Communist Party - Noyon (KCP-N) and the United National Liberation Front (UNLF), two from the People's Revolutionary Party of Kangleipak (PRO) and one each from People's Revolutionary Party of Kangleipak (PREPAK) and the National Socialist Council of Nagaland-Unification (NSCN-U). The surrendered militants deposited arms, ammunition and explosives, including 19 AK series rifles, pistols, hand grenades, IEDs and live ammunition.

The Kamtapur Liberation Organisation (KLO) ‘Chief’ Jeevan Singha alias Jeevan Koch Timir Das, surrendered before Assam Rifles in the Longwa area in Mon District along Indo-Myanmar in Nagaland on January 13, reports East Mojo. Sources stated that “Singha has been involved in several KLO operations in Assam and West Bengal and had reported imparted arms training to hundreds of youths who joined the outfit.” The development came within five months after two top KLO militants – Kailash Koch, the second most important leader of the outfit and his wife Jugli – surrendered before the DGP of West Bengal Police in Kolkata and days after Assam Chief Minister Himanta Biswa Sarma had invited the outfit for “peace talks”.

A senior militant of the United Liberation Front of Asom-Independent (ULFA-I), ‘major’ Bubul Chandra Baruah alias Sangram Saikia, surrendered before the Special Branch of Assam Police in Kahilipara locality in Guwahati city of Kamrup Metropolitan District in Assam on February 2, reports Hindustan Times. Baruah was born in Miripathar Bhajo village of Charaideo District and joined ULFA-I in June, 1997 when he was pursuing his bachelor’s degree at Sonari College. “From 1998, he was involved in imparting arms and medical training to the outfit’s cadres and since 2011 he has been working as chief of arms and medical camp at the ULFA-I camp at Taga in Hukawng Valley located in Kachin State of Sagaing Division,” said the Police release. Further, the Police report suggested that Baruah provided arms training to around 700 cadres and medical training to 150 cadres of the outfit between 2011 and 2019.

On March 12, 15 militants from Eastern Naga National Government (ENNG), surrendered before Chief Minister, Pema Khandu, in Itanagar town in Papum Pare District of Arunachal Pradesh, reports The Arunachal Times. The surrendered cadres, including the ‘president’ of ENNG, Tosha Mossang, were active in three insurgency-hit eastern Districts of Arunachal Pradesh - Tirap, Changlang, and Longding. Nine Chinese-made MQ series weapons, two AK-47 rifles, one Chinese-made pistol, 19 magazines, 415 rounds of 7.62 mm ammunition, five rounds of 9 mm pistol, four Chinese grenades, one under-barrel launcher with fins, and six walker-talkies were given up by the surrendered insurgents.

A ‘sergeant major’ of the Eastern Naga National Organisation (ENNO), identified as Nongseng Singpho, surrendered before 11 Assam Rifles in Changlang District of Arunachal Pradesh on July 17, reports Arunachal Times. Singpho had been tasked to carry out extortion activities. The operative surrendered with an AK-47 rifle, one magazine and 19 rounds of live ammunition, besides other portable belongings. Singpho had joined the Eastern Naga National Government (ENNG) militant outfit in 2017. The ENNG became defunct in 2022 after all its members surrendered before the government. However, seven members of the outfit continued to be involved in insurgent activities and formed the Easter Naga National Council (ENNC), which was later renamed as ENNO. The ENNO is reportedly active in a few parts of Tirap, Changlang and Longding Districts.

On October 28, a total of 181 cadres of Dimasa National Liberation Army (DNLA) laid down their arms in the presence of Chief Minister Himanta Biswa Sarma in Haflong in Dima Hasao District of Assam, and returned to the mainstream, reports India TodayNE. Along with the laying down of arms, distribution of one-time financial grant of fixed deposit of INR 4,000,00 was also given to each former cadre of DNLA during the ceremony, in order to help them return to the mainstream. In a statement, Sarma said that the surrender of DNLA militants was a “historic day” for Assam and for the country.
