Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. Earlier, mob set ablaze a village under Krishnai Police Station where around 60 houses were destroyed. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

Three persons were killed and four seriously injured in clashes and Police firing at Hatsinghimari in Dhubri District on February 15, the second day of counting of votes for panchayat (village level local self Government institution) polls in Assam, reports The Telegraph. Sources in Dhubri district administration said a large number of people had started gathering in front of Hatsinghimari counting centre since early morning, alleging that the process for counting and declaration of results had been delayed inordinately. Counting was stopped and indefinite curfew clamped at Hatsinghimari town, where the counting for panchayat polls under South Salmara-Mancachar subdivision was taking place. The administration also issued shoot-at-sight orders.

Assam Sankhyalaghu Sangram Parishad ‘president’, Naziruddin Ahmed alleged that people from a particular community attacked two non-Rabha boys who were on their way to Dhuptola from Moilapathar in broad daylight on March 13. Azibar Ali (15) was killed in the attack and another boy, Hazer Ali, was seriously injured. “Before this incident, Soman Ali (18) was killed and his body was recovered from Maladhara. So, one after another incident is taking place and the government is doing absolutely nothing to control the situation,” Ahmed claimed. Ahmed said that they were neither opposed to the Rabha Hasong Autonomous Council (RHAC) poll nor against the council itself. A student was killed and 13 others were injured in the Diphu town of Karbi Anglong District on July 31 when Police opened fire to control group of protesters who attacked the Karbi Anglong Autonomous Council (KAAC) office and local Congress leaders’ residences, over non-fulfilment of the demand for a Karbi State, reports The Telegraph. The protesters set ablaze six vehicles parked and vandalised the KAAC office. The mob also partially burned down the houses of six executive members of the council. The protesters led by different Karbi organisations demanded a separate ‘homeland’ for the Karbis on the lines of Telangana. They urged the Central and the State Government to initiate steps to create a ‘homeland’ for the Karbis under the Article 244(A) or Article 3 of the Constitution. State Additional Director-General of Police (law and order), A.P. Rout said that Curfew has been imposed and additional forces were being rushed to the District.

People protested against imposition of curfew and clashed with the police near Matipung reserve forest on Diphu town’s outskirts, adds The Telegraph. The people attacked on-duty cops, forcing the latter to open blank fire. No one, however, was injured in the skirmish. Protesters attacked and damaged the All India Radio (AIR) station and set ablaze two forest department offices in Diphu town. The protesters also attacked the Axom Sahitya Sabha building, which also houses the Diphu museum, at Lorulangso in Diphu town of Karbi Anglong District. The mob’s attempt to set ablaze the building was, however, foiled by police who reached the site immediately after receiving reports about the incident. Further, unidentified arsonists set ablaze a local Congress office at Phuloni and a Public Works Division (PWD) inspection bungalow at Dengaon in Karbi Anglong District. Minister for welfare of plains tribes and backward classes Rajiv Lochan Pegu told The Telegraph that a meeting has been convened on August 29 with organisations from the council area to discuss and clear apprehensions over the polls.“We are committed to holding the polls in September by getting all stakeholders on board,” Pegu said, adding that 75 per cent of work related to the polls has been completed. However, the Non-Rabha Co-Ordination Forum (NRCF) on August 27 staged a protest rally demanding exclusion of non-tribal villages from the proposed council area, reports The Telegraph. “The election department of Assam has arbitrarily proceeded to conduct the council elections. Sanjay Das, (35), of Takurikuchi Dakhinsubha village, was hacked to death while Dharani Kalita was injured in the clash at Jalagaon under Mushalpur Police Station in Baksa District. Five houses at Dhumni and two houses at Palasguri were vandalised. Sources said trouble began after strike supporters trying to impose it at Dhumni under Mushalpur Police Station in Baksa vandalised five houses around 1pm. Later, angry villagers in retaliation vandalised the houses of two leaders of Janagostiya Sangram Samiti, Mohan Das and Pankaj Das, at Palasguri, about 1 kilometre away.
