Media reports said 16 United Liberation Front of Asom (ULFA) and 11 National Democratic Front of Bodoland (NDFB) terrorists surrendered with arms to General Officer Commanding (GOC) 4 Corps Lt Gen. Mohinder Singh, on January 24. The surrender was organized at the Red Horns Division’s headquarters, Rangia, in Assam's Kamrup district. The terrorists also handed over three rifles, 11 pistols, 13 grenades, two Improvised Explosive Devices (IEDs), 10kg of explosives, 30 9mm pistols and 100 bullets of AK-47 rifle. A surrendered terrorist, Bhaiti Patgiri said he had joined ULFA in 1999 and had also been to Afghanisthan on a fake Bangladeshi passport for training in arms. He also informed that ULFA terrorists are facing severe food crisis at camps in Bhutan. He also said, "During my stay in Bhutan, I had never seen a single face of the ULFA top brass." He further informed there are six ULFA camps in Bhutan where 200 to 250 cadres stay. The number of women cadres could be between 10 and 12, he added.

Suresh Nair, commander of Assam Rifles (AR) in Ukhrul, Manipur, with an AK-56 rifle and some ammunition. Citing an AR press release, media reports said the terrorist identified as Mohd. Tomba alias Tolen, a self-styled sergeant of the PULF also disclosed details regarding his training by the unnamed faction of the National Socialist Council of Nagaland (NSCN) in 1996 in the Chandel district of Manipur.

13 terrorists affiliated to various outfits surrendered with arms in Tripura to the Central Reserve Police Force (CRPF). Four National Liberation Front of Tripura (NLFT) terrorists, including a 'sergeant' and an All Tripura Tiger Force (ATTF) terrorist surrendered, on March 26 at Narsingarh in West Tripura district. The NLFT 'sergeant', identified as Hemanta Tripura, reportedly informed the security forces that he was 'trained' at Mechhlong camp in the Chittagong Hill Tracts, Bangladesh. He further informed that he had also visited Pakistan with other NLFT terrorists, on an unspecified date, by ship and there he learned how to lay mines. Eight Borok National Council of Tripura (BNCT) cadres also surrendered separately, on March 27, in Agartala, Tripura's capital. The BNCT is an offshoot of the NLFT.

The surrendered ULFA terrorists included ‘lance corporal’ Madhab Choudhury alias MC, ‘officer-in-charge’ of Enigma camp Arun Talukdar alias Tango and in-charge of the outfit’s Deothang camp ‘Sgt. Major’ Tapan Tamuli alias Anup Bharali, and also three women cadres— Rina Das, Renu Medhi and Sabita Choudhury, wife of Madhab Choudhury. The women cadres reportedly said that they wanted to lead a family life. Among the NDFB terrorists who surrendered included, ‘Corporal’ Banduram Boro said to be trained at Naglang camp and ‘lance corporals’ Purnak Narzary and Paresh Basumatary. Speaking on the occasion Lt Gen Mohinder Singh said that the terrorists were procuring arms, including those made in China and ammunition from the international open markets in the border areas of Myanmar, Thailand, Bangladesh, Pakistan and Afghanistan. He also said that during the past one year the security forces have achieved considerable success in curbing terrorist activities in Assam applying a three-point strategy–counter-terrorism operations, choking supply routes of the terrorists and pursuing the terrorists to surrender. He further informed that during the said period while unspecified number of terrorists were arrested, approximately 230 were killed in various encounters and some 200 more also surrendered. He also confirmed that the security forces were conducting a search operation in Lakhipathar, Tinsukia district where approximately 30 ULFA terrorists are suspected to be hiding. However, whether the terrorists were forced to descend from the Bhutan camps due to heavy rains or pressure from the Bhutan Government that had set a deadline of June 30 for vacating its territory cannot be confirmed, he added.
