The All Tea Tribes Students' Association (ATTSA) on March 6 imposed an indefinite economic blockade against Nagaland at Naginijan area in Jorhat District to protest against Naga encroachment on Assam land and the atrocities carried out by them against the Assamese people living along the bordering areas of the State, reports The Times of India. The organization further demanded that a border outpost be set up at Naginijan area to check the illegal activities of the Nagas and to stop the illegal tax collection done by Naga militant formations from the households and tea gardens in the State.

Non-Dimasas under the banner of North Cachar Hills Indigenous Students’ Forum (NCHISF) staged a dharna at Dispur Last Gate on March 16 to draw the attention of the State Government towards their long-standing demands of immediate bifurcation of the North Cachar Hills (now Dima Hasao) District under Article 244 (2) of the Sixth Schedule of the Indian Constitution, reports The Sentinel. NCHISF general secretary Seiminthang Thangngew said, “Despite our repeated protests, the nomenclature of the North Cachar Hills district was changed to Dima Hasao meaning ‘hill district of the Dimasas’. This proved that the government pays attention to the terror-tactics of the gun-toting militants supported by vested elements. By succumbing to the terror-tactics of the Dimasa militants, the State Government has set an unhealthy precedent of militancy triumphing over democracy. The government has left the non-Dimasa people at the mercy of the Dimasas who have tactfully manipulated the autonomous council and the district administrative machinery to exploit and intimidate other communities. We demand bifurcation of the North Cachar Hills district and will settle for nothing less.” Thangngew further added, “Any further delay in dividing the district will be a step-motherly treatment on the part of the government which will have serious consequences in the long run.”

The people of Barak Valley have strongly protested against the proposal to carve out 26 villages of Cachar District and add them to the proposed Dimaraji Territorial Council (DTC), reports The Times of India. A senior leader of the Cachar Bibhajan-Birodhi Manch, an organization that is fighting any attempt to divide Cachar District, said, "We have come to understand that at least 19 of the Cachar district villages proposed to be included in the DTC have only six per cent Dimasa population.” "We can't allow such a move to materialize. We will not allow the government to give away villages with a small Dimasa population to the Dimasa council area," he said. A number of organizations sent a memorandum to Union home minister P Chidambaram against the proposal. The memo sent to Chidambaram was signed by people from Bengali, Hmar, Naga, Manipuri and other non-Dimasa communities.

Three bullet-ridden bodies were recovered in Chirang and two in Kokrajhar District, reports Business Standard. Adding one person was also reported missing in Kokrajhar. Earlier, a body was recovered from a well in Kokrajhar District on August 4. With the recovery of these six bodies, the death toll in ongoing violence has reached 77. Further, due to recent developments, indefinite curfew has been imposed in Chirang District. Superintendent of Police (SP) Kumar Sanjiv Krishna said the three - father and his two sons - had left the camp for displaced persons at Kawatika village of Chirang District yesterday and their bodies were found today. "Indefinite curfew has been launched and the army is conducting regular flag march in the District," Inspector General of Police –Law and Order (IGP-Law and Order), L R Bishnoi told PTI. He said there were some stray incidents, but the situation was brought under control after the Police decided to fix permanent security pickets in the recent-violence hit districts of Kokrajhar, Chirang and Dhubri.

At least three more persons were killed while two others injured as fresh violence erupted in Kokrajhar District in the night of August 6, taking the death toll to 80, reports The Times of India. "The Bodo miscreants indiscriminately fired in Ranibuli village under Kokrajhar Police Station late on Monday night killing three persons and seriously injuring two others," Assam Inspector General of Police (Law and Order) L R Bishnoi said. Bishnoi said that the three killed belong to Lakhiganj of bordering Dhubri District. Following the incident, a curfew has been clamped again in Kokrajhar District while indefinite curfew continues in the neighbouring Chirang District where there are fresh reports of arson. Some houses were burnt down there but the timely action of Police prevented any major violence, Bishnoi added. One person has been arrested in this connection from Chirang. The army continued their flag march in the morning of August 7 (today) in the three Districts of Kokrajhar, Chirang and Dhubri, hit by clashes between Bodo tribals and the minority community, which started on July 20.

a Bodoland Territorial Council (BTC) delegation rushed to New Delhi to call on Union Home Minister Sushilkumar Shinde and place the Council’s demand that no inmate from the relief camps in the four violence-hit districts of Kokrajhar, Chirang, Dhubri and Bongaigaon should be rehabilitated without getting his/her credentials ascertained, The Hindu on August 7 reported. BTC Deputy Chief Executive Member Khampa Boragoyari told The Hindu that the Council delegation — led by its Chief Executive member Hagrama Mahilary — would be placing the demand of rehabilitating only those who possess land certificates, and have their names in the voters’ list in the first phase of rehabilitation, before the Union Home Minister. “Those inmates of relief camps who don’t have land certificates but have their names in the voters’ list should be kept in the relief camp for now, while those inmates, who neither possess land certificates nor have their names in the voters’ list, shouldn’t be rehabilitated in areas under BTC. We have already conveyed this stand of the Council to the State government,” he said. The BTC was apprehensive regarding “outsiders” being brought in to the BTC areas during rehabilitation

Muslim settlers fleeing en masse have clearly said that it was not Bodo villagers, but heavily armed Bodo youths in army fatigues, that attacked their villages and set ablaze their houses states the report. Further, following the exodus of Muslims from the Bodo-dominated Kokrajhar and Chirang Districts to the Muslim-dominated Dhubri District led to a reactionary move. Bodo villages in Dhubri as well as pockets of Muslim-majority Chirang, Gossaigaon and Bijni were attacked. As the Muslim settlers of Bodoland scurried for life to the Chapar and Bilasipara areas of Dhubri, armed cadres belonging to radical Islamic organisations in lower Assam reportedly entered the Bodoland Territorial Areas District (BTAD) and set ablaze village after village.

Anti-Talks faction of United Liberation Front of Asom (ULFA-ATF) called for a 12-hour State shutdown on November 19 to protest the killing of three people in an encounter by Security Forces in Majuli on November 15, reports Times of India. ULFA-ATF maintained that all the people killed in the staged gun-battle were civilians. "The three people killed in Majuli on Thursday were not ULFA cadre but innocent civilians," said a statement by Aranya Asom, of the ULFA-ATF’s ‘publicity wing’. The statement said the Nov 19 shutdown would be in effect in Dhemaji, Dibrugarh, Lakhimpur, Golaghat, Jorhat, Sibsagar and Tinsukia Districts. Jorhat Superintendent of Police (SP), Sanjukta Parasor told The Telegraph that the SIM of the satellite phone recovered from the encounter site revealed that the slain cadre and his associate Das were in close touch with ULFA’s top leadership in Myanmar. They operated in, around Majuli, and along the Brahmaputra. “We were able to decipher the code used by the militants operating along the Brahmaputra to contact the Myanmar camp,” the SP said. She said the police seized the satellite phone from an Ulfa linkman from the Majuli-Lakhimpur border in August.
