While surrendering Thapa said reforms and changes wished by the insurgents cannot be achieved through murder, violence, looting and destructive activities and declared he would fight violent policies. He added he would not be associated with any affiliates of the Maoists. Thapa also said a solution to the current crisis should be reached through the monarchial, multiparty system.

Separately, six policemen, including an officer, were in an ambush laid by Maoist insurgents on their vehicle in near Lalgaon, Bara district, on January 1. They were on patrol duty and were heading to Ratanpuri. There were altogether nine policemen traveling in the jeep.

Accusing the Nepalese and Bhutanese governments of ignoring their plight, they demanded that the report of verification of citizenship claims held at the Kundanbhari camp be published. Speaking to media persons in Biratnagar on January 3, Minister for Physical Planning and Works, Narayan Singh Pun, said, " A human right activist is trying to broker talks. A formal letter has been sent to the Maoists on the government’s behalf". Reports available now indicate five insurgents had attacked Shrestha, his wife and a body guard, who were killed on January 26-morning near his house in Patan, Kathmandu Valley. The arrested suspect, Sainju, was later taken into custody from a place close to the incident-site.
