Addressing an event organised by Mahotari Pariwar Kathmandu on January 3,to felicitate chief justice Ram Kumar Prasad Shah, Prime Minister Sushil Koirala said he believed that the new constitution would be out on its January 22 schedule as a consensus between the main parties will be reached in the next three days, reports Nepal News. “After the Speaker put his hand up, all the parties have felt that it is us who should show some initiative. There will be an agreement in two to three days. I believe we will be fulfilling our responsibility of writing a new constitution,” Koirala said.

On January 5, speaking at an interaction program in Kathmandu, Nepali Congress (NC) leader Dip Kumar Upadhyay said that a draft constitution has to be readied by January 22, 2015 and a full-fledged constitution has to be issued by May 29, 2015, reports Nepal News. Upadhyay said, “It is not possible to issue a constitution on January 22. Therefore, we have to make adjustments. Parties are narrowing differences on forms of governance, electoral system and judiciary. Disputes are there only about the delineation of provincial borders. We will soon reach an understanding in this regard.”

Major political parties have started discussion on an alternative (date) for January 22, the stipulated date for promulgation of new constitution, reports Nepal News. On January 06, a meeting between Nepali Congress (NC), Unified Communist Party of Nepal-Maoist (UCPN-M) and Madheshi parties’ front was held at the Prime Minister (PM)’s Baluwatar residence. According to leaders involved in the discussion process, parties started discussion on an alternative at a time when the Constituent Assembly (CA)’s work-schedule (calendar) has already been affected. There is confusion at all quarters regarding the date of constitution promulgation after the parties have not been able to forge consensus on disputed issues. The parties are now making preparation to bring a draft of the constitution on January 22 and side by side announce a new date for promulgation of the constitution.

The ruling coalition partners NC and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) are all set to hold a ‘decisive talks’ with the UCPN-M-led 30-party alliance on January 7, morning (today), on making efforts to bring the draft of constitution on the slated date, reports Ekantipur.com. The meeting of NC and CPN-UML held at Prime Minister’s official residence in Baluwatar on January 6, evening took the decision to hold a decisive meeting with the opposition alliance. “We briefed UML leaders on the meeting we had held earlier in the day with UCPN (M) and Madhes-based parties,” said NC Joint General Secretary Purna Bahadur Khadka after the meeting. “The decisive talks will be held tomorrow at 9 am.”

Top leaders of the four major political forces have discussed sending the disputes over constitution making back to the Constitutional Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly (CA) for a few days for seeking consensus, reports Myrepublica. The chiefs of the four major political forces discussed the option as they have failed to settle the major contentious issues through consensus. Prime Minister Sushil Koirala from Nepali Congress (NC), Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman KP Sharma Oli, Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda and Bijay Gachchhadar from the Madhes-based parties attended the meeting. "We are ready to send the disputes anywhere, be it to the CPDCC or any other place, if that helps produce a new constitution by January 22," Oli told reporters while emerging from the meeting held at the CA hall at New Baneshwar, Kathmandu on January 7.

Closed session of the Communist Party of Nepal-Maoist (CPN-M) first national convention began in Dang District on January 8, reports The Himalayan Times. Party coordinator Netra Bikram Chand presented a political paper at the meeting being held in Tulsipur in Dang District from January 7. Convention participants are discussing the political paper, sources said. The party has formed a four-member presidium including leaders Santosh Budha, Ekraj Bhandari, Tilak Pariyar and Bandhu Chand to facilitate the discussions. The first convention of the youngest Maoist party is expected to finalise its plan of action.

The Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has officially declared that January 13, 2015 would be the last date for cross-party consensus and the Legislature-Parliament will formally begin the constitution-making process on the same day, reports Nepal News. Organizing a press meet at its party headquarters at Madan Nagar, Balkhu, Kathmandu on January 10, CPN-UML said that opposition parties have to reach a consensus by Tuesday (January 13); otherwise, time will not wait for them. “The Constitutional-Political Dialogue and Consensus Committee (CPDCC) has been once again given the opportunity to forge consensus. If the bid fails, the constitution building process must begin this Tuesday (January 13),” said a statement released by the CPN-UML in the press meet. On the question of Terai and Madhes, CPN-UML’s top leadership urged all to understand that all plain land is not Madhes and it is wrong to think that plain land should be kept separate from the hilly areas while federating the country. “It will only keep the Madhesi people always under poverty and deprivation. It also represents the thought of fulfilling unfair political interest of certain political leaders in the name of Madhes.” Meanwhile, in a joint meeting with ruling Nepali Congress (NC) and CPN-UML at Prime Minister (PM) Sushil Koirala's official residence at Baluwatar, Kathmandu on January 10, the smaller parties represented in the Constituent Assembly (CA) have suggested the NC and CPN-UML to be highly flexible, but without reaching unnecessary agreements with the opposition parties including Unified Communist Party of Nepal-Maoist (UCPN-M) and Madhesi Morcha, for issuing a constitution, reports Nepal News. "We have urged NC and CPN-UML to maintain maximum flexibility," said Rashtriya Prajatantra Party (RPP), Chairman Pashupati Shumsher Rana, after the meeting. Further, Ram Bahadur Thapa 'Badal', General Secretary of the Communist Party of Nepal-Maoist (CPN-Maoist), has said that he and his party would never support the promulgation of a new constitution through the incumbent CA on January 22, reports Nepal News. "We will immediately burn the constitution a day after its issuance," Thapa said at an interaction program in Dang District on January 10. "The constitution being readied would not be in favour of people. Therefore, we have announced series of protest programs until January 23, 2015." Thapa said the first CA truly belonged to people and was dissolved under a conspiracy. "The second CA has no rationale. It is only a place for drama and that's why it has to be dissolved." In the interim, the chairman of CPDCC of the CA, Baburam Bhattarai, on January 11, briefed the CPDCC about the informal meetings that he held with leaders of major parties, reports The Himalayan Times. Noting that the talks so far were positive, Bhattarai expressed his hope that the CPDCC would be able to forge consensus on crucial issues of new constitution by tomorrow (January 12). It has been learnt that he expressed concern over the souring relationship between the top leaders of CPN-UML and Madhesi leaders, and pointed out that they should bury the hatchet.

According to Gopal Dahit, senior leader of Tharuhat Tarai Party, today’s meeting of the Front held at Singha Durbar to assess the Newa-Tamsaling and Tarai-Madhes bandh (shutdown), decided to deplore the CA Chair for holding the CA meeting after expressing commitment to postpone it. CA member Dahit said Nembang had said he would postpone today’s CA meeting but did not keep his word. He also did not inform the 19 opposition parties that the CA meeting would continue today. “This is the first such incident in the five-years’ history of the CA,” Dahit quoted senior leader of Unified Communist Party of Nepal-Maoist (UCPN-M) and Chairman of Constitutional Political Dialogue and Consensus Committee (CPDCC) of CA Baburam Bhattarai as saying. On January 15, UCPN-M Pushpa Kamal Dahal aka Prachanda kept himself busy throughout the day holding meetings with the opposition alliance in a bid to make the alliance of opposition parties stronger in CA and the streets, reports Ekantipur.com. He held discussions with lawmakers, office bearers and standing committee members of his party at 8 am today (January 15) in party headquarters Paris Danda, Kathmandu. Later at 1 pm, he summoned the meeting of agitation mobilisation committee and inquired about its preparations. He directed the committee to make the upcoming protests effective. Preliminary estimates have shown the unprecedented vandalism that took place at the Constituent Assembly (CA) hall on January 19 caused damage of around Rs 3 million, reports Kantipur Online on January 21. The estimation of the loss is based on the collection of details by the CA Secretariat technical officials, said CA Secretariat. A five-member probe committee had been formed under the coordination of Parliamentary Secretariat General-Secretary Manohar Prasad Bhattarai as instructed by CA Chairman Subas Nembang to find facts relating to the fiery and unwarranted incident that took place at the. The ruling Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) on January 21 urged Constituent Assembly (CA) Chairman Subas Nembang to proceed with the Assembly process to clear the hurdles for the constitution writing, reports Kantipur Online. NC Joint Secretary Purna Bahadur Khadka said “It is now up to the CA Chairman to explore the options on how to move ahead, as we have asked him to use his conscience to end the political deadlock. The CA business should be continued.” Meanwhile, leaders of the NC and CPN-UML on January 21 said that it has become impossible to release the new constitution on January 22 deadline because of the hindrance posed by the Unified Communist Party of Nepal-Maoist (UCPN-M) and Madhes-based parties, reports Kantipur Online. CPN-UML senior leader Jhala Nath Khanal said “There can’t be any agreements against the national unity and sovereignty. The promulgation of new constitution tomorrow (January 22) seems unlikely. Around 1,000 Security Force (SF) personnel are being deployed outside the Constituent Assembly (CA) building in Kathmandu on January 22 (today), the deadline for the promulgation of a new constitution which by now is highly unlikely, reports Kantipur Online. Given the increasing polarization between the major political parties over constitution writing process and the recent spate of violence that erupted inside and outside the CA Hall, the Government is stepping up security around the CA building and in areas that have been designated as prohibited zones. Nepal Police will deploy over 450 officers around the CA building while an equal number of Armed Police Force personnel will accompany them to secure the perimeter from possible incidents of violence. A three-layer security ring has been planned to stave off protesters from breaking inside the prohibited zones. The SF will be armed with water cannons, tear gas shells and rubber bullets. Meanwhile, ten packets of chilli powder have been recovered from CA building, reports Kantipur Online on January 22 (today). The packets were found on the several corners of the building half an hour before the meeting began. The CA meeting is scheduled to begin at 11 am.

CPN-UML Senior leader Jhala Nath Khanal said the constitution writing process forwarded by the Constituent Assembly (CA) would not be halted at any cost, reports Ekantipur.com. Receiving a memorandum submitted by the Reporters' Club Nepal with an objective to exert pressure for writing constitution , at his residence in Dallu in Kathmandu on January 28, he said the disputed issues witnessed during the constitution writing process could be settled through political consensus. He said, "Majority of people are in line of promulgating constitution. Thus, constitution writing process would go ahead if possible by forging consensus, otherwise as per the CA procedure. The step taken by the CA is right and it would not be withdrawn at any cost."
